Abstract

Regarding the significance of Malacca Strait as a key maritime’s “choke-point” passage betweenIndian and Pacific oceans, some major countries become dependence with the security and safetyin Malacca Sea Lines of Communications (SLOC). China and India are two states-user ofMalacca Strait which sharing common interests of economic, maritime trade and energy supplies.The problem is, as a regional power of each region, India and China have an ambition to controlthe security of Malacca’s Strait. China which is more dependent with its 80% trade and energysupply through Malacca Strait, facing “Malacca dilemma” regarding the issue. Then, with thestrategy of “string of pearls” and the modernization of of People’s Liberation Army Navy (PLAN),China became assertive to save its interests. India, which has control over Indian Ocean then feelthreaten by China’s activities around Malacca Strait and Indian Ocean. India starts and enhancesthe development of Andaman Nicobar Command with US support near Malacca Straits to counterChina’s development. This paper will analyze the development of China’s dan India’s maritimestrategy rivalry in Malacca Straits with the concepts of balance of power and maritime strategy. Abstract

AbstrakASEAN Economic Community 2015 menuntut liberalisasi perdagangan di tingkat nasional dan daerah untuk menjadi basis produksi dan pasar tunggal ASEAN. Untuk menghadapi ini, pembangunan daerah sebagai basis pembangunan nasional mesti mempersiapkan diri untuk memanfaatkan peluang dan meningkatkan daya saing ekonomi lokal. Kabupaten Banyumas adalah kabupaten yang potensial di Provinsi Jawa Tengah. Data menunjukkan bahwa sektor UMKM di Kab. Banyumas mengalami peningkatan baik dari segi jumlah usaha, penyerapan tenaga kerja, maupun nilai dari produk. Namun, permasalahan yang ditemui adalah kurang optimalnya akses pembiayaan atau modal UMKM, permasalahan di bidang pemasaran, serta kurangnya kualitas Sumber Daya Manusia. Perumusan kebijakan yang tepat guna untuk menghadapi permasalahan-permasalahan di sektor UMKM tersebut, adalah syarat utama yang menunjukkan dukungan Pemerintah Daerah terhadap UMKM. Penelitian ini bertujuan untuk mengkaji efektifitas kebijakan pemerintah daerah Kab. Banyumas di sektor UMKM dalam menghadapi ASEAN Community 2015.Kata-Kata Kunci: ASEAN Economic Community, Kebijakan, UMKM, Pembangunan DaerahAbstractASEAN Economic Community in 2015 demanding the liberalization of trade at national and local levels to be the basis of production and single market of ASEAN. To face this, local development as the basis foundation for national development should prepare to optimize the opportunities and increase the competitiveness of the local economic. Banyumas district is a potential district in Central Java Province. Data shows that SMEs sector in Banyumas district has escalated its development both in terms of the number of SMEs, absorption of work forces, and the increasing value of the products. Nevertheless, the problems are less deficient access of financing or SMEs capital, marketing, and the lack of the quality of human resources. The needed of formulating right policy to face problems in SMEs sector is the main requirement which shows support form local government. This study aims to assess the effectiveness of local government policy of Banyumas district in SMEs sector in the face of ASEAN Community 2015.Keywords: ASEAN Economic Community, Policy, Small Medium Enterprises, Local Development

Abstract

This paper seeks to explain through an analysis using securitization theory, the dynamics of securitization and desecuritization of migration in Indonesia with a particular emphasize on the forced migration issues in the Southeast Asian region. This paper provides an analysis on the speech act represented in the legal documents or policy papers and the non-discursive practices demonstrated by the authorities in the security-related migration regulation and refugees protection. Both the occurrence of securitization and desecuritization is elaborated. The securitization is understood to take place when policy or legal documents as well current practices construct assumptions that migrants, including irregular or forced migrants pose certain threats to society. The desecuritization, meanwhile, is found in legal documents and practices that weaken the security claims regarding the migrants. It is argued here that desecuritization takes place in the midst of securitization and shifts the language of security of forced migration in regional level. The extent to which the perception of security threats imposed by the migratory process has been shifted can be reviewed in the policy changes by other individual states in the region and the international institutions working within regarding to refugees protection.

Abstract

Badan Usaha Milik Desa (BUMDes) sebagai salah satu lembaga sosial ekonomi yang paling dekat jangkauannya dengan masyarakat desa memiliki peran sosial penting dalam penanganan dampak pandemi COVID-19. Tujuan kegiatan pengabdian kepada masyarakat berbasis riset ini adalah untuk menguatkan kapasitas peran sosial BUMDes dalam penanggulangan dampak ekonomi COVID-19. Metode yang digunakan adalah sosialisasi peran sosial BUMDEs dan pendampingan. Implementasi kegiatan ini meliputi sosialisasi tentang peran sosial BUMDes dan manajemen distribusi paket sembako, masker, dan sabun. Evaluasi sebelum dan setelah kegiatan menunjukkan pengurus BUMDes mengalami peningkatan kapasitas peran sosial dalam penanganan dampak ekonomi COVID-19. Hasil lainnya adalah pemanfaatan potensi desa untuk pengadaan paket sembako. Dengan cara ini, BUMDES dapat menjalan bisnis sosial yang memberikan dampak terhadap kesejahteraan masyarakat. Peran sosial ini perlu dioptimalkan agar BUMDes tidak hanya dilihat dari sisi kegagalannya dalam menjalankan fungsi ekonomi komersial.

Abstract

Badan Usaha Milik Desa (BUMDes) dibentuk dalam rangka implementasi Undang-undang nomor 6 Tahun 2014 tentang Desa. Namun demikian perkembangan BUMDES masih belum optimal sebagai penyumbang Pendapatan Asli Desa (PADes). Berdasarkan hal tersebut, dalam kegiatan pengabdian ini dilakukan pelatihan pembuatan rencana bisnis kepada BUMDes di Kecamatan Lumbir, Kabupaten Banyumas. Sebelum pelatihan, dilakukan focus group discussion dan survey untuk memetakan permasalahan dan kebutuhan peningkatan kapasitas para pengelola BUMDes. Pelatihan dilakukan dengan metode ceramah dari praktisi dan tim pengabdi serta praktik pembuatan rencana bisnis.  Pelatihan diikuti oleh 16 orang dari 10 BUMDes. Pasca pelatihan, tim pengelola BUMDes telah berhasil membuat rencana bisnis. Pengabdian ini penting sebagai dasar pengajuan unit usaha BUMDes sebagai badan hukum formal.

Abstract

The adoption of UNSCR 1325 in Indonesia is a signifcant stage in recognizing women’s role in the peace process at the national and locallevels. This research is interested in examining how local communities, especially religious groups, perform their agency in peace-building, specifically counter-radicalization. This research questions the perception and strategies of women Quran study groups in Cilacap regency in counterradicalization efforts and later provides an overview of peace-building and counter-radicalization activities by women religious groups in Cilacap. The research shows that these women religious groups’ perceptions on radicalization influence their understanding as an agency in various counter-radicalization activities and contribute to building the foundation of peace in the community by strengthening society’s resilience through social and religious activities.Adopsi UNSCR 1325 di Indonesia menjadi satu tahapan yang signifkan untuk mengakui peran perempuan dalam proses perdamaian, baik di level nasional hingga lokal. Dengan tujuan mempelajari cara komunitas lokal, khususnya kelompok-kelompok pengajian perempuan, berperan sebagai agensi dalam upaya bina damai di ranah kontra-radikalisasi, penelitian ini mempertanyakan persepsi dan strategi kelompok pengajian perempuan sebagai representasi kelompok perempuan dan kelompok agamis di Kabupaten Cilacap dalam upaya-upaya kontra-radikalisasi dan bina damai. Lebih lanjut, artikel ini memberikan gambaran mengenai aktivitas-aktivitas bina damai dan kontra radikalisasi oleh kelompok pengajian perempuan di Cilacap dan menjelaskan bagaimana persepsi mereka tentang radikalisasi memengaruhi pemahaman sebagai agensi dalam rangkaian aktivitas kontraradikalisasi dan berperan dalam upaya mereka membangun fondasi bagi perdamaian positif di komunitas dengan penguatan ketahanan sosial melalui aktivitas-aktivitas sosial keagamaan

Abstract

This article elaborates the responses and challenges of implementing the WPS agenda in Indonesia in the context of the Covid-19 pandemic. These responses and challenges are seen through the four pillars of WPS, namely Prevention, Participation, Protection, and Assistance and recovery. This article using descriptive qualitative method and using concept of Women, Peace and Security. The findings are in the Prevention and Protection pillar, there has a mechanism for collecting data on gender-based violence by government institutions, as well as protocols for handling the pandemic. In the pillars of participation, assistance and recovery, there has been an increase of participation of women’s groups and civil society organizations in policy-making related to WPS, as well as assistance and handling of the pandemic. However, the mechanisms have not specifically and effectively targeted affected women in conflict areas in Indonesia. WPS RAN has not become a reference in handling pandemic.

Abstract

This research aims to find out what roles and cooperation are carried out by the local government in counter-radicalism efforts in Cilacap Regency. So far, there have been numerous studies on the threat of radicalism and terrorism in Indonesia. However, few examine the threat of radicalism, terrorism, and counter-radicalization strategies at the local level. Furthermore, Indonesia lacks many regional or local regulations targeting counter-radicalization strategies. Cilacap Regency is one of the regencies that is prone to radicalism and terrorism. Therefore, prevention and counter-radicalization against the threat of terrorism in Cilacap are needed, especially through cooperation between local government actors. This research uses qualitative research methods and data collection methods in the form of in-depth interviews and focus group discussions (FGDs) involving several elements of government and community groups. Using the concept of multisectoral governance, the result of this study is that multisectoral cooperation between various elements has been realized in counter-radicalization efforts in Cilacap Regency. However, some challenges remain, including the absence of a Regency Regulation (Peraturan Bupati) for handling terrorism in Cilacap.
