Abstract

This study aims to find out how regional financial institutions' efforts to increase the revenue of the Earth and Rural and Urban Buildings/PBB-P2 Tax in the City of Lima West Sumatra Province in 2020-2021. The research problem is the efforts of the Regional Finance Agency of Lima-Kota Regency that have not been maximized in increasing the revenue of the Earth Tax and Rural-Rural Buildings. This study is a descriptive study with a qualitative approach. Data types are primary data and secondary data, primary data is obtained directly from informants. Meanwhile, secondary data is data supporting or strengthening primary data. Data collection techniques are conducted by interviews and documentation. The results of this study show that the implementation of efforts carried out by the Regional Finance Agency of kabupaten Lima Puluh Kota in 2020-2021 has been carried out quite well using the Intensification and Extensions system. However, there are several inhibitory factors that cause a slight slowdown in the Regional Finance Agency of kabupaten Lima Puluh kota in maximizing its efforts to increase the revenue of the Earth Tax and Rural-Rural Buildings. The two factors that hinder the efforts of the Regional Finance Agency of kabupaten Lima Puluh kota in increasing the awareness of taxpayers are internal inhibition factors and external inhibition factors. Abstract

This research aims to determine the implementation of Regional Regulation No. 13 of 2021 concerning Public Order and Community Peace towards road traffic controllers in Pekanbaru City in 2022. As a form of implementation of Regional Regulation No. 13 of 2021, the Pekanbaru City Satpol PP carries out control over traffic controllers road because they regulate traffic at every U-turn on the road with the intention of getting monetary rewards. The problem in this research is that there are still many road traffic controllers (Pak Ogah) at every U-turn in Pekanbaru City which causes traffic jams so that the implementation of Regional Regulation No. 13 of 2021 is not optimal. This research is descriptive research with a qualitative approach. The types of data are primary data and secondary data, primary data is obtained directly from informants. Meanwhile, secondary data is data that supports or strengthens primary data. Data collection techniques were carried out using interviews and documentation. The results of this research indicate that the implementation of Regional Regulation No. 13 of 2021 on road traffic controllers is not yet optimal, there are obstacles to communication between Satpol PP and road traffic controllers due to the absence of socialization, there are obstacles to the basic abilities of Satpol PP personnel, there are still lack of means to carry out control, there is still a lack of strategy and consistency in controlling road traffic so that road traffic control at every U-turn in Pekanbaru City continues to increase, and there is still a lack of role from the community. Abstract

The Ex-Officio Policy is applied in Batam City to the Batam Authority Government agency which is currently transformed into the Batam Concession Agency or known as BP Batam. This policy is an agenda set by the President based on PP No. 62 of 2019, which has been going on for 5 years. In this writing, the author focuses on the implementation of the Ex-Officio policy on the development of domestic passenger port infrastructure in Batam City in 2021. The purpose of the study was to determine the implementation of Ex-Officio policy on he development of domestic passenger port infrastructure in Batam City carried out by the Batam Business Agency (BP) based on 6 indicators of policy implementation from George C. Edward III, namely communication, resources, disposition, and bureaucratic structure. The research method used in this study is a descriptive research method with a qualitative approach. Data collection techniques through interviews and documentation studies. The results of this study show that the Ex-Officio policy on the development of domestic passenger port infrastructure in Batam City in 2021 does not significantly affect its objectives, namely in the context of developing the Batam Free Trade Zone and Free Port regarding activities related to public infrastructure development and public interest when viewed from the e-eTick policy implementation indicators. However, it has been implemented in accordance with policy principles, namely objective, agreement-oriented, and accountable, it's just that there is no transparency, as well as effectiveness and efficiency, especially in the port infrastructure development process. This policy also has an impact that can be felt now and future impacts. The hope in the future is that there must be an acceleration of port infrastructure development, especially domestic ports in an equitable and equitable manner so that there is no more inequality in the development between assets owned by BP Batam, as well as transparency in every process of implementing infrastructure development activities and programs. Abstract

This paper discusses the authority of the Ombudsman Representative of Riau Province in receiving reports and follow-up reports on alleged maladministration of the Population and Civil Registration Office of Pekanbaru City. Interestingly, Mal administration that rampantly occurred in 2022 based on incoming reports was carried out by the Regional Government and one of the most reported agencies was the Disdukcapil Pekanbaru City. The purpose of this research is to find out how the authority to handle maladministration by the Ombudsman Representative of Riau Province at the Disdukcapil agency in Pekanbaru City in 2022. This study uses the theory of Authority Philipus m. Hadjon (2002). For the research approach, using a qualitative approach with the type of research is descriptive. This research is located in Pekanbaru City. The type of data is divided into two, namely primary data with Purposive informant data collection techniques and secondary data in the form of cooperation documentation which is analyzed using qualitative data according to Miles and Huberman. The results showed that the Ombudsman Representative of Riau Province has exercised its authority in accordance with the law and regulations to handle allegations of maladministration in Disdukcapil Pekanbaru City in 2022. The Ombudsman Representative of Riau Province provides recommendations and directions to improve public services and mediates and handles reports effectively. The Ombudsman's authority includes attribution (based on law) in accordance with Law No. 37 of 2008 concerning the Ombudsman of the Republic of Indonesia in resolving reports of alleged maladministration of protracted delays, not providing services, and procedural irregularities. Mandate, positions that handle reports with areas of duties that include receiving reports, verification, examination, and prevention of reports, and delegation includes the division of tasks and determination of the performance of the Ombudsman Representative of Riau Province in handling reports of alleged mal administration. The inhibiting factors are the lack of human resources owned by the Ombudsman of Riau Province and the lack of understanding from service users of Disdukcapil Pekanbaru City about reporting alleged maladministration to the Ombudsman of Riau Province. Abstract

Indonesia is a transit point for refugees to their destination countries. Pekanbaru City is one of the cities where there are quite a lot of refugees from various countries. Due to the large number of refugees in Pekanbaru, there are several problems that occur, especially in the areas of security, order and data collection, namely demonstrations by refugees, traffic violations and using vehicles illegally, refugees leaving accommodation and not returning, security forces do not dare to reprimand refugees who are late returning home, there is no certainty regarding the resettlement time by UNHCR. This research aims to find out how the Collaborative Governance process will be in handling refugees in Pekanbaru City in 2022-2023. This research is descriptive research with a qualitative approach. The types of data include primary data and secondary data, with primary data obtained directly from informants. Meanwhile, secondary data is data that supports or perfects primary data. Data collection techniques are carried out through interviews and documentation. The data analysis technique used is inductive qualitative data analysis. The results of the research show that before the formation of the PPLN task force through Mayor Decree Number 153 of 2023 concerning the Task Force for Handling Refugees from Abroad in Pekanbaru City, in handling refugees, every stakeholder had not participated fully even though it was already in Law Number 125 of 2016, more precisely, there were no regulations that tie them up. After the Mayor's Decree Number 153 of 2023, every stakeholder is bound to carry out the task of handling refugees and be better than before the formation of the task force. Second, the application of Collaborative Governance theory has gone well, but there are still stakeholders who are still confused about their duties. Then the collective activities start from discovery until the refugees reach their destination. Lastly, the collaborative success factor is almost perfect, but for resources both quantity & quality of resources is still lacking as well as budget resources. Abstract

The timely establishment of the Regional Revenue and Expenditure Budget (APBD) is a primary prerequisite for maintaining the continuity of development and public services in the region. Delays in the establishment of the APBD, such as that which occurred in Kuantan Singingi Regency for the 2024 Fiscal Year, indicate serious problems in the relationships between local government institutions. The delay in establishing the APBD has become an important issue as it can hinder the implementation of development programs and public services in the area. This study aims to explain the relationship between the executive and legislative branches in the establishment of the APBD for the 2024 fiscal year in Kuantan Singingi Regency. The method used in this research is qualitative with a descriptive approach. Data collection techniques include interviews, documentation, and literature studies. This study utilizes interaction theory according to Stone, which is divided into four types: decisional, anticipated reaction, nondecisional making, and systemic. Research findings indicate that delays in the establishment of the regional budget (APBD) are influenced by several factors, including personal and institutional relationships between the executive and legislative branches, as well as local political dynamics. Disharmonious relationships among political elites and differing interests are major obstacles in reaching agreements related to the APBD. Conflicts regarding the proposed budget amounts are the primary cause of delays, exacerbated by weak institutional communication and the inability to build political consensus. In conclusion, the delay in the establishment of the 2024 fiscal year APBD in Kuantan Singingi Regency stems from disharmonious relationships among local government agencies, which necessitates strengthening coordination mechanisms and improving political communication capacity in the budget preparation process in the future. Abstract

Congestion is a traffic problem that remains unresolved. Congestion is caused by heavy traffic, increasing vehicle volumes, and public disregard for traffic regulations. Pekanbaru City is one of the cities with high levels of congestion, necessitating traffic supervision to ensure safe, secure, fast, smooth, orderly, and secure traffic flow. The theory used in this study is Griffin's supervision theory, which has four stages of supervision. The research method used in this study is a descriptive qualitative approach, with data sources through interviews with members of the Pekanbaru City Transportation Agency. The results of this study are: 1) The traffic supervision standards that serve as a reference in all aspects of the Pekanbaru City Transportation Agency's performance are based on Law No. 22 of 2009. 2) The performance of Pekanbaru City Transportation Agency employees will be measured through written and verbal reports, which can include photo documentation in the field. 3) Comparing employee performance results with existing standards, an evaluation meeting will be held regarding employee discipline in carrying out supervisory duties through the reports received. 4) The corrective actions taken by the Pekanbaru City Transportation Agency against its employees include issuing warning letters to several employees who lack discipline and conducting raids on third-party traffic controllers (Pak Ogah). Factors hindering the traffic monitoring process include external factors originating from third-party traffic controllers (Pak Ogah) and internal factors originating from the Transportation Agency's own human resources. Traffic monitoring conducted by the Transportation Agency has been quite effective, but several obstacles have been encountered during its implementation. Keywords: Supervision, Congestion, Traffic.

Abstract

Home surgery assistance is a public policy implemented by the Kampar Regency government to solve housing problems faced by the community, especially in rural areas. However, this policy has different goals, objectives, mechanisms, and impacts. There are still many people in Kuok District, especially the people of Kuok Village and Jambu Island Village, who do not know about the existence of house surgery assistance even though this assistance has been running since 2017. Many of the recipients of home surgery assistance are not on target so that people with low economies do not get the assistance as they should. The purpose of this study is to find out how the implementation of the house surgery policy in Kuok District, Kampar Regency in 2022. This research was conducted in Kuok Village and Jambu Island Village, Kuok District and the Kampar Regency Public Housing and Settlement Area Office. This study uses a qualitative research method with a descriptive approach and in data collection the researcher uses interview and documentation techniques as well as data analysis techniques for data reduction, data presentation, and conclusion drawn. Based on the results of research on the implementation of the house surgery policy in Kuok District, Kampar Regency in 2022 by the Kampar Regency Public Housing and Settlement Areas Office for the implementation of house surgery assistance in Jambu Island Village and Kuok Village, Kuok District has been going well. However, it also needs to be improved again and it is better that the Public Housing and Settlement Areas Office needs to socialize it directly to the community so that information related to this house surgery assistance is conveyed to the community optimally. Abstract

Regional inflation control is one of the main challenges in maintaining economic stability, especially in Riau Province, which has a significant contribution to the national economy. This study aims to analyze Collaborative Governance in controlling regional inflation in Riau Province during the period 2022-2023. Collaborative Governance involves cross-sector cooperation between local governments, Bank Indonesia, business actors, academics, and the community in formulating effective policies and strategies to address inflation. This research uses qualitative methods with a descriptive research type to obtain data on findings based on research needs. This qualitative approach is used to seek information from a phenomenon that occurs and is studied, namely Collaborative Governance in Controlling Regional Inflation in Riau Province for the years 2022-2023. The purpose of this research is to understand the implementation and supporting factors of Collaborative Governance in controlling inflation in the Riau Province for the years 2022-2023. In this context, the research focuses on the coordination mechanisms among stakeholders, the effectiveness of the programs implemented, and the contributions of each party in formulating and implementing inflation control strategies. In addition, the research also explores supporting factors such as joint commitment, active involvement of all parties, and institutional capacity that enable the effective implementation of policies. The research results show that the implementation of Collaborative Governance successfully reduced the regional inflation rate to 1.96%. This success is supported by several key elements, namely effective facilitative leadership, institutional design with clear rules through the Riau Governor's Decree Number 1647/XI/2022, and a collaboration process involving face-to-face dialogue, trust building, commitment, and optimal mutual understanding. In addition, supporting factors such as strong leadership, effective coordination, transparent data and information, as well as a stable macroeconomic condition also contributed to this success. However, this study also found limitations in institutional aspects, where actors from the private sector and society have not been directly involved. The results of this study provide recommendations to strengthen cross-sector collaboration and expand actor engagement to support sustainable inflation control in the future. Abstract

January 5, 2024, Agam Regency will begin to carry out free Motor Vehicle Testing, which is in accordance with the issuance of Government Regulation Number 35 of 2023 concerning General Provisions for Regional Taxes and Regional Levies. The regulation no longer orders the levy to be levied on Motor Vehicle Testing/KIR. With the removal of the levy on Motor Vehicle Testing, it will affect many aspects including service aspects. Therefore, a study was conducted to see how the implementation of Government Regulation Number 35 of 2023 affects motor vehicle testing services in Agam Regency in 2024. This study aims to understand the influence of the implementation of the elimination of the motor vehicle testing levy on its services at the Agam Regency Transportation Office. This research was conducted with a qualitative descriptive approach. By using the main theory, namely the theory of policy implementation by Charles O Jones with 3 indicators, namely Organization, Interpretation and Application of policies. The results of this study show that the implementation of Government Regulation number 35 of 2023 for motor vehicle testing servers does not have a major effect. The implementation of the regulation only reduces the stages in motor vehicle testing which were initially 3 stages, namely the administrative registration stage, the payment stage, and the testing stage and the acceptance of test results then to 2 stages, namely the administrative registration stage and the testing stage and the acceptance of test results. Another influence is on the original regional income which is no longer obtained from the motor vehicle testing levy revenue post. From these results, it is hoped that the implementation of the policy will not reduce service performance at the Agam Regency Transportation Office.
