Abstract

The article examines the implementation of talent management policies for State Civil Apparatus (ASN) in Kuningan Regency. Through a qualitative research approach using in-depth interviews and documentation studies, the authors analyze how talent management policies are implemented at the regional level. The results of the study show the implementation of the policy faces several challenges, including the issue of political intervention, limited resources and lack of awareness of the importance of talent management. However, several steps have been taken to improve the implementation of this policy, such as training and apparatus development. Continuous improvement efforts are needed to improve the implementation of talent management policies for ASN in Kuningan Regency to create quality, transparent, responsive, inclusive, and accountable public services and can support the achievement of better development goals.

Abstract

E-Government is one of the solutions in improving public services based on better governance and to improve government performance, e-government-based information and communication technology is needed.  Call center 112 is one of the public service innovations in handling emergencies in Cirebon City. The purpose of this study is to find out how emergency management is handled through the standby 112 e-government platform in Cirebon City and to expose how e-government is applied in Cirebon City through Five indoctrinators from the Nograsek Theory, namely (1) Technology, (2) Process, (3) Human, (4) Organizational Culture, (5) Organizational Structure. The research method used is the Qualitative Descriptive Method, the data collection techniques used are interviews, literature, and documentation. Data analysis is carried out through 3 stages, namely Data Reduction (Simplification), Data Disclosure (Presented), and Verification or Drawing Conclusions. The results of this study show that the handling of Emergencies through the E-government Siaga 112 Platform in Cirebon City has been shown by the cooperation in the field of technology with PT. Jasnita although there are still obstacles in the field such as poor signals, in addition to that there needs to be re-socialization so that the public knows and understands related to the 112 alerts in the event of an emergency in Cirebon City.

Abstract

This study aims to identify the impact of the implementation of special nutrition intervention policies on the effectiveness of efforts to prevent stunting in Cirebon Regency. The method used is quantitative research with survey design and deliberately selected sampling. Data was collected through filling out questionnaires by 99 respondents consisting of pregnant women and breastfeeding mothers in two villages in Cirebon Regency. Data analysis includes validity tests, reliability tests, classical assumption tests, and simple linear regression analysis. The findings of the study show that the implementation of special nutrition intervention policies has a significant influence on the effectiveness of stunting prevention in Cirebon Regency. In the regression model used, every 1% increase in the implementation of special nutrition intervention policies (X) correlates with an increase of 0.560 in stunting prevention effectiveness (Y). This impact moved in a positive direction, with a coefficient of determination (R Square) value of 36.8%, indicating that the variable of implementation of special nutrition intervention policies significantly explained the variation in stunting prevention effectiveness in Cirebon Regency.

Abstract

This research is motivated by the problem of household waste management problems that continue to be a challenge in various regions, especially Cirebon Regency. This study aims to examine the implementation of household waste management policies in Cirebon Regency using Edward III's policy implementation theory with a focus on analyzing policy implementation and identifying indicators that encourage and hinder the process. This research uses a descriptive qualitative approach. Data sources were collected through a series of in-depth interviews, field observations, and documentation. The results showed that the implementation of the household waste management policy in Cirebon Regency had not reached the optimal level. Some of the obstacles found include low public awareness in waste segregation and disposal, limited waste management infrastructure, and lack of government awareness regarding household waste management. This study recommends the need to strengthen waste management infrastructure, improve the household waste management system, improve household waste management education programs to the community, and improve a more effective coordination system between stakeholders to determine the extent of the policy implementation and determine the aspects that contribute to the success of household waste management policies in Kedawung District, Cirebon Regency.

Abstract

Background. The election of Regional Heads (Pilkada) in a democracy is one of the main pillars that must be carried out in a transparent and accountable manner. However, in reality, there are still many violations that occur in this democratic process, such as money politics, campaigns that are not on schedule, and abuse of authority, which remain problems and challenges in the 2024 Cirebon City Regional Elections. Aims. The purpose of this problem is to analyze how the application of the collaborative governance model can serve as a solution to overcoming various violations that occur during the election process, especially in the context of the Cirebon City Regional Elections. The solution to this problem is to research the application of collaborative governance in handling election violations. This Collaborative governance model focuses on cooperation between BAWASLU (Election Supervisory Agency) and KPU (General Election Commission), as well as other actors, in organizing elections. Methods. The research method used was qualitative descriptive, with data collection techniques through interviews. Result. The results of his research are that the success of collaborative governance depends on strong coordination between institutions, transparent supervision, and increased trust in the electoral process from public participation. However, the obstacles faced are still weak rules and regulations, limited resources, and resistance from political actors. Conclusion. This research also provides a way in collaborative governance to minimize election violations, with the goal that the collaborative governance model can be an effective solution in creating good and clean elections and reducing election violations.

Abstract

This study aims to identify, explore, and analyze the factors that influence the implementation of an inventory information system application in improving the quality of inventory records at the Class I Immigration Office TPI Cirebon. The implementation of this application is expected to contribute to the realization of good governance through more efficient, accurate, and transparent service and administrative management. This research uses a descriptive qualitative approach with a phenomenological method. Data collection techniques include observation, in-depth interviews, document analysis, and archival research. The informants consist of office leaders, application operators, civil servants, and community service users. Data analysis is carried out through data reduction, data presentation, and conclusion drawing. The results show that the implementation of the inventory information system application has been carried out in both internal and external services. However, it has not yet been optimal due to several challenges, such as limited access via Android devices, the unavailability of integrated service features for inventory recording, and inadequate internet bandwidth. This research provides strategic recommendations for system development to become more adaptive, efficient, and responsive to user needs.

Abstract

Hexahelix Collaboration on Street Vendor Arrangement for Occupying K3 (kebersihan, ketertiban, keindahan). Street vendors are often considered to interfere with urban K3 (kebersihan, ketertiban, keindahan) because there are still many street vendors who sell on the shoulder of the road which causes congestion on the road and disrupts road order, there are still many street vendors who pay less attention to cleanliness in the environment they sell which causes a lot of piles of garbage on the side of the road. This makes the beauty value of the urban area go down. The problem of street vendors is a problem that must be solved together and requires hexahelix collaboration between Government, Academics, Media, Business, Community, and Financial Institutions. The purpose of this research is to find out the collaboration process between stakeholders involved in the hexahelix collaboration of street vendors' arrangement to realize K3 (kebersihan, ketertiban, keindahan). This research uses a descriptive qualitative approach method with field studies, observation, documentation, and interviews. The results of this research show that there is no direct collaboration between the actors contained in the Hexahelix concept.

Abstract

Small and medium enterprises (MSMEs) in Cirebon Regency face several challenges, such as a lack of creating new ideas, a low level of quality of human resources, many MSMEs that do not have official legality and low access to capital.  This study aims to understand the implementation process of Cirebon Regent Regulation No. 44 of 2022 which regulates Micro Business Assistance in Cirebon Regency, the research was conducted using qualitative methods through a descriptive approach to describe the phenomena that occur. Policy implementation, according to an analysis based on George Edward III's theory, is influenced by four main factors: communication, available resources, attitudes or dispositions, and bureaucratic structure. These factors determine the success or failure of the policy implementation. The results showed that the implementation of the MSME mentoring policy in the Cirebon district, the implementation was considered quite successful but still less than optimal because there were several problems in it such as social media accounts that were no longer actively providing information, the quantity of mentoring policy implementers was still lacking, and there was no clear SOP in implementing the mentoring policy.
