Abstract

Tujuan penelitian ini untuk mengetahui dan menganalisis tentang peranan otoritas jasa keuangan dalam pemberantasan tindak pidana pencucian uang yang menggunakan bank sebagai instrumen kejahatan, oleh sebab kejahatan pencucian uang (money laundering) mempunyai kaitan yang erat dengan perbankan, dimana harta hasil tindak pidana (predicate crime) ditempatkan pada institusi perbankan, sehingga proses penyamaran hasil kejahatan dapat menjadi clean money secara cepat. Penelitian ini adalah penelitian yuridis normatif dengan meneliti bahan pustaka atau data sekunder. Hasil penelitian menyatakan bahwa secara garis otoritas jasa keuangan berperan sebagaimana kewenangannya yang diatur berdasarkan undang- undangri nomor 21 tahun 2011 meliputi kewenangan memberikan izin (right to license), kewenangan untuk mengatur (right to regulate), kewenanganuntuk mengawasi (right to control), kewenangan untuk mengenakan sanksi (right to impose sanction) serta kewenangan melakukan penyidikan di sektor jasa keuangan.

Abstract

Keamanan sistem pemungutan suara elektronik (e-voting) berbasis blockchain menjadi perhatian utama di era digital. Penelitian ini bertujuan membangun model evaluasi keamanan e-voting dengan pendekatan data mining, khususnya menggunakan algoritma Support Vector Machine (SVM) dan Random Forest. Dataset yang digunakan terdiri dari lebih dari 500.000 entri transaksi blockchain. Untuk mengatasi ketidakseimbangan kelas antara transaksi sah dan mencurigakan, dilakukan teknik undersampling sehingga diperoleh 100.000 data seimbang sebagai basis pelatihan dan pengujian model. Hasil eksperimen menunjukkan bahwa model Random Forest memiliki akurasi sebesar 95%, namun performanya rendah dalam mendeteksi transaksi mencurigakan, dengan nilai recall hanya 0,00 sebelum tuning dan tetap rendah setelah optimasi. Sebaliknya, model SVM menunjukkan peningkatan signifikan setelah dilakukan hyperparameter tuning, dengan recall pada kelas minoritas meningkat menjadi 0,42 meskipun akurasi keseluruhan menurun menjadi 57%. Temuan ini menunjukkan bahwa model SVM lebih sensitif dalam mengenali pola anomali, meskipun dengan kompromi pada performa kelas mayoritas. Penelitian ini menyoroti tantangan penerapan sistem evaluasi keamanan berbasis machine learning terhadap data blockchain yang tidak seimbang. Diperlukan pengembangan lebih lanjut dengan teknik penanganan data imbalance yang lebih canggih, serta penerapan arsitektur model yang mampu menangani skala besar untuk implementasi secara real-time.

Abstract

This study aims to analyze the impact of investment, proxied by Gross Fixed Capital Formation (GFCF), on the Human Development Index (HDI) in Bandung Regency. An increase in HDI is a fundamental measure of regional development success that goes beyond mere economic growth. Using a quantitative approach, this research applies an Ordinary Least Squares (OLS) regression model to annual time-series data from 2010 to 2024. The investment variable is measured through GFCF data at 2010 constant prices, while the HDI uses the official index released by Statistics Indonesia (BPS). The econometric analysis results indicate that investment has a positive and statistically significant effect on the HDI in Bandung Regency. Each 1% increase in investment realization is, on average, correlated with an increase in the HDI. This finding underscores the crucial role of investment as one of the driving forces of community welfare. The main conclusion of this study is the importance of formulating investment policies that are not only oriented towards achieving value targets (quantity) but also focused on the quality and sectors of investment that can provide a direct and sustainable impact on improving the dimensions of health, education, and a decent standard of living for the people of Bandung Regency.

Abstract

Abstract. This study aims to identify leading economic sectors and analyze the alignment of investment realization in Bandung Regency. Using a quantitative method with Location Quotient (LQ) analysis on GRDP and investment data from 2020-2024, this study maps out base (leading) and non-base sectors. The analysis reveals that the Manufacturing and the Agriculture, Forestry, and Fishery sectors are base sectors with strong regional competitiveness (LQ > 1). However, a misalignment was found, where investment realization is not optimally allocated to all high-potential base sectors. Several leading sectors remain under-invested. This finding implies the need for the local government to optimize its investment promotion strategy by prioritizing competitive base sectors to foster more sustainable economic growth. Abstract

This study investigates the comparative influence of Foreign Direct Investment (FDI) and Domestic Direct Investment (DDI) on the Open Unemployment Rate (OUR) in Bandung Regency. This study utilizes annual time-series data covering the period from 2007 to 2024 for the OUR variable, as well as deflated FDI and DDI realization values. The methodology adopted is a quantitative approach with an Ordinary Least Squares (OLS) regression model specified in a log-log form to analyze the elasticity relationship between variables. The model estimation results show that DDI has a negative and statistically significant effect on the OUR, with an elasticity coefficient of -0.285, implying that a 1% increase in real DDI will decrease the OUR by 0.285%. Conversely, FDI was found to have no statistically significant effect on the OUR at a 5% significance level. The main finding of this research is the clear difference in effectiveness between the two capital sources in local labor absorption. DDI proves to be a strong determinant in reducing unemployment, whereas FDI, despite its volume, shows no significant statistical impact. This finding highlights that domestic investment plays a more crucial and direct role in addressing unemployment issues at the regency level, such as in Bandung Regency. Abstract

Income inequality remains a persistent challenge in developing countries, including Indonesia, particularly amid the significant inflow of capital through investment. As one of Indonesia’s regencies, Bandung Regency is no exception to this issue. This study aims to analyze the effect of Foreign Direct Investment (FDI) and Domestic Direct Investment (DDI), as variables representing investment, on income inequality as measured by the Gini Ratio in Bandung Regency. Using annual time-series data from 2011 to 2024, this study applies a multiple linear regression model with the Ordinary Least Squares (OLS) method to estimate the impact of these two types of investment. The econometric analysis reveals divergent results. FDI is found to have a positive and statistically significant effect on the Gini Ratio, indicating that an increase in foreign investment tends to widen income inequality. Conversely, DDI shows a negative, but not statistically significant, effect on inequality. This finding implies that the characteristics and structural linkages of investment with the local economy, rather than merely the volume of incoming capital, are crucial determinants of distributional outcomes. The primary policy implication for the local government is the need to transition from a strategy focused solely on the quantity of investment realization to a qualitative approach that prioritizes and incentivizes investments particularly DDI that have stronger leverage in creating local economic linkages and promoting equity

Abstract

Micro, Small, and Medium Enterprises (MSMEs) are a vital pillar of the Indonesian economy, contributing 61 percent to the Gross Domestic Product in 2024. However, the reality shows that MSME empowerment policies are shifting away from the spirit of the People's Economy (Ekonomi Kerakyatan). Existing policies tend to prioritize market efficiency and procedural ease, largely disregarding the principles of social justice and people's economic sovereignty. This study aims to critically analyze the normative misalignment between the regulatory framework for MSME empowerment, specifically Law Number 20 of 2008, or the Job Creation Law (Undang-Undang Cipta Kerja), and Government Regulation Number 7 of 2021, and the principles of the People's Economy and good public governance. Using a qualitative method through regulatory analysis, this research finds that the policy direction has shifted from substantive empowerment to administrative facilitation. Key findings indicate the dominance of a market efficiency paradigm that trivializes the meaning of empowerment, alongside a lack of space for public participation in policy formulation. As an implication, this study recommends a policy reconstruction that is affirmative towards strengthening collective economic institutions and implementing participatory governance to pursue holistic MSME empowerment.
