Abstract

This research is to know the use of Transect method as participatory planning method in finding of potency, problem visually and practice to the participatory development planning in Tonrong Rijang village, Baranti sub-district, Sidenreng Rappang regency. Additionally, by understanding the goal so, it can contribute as one of the methods which can be used in participatory development planning. The method can also help researchers in increasing their understanding and knowledge toward participatory development planning. The research methods in this study were observation, interview and literature study related to the research. Then, research technique in this study was Interactive Model of Analysis. This technique in analyzing qualitative data was conducted interactively and continuously to the end. Collection data, display data and conclusion drawing/verifying were activities in analyzing the data. The result of this research showed that Transect was a new thing in the society especially in a development planning. Interaction process in society which occurred in development planning was similar with Transect. This activity was similar when doing an accompaniment to other people in a specific event. However, dominant activity only happened in a deliberation which has been commonly conducted in a tradition.

Abstract

Local governments have the responsibility to manage governance and development affairs in their regions, including the agricultural sector. Regional autonomy provides freedom for local governments to regulate policies and development programs in agriculture according to the characteristics of their regions. Kabupaten Sidenreng Rappang, as a national food barn, plays a crucial role in the agricultural sector. However, data on rice production indicates a significant decline in recent years. This study identifies the implementation of policies related to the protection of agricultural land in Kabupaten Sidenreng Rappang, including the conversion of agricultural land to non-agricultural use. The research employs a qualitative method, conducting interviews to gather necessary data. There were 8 informants, including government agencies, farmer groups, and professional farmer organizations. Data analysis was performed using Nvivo 12 Plus software. The results show that sustainable agricultural land protection policies in Kabupaten Sidenreng Rappang have been implemented, as indicated by the analysis of the data showing that all four indicators of Edward III Policy Implementation Theory have been executed effectively by government agencies, farmer groups, and professional farmer organizations. Challenges faced in policy implementation include limited resources, extreme climate changes, and the level of public awareness.

Abstract

Traditional markets play a crucial role in meeting the basic needs of the community, especially in rural areas. This study aims to explore the role of local government in managing the Tanru Tedong Traditional Market in Dua Pitue District, Sidenreng Rappang Regency. This research employs a qualitative approach with in-depth interviews and field observations involving local government officials and market traders. Data were analyzed using Nvivo 12 Plus software to identify key patterns and themes. The findings reveal that the local government acts as both a regulator and motivator in market management. As a regulator, the government sets policies to ensure the market operates orderly and efficiently, though challenges remain in changing the habits of traders and visitors. As a motivator, the government strives to encourage traders to increase productivity and maintain market cleanliness, despite ongoing challenges in waste management. Transparent market management and open communication between management and traders are deemed essential for improving market management effectiveness. Additionally, the market's security is considered adequate, though improvements in waste management and orderliness are still needed. The study concludes that synergy between local government and traders is vital for achieving effective and efficient market management, ultimately enhancing community welfare and business sustainability in traditional markets.

Abstract

Land disputes that frequently occur in Kelurahan Benteng, Baranti District, Sidenreng Rappang Regency, have become a significant issue affecting social order and community stability. This study aims to identify and analyze the factors influencing the effectiveness of the village head's role in resolving land disputes. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation. The results show that the effectiveness of the village head's role is influenced by eight main factors: work quality, knowledge, creativity, cooperation, resilience, initiative, personal qualities, and work quantity. These factors interact to affect the village head's performance as a mediator in resolving land disputes. A good understanding of land regulations and effective communication skills with the community are crucial in the mediation process. Additionally, the creativity and resilience of the village head in handling social and emotional challenges from the conflicting parties are key to successful mediation. Strong cooperation between the village head and related agencies such as the National Land Agency (BPN), as well as community leaders, further strengthens the village head's role as a neutral and trusted party. This study is expected to contribute to the development of the capacity of local government officials and the more effective resolution of land disputes in the future.

Abstract

This study aims to describe and analyze the implementation of policies by the Ministry of Agrarian and Spatial Planning/National Land Agency (ATR/BPN) in resolving land disputes in Sidenreng Rappang Regency. This research uses a descriptive qualitative approach with purposive sampling techniques to determine relevant informants. The results indicate that the policy implementation is carried out through administrative and non-litigation approaches such as mediation and deliberation, supported by the digitalization of land data programs. The effectiveness of policy implementation is influenced by communication, human resources, implementers’ attitudes, and bureaucratic structure. Despite positive efforts, land dispute resolution still faces obstacles, such as weak interagency coordination and suboptimal public outreach. Therefore, a more integrative and participatory implementation strategy is needed to strengthen legal certainty and reduce agrarian conflict potential in the region

Abstract

Penelitian ini bertujuan untuk menganalisis gaya kepemimpinan kepala desa dalam meningkatkan public trust di Desa Timoreng Panua. Public trust merupakan elemen penting dalam keberhasilan kepemimpinan, karena masyarakat yang mempercayai pemimpinnya akan lebih aktif dalam mendukung kebijakan dan program yang ada. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan pengumpulan data melalui wawancara mendalam dan observasi terhadap kepala desa, perangkat desa, dan masyarakat. Menurut Robbins, gaya kepemimpinan kepala desa dapat dibagi menjadi empat jenis yaitu kharismatik, transformasional, transaksional, dan visioner. Hasil penelitian menunjukkan bahwa gaya kepemimpinan transaksional merupakan gaya yang paling dominan diterapkan oleh kepala desa, dengan pemberian penghargaan dan sanksi yang didasarkan pada kinerja masyarakat dan perangkat desa. Selain itu, gaya kepemimpinan transformasional juga berperan penting dalam meningkatkan partisipasi masyarakat dalam pembangunan. Faktor-faktor yang paling dominan yang mempengaruhi public trust di desa ini adalah kebaikan hati dan keadilan, diikuti oleh kejujuran, komitmen yang kredibel, dan kompetensi. Secara keseluruhan, hasil penelitian menunjukkan bahwa meskipun pembangunan infrastruktur belum optimal, public trust terhadap kepala desa tetap tinggi karena pendekatan yang transparan, adil, dan humanis. Penelitian ini juga merekomendasikan agar kepala desa memperkuat komunikasi visi pembangunan yang lebih terarah dan berkelanjutan, dan melibatkan masyarakat dalam setiap tahap perencanaan untuk memperkuat ikatan sosial dan meningkatkan hasil pembangunan jangka panjang di desa
