Abstract

The Tau Taa Vana people live in the Bulang Highlands, Tojo Una-Una, in Central Sulawesi Province. The region's development has shaped the marginalization of forest-dwelling and forest-adjacent communities. From the 1980s to the 1990s, illegal logging networks served as the power holders, backed by Indonesia’s authoritarian regime of that time. Illegal logging destroyed a large part of the Tau Taa Vana's sacred forest (pengale kapali). As part of the massive logging agenda, the government launched many legal programs that further isolated the Tau Taa Vana people from their land. The first program was transmigration in 1995-1998, which converted sacred forests into plantation areas and worker camps. Meanwhile, the Tau Taa Vana people were forced to relocate from their forest livelihoods (pengale lipu). In 2014, development shifted towards government-supported gold and nickel extraction identified in the Tau Taa Vana people's traditional regions. The government's planned material extraction of the region has forced the Tau Taa Vana people to adapt traditional environmental management systems. In the past, the forest had three main functions, as the source of food, medicine, and livelihoods. Nowadays, those functions are reduced drastically and the sacred forest with the Kaju Marangka'a region as the center has lost its cultural importance. Tau Taa Vana people today use the remaining forests as the center of their resistance movements and consider it as their last bastion for cultural preservation. In this regard, the role of traditional healers (tau valia) has become even more critical amidst the lack of traditional elders.

Abstract

Buku “SDGs Desa Percepatan Pencapaian Tujuan Pembangunan Nasional Berkelanjutan” ini menyuguhkan gagasan baru dari A. Halim Iskandar selaku Menteri Desa, Pembangunan Daerah Tertinggal dan Transmigrasi tentang konsep Sustainable Development Goals (SDGs) dan pengarusutamannya dalam konteks pembangunan desa untuk mendukung pencapaian Tujuan Pembangunan Berkelanjutan (TPB) di Indonesia yang dinarasikan secara baik, jelas, dan sistematis. Buku ini menjadi sangat menarik untuk disimak lebih lanjut mengingat sejak awal diumumkan sebagai Menteri pada bulan Oktober 2019, penulis sudah memiliki motivasi dan keyakinan yang kuat untuk mengambil peran strategis dalam upaya menyelesaikan permasalahan pembangunan di Indonesia. Hal ini sebagaimana dikemukakan oleh penulis diawal buku bahwa akar permasalahan pembangunan desa di Indonesia ada di desa dan bahwa untuk meningkatkan kualitas hidup rakyat Indonesia serta mewujudkan Indonesia maju harus dimulai dari desa. Motivasi dan keyakinan kuat penulis itulah yang mendorong munculnya gagasan penulis untuk melokalkan konsep SDGs dalam pembangunan desa atau “SDGs Desa” sebagaimana dikenalkan pada buku yang diterbitkan setahun setelah penulis menjabat sebagai Menteri. Selain itu, buku ini juga merupakan bagian dari seri buku Trilogi SDGs Desa yang membahas mulai dari konsep, metode pengukuran, dan hasil-hasil SDGs Desa sehingga untuk memperoleh pemahamaan lebih utuh maka buku ini sangat layak disimak sejak awal (Seri 1).

Abstract

Institutional Development District is very urgent to improve the quality of district services as the spearhead of the public service. Institutional development district model consists of four aspects: (1) tasks and functions, (2) organizational structure, (3) governance (management districts), and (4) personnel and infrastructure resources, which is formulated based on the complexity and public service priorities held districts. The results showed that the application formulation of institutional development model district in Lubuk Basung and Ampek Angkek shows similar results for mass organizations that include tasks and functions and organizational structure with four sub sections. The model of governance (management district) and personnel and infrastructure resources tend to be different, where one-door mechanism and integrated services around the district was held in the District of Lubuk Basung, while in District Ampek Angkek with the mechanism of integrated services around the district and services online. The personnel and infrastructure resources support services in the District of Lubuk Basung is not adequate, while in Ampek Angkek.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi permasalahan formulasi kebijakan dalam pengelolaan kawasan Jatinangor dan memperkirakan dampak yang akan terjadi seandainya tidak ada perlakuan kebijakan dalam mengatasi permasalahan tersebut. Untuk mengidentifikasi permasalahan tersebut, maka dilakukan evaluasi formulasi kebijakan pengelolaan kawasan Jatinangor. Hasil penelitian menunjukkan bahwa masih terdapat berbagai permasalahan dalam formulasi kebijakan pengelolaan kawasan Jatinangor terutama terkait dengan kebijakan perencanaan tata ruang wilayah dalam Kawasan Strategis Nasional (KSN) Cekungan Bandung dan Kawasan Strategis Provinsi (KSP) Pendidikan Jatinangor yang apabila tidak segera diselesaikan akan mengahambat implementasi program/kegiatan pembangunan sektoral di wilayah Jatinangor.

Abstract

The co-production concept is becoming a new trend in the UK to make improvements in public services with innovative way. Loeffler pointed out that co-production in public services means professionals and citizens making better use of each other’s assets, resources and contributions to achieve better outcomes and improved efficiency (it takes two—professionals and communities). There are four types of co-production; co-commissioning, co-assessment, codesigning, and co-delivery. By using these types of co-production, public services can be developed and it involves public participation in the process. Bandung is one of the cities that have various types of programs, with these programs government tries to involve communities to work together with the government to improve public services. However, thereare some weaknesses in some programs thus making the programs’ implementation inefficient. (Needham, 2007) By using the coproduction concept, these programs can be developed to achieve maximum results. In the end, all cities in Indonesia can use the co-production concept to improve public services in their cities. All that is needed is for each city’s mayor to implement the co-production concept.

Abstract

Penelitian ini bertujuan untuk mengevaluasi kebijakan penanganan kejahatan kekerasan seksual terhadap anak yang diterapkan di Indonesia dan menganalisis efektivitas Peraturan Pemerintah Pengganti Undang-Undang (Perppu)No. 1 Tahun 2016 sebagai proses kebijakan publik dan produk hukum. Penelitian ini menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa kebijakan penanganan kejahatan kekerasan seksual terhadap anak yang sudah diterapkan belum efektif dan penetapan Perppu dilihat dari proses perumusan dan produk hukum (aturan hukuman pokok dan tambahan) kurang efektif karena kurang didukung dengan penelitian komprehensif terkait efektivitas dan dampak jangka panjang penerapan Perppu dan cenderung menimbulkan persoalan seperti teknis mekanisme penerapan hukuman tambahan. Oleh karena itu, reformulasi kebijakan perlu dilakukan melalui:(1) evaluasi kebijakan secara berkala dan berbasis bukti penelitian dan (2)penetapan aturan-aturan hukum yang berorientasi pada pemberatan dan penegakan hukuman.

Abstract

This study proposes the collaboration model for implementing blended learning based civil apparatus training programs. This study adopted a mixed-method approach, integrating quantitative and qualitative data into the Delphi process to develop a collaboration model for stakeholders in blended learning-based civil apparatus training. The results reveal a model describing the identification of the actors and their roles and the process and prerequisites in collaborating with the blended learning-based civil apparatus training programs. The study offers valuable insights for training institutions and stakeholders involved in similar initiatives, providing practical guidance derived from recommendations to enhance collaborative training practices, ultimately aiming to improve the effectiveness and efficiency of training programs
