Abstract

Village development based on community empowerment is the desired objective of the P3MD programme, in which the state participates by providing human resources for assistance, known as Technical Assistance Personnel (TPP). TPP, as a transformation of village facilitation, carry out community empowerment activities by assisting, organising, guiding and facilitating villages to develop community self-reliance and welfare by improving knowledge, attitudes and skills. This study aims to describe the performance of local village facilitators in achieving the objectives of the P3MD programme in Lebong Regency. This research is descriptive, combining quantitative and qualitative methods of data collection. The data analysis method used involves organising and sorting the collected data by dividing the research variables into several frequencies and percentages, then analysing and interpreting the obtained data by explaining it in easily understandable sentences. The results show that the majority of local village facilitators have performed their duties well, actively participating in various stages of village development and successfully mobilising community participation. However, some local village facilitators still face challenges such as the lack of clear work plans and inconsistencies in the execution of tasks. It was found that most local village facilitators have a high frequency of visits according to their work plans, but there are still some who are not yet providing optimal support.

Abstract

This research aims to interpret the typology of Women-Friendly Villages through the fulfilment of SDGs indicator number 5 in Cahaya Negeri Village, Sukaraja Sub-district, Seluma District. The research method used was a descriptive qualitative approach, with data collection through in-depth interviews with key informants who have knowledge and experience as development actors in Cahaya Negeri Village, as well as review of relevant documents such as regulations and official documents. The data was analysed using a content analysis approach to identify the main themes, patterns and meanings that emerged from the collected data.  The results explain that Cahaya Negeri Village still faces challenges in fulfilling SDGs indicator number 5, such as the low participation of women in the Village Consultative Body (BPD) and the low Gross Participation Rate (APK) of women in education at the SMA/SMK/MA level. However, this study also found great potential to increase women's involvement through more gender-responsive village regulations and more inclusive empowerment programmes.

Abstract

This paper aims to describe the challenges and proposed strategies and policies for the Development of Micro, Small and Medium Industries in Lubuklinggau City. This research design is descriptive qualitative, data collection is done through four steps namely; observation, semi-structured interviews, documentation and conducting FGDs. Data analysis consists of two main sub-processes: (1) data reduction and pattern identification, and (2) conclusion drawing and conclusion presentation. The results of the study concluded that there are challenges faced in the activities of Guidance and Development of Micro, Small and Medium Industries in Lubuklinggau City to develop five leading sectors namely; wholesale and retail trade sector, transportation and trade sector, accommodation and eating and drinking sector, real estate sector, corporate services sector, and health services sector. Pentahelix Model Design was designed by the Lubuklinggau City Government to organize the Guidance and Development of Micro, Small and Medium Industries by involving five elements namely academics, business, community, government, and media.

Abstract

D PMPTSP layanan Kota telahBengkulu perizinan meningkat telah elektr setiap mengimplementasikan onik tahunnya, sejak tahun namun 2017. masih aplikasi Meskipun adaSIPP kebutuhan jumlah ADEK untuk menilai efektivitas aplikasi tersebut karena adanya beberapa masalah. Penelitian ini bertujuan untuk mengetahui efektivitas aplikasi SIPPADEK berdasarkan kriteria ketersediaan, aksesibilitas, dan akseptabilitas. Penelitian ini menggunakan metode kualitatif deskriptif dengan menggunakan observasi, wawancara, dan dokumentasi sebagai teknik pengumpulan data. Hasil penelitian menunjukkan bahwa aplikasi SIPPADEK sudah efektif dalam hal ketersediaan, dengan sumber daya manusia yang kompeten dan prosedur layanan yang disederhanakan. Dalam hal aksesibilitas, aplikasi telah efektif berdasarkan jangka waktu penyelesaian yang ditetapkan, kemudahan penggunaan, dan keberhasilan upaya sosialisasi. Aplikasi ini juga dinilai efektif dalam hal akseptabilitas, karena telah memenuhi standar pelayanan dan telah mendapatkan pengakuan sebagai inovasi digital unggulan di pemerintah Kota Bengkulu. Selain itu, replikasi aplikasi SIPPADEK dikabupaten lain di Provinsi Bengkulu semakin menunjukkan efektivitasnya

Abstract

Penelitian Penanaman ini Pelayanan mengkaji Modal Perizinan tingkat dan Pelayanan kepuasan Daerah TKito masyarakat erpadu (SIPSatu ADEK) terhadap Pintuyang (DPMPTSP) inovasi dikelola Sistem Kota oleh Bengkulu. Metode yang digunakan adalah analisis deskriptif kuantitatif, memfokuskan pada sembilan aspek pelayanan: persyaratan, sistem/prosedur, waktu penyelesaian, biaya/tarif, spesifikasi produk, kemampuan pelaksana, perilaku pelaksana, sarana/prasarana, dan penanganan pengaduan. Data survei dianalisis menggunakan SPSS dan Excel untuk menghasilkan pemahaman yang lebih mendalam tentang tingkat kepuasan pengguna layanan. Penelitian ini menemukan bahwa persepsi pemohon tentang waktu penyelesaian perizinan sering kali lebih cepat dari kenyataan karena standar pelayanan yang tidak konsisten dan kurangnya pemahaman tentang standar tersebut. Studi ini juga mengungkapkan bahwa meskipun kualitas pelayanan publik di Kota Bengkulu meningkat secara umum berkat inovasi digital, masih ada tantangan terkait waktu tunggu dan spesifikasiproduk layanan yang perlu ditangani. Temuan ini berguna bagi lembaga pemerintah untuk memperbaiki dan mengembangkan inovasi digital dalam pelayanan publik.

Abstract

Peran perbankan dalam pembangunan ekonomi adalah mengalirkan dana bagi kegiatan ekonomi yaitu salah satunya dalam bentuk perkreditan bagi masyarakat perseorangan atau badan usaha yang berada di daerah sekitar seperti didaerah Sukamerindu. Bank Rakyat Indonesia adalah Bank pelaksana yang menyalurkan Kredit Usaha Rakyat Terbanyak. Hal ini dikarenakan Bank Rakyat Indonesia memiliki cabang yang luas di bandingkan dengan Bank pelaksana yang lainnya sehingga mudah dalam penyaluran kredit. Sehingga dilakukannya penelitian ini yang bertujuan untuk mengetahui Implementasi Program Kredit Usaha Rakyat (KUR) di Bank Rakyat Indonesia Unit Sukamerindu Kota Bengkulu. Penelitian ini dilakukan dengan pendekatan deskriptif kualitatif, dengan teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Dalam teknik analisis data menggunakan tahapan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan penelitian ditemukan hasil bahwa Implementasi Program Kredit Usaha Rakyat di Bank Rakyat Indonesia unit Sukamerindu Kota Bengkulu tahapan pelaksanaan program KUR di BRI unit Sukamerindu menunjukkan kesesuaian yang baik dengan tujuan program KUR. Penyampaian informasi pada tahap pengajuan pinjaman memastikan bahwa nasabah memahami secara jelas persyaratan, manfaat, dan resiko terkait dengan program KUR, sehingga mereka dapat membuat keputusan yang tepat. Selain itu, BRI unit Sukamerindu tidak hanya menyediakan alokasi dana yang memadai, tetapi juga fasilitas yang lengkap seperti gedung yang representatif dan infrastruktur yang mendukung efisiensi layanan kepada nasabah.

Abstract

The management of health workers in Lubuklinggau City still faces various challenges in equitable distribution and meeting the needs of health workers in several fields. To overcome this, the Lubuklinggau City government formulated a policy on the management of health workers to improve the quality and equity of health services. This study aims to analyze actors' interaction in formulating health worker management policies in Lubuklinggau City. Using the descriptive qualitative method, this study examines the interaction between actors in five stages of policy formulation, namely problem identification, preparation of academic papers, internal discussion of the Regional Representatives Council, public consultation, and discussion with the executive. Data was collected through interviews, participatory observation, and document analysis. The results showed that the policy formulation process involved complex interactions between various stakeholders, with the Regional Representatives Council and the Health Office as the key actors. The research also revealed power dynamics and negotiations in each policy formulation stage. Despite efforts to involve various parties, it was found that there are still challenges in integrating diverse interests into the final policy. Based on these findings, it is recommended that local governments improve coordination among stakeholders, develop a more structured mechanism to integrate inputs from various actors and devise a comprehensive strategy to address health workforce distribution gaps, including incentives for placement in underserved areas.

Abstract

This research examines the readiness of implementation of electronic sertificate issuance services at the Bengkulu Province BPN Regional Office. The urgency of this research lies in the need to address the various problems that arise from the use of analog certificates, such as forgery and land disputes. This research uses a qualitative approach with a case study method, involving in depth interviews, observation, and document analysis. The results show that despite significant efforts in adopting digital technology, there are still challenges related to implementing IT infrastructure, human resource competencies, and system integration. Key recommendations include comprehensive and ongoing training for officers, and improved service system. Implementation of these recommendations is expected to imptove the efficiency and accuracy of electronic certificate issuance as well as strength then public trust in land administration services. Penelitian ini mengkaji Kesiapan Implementasi Layanan Penerbitan Sertifikat Elektronikdi Kantor Wilayah BPN Provinsi Bengkulu. Urgensi penelitian ini terletak pada kebutuhan untuk mengatasi berbagai masalah yang muncul dari penggunaan sertifikat analog, seperti pemalsuan dan sengketa tanah. penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, melibatkan wawancara mendalam, observasi, dan analisis dokumen. Hasil peneitian menunjukkan bahwa meskipun ada upaya signifikan dalam mengadopsi teknologi digital, tetapi masih terdapat tantangan terkait pengaplikasian infrastruktur IT, kompetensi sumber daya manusia, dan integrasi sistem. Rekomendasi utama meliputi pelatihan komprehensif dan berkelanjutan bagi petugas, serta peningkatan sistem layanan. Implementasi rekomendasi ini diharapkan dapat meningkatkan efisiensi dan akurasi penerbitan sertifikat elektronik, serta memperkuat kepercayaan publik terhadap layanan administrasi pertanahan.

Abstract

Pelayanan publik yang berkualitas merupakan bagian dari reformasi birokrasi yang harus diwujudkan hingga tingkat desa. Namun, keterbatasan pemahaman aparatur desa terhadap Standar Pelayanan Minimal Desa (SPM Desa) menjadi tantangan utama dalam implementasi kebijakan ini. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kesadaran dan pemahaman aparatur Desa Cahaya Negeri, Kecamatan Sukaraja, Kabupaten Seluma, dalam menerapkan SPM Desa. Metode yang digunakan meliputi sosialisasi, diskusi interaktif dan pendampingan dalam penyusunan alur pelayanan publik. Hasil kegiatan menunjukkan peningkatan pemahaman peserta yang signifikan, sebagaimana ditunjukkan dalam perbandingan hasil pre-test dan post-test. Selain itu, ditemukan bahwa peran aktif pemerintah dan masyarakat dalam pengawasan pelaksanaan SPM Desa sangat penting, guna meningkatkan transparansi dan akuntabilitas pelayanan desa. Kesimpulan dari kegiatan ini menegaskan bahwa edukasi dan pendampingan berkelanjutan diperlukan agar aparatur desa mampu menerapkan SPM Desa secara optimal. Dengan demikian, kesadaran yang meningkat diharapkan dapat mendorong perubahan nyata dalam kualitas pelayanan publik di desa. Kegiatan ini menegaskan pentingnya pendekatan terstruktur dan berkelanjutan dalam membangun tata kelola desa yang lebih baik. Quality public services are part of a bureaucratic reform that needs to be im plemented down to the village level. However, the limited understanding of village officials about the Village Minimum Service Standards (SPM Desa) is a major challenge in implementing this policy. This community service activity aims to increase the awareness and understanding of village officials in Cahaya Negeri, Sukaraja District, Seluma Regency, in implementing the Village Minimum Service Standards. The methods used included socialization, interactive discussions and assistance preparing the public service flow. The results of the activity showed a significant increase in the understanding of the participants, as shown by the comparison of the pre-and post-test results. In addition, it was found that the active role of the government and the community in monitoring the implementation of the Village Minimum Service Standards is very important to increase the transparency and accountability of village services. The conclusion of this activity emphasizes the need for ongoing training and support to enable village officials to best implement the Village Minimum Service Standards. In this way, it is hoped that increased awareness can bring about real change in the quality of village public services. This activity highlights the importance of a structured and continuous approach to building better village governance.

Abstract

Urban waste management in Lubuklinggau City, Indonesia, encounters systemic challenges, including limited service coverage, insufficient infrastructure, low levels of public participation, and weak integration between technical regulations and spatial planning. This study explores context-specific strategies aimed at strengthening urban resilience within waste governance systems. Utilizing an exploratory mixed-methods approach, the research integrates SWOT analysis with the Analytical Hierarchy Process (AHP) to identify and prioritize strategic alternatives. Data were collected through field observations, reviews of regional regulations, spatial planning documents, and institutional reports. Twelve strategic options were developed from internal and external factors, then organized hierarchically and weighted through pairwise comparison. Findings indicate that the highest-priority strategy involves accelerating the formulation of technical regional regulations aligned with spatial and fiscal planning frameworks (priority weight = 0.229), followed by the development of a controlled landfill system supported by public-private partnerships (PPP) and corporate social responsibility (CSR) initiatives. The AHP model achieved a consistency ratio of 0.054, confirming the model’s logical validity. The study concludes that regulatory reform, cross-sectoral coordination, and community-based initiatives are critical to enhancing the adaptive capacity of medium-sized cities. These findings offer theoretical contributions to resilient city frameworks and practical insights for urban regions facing institutional and environmental challenges.
