Abstract

The TPS3R program is an innovation program in the field of waste management and waste handling. The TPS3R program aims to reduce the quantity of waste production and/ improve the characteristics of the waste to be processed, as well as to ensure that the accumulation of waste in landfills is reduced. Researchers limited this research to the Tanjung Benoa Traditional Village. In practice, there are still problems related to the quantity and quality of the facilities and infrastructure used, there are no strict sanctions governing people who violate the regulations, and the targets of the TPS3R program in Tanjung Benoa Traditional Village have not been achieved. The purpose of this research is to find out how the TPS3R Program is implemented in dealing with waste problems in the Tanjung Benoa Traditional Village. This study uses descriptive qualitative methods with data collection techniques in the form of observation, interviews, and documentation. The results of related research were analyzed using three aspects according to Charles O. Jones, namely organization, interpretation, and application or application which showed that the TPS3R program in the Tanjung Benoa Traditional Village was not optimal because there were still problems in several aspects such as limited financial resources used for expenses. operationally, the facilities and infrastructure that are used as supporting factors have not been able to support the program optimally, there are still people who are reluctant to comply with regulations that hinder the program implementation process, and there are no strict sanctions that can create a deterrent to people who violate them.

Abstract

The tourism sector is one of the potential job for the community, especially for people of Indonesia. The spread of the COVID-19 chain has created a deterioration in the economy of Bali Province. In this case, Bali Tourism Office has the authority to take care of the government affairs of Bali Province especially tourism. One of the efforts made is to do virtual promotions using social media and websites. This research looks at the implementation of e-government through digital platforms as an effort to recover tourism. The data collection process uses qualitative research methods. Data were obtained by conducting direct observation activities, interviews, and literature studies. The results showed that the implementation of e-government on the digital platform owned by Bali Tourism Office has been carried out effectively, but there is still a need for optimization and improvement efforts in several aspects. Abstract

Kamasan Tourism Village is one of 19 tourist villages in Klungkung Regency which is still facing obstacles in its development. This study aims to analyze the role of stakeholders in the development of tourism villages in Kamasan Tourism Village. This research uses descriptive qualitative methods. Data collection was carried out by observation, interview, documentation methods. Analysis of the findings uses Governance theory according to Sedarmayanthi (2012) through the three pillars of Stakeholders namely: government, private sector, and society. The findings show that the government's role is not optimal, the role of the private sector is also not maximized. The role of the community is quite good. The recommendation that the author can give is that the government must record existing craftsmen, and the private sector must implement existing craft product innovations. Abstract

The provision of social rehabilitation to persons with disabilities by the Denpasar City Social Service aims to enable persons with disabilities to have independence and restore the function of persons with disabilities in society. However, in practice there are performance problems, therefore it is necessary to measure the performance of public organizations to review the performance of the Social Service in providing social rehabilitation for persons with disabilities in Denpasar City. This research uses a type of qualitative research with a descriptive approach. The data sources used are primary and secondary data. The informant determination technique in this study used purposive sampling. This study uses the theory of performance measurement of public organizations according to Agus Dwiyanto (2017). The purpose of this study was to find out how the performance of social services in providing social rehabilitation for persons with disabilities in Denpasar City. The results of the study show that the performance of the Social Service in providing social rehabilitation for persons with disabilities in Denpasar City is quite good. Abstract

Fulfillment of the right of people with disabilities to get a job is set forth in the form of a policy to provide guarantees to persons with disabilities of that right. The role of special schools (SLB) as formal educational institutions for people with disabilities is needed to prepare better quality human resources (HR) for workers with disabilities according to their main duties and functions. By implementing the right strategies by SLB, people with disabilities will be able to compete and survive in the world of work so that in the future the goals and objectives of employment policies for people with disabilities can be achieved. This study aims to find out the strategies implemented by special schools (SLB) in responding to employment policies for people with disabilities, especially in SLB Negeri 2 Denpasar. This research uses descriptive qualitative method with data collection techniques in the form of observation, interviews, and documentation. The results of this study indicate that the strategies used by SLB Negeri 2 Denpasar in responding to employment policies for people with disabilities is very good. This can be seen from the several indicators used, such as goals, environment, direction, action, and learning, which have gone very well and provided maximum results or impact on workers with disabilities.

Abstract

Kelecung Eco Village is one of the sub villages in the Tegal Mengkeb Tourism Village which is currently developing its tourism potential. The management and development of tourism in Kelecung is community based which is often referred to as Community Based Tourism (CBT). This study aims to analyze tourism management at Kelecung Eco Village through the concept of Community Based Tourism (CBT). Community Based Tourism is a concept that involves community participation in managing the potential that exists in their area so that not only active participation but the community will get a real economic and social impact for the development and growth of their welfare. This research uses descriptive qualitative method. Data was collected by observation, interview and documentation methods. Analysis of the findings uses the theory of Tourism Development with a Community Based Tourism (CBT) approach according to Suansri (2003) in Sri Endah Nurhidayati through 5 (five) dimensions, namely: the economic dimension, the social dimension, the cultural dimension, the environmental dimension, and the political dimension. The findings show that from an economic dimension it has been going well, but the financial records do not use modern technology. Furthermore, for the social dimension, the findings show that this concept has worked well in terms of increasing community pride and also fair distribution of roles. Then for the cultural dimension it has been going well. For the environmental dimension, it has been going well, but the management of waste transportation does not use modern technology. Then the last one for the political dimension has been going well, but there is a lack of regulations governing tourism management arrangements at Kelecung Eco Village. As for the recommendations that the author can give, namely POKDARWIS Dewi Kesari which is produced using more modern technology in its management, POKDARWIS Dewi Kesari which makes general rules for tourists even if they only come on vacation but don't stay overnight, POKDARWIS Dewi Kesari is to make more activities to attract local people so that participation is increasing and the Tegal Mengkeb official village makes written rules for the management of the Kelecung Eco Village

Abstract

The implementation of the Simak Dihati attendance system is one of the applications applied by the South Denpasar Sub-district Office with the aim of improving employee discipline, especially in terms of punctuality. During its implementation at the South Denpasar Sub-district Office since 2022, the Simak Dihati attendance system has encountered several issues such as frequent application errors, rejections when employees take selfies and submit their location points, and uneven employee capabilities. The purpose of this research is to determine the effectiveness of the implementation of the Simak Dihati attendance system in improving employee discipline at the South Denpasar Sub-district Office. This research uses a qualitative method with data collection techniques including observation, interviews, and documentation. The research results based on effectiveness indicators according to Tangkilisan (2005), which consist of Target Achievement, Adaptation Ability, Job Satisfaction, and Responsibility, show that the implementation of online attendance (Simak Dihati) at the South Denpasar Sub-district Office has been effective in terms of target achievement, job satisfaction, and responsibility indicators. However, it has not fully met the Adaptation Ability indicator because many employees are still unable to use the Simak Dihati attendance system, especially older or senior employees, and the devices used often experience issues, thus hindering the implementation of the Simak Dihati attendance system.

Abstract

The existence of technology is positive side for the government in managing public services to create services that are effective, efficient, transparent and able to involve the community. The implementation of new public services in local government is manifested by public service innovations that utilize technology. One application is the JAKI application which is used as a public service application in DKI Jakarta Province. This research uses qualitative research with an exploratory approach. Viewed from the perspective of the new public service, it has met the indicators; serve citizens, not customers; seek the public interest; value citizenship over entrepreneurship; recognize that accountability isn't simple; serve rather than steer; value people, not just productivity. In realizing the new public service in the JAKI application based public service, several problems were encountered.    In this case, the government needs to pay more attention to strategic steps in popularizing the JAKI application.

Abstract

This research aims to analyze and obtain an overview of public perceptions of the JAKI application as an innovative public service platform in DKI Jakarta which is implemented by BLUD Jakarta Smart City. This type of research is descriptive qualitative. Research data is secondary data obtained through data collection in the comment column in the Google Play Store rating and review feature. The data analysis used in this research is of Nvivo 14 software. The research results showed three things, namely the first related to history, a brief overview, and the features available in the JAKI application. Second, regarding data on the number of downloaders and active users of the JAKI application. And the third is related to the public's perception of active users of the JAKI application. It was found that the public's perception of the JAKI application as a comprehensive, innovative service platform tends to be negative. This is shown by three of the four e-service quality indicators receiving negative perceptions. Only one indicator received a positive perception. Apart from that, the findings also show that the sentiment raised is dominated by negative sentiment regarding the JAKI application.

Abstract

Reformasi birokrasi diselenggarakan untuk merubah tatanan pemerintah mengenai suatu sistem pemerintah yang mengarahkan menjadi lebih baik. Tujuan dari penelitian ini untuk menganalisis penerapan aplikasi M-Paspor sebagai salah satu strategi reformasi birokrasi dan mengetahui mengenai aplikasi M-Paspor sebagai salah satu strategi refromasi birokrasi. Metode peneltian yang digunakan adalah metode penelitian kualitatif dengan menggunakan pendekatan deskripsi. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Analisis data menggunakan teknik analisis berupa reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Kantor Imigrasi Kelas I TPI Denpasar sudah baik dalam melakukan reformasi birokrasi terhadap pengajuan permohonan paspor dengan memanfaatakan aplikasi M-Paspor. Namun terdapat beberapa hal yang perlu ditingkatkan seperti aplikasi yang terdapat kendala sistem sehingga menghambat berjalannya pelayanan, SDM yang memerlukan pemahaman satu pemikirian dalam prosedur pelayanan, serta ditemukan penggunaan sistem penggandaan berkas persyaratan atau fotocopy.
