Abstract

This study aims to find out the development strategy of Blue Lake Opersnondi Ecotourism in Sepse Village, East Biak District  Biak Numfor Regency.   This study used a descriptive method using data collection techniques with field observations, interviews, and literature studies. The data analysis used in this study is the Strength, Weakness, Opportunity, and Threats (SWOT) analysis. The results of this study show that f Strength actors   are the largest indicators, where the   total weight value is 2,31, the Weakness factor with a total   weight value of 2,21, Opportunity factors with a total weight value of  2,64, and Factor Acaman with a total   weight value of  1,79. From the results of the grand matrix of strategies that have been obtained, the development of the blue lake tourist attraction opersnondi is in kuadran I, which is in the   category of aggressive strategies, which weighs the factor Strength and Opportunity to make up the largest total weight value.  The results of interviews from the sespse village community and also stakeholders related to the development of blue lake tourist attractions strongly agree on the development of blue lake tourist attractions opersnondi and the community are actively involved.

Abstract

The Sausapor Declaration has served as a stepping stone towards convening and balancing the dynamics of governmental politics, conservation efforts, the protection of customary communities’ rights, and the sustainable management of natural resources in Tambrauw District. The Declaration supported the establishment of Tambrauw as a Conservation District, while also acknowledging the rights of customary communities in shaping political priorities of the local government, which include: a) stewardship of extensive remaining tropical forests (91.9% forest cover); b) management of protected areas, which represent 77-80% of the total area of the District; c) acknowledging the cultural traditions of five major indigenous groups; and, d) securing the active support of formal institutions for these goals. Two stages have shaped the effort to establish the Conservation District.  The first stage involved the period prior to the formal declaration, while the second ecompasses development and implementation of related policies.  Establishing local regulations and protecting local communities required extensive lobbying with the provincial and national government, as well as advocacy in various seminars, including both national and international conferences that provided strategic opportunities for securing support for the Conservation District. These steps have been instrumental in gaining legitimacy and public support for relevant conservation policies and for protecting the rights of customary communities. As one example, the review of Tambrauw spatial planning documents  (RTRW) led to prioritizing eco-tourism as a leading sector for economic development, along with the creation of an overall agropolitan and renewable energy strategy.

Abstract

The challenge of integrating ecological, economic and social aspects of forest management is still a critical issue among stakeholders who agree on community-based forestry and the rights of indigenous peoples. In West Papua, the contrast of abundant natural resources with serious social inequalities and structured poverty is a continuing challenge for implementing a social forestry program. The process of establishing customary territories in West Papua is an important milestone in recognising its community entities. Is this scheme definitively able to answer the interests of access and management of indigenous peoples? This can help in achieving the sacred goal of protecting 70% of the forest area. This paper examines the dynamics of forest management in West Papua by the parties in customary forests. The low area designated for customary territories in West Papua, which has only reached 2,554.2 hectares, and the absence of a decree on the existence of customary forests is a form of injustice to the interests of local communities. The social forestry acceleration program intended to end the uncertainty surrounding customary forests is still in process. The roles of both on-site and off-site parties have not been optimal in realising customary forests in West Papua due to the complex and incomplete translation process at the site level. The results of the review show that interest is still focused on achieving an indicative-annual figure, which is still dominated by the village forest scheme. Hopefully, this year's acceleration of customary forests will become a milestone in West Papua, based on mutual need and desire.

Abstract

Pengelolaan ruang area hutan berbasis kearifan lokal terintegrasi dengan pendekatan tradisonal dari pengetahuan lokal masyarakat dalam pengelolaan hutan. Pada area kawasan hutan, terdapat beberapa hal yang mempengaruhi terjadinya kerusakan ekologis, kemiskinan dan kehancuran sistem budaya masyarakat, konflik kepentingan dan berdampak pada lingkungan yang tidak berkelanjutan. Penelitian ini bertujuan untuk mengidentifikasi pola penggunaan area dalam pengelolaan ruang hutan, peraturan dan juga adat istiadat yang dapat diterapkan untuk komunitas masyarakat adat di Timur Selatan Distrik Ayamaru, Kabupaten Maybrat. Pengambilan data terdiri dari data sekunder dan data primer. Pengambilan data primer diambil dengan cara melakukan wawancara terhadap komunitas masyarakat adat. Komunitas masyarakat adat di Timur Selatan Distrik Ayamaru, di Kabupaten Maybrat, telah mempunyai area hutan untuk eksploitasi, dengan alokasi ruang untuk area budidaya atau zona pemanfaatan, area yang dilindungi (hidrologis) dan zona ekologis khusus, atau landsekap ekologis, dan dalam bahasa daerah dikenal dengan kata area ‘Pamali’ (Mbou). Tingkat keberlanjutan untuk alokasi penggunaan ruang berbasis kearifan lokal masyarakat Maybrat di Timur Selatan Distrik Ayamaru termasuk dalam kategori keberlanjutan tinggi dengan 74% area alami menjadi area yang dilindungi atau perlindungan kawasan adat.

Abstract

ABSTRACT  Forest Utilization Business Licensing (FUBL) in Papua has been practicing a silvicultural system for a long time, but the results are still not optimal. Various obstacles in the field such as seed preparation, nursery, planting, and maintenance are still not optimal. Not to mention the erratic fruiting time of Merbau stands and competition from seed-eating pests. This condition can affect the distribution and growth of Merbau stands. One of the reasons is that FUBL has not yet practiced the Merbau Silvicultural Intensive (SILIN) system. Merbau stands are commercial and endemic to Papua, belonging to the class I-II sturdy wood, having hard, sturdy, and durable properties. Currently, merbau is considered a valuable type of wood in the Southeast Asian region and this species is one of the leading species for the Papua region in terms of forest exploitation. This community service activity aims to increase the participants' knowledge, expertise, and understanding of the SILIN Merbau method. This PKM activity was carried out at PT. Wijaya Sentosa in Dusner Village, Kuri Wamesa District, Teluk Wondama Regency on September 5 and 6 2022. The method used in this community service program is community development practice, equipped with a participatory and educative approach with outreach, training, field practice, mentoring, and evaluation. This activity has succeeded in increasing the knowledge, understanding, skills, and independence of training participants, especially FUBL in Papua.  Keywords: FUBL; Intensive silviculture; Merbau stands   ABSTRAK Perizinan Berusaha Pemanfaatan Hutan (PBPH) di Papua telah mempraktikkan sistem silvikultur sejak lama, tetapi hasilnya masih belum optimal. Bermacam hambatan di lapangan seperti persiapan benih, persemaian, penanaman serta pemeliharaan yang masih kurang maksimal. Belum lagi adanya waktu berbuah tegakan Merbau yang tidak menentu dan terdapatnya persaingan dengan hama pemakan biji. keadaan ini bisa mempengaruhi sebaran serta perkembangan tegakan Merbau. Salah satu penyebabnya adalah karena PBPH belum mempraktikkan sistem SILIN Merbau. Tegakan Merbau merupakan kayu komersial serta endemik Papua yang masuk kelas kokoh kayu I- II, mempunyai sifat keras, kokoh serta awet. Saat ini, merbau dianggap sebagai salah satu tipe kayu berharga di wilayah Asia Tenggara serta jenis ini ialah salah satunya jenis unggulan untuk wilayah Papua di dalam hasil pengusahaan hutan. Kegiatan PKM ini bertujuan untuk meningkatkan pengetahuan, keahlian serta pemahaman partisipan terhadap metode SILIN merbau. Kegiatan PKM ini dilaksanakan di PT. Wijaya Sentosa di Kampung Dusner, Distrik Kuri Wamesa, Kabupaten Teluk Wondama pada tanggal 05 dan 06 bulan September tahun 2022. Metode yang digunakan dalam program PKM ini adalah community development practice, dilengkapi pendekatan partisipatif serta edukatif dengan sosialisasi, Pelatihan, Praktik lapangan, pendampingan serta evaluasi. Kegiatan ini telah berhasil meningkatkan pengetahuan, pemahaman, ketrampilan serta kemandirian partisipan pelatihan, kususnya PBPH yang terdapat di Papua.
