Abstract

The decentralization policy has long been implemented in Indonesia, but issues related to community development was still a serious problem. Hence the concept of community-based development became the most attentive development concept in the mean time. This study was conducted in 2010 in Purbalingga Regency. This study used descriptive and exploratory research method. Data collection was done by indepth interviews, discussions, field trips, and literature study. Data obtained were analyzed using qualitative research methods. Result shows that implementation of regional autonomy increased empowerment practice both in quantity and quality. Developing empowerment models are Program PNPM Mandiri Pedesaan, TMMD, PKP, Puspahastama, and Desa Sehat Mandiri. Implementation of community development programs generate positive impact on society both physical and nonphysical. Many problems encountered in community development programs, for instance in terms of policy, planning, implementation, financial, human resources, and coordination. Amongst all those problem, we expected that in the future there will be a national policy which able to integrate and synergize all government levels and units, and also stakeholders in the implementation of community development programs

Abstract

Untuk menjamin terpenuhinya hak setiap warga negara dalam mendapatkan pelayanan secara minimal maka pemerintah mengeluarkan kebijakan standar pelayanan minimal atau SPM. Kebijakan ini merupakan amanah dari UU No. 32 Tahun 2004 tentang pemerintah daerah dimana setiap pemerintah daerah diwajibkan untuk mencapai target SPM yang telah ditetapkan oleh setiap Kementerian/ Lembaga terkait. Sampai saat ini telah diterbitkan 15 kebijakan SPM dari kementerian/ lembaga teknis. Layaknya penerapan sebuah kebijakan, maka tidak akan lepas dari berbagai permasalahan. Beberapa kendala utama yang dihadapi dalam penerapan SPM adalah kurangnya sosialisasi, masih belum jelasnya konsep pelayanan dasar, penetapan target SPM yang terlalu tinggi, tidak adanya sistem insentif dan disinsentif, keterbatasan anggaran daerah dan minimnya kualitas SDM. Oleh sebab itu, demi perbaikan kinerja pencapaian SPM Kab/ Kota supaya menjadi lebih baik maka terdapat beberapa rekomendasi kebijakan ke depan diantaranya perlu dilakukan peningkatan sosialisasi, peninjauan kembali konsep layanan dasar, peninjauan target pencapaian SPM, pemberlakuan sistem Reward and Punishment, penambahan alokasi pembiayaan/penganggaran, serta peningkatan kualitas dan kuantitas SDM.

Abstract

The existence of technology is positive side for the government in managing public services to create services that are effective, efficient, transparent and able to involve the community. The implementation of new public services in local government is manifested by public service innovations that utilize technology. One application is the JAKI application which is used as a public service application in DKI Jakarta Province. This research uses qualitative research with an exploratory approach. Viewed from the perspective of the new public service, it has met the indicators; serve citizens, not customers; seek the public interest; value citizenship over entrepreneurship; recognize that accountability isn't simple; serve rather than steer; value people, not just productivity. In realizing the new public service in the JAKI application based public service, several problems were encountered.    In this case, the government needs to pay more attention to strategic steps in popularizing the JAKI application.

Abstract

This research aims to analyze and obtain an overview of public perceptions of the JAKI application as an innovative public service platform in DKI Jakarta which is implemented by BLUD Jakarta Smart City. This type of research is descriptive qualitative. Research data is secondary data obtained through data collection in the comment column in the Google Play Store rating and review feature. The data analysis used in this research is of Nvivo 14 software. The research results showed three things, namely the first related to history, a brief overview, and the features available in the JAKI application. Second, regarding data on the number of downloaders and active users of the JAKI application. And the third is related to the public's perception of active users of the JAKI application. It was found that the public's perception of the JAKI application as a comprehensive, innovative service platform tends to be negative. This is shown by three of the four e-service quality indicators receiving negative perceptions. Only one indicator received a positive perception. Apart from that, the findings also show that the sentiment raised is dominated by negative sentiment regarding the JAKI application.

Abstract

Introduction This research investigate scientific publication trends related to corporate university themes. All publications are indexed in the Scopus database from the first publication until April 2022. Limited discussion of corporate university using bibliometric analysis in Scopus is the novelty of this paper. Data Collection Methods Using bibliometric analysis with data visualization performed with VOS viewer application version 1.6.18 Results and Discussion.. The first publication related to the corporate university theme emerged in 1985 and reached its peak in 2017, then tended to decrease until April 2022. The US is the most influential country in the corporate university theme in both the number of publications and number of citations. Intellectual Partnership Consulting from the UK is the most influential organization with the highest number of publications. Whereas Chairman of Paradigm Shift International contribute as the most cited publication. Conclusion. "Corporate University" has become an interesting research theme in HR development for the last four decades. It is shown from the increase of the publication numbers and authors from various organizations accros the world. Furthermore, the authors’ perspective in terms of corporate university varies. The study should inform researchers, practitioners and policy makers to improve and enhance corporate university governance.
