Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis secara mendalam faktor-faktor yang berperan pada kemajuan Badan Usaha Milik Desa (BUMDes) Guha Bau dalam pemberdayaan ekonomi desa, serta strategi mempertahankan usahanya akibat Covid-19. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode studi kasus. Hasil penelitian menunjukkan bahwa BUMDes Guha Bau mempunyai peran penting dalam pemberdayaan ekonomi Desa Kertayasa karena dapat menyerap tenaga kerja, meningkatkan pendapatan desa dan masyarakat, serta berkontribusi dalam pembangunan desa. Faktor penting kemajuan BUMDes adalah landasan hukum, partisipasi pemangku kepentingan, media komunikasi, pemberdayaan masyarakat sekitar, pemanfaatan teknologi, dan terjalinnya kerjasama Penta helix. BUMDes Guha Bau belum cukup tanggap menghadapi perubahan kondisi akibat Covid-19 dan belum memiliki strategi dan rencana kesinambungan usaha yang proaktif untuk menghadapi berbagai potensi ancaman dan saat krisis.

Abstract

The count of Village-Owned Enterprises (VOEs) across Indonesia has consistently escalated annually. However, the optimal utilization of VOEs in labor absorption remains unrealized because of suboptimal business performance. Thus, the formulation of a performance-enhancement model for VOEs is imperative. The primary objective of this study was to identify the challenges, propose solutions, and formulate a comprehensive model to improve the performance of VOEs. Data were collected using a mixed methods approach. Data collection used a mixed methods approach through diverse channels including observation, questionnaires, Focus Group Discussions (FGDs), and documentation. The resultant data were subjected to analytical techniques, including descriptive analysis, fishbone diagrams, and Structural Equation Modelling (SEM) for rigorous evaluation. The findings highlight that human resources are the core obstacle contributing to VOE underperformance. Employees regard interpersonal skills as the foremost dimension in cultivating social capital, significantly shaping human capital development. In terms of performance, the variable with the highest agreement was innovation capability. As such, selecting Social Capital and Human Capital as the foundational pillars for the performance improvement model of VOEs in the West Bandung Regency was both fitting and well-founded.

Abstract

Infoermation is the important element in an organization. Management function which are planning, organizing, actuating, and controlling require a quick, correct, and accurate information. The informationis also needed by the manager in decision making, so that, we need a system for managing the data to be qualified information. The system is called information system. It is built by the organizational functions, where the interaction of collectivity the information system is called Management Information System (MIS). The existence of the MIS will give a positive contribution to improve the organizational performance.

Abstract

Jatinangor Subdistrict is one area in Sumedang that has potential for rental housing business. In recent years, the number of rented house in the Jatinangor continues to increases. Therefore, the Government made the rental Sumedang District as one source pendapaten area by taxing the rental of the house. Taxation policy is set out in Local Regulation No. 52 Year 2001. Then because of the overlap among VAT and income tax, the policy was revoked in 2008 and revised to Local Regulation No. 8 Year 2010. The tax rate is set at five percent and subjected to small rented house with rooms above 10. This paper tries to analyse taxation regarding to rental potential using the data in 2008. The potential seen by taking a sample of 105 rented homes spread over four villages in the district Jatinangor. The potential is then calculated by multiplying the tax rate leases with rental income every home sampled. Data processing results of this study show that the District Jatinangor has huge potential in terms of the rental tax of Rp.921.018.638. Unfortunately, this potential cannot be excavated to the maximum by the District Government Sumedang due various barriers.

Abstract

Bureaucratic reforms in the public service sector have been an important issue that demanded success, because this sector related to be community and has direct impact to them. However, public views on public services in Indonesia over the years are quite bad. Public service often describes as a sluggish, expensive and unfriendly. In order to fix that situation, government made some great effort to improve the quality of public services, such as through formulate and implementing service standards. Standards of service is expected to provide certain gurantees to the public in obtaining quality services that suit their needs. In others side, it can also lead to omproving government’s performance so the bureaucratic reforms in the public service sector can be achieved.

Abstract

Public freedom in obtaining information about government performance is assured by the issuance of Law no. 14 year 2008 on Public Information. With the enactment starting May 1, 2010, each public agency must be able to provide information quickly and timely, low cost, and simple manner. To answer these challenges, the Public Agency can utilize e-government, because policies regarding e-government development is based on information technology will greatly support the Public Agency in providing information to the public

Abstract

In the year of 2007, Indonesian Government issued Peraturan Pemerintah No. 41 Tahun 2007 tentang Organisasi Perangkat Daerah as guidance to re-organize and control government organization in local-government level. As stated in the decree, every local government must obey this rule in order to create effective, efficient, rational, and proportional organization. This study aimed to look at the fitness between organization structure in City of Pekanbaru with Peraturan Pemerintah No. 41 Tahun 2007 using two dimensions. 1) organization size and 2) core business grouping. It applied qualitative descriptive in method. The result was shown that re-organization among local-government organization in Pekanbaru had met the requirement noted in Peraturan Pemerintah No. 41 Tahun 2007.

Abstract

This study proposes the collaboration model for implementing blended learning based civil apparatus training programs. This study adopted a mixed-method approach, integrating quantitative and qualitative data into the Delphi process to develop a collaboration model for stakeholders in blended learning-based civil apparatus training. The results reveal a model describing the identification of the actors and their roles and the process and prerequisites in collaborating with the blended learning-based civil apparatus training programs. The study offers valuable insights for training institutions and stakeholders involved in similar initiatives, providing practical guidance derived from recommendations to enhance collaborative training practices, ultimately aiming to improve the effectiveness and efficiency of training programs
