Abstract

Bando Island is an important part of Pieh Island Marine Protected Area which is a sea turtle nesting habitat in West Sumatra Province. Sea turtle conservation is carried out collaboratively by community groups driving conservation, island customs, and the people of Padang Pariaman Regency. The community groups and the island owners' customary law conduct sea turtle conservation on Bando Island. The purpose of this study was to identify community involvement in sea turtle monitoring activities and analyze the hatching success as an indicator of the effectiveness of community-based sea turtle monitoring on Bando Island. Field surveys were conducted from January 2020 to August 2024. The method used in analyzing research data were quantitative method. The community involvement in sea turtle monitoring consisted of observation, data collection, and reporting. The sea turtle species that landed were green sea turtles (Chelonia mydas) and hawksbill turtles (Eretmochelys imbricata). The number of eggs moved to semi-natural relocated nests is 13.123 and the number of hatchlings released is 10.699 green hatchlings and 1.730 hawksbill hatchlings. The effectiveness of community-based sea turtle monitoring can be seen from the discovery of sea turtle tracks that have the potential to find egg nests, the percentage of egg hatching in semi-natural relocated nests was 91,72% indicating optimal hatching power, and hatching success reaching 90.64% which is included in the high category.

Abstract

Kepulauan Anambas merupakan Kawasan konservasi yang dikelola sebagai upaya perlindungan dan pelestarian terhadap sumber daya ikan yang dilindungi, salah satunya penyu. Loka KKPN Pekanbaru melakukan monitoring penyu sebagai langkah konkret dalam menjaga populasi penyu agar tetap lestari serta untuk memperkuat penyusunan basis data penyu secara nasional. Lokasi pendaratan penyu yang dipilih sebagai titik monitoring adalah Pulau Mangkai yang merupakan pusat pelestarian penyu yang diinisiasi oleh LKKPN Pekanbaru. Kegiatan ini bertujuan untuk menggambarkan capaian monitoring penyu di Pulau Mangkai dan upaya kolaborasi konservasi penyu di Kawasan Konservasi Kepulauan Anambas. Metode yang digunakan adalah metode kuantitatif dengan melakukan survei untuk mendapatkan data dan informasi yang dilakukan selama 12 bulan dengan total 365 hari monitoring selama tahun 2023. Hasil kegiatan monitoring menunjukan bahwa Pulau Mangkai menjadi tempat pendaratan penyu hijau dan penyu sisik sebanyak 828 kali pendaratan dengan jumlah peneluran hingga 713 sarang. Persentase penetasan dari sarang yang telah direlokasi adalah 82.19% dengan Hatching success 81.05%. Tukik yang hidup kemudian dirilis ke perairan dengan persentase perilisan tukik sebesar 98.62%. Keterlibatan stakeholder menjadi upaya yang penting dalam pengelolaan jenis ikan dilindungi di Kawasan Konservasi, dimana Kepulauan Anambas sebagai kawasan konservasi perairan sejak 2014 – 2023 bersama dengan multistakeholder telah berhasil menyelamatkan total 4813 sarang penyu dan merilis 312.919 ekor tukik di Pulau Mangkai, Pulau Pahat, Pulau Telukdalam dan Pulau Bawah.

Abstract

The Pieh Island National Marine Protected Area (NMPA) is managed by the LKKPN (National Marine Protected Area Office) Pekanbaru and includes distinct zones: a 197.34-hectare core zone, a 39,681.1-hectare limited utilization zone, and a 41.56-hectare anchoring and habitat rehabilitation zone. The largest, the limited utilization zone, highlights the importance of managing human interactions within the MPA. This research focuses on identifying and exploring strategies to address challenges faced by LKKPN Pekanbaru in managing the Pieh Island NMPA, specifically using the Bando Island area as a case study. Bando Island, a survival tourism destination within the MPA, needs to be more adequately managed. A literature review and data collection through focus group discussions (FGD) were conducted. Issues were explored and validated using the APKL (Aktual, Problematik, Khalayak, Layak) analysis, with priorities determined by the USG (Urgency, Seriousness, Growth) matrix. Fishbone analysis was used to identify root causes of top-priority issues, and alternative strategies were ranked using the McNamara approach. The research identified the lack of stakeholder collaboration as the primary issue, leading to the development of the "KADO SPESIAL" model—focusing on stakeholder involvement in every phase of the management process.
