Abstract

Infrastructure Availability such as government buildings, schools, hospitals are pivotal to underpin public services. The existence of infrastructure like irrigations, ports, roads, bridges, are also important to support social and economic activities of the people. However, the process of procurement in acquiring contractor may be tainted by corruption. This article examines various court decisions which have been final and binding. Three of the selected decisions are appealing to be discussed further, because it is doubted that the legal enforcers have been appropriately enforcing the law and understanding the context. On the first case, the legal enforcers have enforced the anti-corruption law to cases which are detrimental to the state finance. However, the substance of the cases is more suitably categorized as bribery or at least as gratification. On the last two cases, the legal enforcers have applied anti-corruption law for cases that cause the state financial loss. Nevertheless, from the perspective of civil engineering, whether the defendants were guilty are still debatable.

Abstract

The need for an analytical method that may provide an accurate project cost estimation with minimal data availability becomes very necessary. Therefore, this research was conducted to determine and compare the cost estimation model based on the Cost Significant Model (CSM) and Artificial Neural Network (ANN) with two modeling approaches, ANN-1 and ANN-2. The models were developed based on 28 data of road improvement projects in Yogyakarta from the year 2010 until 2019. The analysis results show that the ANN-2 provides the best validation compared to the ANN-1 and the CSM model. The value of Mean Absolute Percentage Error (MAPE) of ANN-1 with the 3-8-1 net scheme provides a value of 12.687%, while that of ANN-2 with 10-15-1 net scheme is 8,132% and the MAPE value of the CSM model produces a value of 14.757%.

Abstract

One of the factors that can support the success of a project to be completed on time and within budget is the selection of the right supplier because the selection of the right supplier can ensure the availability of materials to maintain the production trajectory. Supplier selection is a multi-criteria problem where each criterion has a different importance and needs to be precisely known. It must combine other criteria consistent with company goals to achieve maximum supply chain performance. Therefore, it is necessary to evaluate the supplier performance criteria needed by each company. The purpose of this research is to prioritize factors that contractors can use in selecting suppliers so that construction entrepreneurs can determine which suppliers can perform from the best criteria. One supplier selection method is the Analytic Hierarchy Process (AHP) method. However, this method still has a problem in the form of subjective assessment results, thus requiring a method that can overcome these problems, namely the Fuzzy Analytic Hierarchy Process method. Based on the literature study results, this research identifies 18 factors that influence the selection of material suppliers, which are grouped into six categories: Delivery, quality, price, service, performance, and management. Data collection in this study used questionnaires distributed to 10 respondents and processed using the Fuzzy AHP method. Based on the data processing that has been done, it is obtained that the criteria that prioritize local contractors in Yogyakarta in selecting suppliers are quality criteria with a value of 0,380, followed by cost criteria with a value of 0,283, and delivery criteria with a value of 0,157.

Abstract

The relationship between residence and well-being, including physical health and emotional state, is widely recognized. Residence quality significantly impacts resident satisfaction, especially for students who require a conducive environment for effective learning. This study examines the impact of building age on resident satisfaction and willingness to pay at the Gadjah Mada University (UGM) dormitory. A questionnaire comprising 20 closed-ended questions evaluates building quality, management, and tariffs, while four questions gauge willingness to pay. With 136 responses from Dorm-50 (over 50 years old), Dorm-15 (over 15 years old), and Dorm-5 (under 5 years old), data is analyzed descriptively through multivariate analysis of variance and price sensitivity meter. Findings show that newer buildings do not always yield higher resident satisfaction. The socioeconomic background of the residents plays a crucial role in assessing satisfaction levels. MANOVA reveals distinct satisfaction levels among the three age groups concerning building quality, services, and rates. Price sensitivity assessment exposes disparities between current rentals and acceptable price ranges for occupants in each dorm. Certain floors or room types exceed acceptable rental ranges.

Abstract

Pekerjaan peningkatan jalan menjadi suatu kebutuhan yang tidak dapat dielakkan guna mendapatkan infrastruktur transportasi yang lebih handal. Dukungan perencanaan anggaran dan estimasi biaya yang baik oleh karenanya harus dilakukan. Model persamaan prediksi anggaran dan biaya dengan Artificial Neural Network (ANN) menjadi alternatif solusinya. ANN menuntut rancangan arsitektur jaringan yang tepat guna memperoleh model dengan tingkat akurasi yang tinggi. Penelitian ini bertujuan mengetahui jumlah efektif neuron dalam hidden layer yang memberikan hasil model persamaan ANN dengan tingkat akurasi tinggi dengan nilai Mean Absolute Percentage Error (MAPE) kecil. Pengembangan model didasarkan pada 33 data pekerjaan peningkatan jalan aspal di Provinsi Daerah Istimewa Yogyakarta dari tahun 2010 sampai dengan tahun 2021. Delapan belas variabel proyek yang berpengaruh signifikan terhadap total biaya pekerjaan digunakan sebagai data input model ANN dan dianalisis dengan berbagai variasi data model dan validator. Hasil penelitian menunjukkan bahwa variasi jumlah neuron dalam hidden layer menghasilkan nilai MAPE dengan pola tidak beraturan yang mana tingkat akurasi sangat dipengaruhi oleh data input dan validator. Namun demikian secara umum model dengan jumlah neuron dalam hidden layer 11/­3 kali lipat dari jumlah variabel input menjanjikan hasil akurasi paling tinggi.

Abstract

Building Information Modelling (BIM) is one of the methods that can be used to enhance project effectiveness. However, its implementation in Indonesia is relatively low. This issue is attributed to various inhibiting factors. This research aims to identify the BIM implementation barriers and the mitigation steps that need to be taken. A survey was conducted using both closed-ended questionnaire and open-ended questionnaire. The intended respondents were stakeholders stakeholders who have understandings of BIM, and have previously applied BIM in construction projects. The analysis of closed-ended questions was performed using the Analytical Hierarchy Process (AHP) method to identify the levels of influence of inhibiting factors on BIM implementation. Meanwhile, open-ended questions were analysed to gather opinions regarding solution approaches to the barriers to BIM implementation. The result of this study indicate that software and hardware costs are the major barrier to implementing BIM in construction projects. Additionally, factors such as lack of knowledge and understanding of BIM, difficulty in changing or transitioning work culture, investment costs and profits uncertainty of BIM, and a lack of awareness of the BIM benefits are other obstacles that need attention. To promote the realization of BIM implementation, steps such as socialization, training and certification, as well as government support in facilitating BIM implementation in construction projects, are expected to be realized.

Abstract

As public buildings, student dormitories must be comfortable as they host most of the students' lives and activities. A space's visual and thermal comfort significantly impacts the occupants' activities and productivity. Indicators for assessing the building comfort level include visual, thermal, and noise comfort in spaces or buildings. This paper presents the results study of the building's visual and thermal comfort measurement and the occupants' perception toward comfort. This paper also presents the comparison between that measurement and the occupants' perceptions. This research employs a mixed-methods approach consisting of qualitative methods (occupants' perception questionnaire) and quantitative methods (field measurements of lighting levels, air temperature, and humidity). Data were collected through questionnaires distributed to dormitory residents and field measurements using an Environmental Meter 4 in 1 to measure natural and artificial lighting levels, air temperature, and humidity. The data obtained were analyzed and then presented in a descriptive format. Based on residents' perceptions, the findings indicate that the overall visual and thermal comfort in the dormitory building falls within a good category. The field measurements on natural lighting, air temperature, and humidity show that the student dormitory building meets the established comfort standards. However, the artificial lighting of staircases and corridors doesn't meet the standards due to many non-functioning lights and low lumen levels. Overall, the lighting, temperature, and humidity conditions in the dormitory building are influenced by building design, orientation, surrounding environment, and occupants' behavior. To enhance comfort and health for residents, improvements in artificial lighting systems, enhancement of natural ventilation, and education on the importance of good air circulation are necessary.

Abstract

The increasing population growth rate causes a city to face the problem of limited land for residential development. Housing is a fundamental demand of the community that must be fulfilled, especially for low-income people. Through the construction of flats named Rusunawa, the government tries to fulfill the demand for decent housing and anticipates the emergence of slum settlements. In its development, there are Rusunawa whose management is not optimal in maintenance which results in unkempt conditions and causes residents to not get satisfaction and convenience in occupying housing. This study aims to analyze the level of satisfaction, the convenience of residents, and the management of Rusunawa. It is based on the income level of residents and identifies strategies for service improvement of Rusunawa management. This study uses primary data to obtain the level of satisfaction, comfort, and management of flats based on income levels. The data collected is preliminary data consisting of data from questionnaires to the residents of the apartments and data from interviews with the Rusunawa management agency. The method in this study uses a mixed method based on qualitative methods with interview techniques and quantitative methods with survey techniques (questionnaires). The results show that there is a significant difference in the level of building convenience based on the income level of the residents of the Rusunawa. The management of the Rusunawa has not reached its maximum goals related to implementing the Rusunawa regulation. Runaway development programs are required, such as providing counseling, participating in social activities regarding environmental care, and conducting socialization with residents, especially the priority aspects of unique flats for low-income communities.

Abstract

Abstrak Penyelesaian sengketa kontrak konstruksi melalui arbitrase BANI pada kenyataannya tidak selalu memberikan putusan yang dapat diterima oleh para pihak yang berselisih. Dalam beberapa kasus, putusan BANI bahkan dibatalkan oleh Pengadilan. Penelitian ini mengkaji 35 putusan BANI yang diajukan permohonan pembatalan ke Pengadilan Negeri selama periode 2010 hingga 2022. Hasil penelitian menunjukkan bahwa terdapat 14 putusan BANI dibatalkan oleh Pengadilan sehubungan dengan penilaian hakim yang menyatakan bahwa Arbiter kurang cermat dalam mendeteksi keberadaan unsur tipuan dalam perkara. Sementara itu kajian mendalam terhadap dua kasus pembatalan putusan BANI oleh Pengadilan menunjukkan bahwa kemampuan Hakim Pengadilan dalam menilai keabsahan dokumen yang menjadi sengketa dalam kontrak konstruksi dan mendeteksi adanya kecurangan lebih cermat dibandingkan Arbiter BANI. Namun demikian, Arbiter BANI relatif lebih baik dibanding Hakim Pengadilan dalam menilai substansi permasalahan kontrak konstruksi dan memahami permasalahan sengketanya. Kata kunci: Arbitrase, BANI, Keadilan, Kelembagaan yang Tangguh, Pembatalan Putusan, Pengadilan   Abstract The resolution of construction contract disputes through BANI does not always result in decisions that are acceptable to the conflicting parties. In some cases, BANI decisions have even been overturned by the courts. This study examined 35 BANI decisions that were challenged in District Courts during the period from 2010 to 2022. The research findings indicate that 14 BANI decisions were overturned by the courts due to the judges' assessment, which stated that the Arbitrators were insufficiently diligent in detecting elements of fraud in the case. Furthermore, an in-depth review of two cases in which BANI decisions were overturned by the courts indicated that the ability of the court judges to assess the validity of the documents in construction contract disputes and detect fraud was more accurate than that of the BANI Arbitrators. Nevertheless, the BANI Arbitrators were relatively better than the Court Judges in evaluating the substance of construction contract issues and understanding the dispute issues. Keywords: Arbitration, BANI, Justice, Strong Institutions, Cancellation of Judgment, Courts
