Abstract

What if electronic voting performs in a rural area that has a limited condition of infrastructure and people who are peculiar with technology such as a computer? This article answers this question. Elections in Indonesia at national, province and district level are still used ballot paper. However, there is a village in Indonesia that use remote electronic voting system as a tool to vote head of the village. This research used the interview as a primary data collection and this research interviewed 17 key informants that directly involved in the village electronic voting. The research found the village voters more convenient in an electronic voting than the ballot paper system and the electronic voting can perform in a place that the people not familiar with modern technology. The unique finding of this research is the cost for electronic village election came from the village head candidates that shared the total cost of electronic voting. The other findings are electronic voting can be performed in an area with limited infrastructures and community that peculiar with technology.hence, it is possible for Indonesia to implement electronic voting in a level that higher than village voting, such as regent or mayor election.

Abstract

This research aimed to investigate the percentage of university students at the University of Bengkulu, Indonesia, who participated in the national health insurance program, and why the students did or did not participate in the national health insurance program. This research was performed with the inductive approach and sampled 366 university undergraduate students from eight faculties at the University of Bengkulu, Indonesia. The data collection was conducted by survey technique using a questionnaire. The results show that only 58.2% of university students who participated in the national health insurance program and their parents played an important role in determining whether they participated in the program. Pseudo universal health coverage would probably happen in Indonesia since some students participated in the national health insurance program. However, their premium payments were overdue, so that their insurance coverage became inactive. The unique finding of this research is that 1.96 percent of students mentioned that they did not participate in the national health insurance program because they perceived this program categorized as usury, which is forbidden in Islam. Penelitian ini bertujuan untuk mengetahui persentase mahasiswa Universitas Bengkulu yang mengikuti program jaminan kesehatan nasional, dan mengapa mahasiswa mengikuti atau tidak mengikuti program jaminan kesehatan nasional. Penelitian ini dilakukan dengan pendekatan induktif dan mengambil sampel 366 mahasiswa sarjana dari delapan fakultas di Universitas Bengkulu, Indonesia. Pengumpulan data dilakukan dengan teknik survei menggunakan kuesioner. Hasil penelitian menunjukkan bahwa hanya 58,2% mahasiswa yang mengikuti program jaminan kesehatan nasional dan orang tuanya yang berperan penting dalam menentukan keikutsertaan mereka dalam program tersebut. Pertanggungan kesehatan universal semu mungkin akan terjadi di Indonesia karena beberapa pelajar berpartisipasi dalam program jaminan kesehatan nasional. Namun, pembayaran premi mereka terlambat, sehingga pertanggungan asuransinya menjadi tidak aktif. Temuan unik dari penelitian ini adalah 1,96 persen mahasiswa menyatakan tidak mengikuti program jaminan kesehatan nasional karena menganggap program ini termasuk riba yang dilarang dalam Islam.

Abstract

The JKN Mobile application has purposed to facilitate BPJS Health participants in employing JKN-KIS services without the need to come directly to the BPJS office. The aim of this research is to determine how JKN Mobile is employed by senior citizens at Bengkulu City's Harapan and Doa Hospitals, as well as to outline the services provided to JKN Mobile senior citizens at RSHD Bengkulu City.The research method employed in this study is the qualitative research method. Data collections were carried out through observation, interviews, and documentation. Informant selection technique using accidental sampling.  The stages of data analysis used are data reduction, data presentation, and conclusion drawing. The results of this study indicate the application of JKN Mobile for older people users at Harapan and Doa Hospital, Bengkulu City, found problems with older people users who claimed to be quite difficult in using the JKN Mobile application to get services at the hospital such as not having a smartphone that supports it, not understanding how to use the JKN Mobile application, to difficulties due to not having a family companion as a source of information supporting the older people.

Abstract

Marriage registration is a fundamental legal process that ensures the protection of marital rights and administrative recognition. However, many married couples have yet to obtain official marriage certificates, particularly in Bengkulu City, Indonesia. This study aims to identify the factors influencing community participation in marriage registration. Using a descriptive qualitative research method, this research explores societal attitudes and administrative challenges associated with the registration process. Data was collected through in-depth interviews, observations, and document analysis involving key informants, including married couples, religious figures, and government officials. A content analysis technique was employed to interpret the findings systematically. The results indicate that low public awareness and limited legal knowledge are the primary factors contributing to the reluctance to register marriages with the civil registry. Many couples believe that religious marriage alone is sufficient and are unaware of the legal consequences of unregistered marriages, such as complications in inheritance, child legitimacy, and access to state services. Additionally, a lack of government-led awareness campaigns and inadequate public outreach efforts have exacerbated the issue, leaving many couples uninformed about the registration process and its legal significance. This study highlights the urgent need for enhanced legal literacy, targeted socialization efforts, and administrative reforms to improve marriage registration rates. Strengthening collaboration between government agencies, religious institutions, and community organizations is crucial to increasing public participation. These findings contribute to the broader discourse on public administration and legal compliance in non-Western governance systems, emphasizing the role of community-driven legal awareness in enhancing civic engagement. Further research is recommended to explore marriage registration challenges across different socio-economic and cultural backgrounds to develop more inclusive and effective policy interventions.

Abstract

This study aims to analyze the implementation of elderly-friendly Hajj services in Bengkulu City, Indonesia, where in 2023, out of 1,636 prospective pilgrims, 780 (48%) of them are elderly, of which 312 are from Bengkulu City. This research uses a qualitative descriptive method using Zeithaml's service quality framework which includes five dimensions namely tangible, reliability, responsiveness, assurance, and empathy. Data were collected through observation, interviews, and document analysis with eight key informants selected by purposive sampling, namely six elderly pilgrims from the 2023 Hajj season and two Hajj officers from Bengkulu City. This research uses content analysis through the stages of reduction, presentation, and conclusion. The research findings show that while the accommodation facilities are generally adequate with features such as proper toilet seats and regular maintenance, they still face challenges with the limited availability of toilets suitable for the elderly. The reliability dimension showed strength through the implementation of a comprehensive staff training program and 24-hour support. However, the empathy dimension shows glaring gaps, especially in terms of the lack of staff initiative in providing personalized attention to elderly congregants, except in high-risk cases. The study concludes that while the framework for elderly-friendly Hajj services is in place, its implementation requires better integration of service quality principles, especially in the areas of physical infrastructure and empathic service provision. Key recommendations include improving the accessibility of public facilities through coordination with Saudi Arabian authorities and the establishment of special elderly service teams at the central, provincial, and district/city levels.

Abstract

This study aims to analyze the utilization of village websites in improving public services in Margo Mulyo Village, Central Bengkulu. Using a qualitative case study approach, data were collected through interviews, observations, and documentation, and then analyzed with Miles and Huberman’s content analysis stages. The findings reveal that although the website is available, its use remains low due to limited digital literacy, unstable internet access, and people’s preference for direct services. The technology adoption process is still in the early stages according to the diffusion of innovation theory. Theoretically, this research contributes by enriching the discourse on digital transformation in rural public services and expanding the diffusion of innovation framework with socio-cultural factors. Practically, it provides recommendations for local governments and village officials to strengthen training, socialization, and infrastructure as a strategy for inclusive and sustainable digital governance in villages.

Abstract

Abstract. This research analyzes the provision of special services for elderly voters at polling stations during the 2024 Regional Head Election in Bengkulu City using Søren Winter's Integrated Implementation Model. Through qualitative methods including in-depth interviews, observations, and documentation studies, significant gaps were identified between KPU Decree Number 66 of 2024 and field implementation. The top-down policy formulation without regional KPU involvement resulted in formalistic adaptation lacking local context. Limited understanding among KPPS officers, minimal resource allocation, and absence of a specialized elderly services unit in the Bengkulu City KPU contributed to inconsistent service quality across polling stations. KPPS officers developed discretion and adaptation strategies based on personal values, while elderly voters demonstrated passive responses due to limited awareness of their rights. Though elderly voter participation rates remained high at approximately 70-75%, participation quality was compromised by accessibility barriers. Effective implementation requires a participatory approach to policy formulation, adequate resource allocation, enhanced officer capacity, cross-sectoral collaboration, and structured evaluation mechanisms to safeguard elderly citizens' political rights and promote inclusive democracy.

Abstract

This study aims to analyze the implementation of the import ban policy on second-hand clothing (imported thrifting) in Bengkulu City and to reveal the gap between central government regulations and actual conditions in the field. The phenomenon of imported thrifting continues to flourish despite the official ban through Minister of Trade Regulation No. 40 of 2022. This research adopts a qualitative approach, utilizing in-depth interviews, observations, and document analysis. Informants include traders, consumers, and representatives from the Bengkulu City Department of Industry and Trade. The findings indicate that the implementation of the imported thrifting policy in Bengkulu faces significant challenges, including the lack of local institutional involvement in policy formulation, the limited authority of the Department of Industry and Trade in law enforcement, resistance from business actors and consumers who depend on thrifting as an economic alternative, and the influence of geographical, socio-economic, and political conditions. This study concludes that there is a significant implementation gap between national regulations and local practices. A more adaptive, locally participatory, and institutionally strengthened policy is required to ensure the effective realization of the policy’s objectives.
