Abstract

Bahwa semangat pembentukan BUMDes telah sesuai dengan arah perkembangan paradigma administrasi publik, karena terjadi pergeseran paradigma dari OPA ke NPM yang diterapkan di pemerintah desa. Oleh karena itu, pembentukan Badan Usaha Milik Desa menjadi salah satu model pemanfaatan kapasitas finansial desa untuk pemanfaatan potensi dan aset desa. Tujuan penelitian ini membandingkan pengelolaan potensi secara tradisional melalui pemerintah desa dan pengelolaan berbasis badan usaha publik (public enterprice). Hasil wawancara dengan key informan menunjukkan bahwa terdapat perbedaan mendasar dalam pengelolaan potensi desa. Oleh karena itu, kami berpandangan bahwa pergeseran business model pemerintah ke arah public enterprise untuk pengelolaan potensi desa telah berada di jalan yang benar. BUMDes bergerak dari paradigma birokratik ke sektor bisnis, namun bukan bisnis murni melainkan bisnis sosial.

Abstract

The transportation service subsidy is intended to ease the burden of students from low-income families by helping with their need for mobility. The local government provides a transportation service expenditure budget annually to pay for the transportation services they require. Theoretically, the subsidy benefits the poor, although a study on the evaluation of the transportation service subsidy program is still needed to ascertain whether the program beneficiaries benefit from the program. This study used a survey method, and it deepened by the in-depth interviews conducted with 98 respondents. It used to obtain supporting information to pair with the survey results. The critical findings from this study are that the subsidy program has increased the rate of savings in terms of transportation service spending, and it has also reduced the burden of food expenditure among the poor. Better access to education services among the program recipient students reduced traffic congestion, and the enthusiasm for learning within low-income family students are also benefits. Another benefit is that the public transport drivers involved in the program get sustainable income certainty. The income of the recipient community groups has increased moderately compared to the non-recipient groups. However, saving on transportation spending does not contribute significantly to the burden of food expenditure for low-income families. The reason for this is that the free transportation subsidies received by the poor are minimal in terms of the frequency of coupon use. This study concludes that free transport subsidies in the short term can alleviate the burden on the poor, and in the long run, they can improve the welfare of the poor.

Abstract

Badan Usaha Milik Desa (BUMDes) sebagai salah satu lembaga sosial ekonomi yang paling dekat jangkauannya dengan masyarakat desa memiliki peran sosial penting dalam penanganan dampak pandemi COVID-19. Tujuan kegiatan pengabdian kepada masyarakat berbasis riset ini adalah untuk menguatkan kapasitas peran sosial BUMDes dalam penanggulangan dampak ekonomi COVID-19. Metode yang digunakan adalah sosialisasi peran sosial BUMDEs dan pendampingan. Implementasi kegiatan ini meliputi sosialisasi tentang peran sosial BUMDes dan manajemen distribusi paket sembako, masker, dan sabun. Evaluasi sebelum dan setelah kegiatan menunjukkan pengurus BUMDes mengalami peningkatan kapasitas peran sosial dalam penanganan dampak ekonomi COVID-19. Hasil lainnya adalah pemanfaatan potensi desa untuk pengadaan paket sembako. Dengan cara ini, BUMDES dapat menjalan bisnis sosial yang memberikan dampak terhadap kesejahteraan masyarakat. Peran sosial ini perlu dioptimalkan agar BUMDes tidak hanya dilihat dari sisi kegagalannya dalam menjalankan fungsi ekonomi komersial.

Abstract

Badan Usaha Milik Desa (BUMDes) dibentuk dalam rangka implementasi Undang-undang nomor 6 Tahun 2014 tentang Desa. Namun demikian perkembangan BUMDES masih belum optimal sebagai penyumbang Pendapatan Asli Desa (PADes). Berdasarkan hal tersebut, dalam kegiatan pengabdian ini dilakukan pelatihan pembuatan rencana bisnis kepada BUMDes di Kecamatan Lumbir, Kabupaten Banyumas. Sebelum pelatihan, dilakukan focus group discussion dan survey untuk memetakan permasalahan dan kebutuhan peningkatan kapasitas para pengelola BUMDes. Pelatihan dilakukan dengan metode ceramah dari praktisi dan tim pengabdi serta praktik pembuatan rencana bisnis.  Pelatihan diikuti oleh 16 orang dari 10 BUMDes. Pasca pelatihan, tim pengelola BUMDes telah berhasil membuat rencana bisnis. Pengabdian ini penting sebagai dasar pengajuan unit usaha BUMDes sebagai badan hukum formal.

Abstract

AbstrackThe formation of BUMDes has been in accordance with the direction of the development of the paradigm of public administration, because there has been a paradigm shift from Old Public Administration to New Public Management which is implemented in the village government. Therefore, the establishment of Village Owned Enterprises (BUMDes) is one model of utilizing village financial capacity to utilize village potential and assets. The purpose of this study is to compare the traditional management of village potential through the village government and management based on public enterprises (public enterprise). The results of the study indicate that there are fundamental differences in the management of village potential. Therefore, the shift in the village potential management model from the government to a public enterprise for managing village potential has been on the right path. BUMDes as a form of public enterprise at the village level is moving from a bureaucratic paradigm to the business sector, but not just pure business but social business.  Keywords: Local Competitiveness, New Public Management, Public Enterprise, Social Businesses Model. Abstract

Indonesia as a country that has geographical diversity, regional characteristics and culture, makes it Indonesia's potential, especially in the tourism sector. The existence of unique and interesting tourism potential in an area should be utilized through good tourism development. However, the tourism industry in Indonesia is only at the stage of development where the stage itself is only concentrated in a few areas. For this reason, the government continues to encourage areas with tourism potential, one of which is by promoting the Pokdarwis (Tourism Awareness Group) program. The penjalin reservoir is located in Winduaji village, Kec. Paguyangan, Kab. Brebes is an icon for the village of Winduaji which ultimately inspires the community to form a tourism awareness group. However, due to limited resources, this pokdarwis winduaji has not been able to maximize tourism potential properly. Based on this, the presence of community service regarding "Assistance, Institutional Strengthening of Tourism Awareness Groups (Pokdarwis) in Winduaji Village, Kec. Paguyangan, Kab. Brebes” is considered important to be implemented.

Abstract

Empowerment is one way to create an independent and competitive community and can meet their life needs, especially in the economic aspec of the community. The Implementation of this empowerment is the main step in developing the capacity and quality of the skills and abilities that are still few. This is in line with many creative economy products in the community which are still in the development stage and are still late with other products. The existence of this creative economy product has more potential that is managed well and has broad benefits by the community. For that, the government as the main party that plays a role in empowering community resoursce in general to continue to encoutage the improvement of the creative economy in the community.one of the creative economy products is Badeg cincau which is located in Sokawera village, Cilongok Subdistrict, Banyumas District which is managed and produced by the surrounding community. However, due to limited resources, the community has not been able to maximize the production of Badeg Cincau in a modern and broad way. Based of this, the presence of community service regarding” Community empowerment based on creative economy through innovation of badeg cincau products in Sokawera Village, Cillongok SubDistrict, Banyumas District.

Abstract

The approach in economic development of rural communities is one of the goals in creating national development. The new paradigm is the economic development of rural communities initiated through strengthening economic institutions is one of the efforts carried out in a sustainable manner. This study aims to determine the management system and mechanism in the management of Village-Owned Enterprises (BUMDes) in an effort to develop and develop BUMDes and Increase village original income in the casestudy of BUMDes Ujug, Srowot Village, Kalibagor District, Banyumas Regency. The research method used is descriptive research with a qualitative approach. The focus of the research is the management model aspect which is focused on the management of BUMDes Ujug, Srowot Village, Kalibagor District, Banyumas Regency. The informants of this research are elements of the village government, BUMDes managers, community elements and other parties. Data collection techniques are interview, observation and documentation, while the validity of the data using triangulation to obtain valid data. The results of the study refer to the management aspect in termn of planning, organizing, implementing program, monitoring, budgetingBUMDes and evaluating. It is hoped that it can provide big impacts such as good BUMDes management and be able to ncerease the villages original income which is submitted every through deliberation with the parties involved in it.Keyword: Management, BUMDes, Community Empowerment. ABSTRAKSIPendekatan dalam pembangunan ekonomi masyarakat desa menjadi salah satu tujuan dalam menciptakan pembangunan nasional. Paradigma baru dalam pengembangan ekonomi masyarakat desa yang di inisiasi melalui penguatan kelembagaan ekonomi menjadi salah satu upaya yang dilakukan secara berkelanjutan. Penelitian ini bertujuan untuk mengetahui sistem dan mekanisme manajemen dalam pengelolaan Badan Usaha Milik Desa (BUMDes) dalam upaya pengembangan dan pembangunan BUMDes serta peningkatan pendapatan asli desa dalam studi kasus BUMDes Ujug Desa Srowot Kecamatan Kalibagor Kabupaten Banyumas. Metode penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian adalah aspek model manajemen yang tertuju pada Pengelolaan BUMDes Ujug Desa Srowot, Kecamatan Kalibagor, Kabupaten Banyumas. Informan penelitian ini adalah Unsur pemerintah desa, pengelola BUMDes, unsur masyarakat dan pihak-pihak lainnya. Teknik pengumpulan data adalah wawancara, observasi dan dokumentasi, sedangkan validitas data menggunakan trianggulasi untuk memperoleh data secara valid. Hasil penelitian merujuk pada aspek manajemen yang dilihat dari sisi perencanaan, perngorganisasian, pelaksanaan program, pengawasan, penganggaran BUMDes, dan evaluasi. Dari hasil penelitian menunjukan bahwa BUMDes Ujug Desa Srowot mampu mengembangkan manajemen dalam pengelolaan BUMDes seiring dengan besarnya penyertaan modal yang ditujukan kepada BUMDes dalam pengembangannya yang diharapkan dapat memberikan impek yang besar seperti pengelolaan BUMDes yang baik dan mampu meningkatkan pendapatan asli desa yang diserahkan setiap tahun melalui musyawarah bersama pihak-pihak yang terlibat didalamnya.Kata Kunci: Manajemen, BUMDes, Pemberdayaan Masyarakat2022 UPNVJT. Abstract

Increasing village development can be achieved by maximizing the village's economic potential and becoming a forum for village community cooperation to independently and actively develop themselves and their own environment. Village communities are equally entitled to participate in expanding and developing for the sake of creating order and prosperity. The establishment of rural community economic institutions known as Village Owned Enterprises (BUMDes) as one of the mainstay programs in increasing village economic independence is one of the new approaches that is anticipated to be able to become the driving force of development and wheels of the village economy. village economy. Abstract

Tourism is one of the important sectors that has great opportunities in the community to be developed. The development of tourism in Indonesia is expected to be able to make a major contribution to the economy in Indonesia. In addition, the existence of tourism in Indonesia can also improve the welfare of the community, where Indonesian tourism is a development of the tourism village-based tourism model. One of the tourism village-based tourism is in Banyumas Regency, namely Karangsalam Tourism Village. This village forms a tourist village with the aim of making the people in it independent. The research method used is descriptive research with a qualitative approach. The focus of the research is the aspect of the collaborative governance model which is focused on the Tourism Village in Karangsalam Village, Baturaden District, Banyumas Regency. The informants of this research were the Head of Karangsalam Village, Director of Tourism Village and Management, Village Supervisory Board, and the environmental community around Karangsalam Village. Data collection techniques are interviews, observation and documentation. The data analysis technique uses the Cresswell analysis model, while the data validity uses triangulation to obtain valid data. The results of this study indicate the form of the collaborative governance process carried out, namely to analyze the development of tourist villages in Karangsalam Village, Baturaden District, with the Tourism Village in Karangsalam Village being able to make the community independent from various community affairs and increase local community income and specifically be able to contribute to the village's original income.
