Abstract

Kuningan Regency is located in the province of West Java which borders Central Java province, with good natural resources to be developed into tourism and becoming one of the sources of Regional Budget Revenue (PAD), so with this we conducted research on tourism in Kuningan Regency with The method we use is a qualitative method, namely by collecting data. From these results, it turns out that tourism is not yet optimal in Kuningan Regency due to the budget and lack of participation by the government and private sector in increasing tourism in Kuningan Regency. To increase tourism, collaboration between stakeholders is needed. The research results show that in the collaboration process carried out in developing tourism potential in the National Nature Tourism Park in Kuningan Regency, this cross-sector collaboration is effective in achieving sustainable development goals, especially at the village level. The success of this program illustrates the potential of the Hexa Helix collaborative model as a solution to global challenges.

Abstract

This study was conducted to find out the extent of community satisfaction with the recipients of social assistance of the Family Hope Program in Depok District, Cirebon Regency. Depok District is the location of the research and the community receiving social assistance from the Family Hope Program is the subject of this research. This study uses a quantitative method with a descriptive design. The data was collected through the distribution of questionnaires to the community in Depok District which became a research sample from 12 existing villages. This study uses 7 assessment indicators to measure community satisfaction. Among them, satisfaction with the assistance provided, satisfaction with the assistance received as expected or not, satisfaction with the attitude of officers in the disbursement process, satisfaction with the government in paying attention to the needs and desires of the community, satisfaction with the government in responding to problems that occur, satisfaction with the overall performance of officers in the disbursement of assistance, and satisfaction with the suitability of the promised assistance with the assistance that Retrieved. There are 2 indicators that are still complained about by the community, such as satisfaction with the government in responding to the problems that occur, and the suitability of the promised assistance with the assistance obtained. According to this study, one of the factors for these problems is the lack of communication and clarity of information between the Government (Cirebon Regency Social Service) and PKH assistants and the recipient community.

Abstract

Sumber daya air Gunung Tilu, yang vital bagi 15 desa rawan kekeringan di Kuningan, memerlukan pengelolaan terintegrasi melalui kolaborasi pentahelix (pemerintah, dunia usaha, akademisi, masyarakat, media). Namun, kerusakan infrastruktur pascalongsor (2018) dan lemahnya koordinasi aktor menghambat kemajuan. Penelitian ini bertujuan untuk menganalisis dinamika kolaborasi pentahelix dan mengusulkan kearifan lokal sebagai dimensi baru untuk meningkatkan pengelolaan air. Pendekatan kualitatif deskriptif digunakan, dengan data dikumpulkan melalui wawancara (13 informan), observasi, dan dokumentasi, dianalisis menggunakan model interaktif Miles dan Huberman. Kolaborasi belum optimal akibat keterbatasan anggaran, ambiguitas kepemimpinan (DPUTR & BBWS Cimanuk-Cisanggarung), dan keterlibatan akademisi/media yang minimal. Kearifan lokal terbukti krusial, misalnya penolakan masyarakat terhadap proyek pipa yang mengabaikan norma adat. Studi ini merekomendasikan pelembagaan nilai lokal dalam kerangka kolaborasi dan penguatan komunikasi multiaktor untuk mitigasi kekeringan.

Abstract

Tujuan   penelitian   ini   adalah  untuk mengetahui Implementasi Kebijakan  Kredit Usaha Rakyat di PT PG Rajawali II Cirebon, termasuk mengetahui hambatan yang dihadapi dalam implementasi kebijakan dan mengetahui upaya apa yang telah dilakukan untuk mengatasi hambatan tersebut. Teori  yang  digunakan  untuk mengkaji Implementasi Kebijakan adalah teori Edward III,  yaitu dengan melakukan analisa aspek  komunikasi,  sumber  daya, disposisi, dan struktur birokrasi. Penelitian dilakukan  dengan menggunakan metode kualitatif. Penentuan informan dalam penelitian dilakukan secara  purposive  sampling, meliputi Ketua DPD, DPC APTRI Jawa Barat, General Manager Pabrik Gula, Kepala Bidang Tanaman dan Akuntansi Keuangan, Staf Tanaman dan Petugas Perbankan.  Analisa data dilakukan dengan analisa deskriptif dengan menggunakan model yang dikembangkan oleh Miles dan Huberman. Hasil Penelitian   ini   menunjukkan   Implementasi kebijakan Kredit Usaha Rakyat di PT PG Rajawali II Cirebon belum berjalan secara optimal sebagaimana terlihat dari empat aspek dimensi utama masih terdapat dua aspek dimensi tidak efektif yaitu pada aspek sumber daya anggaran dan Struktur Birokrasi. Petani mitra masih kesulitan dalam hal pemenuhan pembiayaan budidaya tebu di awal waktu musim tanam dan SOP PT PG Rajawali II tentang pengajuan kredit petani belum dilakukan pembaharuan. Hambatan terkait anggaran dan upaya yang dilakukan PT PG Rajawali II harus diperbaiki agar program kemitraan tebu berjalan dengan optimal.

Abstract

Penelitian didasarkan pada masalah yaitu belum optimalnya kualitas pelayanan informasi debitur Sistem Layanan Informasi Keuangan (SLIK) di Kantor Otoritas Jasa Keuangan (OJK) Cirebon. Penelitian dilakukan dengan menggunakan metode kualitatif. Pengumpulan data dilakukan dengan teknik studi literatur, studi dokumentasi, wawancara dan observasi. Analisis data dilakukan dengan analisis kualitatif yang terdiri dari reduksi data, display data, serta verifikasi dan penarikan kesimpulan. Sedangkan pengujian keabsahan data dilakukan dengan mengunakan teknik triangulasi. Hasil penelitian yaitu kualitas pelayanan informasi debitur SLIK di Kantor OJK Cirebon belum optimal karena belum semua dimensi kualitas pelayanan terpenuhi dengan baik. Pelayanan informasi debitur SLIK menghadapi faktor-faktor pendukung dan penghambat yang menyebabkan kualitas pelayanan informasi debitur SLIK di Kantor OJK Cirebon belum optimal. Upaya-upaya telah dilakukan oleh Kantor OJK Cirebon untuk meningkatkan kualitas pelayanan informasi debitur SLIK tetapi upaya-upaya tersebut belum optimal.

Abstract

This study analyzes the implementation of the World Class Tourism Leading Tourism Area (KWU) Development Policy in West Java, with a case study focus on Kuningan Regency. The background of the study is based on the suboptimal implementation of the KWU policy as indicated by infrastructure constraints, limited human resources (HR), weak promotion, cross-stakeholder synergy, and environmental sustainability challenges. This study aims to (1) analyze the implementation of the KWU development policy; (2) identify the forms of innovation implemented; and (3) measure the contribution of KWU to Regional Original Income (also known as PAD in Indonesian) and economic growth in Kuningan Regency. This study uses a descriptive qualitative method, referring to the Van Meter and Van Horn Policy Implementation Model which includes six variables. The results show that the implementation of the KWU policy in Kuningan Regency is not fully optimal. The main obstacles include the uneven distribution of policy standards, limited resources (budget, infrastructure, and HR competencies), and unsynchronized communication and coordination between implementing organizations. Nevertheless, community-based innovation and the integration of cultural/natural/historical attractions, as well as the development of KWU, have been shown to positively contribute to increasing the tourism sector's regional revenue (PAD) and local economic growth. Although this contribution is still dependent on fluctuations in tourist visits and is not yet supported by sustainable tourism product diversification. Overall, it is concluded that strengthening coordination, increasing institutional capacity, and digital innovation are necessary to achieve world-class tourism.
