Abstract

Local governments have the responsibility to manage governance and development affairs in their regions, including the agricultural sector. Regional autonomy provides freedom for local governments to regulate policies and development programs in agriculture according to the characteristics of their regions. Kabupaten Sidenreng Rappang, as a national food barn, plays a crucial role in the agricultural sector. However, data on rice production indicates a significant decline in recent years. This study identifies the implementation of policies related to the protection of agricultural land in Kabupaten Sidenreng Rappang, including the conversion of agricultural land to non-agricultural use. The research employs a qualitative method, conducting interviews to gather necessary data. There were 8 informants, including government agencies, farmer groups, and professional farmer organizations. Data analysis was performed using Nvivo 12 Plus software. The results show that sustainable agricultural land protection policies in Kabupaten Sidenreng Rappang have been implemented, as indicated by the analysis of the data showing that all four indicators of Edward III Policy Implementation Theory have been executed effectively by government agencies, farmer groups, and professional farmer organizations. Challenges faced in policy implementation include limited resources, extreme climate changes, and the level of public awareness.

Abstract

Traditional markets play a crucial role in meeting the basic needs of the community, especially in rural areas. This study aims to explore the role of local government in managing the Tanru Tedong Traditional Market in Dua Pitue District, Sidenreng Rappang Regency. This research employs a qualitative approach with in-depth interviews and field observations involving local government officials and market traders. Data were analyzed using Nvivo 12 Plus software to identify key patterns and themes. The findings reveal that the local government acts as both a regulator and motivator in market management. As a regulator, the government sets policies to ensure the market operates orderly and efficiently, though challenges remain in changing the habits of traders and visitors. As a motivator, the government strives to encourage traders to increase productivity and maintain market cleanliness, despite ongoing challenges in waste management. Transparent market management and open communication between management and traders are deemed essential for improving market management effectiveness. Additionally, the market's security is considered adequate, though improvements in waste management and orderliness are still needed. The study concludes that synergy between local government and traders is vital for achieving effective and efficient market management, ultimately enhancing community welfare and business sustainability in traditional markets.

Abstract

This study aims to describe and analyze the implementation of policies by the Ministry of Agrarian and Spatial Planning/National Land Agency (ATR/BPN) in resolving land disputes in Sidenreng Rappang Regency. This research uses a descriptive qualitative approach with purposive sampling techniques to determine relevant informants. The results indicate that the policy implementation is carried out through administrative and non-litigation approaches such as mediation and deliberation, supported by the digitalization of land data programs. The effectiveness of policy implementation is influenced by communication, human resources, implementers’ attitudes, and bureaucratic structure. Despite positive efforts, land dispute resolution still faces obstacles, such as weak interagency coordination and suboptimal public outreach. Therefore, a more integrative and participatory implementation strategy is needed to strengthen legal certainty and reduce agrarian conflict potential in the region
