Abstract

In the Pekanbaru City Regional Regulation No. 8 of 2012 concerning Disturbance Permits inArticle 3 has been explained that this permit is valid for five (5) years and shall re-register everyyear by paying a levy. But in reality there are many employers who do not pay the levy each year,mainly in the district Charming.The approach used in this study is qualitative and classify informant research include keyinformants, key informants and informant extra. Data collection techniques used in the form ofin-depth interviews and secondary data analysis with qualitative analysis techniques procedure;reduction, data presentation and verification / conclusions.The results showed that the retribution permit interference in Pekanbaru has decreased, eventhough efforts are minor nuisance levels continue developing States at any time for the purposeof investment employers by various businesses. Resistor in retribution disorder is an enumera-tion of objects levy is less good, less than the maximum dissemination and awareness of thepoor to pay the levy.

Abstract

Penelitian ini bertujuan (1) untuk mengetahui mengapa munculnya tuntutan dana Perimbangan Keuangan Pusat dan Daerah dalam bentuk dana bagi hasil (DBH) dari sub sektor perkebunan kelapa sawit. Penelitian ini juga bertujuan (2) untuk mengetahui dasar penentuan mengapa perlu ada dana Perimbangan Keuangan Pusat dan Daerah dari sub sektor perkebunan kelapa sawit. Selain itu penelitian ini juga bertujuan. (3) Untuk mengetahui bagaimana pelaksanaan perimbangan keuangan antara Pemerintah Pusat dan Pemerintah Daerah dari sub sektor perkebunan kelapa sawit yang terdapat di Provinsi Riau.Penelitian ini merupakan penelitian kualitatif, maka teknik pengumpulan data pada penelitian ini adalah analisis deskriftif. Penelitian ini menggunakan dokumentasi dan wawancara bersama key informan sebagai objek informasi yang bertujuan untuk mencapai tujuan demi mendapatkan informasi dalam penelitian ini. Jenis data yang digunakan dalam penelitian ini adalah data primer dan data sekunder yang diperoleh melalui dokumentasi,dan wawancara langsung dengan key informan pada penelitian ini.Hasil penelitian menunjukkan bahwa (1) motivasi Provinsi Riau untuk mendapatkan DBH dari bea keluar ekspor CPO adalah rasa ketidakadilan, dalam distribusi pengelolaan penerimaan negara, terutama dari sektor bea keluar ekspor CPO ini. (2) Dengan mengadopsi keenam kriteria kelayakan transfer fiskal yang umum digunakan oleh banyak negara di dunia. yaitu, otonomi (Autonomy), penerimaan yang memadai (revenue adequacy), keadilan (equity), Transparansi dan stabilitas (transparance and stability), sederhana (simplicity) dan insentif (incentif), maka penerimaan negara dari bea keluar ekspor CPO layak untuk dibagihasilkan. (3) mengingat pelaksanaan perimbangan keuangan dari sub sektor perkebunan kelapa sawit, belum mencerminkan rasa keadilan terhadap daerah.

Abstract

Otorita Batam is a New Order institution ( assumed ORBA) still deputize regime of otoritarian Soehartowith three especial activity namely economics, political and inseparable law. System governance reformUUD 1945 cannot give impact to existence of Otorita Batam and make product institute of ORBA thisremain to be strong as a self-supporting institution. This research aim (i). Analysing and explainingposition of Otorita Batam at reform era in system governance of Indonesia. ( ii) Identify and factorsformulation causing the increasing of independence power of Otorita Batam reform execution era of areaautonomy in Indonesia. This research use approach of political and political economics of law. ThisResearch type qualitative. Method data collecting research of field, circumstantial interview anddocumentation with informan. While method analyse data use analytical discriptioin. Result of researchget, (i) The actor or importance group maintaining existence of Otorita Batam in system governance ofIndonesia. That is why policy of Otorita Batam which only in the form of Decision of President remain tobe defended, even contradiction and weaker than law. Whereas, cause factors gain strength of OtoritaBatam era execution of decentralization (local autonomi) caused its strong (ii) Domicile power of CentralGovernment and weaken law him Governance of Area and Otorita Batam at variance with LocalGovernment. Both this factor show if institute made in this ORBA represent the part of regime ofotoritarian which remain ( Neo-Soehartois). Abstract

Study of cultural values and political life of the community in Riau Malay, which is believed to beable to support the application of the principles of democracy at the local level. This is consideredimportant because of the values and culture that lives and grows a reflection of power relationsbetween individuals, groups, social institutions, and governments in the region that has lasted along time.Political system and democratic governance requires the participation of all citizens in thepolitical process is important. On this basis, the research interest in restoring the values andculture of the Malay community, which will be explored from theoretical perspectives - normativeand empirical, both in the kingdom, independence, and decentralization (regional autonomy)today, in order to understand the knowledge local power relations and their implications for thedemocratic process that relies on the framework and capabilities fikir society itself.In this research, emphasis will be devoted to the use of qualitative methods. The data analysistechnique used the descriptive analysis. As a non-statistical analysis techniques, in addition topresenting information and facts for what it is, a description and interpretation of the data, tables,graphs, or figures are available is also a typical sharpness of this method of analysis. Analysis willalso be preceded by exposition and explanation of empirical facts (deductive) that relate directlyto this study. Abstract

Recognition and protection towards customary law communities in Kampar Regency are inevitable, remembering that the existence of these communities far before the establishment of this nation. A very progressive response was issued by the Regent of Kampar by Forming Registration Team for The Establishment of Customary Law Communities, Customary Territory, and Customary Forests in Kampar Regency. The Registration Team came from local government organizations, national land agencies, academicians, ministries element, non-governmental organization, and customary community institution shows collaboration that involves state actors. This collaboration successfully initiates the acknowledgment toward customary law communities and customary law with the release of Regent Decree in some areas under the Kampar Regency. This study uses a qualitative method with the type of phenomenological research. This collaborative governance is initiated by NGOs that focus on the environment and sustainable development. dominance is still found in the implementation of duties, the unequal power / authority of all parties, conflicts of interest, political will from regional heads and communication and coordination issues are still major obstacles.

Abstract

Motorized vehicles are wheeled vehicles that function to transport people and/or objects that are driven by motors/engines using fuel as energy and can be used on land roads other than rail. Therefore, motorized vehicles are subject to taxation in accordance with statutory regulations, regional regulations and governor's regulations in order to help regional finances from the tax proceeds paid by the community. This research aims to determine the strategic management of the Regional Revenue Agency in increasing motor vehicle tax revenue in 2021 and the factors that influence it through a SWOT analysis which is analyzed according to the Regional Government Strategic Management theory according to Untoro (2010), starting from analyzing the strategy formulation and strategy implementation carried out by the Agency Riau Regional Revenue in an effort to increase registered vehicle tax revenue in 2021, to use influencing factors as correction material to further maximize the potential from the results of the strategic evaluation of the Riau Province Regional Revenue Agency. The data collection technique in this research is in the form of interviews and documentation, with qualitative research methods, namely describing research results from data obtained from the Riau Bapenda regarding the increase in Motor Vehicle Tax (MVT) revenue. So that it provides a clear enough picture to synchronize the causes of motor vehicle tax not reaching the target in 2020 as well as the internal driving and inhibiting factors of Bapenda in increasing MVT income in 2021. Based on the results of three years of research (2019-2021), the growth in MVT income in 2020 dropped drastically to -9.6% from the target of 4.42%, even though the number of motorized vehicles in 2020 increased by 2.1%. The action taken by the Riau Bapenda to increase MVT income in 2021 is to implement a strategic plan by facilitating the expansion of information and improving services in the form of innovative improvements such as expanding Samsat services by adding technical implementation Unit Samsat and wandering around Units, eliminating tax fines, information systems and service applications. Abstract

BUMDes Nambus Bestari is a BUMDes located in Tanjung Darul Takzim Village, Tebing Tinggi Barat District, Meranti Islands Regency. This BUMDes is included in the advanced BUMDes category and received an award as one of the Most Advanced BUMDes in Meranti Islands Regency in 2021. This research aims to find out how the Nambus Bestari BUMDes is managed so that it can become an advanced category and increase the village's original income. The location of this research was carried out in Tanjung Darul Takzim village. The type of research used is a qualitative method and descriptive research type with data collection techniques in the form of observation, interviews and documentation. The number of informants in this research was 9 people. The results of this research are that the governance of BUMDes Nambus Bestari applies 4 principles, namely Transparency by opening up information to the public, Accountability by reporting responsibility for each activity, Fairness which makes all BUMDes parties must make policies by consensus so as to create a sense of justice for the community and parties. Abstract

Public service providers as a consequence of the implementation of regional autonomy, especially after the enactment of Law Number 23 of 2014 concerning Regional Government. However, various issues have arisen among the community, it turns out that the service rights received by the community have not met the expectations of all good parties. Law no. 25 of 2009, what is meant by public service is an activity or series of activities in order to fulfill service needs in accordance with statutory regulations for every citizen and resident regarding goods, services and/or administrative services provided by public service providers. The problem in this research is that public services in Pematangkapau Village are still not effective and efficient. The service provided is still not optimal. These complaints are about the service taking a long time and there is still work that cannot be completed as it should be. After the expansion of the Pematangkapau subdistrict office, there is still a lack of facilities and infrastructure which can then hinder the provision of services. This research uses a qualitative approach. The types of data are primary data and secondary data, primary data is obtained directly from informants. Meanwhile, secondary data is supporting or strengthening primary data. Data collection techniques were carried out by means of interviews and documentation. The results of research conducted regarding the evaluation of public services using this theory. Through interviews with informants, it was seen that the awareness of the Pematangkapau subdistrict office employees in carrying out their duties was considered by the majority of informants to be good, although there were still several shortcomings, such as sometimes some employees arriving late and incomplete infrastructure and uncertain service times. Factors inhibiting the implementation of public services at the Pematangkapau Subdistrict office, Kulim District, Pekanbaru City are the lack of employee resources and the lack of facilities and infrastructure. Abstract

In this research, there are several problem phenomena that will be raised in 2022 in the performance of Satuan Polisi Pamong Praja (Satpol PP) Pekanbaru in responding to public reports submitted of pusat pelayanan pengaduan pelanggaran perda and perkada (P6), namely that there are reports that are not resolved so that the public makes complaints on online media, there were 7 reports that took longer to complete beyond the specified time, namely 14 working days, and the assessment of the Community Satisfaction Index (IKM) for the completion time element had the lowest average value (NRR) and decreased from the previous year. From the above phenomenon, the aim of this research is to determine the performance of Satpol PP in Pekanbaru City to responding public reports submitted to the pusat pelayanan pengaduan pelanggaran perda and perkada (P6) in 2022 and what the inhibiting factors are. This research is descriptive research with a qualitative approach. The types of data are primary data and secondary data, primary data is obtained directly from informants. Data collection techniques were carried out by means of interviews and documentation. The results of this research show that the performance of Satpol PP in Pekanbaru is running as it should, but there are deficiencies in each of the theoretical indicators used, starting from deficiencies in the quality of work, speed of work in the follow-up process, there is no transparency in accountability for incoming reports, the ability of service officers cannot be proven. according to qualifications and not provided with technical service training, as well as internal communication which is only carried out through report documents. There are inhibiting factors in the performance of Satpol PP, namely inadequate budgeting, lack of human resources (SDM) for the investigative unit, lack of operational vehicles and the signature process has not yet used digitalization so it still uses manual signatures.
