Abstract

Policy regulations are not a new phenomenon in governance in Indonesia. Policy regulations arise as a result of the growing needs of the community, which requires the government to take quick legal action, even overriding the principle of legality or what is also known as wetmatigheid van bestuur. Because the authorities have extraordinary powers, administrative law functions to provide legal protection for the people against the actions of the authorities by bringing a lawsuit to the court. Legal protection for the people from government legal action is a juridical means in a rule of law to prevent or restore losses suffered by the people as a result of government legal actions that cause losses to the people.

Abstract

In ASEAN and the EU, there is a social problem that underlies a similar problem that occurred in ASEAN and the EU regarding the authority of regional human rights institutions in deciding a case of human rights violations. ASEAN also does not have an independent judicial institution that functions to enforce human rights law independently. These factors are certainly an obstacle in the enforcement and protection of human rights in ASEAN in particular. This is different from the EU which has a more integrative law enforcement mechanism. In terms of upholding and protecting human rights, the EU has the European Court of Human Rights (ECHR). The judicial institution has a function to ensure that the human rights of the EU people are not violated and give the EU community the right to be heard in court for cases of human rights violations experienced.

Abstract

Musik merupakan suatu seni yang sering didengar baik sedang sedih maupun bahagia dari berbagai kalangan. Lirik dari sebuah lagu ini sangat sulit dibuat jika belum memiliki pengalaman didalam dunia permusikan. Dengan adanya teknologi kecerdasan buatan maka lirik dari sebuah lagu ini bisa dibuatkan agar membantu para masyarakat ataupun artis yang baru terjun ke dunia musik. Dengan menggunakan Natural Language Processing agar mesin bisa memahami bahasa manusia dan juga menggunakan algoritma markov chain untuk menghitung probabilitas dari kata sebelumnya untuk menentukan kata berikutnya maka akan bisa dibuatkan sebuah sistem kecerdasan buatan yang bisa melakukan generate lagu. Hasil dari penelitian ini adalah sebuah website yang bisa melakukan generate lirik lagu baru dari artis-artis yang ada yang diberi nama Lyrichisty.

Abstract

Postpartum hemorrhage is excessive bleeding that occurs after delivery due to blood loss of 500 mL in a standard delivery or 1,000 mL in a cesarean delivery. Postpartum hemorrhage is divided into primary and secondary and classified based on the 4 Ts: tone, trauma, tissue, and thrombin. Uterine atony is the most common cause. The use of uterine tamponade is an option to treat postpartum hemorrhage (PPP) because it is relatively non-invasive, with a success rate of more than 80%. Using uterine tamponade is easy and quite simple but requires hands-on training to increase confidence in installing uterine tamponade. The literature sources used are Google Scholar, Pubmed, Science Direct, Hindawi, Medline, and Cochrane. After obtaining appropriate literature, the literature is compiled. Uterine tamponade is a second-line treatment for uterine atony that does not respond to uterotonics. Based on the literature search that has been carried out, uterine tamponade is an effective therapy for PPH, is easy to use, and has a low risk of harm with a success rate of 80-87.3%. The use of uterine tamponade can also significantly reduce the need for invasive procedures. Uterine atony is the most common cause of PPH, which results in morbidity and mortality. Uterine tamponade has been proven to be effective, safe, practical, and cheap to treat PPH in daily practice. Further research may be needed in Indonesia to determine the effectiveness of uterine tamponade in treating uterine atony.

Abstract

Stroke is a neurological deficit of the central nervous system caused by vascular issues, affecting around 800,000 individuals annually. According to Riskesdas 2018, the prevalence of stroke is approximately 10.9%, with the highest rates in East Kalimantan and the lowest in Papua. In this study, we present a case of a 79-year-old male diagnosed with embolic stroke at Royal Taruma Hospital. The patient was admitted with a fever that persisted for four days prior to hospitalization. Comprehensive anamnesis, physical examination, and diagnostic tests confirmed a diagnosis of febris e.c. bronchopneumonia and hemiparesis duplex e.c. chronic CVDNH. Embolic strokes occur when a cerebral artery is occluded by a clot originating from the heart, aortic arch, or a major cerebral artery, often leading to maximal neurological deficits at the onset. This case underscores several risk factors for embolic stroke, including hypertension, dyslipidemia, and advanced age. The patient was treated with rivaroxaban (10 mg once daily) for anticoagulation and meropenem (1 g three times daily) to manage the infection. Post-treatment, a comprehensive geriatric assessment revealed no signs of urinary or fecal incontinence, and the patient did not exhibit polypharmacy. Following intervention, there was a notable improvement in neurological function and resolution of infectious symptoms. This case highlights effective management strategies for a 79-year-old male with complex medical conditions and emphasizes the necessity of timely interventions in elderly patients for better prognostic outcomes.

Abstract

Fibroblasts that produce excess collagen and growth factors play a role in the pathogenesis of keloid formation. In general, keloids are treated with intralesional corticosteroids alone or with a combination of other modalities, but the recurrence rate is still relatively high, so alternative treatments such as stem cells are being investigated, one of which is Mesenchymal Stem Cells (MSC), which have proven to be useful in healing keloids. Therefore, this literature review aims to discuss the effects of stem cell therapy in the treatment of keloids. In this literature review, 36 journals were used that discussed stem cell therapy in the treatment of keloids taken from various journal sources, namely Google Scholar, Pubmed, Medline, Ebsco, Hindawi, and Cochrane which were published within the last 10 years. According to the source, MSC is divided into 2 types, namely Adipose Mesenchymal Stem Cells (AMSC) and Bone Marrow Mesenchymal Stem Cells (BMMSC). In several studies, AMSC is known to reduce the expression of TGF-β1, COL-1, and COL-2 proteins, and has been shown to inhibit the proliferation of fibroblasts in keloid patients. Whereas in the BMMSC study that was applied with Hydroxybutyl chitosan (HBC) and Arg-Gly-Asp (RGD) hydrogels for 7 days, it was shown to significantly reduce nodular collagen fibers (p<0.05). Keloids occur due to excessive production of collagen and are influenced by various factors such as age, gender, skin color, and genetics. Abstract

This study aims to examine the development of sensor technology in civil engineering infrastructure monitoring systems through a literature study approach with a qualitative descriptive method. The need for accurate, real-time, and sustainable monitoring systems is increasingly urgent as the complexity and age of public infrastructure increases. This study highlights the evolution of sensors such as strain gauges, accelerometers, and Wireless Sensor Network (WSN)-based systems that are now integrated with the Internet of Things (IoT) and edge computing. This technology enables early detection of structural damage and efficient data processing, thereby increasing the effectiveness of structural maintenance and safety. However, implementation in the field still faces challenges such as initial costs, extreme environmental conditions, and limitations of existing structures. Through content analysis of various scientific publications over the past decade, it was found that the success of the Structural Health Monitoring (SHM) system is not only determined by the quality of the sensor, but also by the data integration strategy and analytical-based decision making. This study provides academic contributions in mapping trends and challenges of sensor technology and offers practical insights for the development of adaptive and sustainable monitoring systems, especially in developing countries like Indonesia.
