Abstract

The implementation of environmental policies in local governments faces various complex challenges. One of the main challenges is the limited resources, both at home and abroad in terms of financial and competent human resources. Many local governments have difficulty providing adequate budgets for environmental programs because they compete with other sectors such as infrastructure and health. In addition, the lack of experts in the field of environment is also worsening this situation, hindering the effectiveness of the implementation of the policy that has been formulated. On the other hand, regulatory challenges and coordination between institutions also pose significant obstacles. The inconsistency of regulations between the central and regional governments is often the cause of confusion in implementing policies in the field. Poor coordination between government institutions, both horizontally and vertically, is also the cause of overlapping programs and ineffective policies. This condition is exacerbated by the low level of community participation in the policy-making and implementation process which leads to a lack of support from the community. However, there is a great opportunity in efforts to implement environmental policies that can be optimized by local governments. The use of technology and innovations in environmental management, such as system geospatial information and real-time air quality monitoring, can improve the efficiency and effectiveness of environmental programs. In addition, partnerships with the private sector and non-governmental organizations can also be a catalyst for capacity building and financing. The existence of global awareness of the importance of environmental sustainability also opens up opportunities for local governments to obtain international support in the form of funds and technical for environmental projects.

Abstract

The use of electronic Government (e-Government) in the form of social media by local governments is used to increase interaction between the government and the community. But in reality, this e-Government service in the form of social media has still not received a response from the public. Thus, a strategy of posting variations used in the form of videos, images, or text is needed to obtain responses from the public in the form of likes on social media. The purpose of this study is to analyze the 39 most active local government social media based on likes and analysis of public sentiment. The data collection method with crawling techniques uses the Facebook API. The data is divided into three categories, including images, videos, and text. The findings obtained from this study are that posts in the form of videos on social media get more positive responses than posts in the form of images and text. In addition, based on public sentimental analysis, the level of sentiment on the Facebook page of local governments in Indonesia is relatively positive.

Abstract

This research aims to provide an overview the financial performance of the City of Surabaya for the 2020 - 2022 budget year, so that the Surabaya City is expected to be able to increase and maximize local revenue and be able to immediately take preventative action if it experiences an economic crisis. This research uses quantitative descriptive methods. The data collection technique used was observation of the Surabaya City Regional Government Financial Report. The data used in this research is secondary data sourced from the Surabaya City Government Budget Realization Report for 2020 - 2022. The analytical technique used in this research is financial ratio analysis such as: the ratio of the effectiveness of regional original income, the ratio of regional financial independence, the ratio of the degree of fiscal decentralization, and the ratio of spending harmony. Based on the results of data processing and discussion, it shows that the financial performance of the Surabaya City Government for the 2020 - 2022 budget year when viewed from the Effectiveness Ratio of Local Own Revenue is 86.05% with the category ineffective, Then from the average of independence ratio is 152.37% and is in the delegative category, which means that the Surabaya City Government is not dependent on central government assistance funds, the average of Fiscal Decentralization ratio is 58.03%, which is in the very good category and the average Operational Expenditure Ratio was 82.68% while the Capital Expenditure Ratio was 20.97%.

Abstract

Individual ethics in modern organizations are a fundamental aspect that affects work culture, team effectiveness, and organizational reputation. This research aims to analyze the role of individual ethics in shaping a productive and sustainable work environment. Using a qualitative approach with a literature study method, this study examines the factors that affect individual ethics, ethical models in organizations, and ethical principles that need to be applied. The results of the study show that individual ethics are closely related to motivation, ability, role perception, and situational factors in the organization. The MARS (Motivation, Ability, Role Perception, Situational Factors) model is used to understand the interconnectedness between these factors in shaping an individual's ethical behavior in the workplace. In conclusion, the application of strong individual ethics contributes to the success of an organization and increases its competitiveness. Therefore, organizations need to create systems that support the development of individual ethics through policies, training, and organizational culture that are based on ethical values.

Abstract

Organizational culture is the values, norms, and beliefs that are embraced and practiced by members of the organization. Organizational effectiveness refers to the organization's ability to achieve a common goal that has been set. Organizational development is something that cannot be ignored, because if changes are not made, the company cannot continue to exist. The purpose of this study is to find out how significant the success of an effective organizational culture is in building healthy organizational development. The method used is a qualitative method using literature studies. Research shows that a strong organizational culture that conforms to desired values can increase organizational effectiveness. A culture that encourages innovation, collaboration, and high performance is likely to create a productive work environment. Thus, a positive organizational culture can be one of the keys to success in creating organizational development.
