Abstract

ABSTRACT  High unemployment rate in the region necessitates labor training policies that not only enhance skills but also align with industry needs. Dinas Ketenagakerjaan Kabupaten Bandung Barat (Disnaker KBB), through the Balai Latihan Kerja (BLK), has organized various training programs, particularly in food and beverage processing as well as textiles and apparel. This study aims to evaluate the labor training curriculum policy, identify the challenges encountered, and formulate improvement efforts. The research employed a descriptive qualitative approach through in-depth interviews with Disnaker, BLK, industry representatives, and training participants. The findings reveal that while the training curriculum is fairly relevant in improving participants’ basic skills, there remains a gap with industry demands, particularly in terms of soft skills, work readiness, and work ethics. The main obstacles include limited facilities, a lack of instructors with industry experience, and weak coordination among stakeholders. Recommended efforts include improving infrastructure, involving industry in curriculum development, strengthening instructor capacity, and establishing an alumni monitoring system. These measures are expected to make labor training policies in Kabupaten Bandung Barat more effective, adaptive, and sustainable in enhancing human resource quality. ABSTRAK Tingginya tingkat pengangguran di daerah menuntut adanya kebijakan pelatihan tenaga kerja yang mampu meningkatkan keterampilan sekaligus relevan dengan kebutuhan industri. Dinas Tenaga Kerja Kabupaten Bandung Barat (Disnaker KBB) melalui Balai Latihan Kerja (BLK) telah menyelenggarakan berbagai program pelatihan, khususnya di bidang pengolahan makanan dan minuman serta tekstil dan pakaian. Penelitian ini bertujuan mengevaluasi kebijakan kurikulum pelatihan tenaga kerja, mengidentifikasi hambatan yang dihadapi, serta merumuskan upaya perbaikan. Metode penelitian menggunakan pendekatan kualitatif deskriptif melalui wawancara mendalam dengan Disnaker, BLK, perwakilan industri, serta peserta pelatihan. Hasil penelitian menunjukkan bahwa kurikulum pelatihan cukup relevan dalam meningkatkan keterampilan dasar peserta, namun masih terdapat kesenjangan dengan kebutuhan industri terutama pada aspek soft skills, kesiapan kerja, dan etos kerja. Hambatan utama mencakup keterbatasan sarana, kurangnya instruktur dengan pengalaman industri, serta lemahnya koordinasi antar pemangku kepentingan. Upaya yang disarankan meliputi peningkatan sarana prasarana, keterlibatan industri dalam penyusunan kurikulum, penguatan kapasitas instruktur, serta pengembangan sistem monitoring alumni. Dengan langkah tersebut, kebijakan pelatihan tenaga kerja di Kabupaten Bandung Barat dapat lebih efektif, adaptif, dan berkelanjutan dalam meningkatkan kualitas sumber daya manusia.

Abstract

The conservation area of KSA/KPA Gunung Lengkuas has undergone significant land-use changes due to extensive soil excavation, leaving behind open pits and ponds. The construction of an asphalt road cutting through the area has further increased accessibility, thereby intensifying competition among various stakeholders to control and manage the land. This situation has triggered persistent tenurial conflicts. The purpose of this study is to analyze strategies for resolving tenurial conflicts in the KSA/KPA Gunung Lengkuas Conservation Forest, Bintan Regency, Riau Islands Province, following the enactment of the Omnibus Law. The research employs conflict resolution theory by Hugh Miall, Oliver Ramsbotham, and Tom Woodhouse, encompassing strategies of competition, accommodation, collaboration, avoidance, and compromise/negotiation. A qualitative descriptive case study approach was applied, with data obtained from eight key informants through observation, interviews, and documentation. Data analysis involved source triangulation, SWOT analysis, and internal–external matrix evaluation. Findings indicate that conflict resolution in this conservation forest is best achieved through collaboration strategies, supported by conservation partnership programs and community empowerment. However, current approaches remain ineffective, particularly in addressing third-party land rights within residential zones. The study recommends enhanced government–community engagement, legal clarity on land tenure, and sustained socialization efforts to prevent future tenurial conflicts.

Abstract

The Election Supervisory Body (Bawaslu) of Subang Regency plays an important role in carrying out the function of political communication education for novice voters. This study aims to find out the strategy carried out by Bawaslu in political communication education, as well as communication barriers in conveying political messages at the 2024 Simultaneous Regional Elections. This study uses a qualitative research method with a qualitative descriptive research approach. The data was collected through in-depth interviews, literature studies, and observation. The research results show that the Political Communication Education Strategy for beginner voters in the 2024 Simultaneous Regional Elections begins with Establishing a Participatory Supervisory Cadre School (SKPP) to facilitate information flow and optimize information. Using social media platforms such as Instagram and websites, carrying out outreach activities through the "Go to School" program, and collaborating with the General Election Commission (KPU) in conducting political communication education. The challenges faced include low participation of first-time voters, limited resources that hinder the ability to implement the Bawaslu program, technological barriers that impede the optimization of communication education, and socio-cultural challenges that impede the political participation of first-time voters.

Abstract

Digital transformation in public services is a crucial phenomenon in the modern era of governance, which demands efficiency, transparency, and accountability. One effort undertaken by the Ministry of Religious Affairs of the Republic of Indonesia is the implementation of the Marriage Management Information System (SIMKAH), which is expected to improve the quality of marriage registration services across all Religious Affairs Offices (KUA). This study aims to analyze the implementation of SIMKAH at the KUA in Ciparay District, Bandung Regency, by examining supporting factors, obstacles, and its impact on public services. A qualitative case study approach was used, collecting data through interviews, observations, and documentation studies. The data were then analyzed using George C. Edwards III's policy implementation model, which encompasses aspects of communication, resources, disposition, and bureaucratic structure, and is supported by theories of good governance and e-government. The results indicate that the implementation of SIMKAH has brought positive changes in terms of service efficiency, data accuracy, and transparency in administrative processes. However, it faces challenges such as limited digital infrastructure, technological literacy, and resistance from some members of the public to the use of new technologies. This study recommends increasing human resource capacity, strengthening technological infrastructure, and implementing a more intensive outreach strategy to maximize SIMKAH's future use.

Abstract

Pelatihan budidaya maggot bagi warga RW 05 di Kelurahan Sukamiskin, Bandung, merupakan kegiatan pengabdian Tim PKM Universitas Langlangbuana Bandung kepada masyarakat yang bertujuan untuk memberikan keterampilan dan pengetahuan kepada masyarakat terkait dengan pemanfaatan dan pengelolaan sampah khususnya limbah organik menjadi maggot sehingga mereka mendapatkan sumber pendapatan yang berkelanjutan. Tujuan program pengabdian ini adalah transfer knowledge dengan memberikan pengetahuan dan keterampilan kepada warga dalam mengelola limbah organik melalui budidaya maggot yang dapat dimanfaatkan sebagai pakan ternak, serta meningkatkan kesejahteraan ekonomi mereka. Metode pengabdian ini menggunakan Participatory Action Research (PAR) melibatkan pendampingan intensif dan berkelanjutan terhadap anggota masyarakat, termasuk pelatihan budidaya maggot, penguatan pemberdayaan masyarakat, dan kolaborasi dengan berbagai pihak serta pemerintah daerah. Hasil pengabdian menunjukkan peningkatan warga dalam belajar tentang teknik budidaya maggot dari limbah organik, termasuk pengelolaan kandang hingga pemanfaatan menjadi pakan ternak. Selain itu, mereka juga akan diberikan informasi tentang nilai ekonomis dan manfaat lingkungan dari budidaya maggot. Kegiatan pemanfaatan sampah organik melalui pelatihan inovasi budidaya maggot bagi warga RW 05 Kelurahan Sukamiskin Bandung diharapkan dapat meningkatkan perekonomian dan taraf hidup masyarakat setempat serta berkurangnya limbah plastik yang dibuang ke lingkungan hidup disamping mampu menciptakan inovasi maggot yang dapat dijual sebagai pakan ternak. Hasil dari kegiatan pengabdian kepada masyarakat program kemitraan masyarakat adalah terciptanya kebiasaan baru di masyarakat dalam upaya pemanfaatan dan pengelolaan sampah.

Abstract

Human resources have an important role both in terms of ability and performance in achieving company goals, especially in the Pasar Juara Regional Public Company in Bandung City. In this study, the author uses a quantitative descriptive analysis study method. The quantitative analysis used is a multiple linear statistical model using independent variables and dependent variables. In this study, there are 3 (three) variables used by the author, consisting of 2 (two) independent variables in this case "transformational leadership style" (X1), "motivation" (X2) while the dependent variable is "employee performance" (Y). Regarding the role of transformational leadership style and motivation on employee performance, it is inseparable from the discussion on the influence of independent variables (X1 and X2) on the dependent variable (Y) and the relationship between the three variables, both partially and simultaneously.

Abstract

Public service is one of the main indicators of local government performance in realizing effective governance that is responsive to public needs. However, the quality of public services at the sub-district level still faces several problems, such as complicated procedures, delays in service delivery, and low empathy among civil servants. This study aims to analyze the influence of transformational leadership on improving the quality of public services in Cisarua District, Sumedang Regency. This research method uses a quantitative approach with a descriptive-verifiable approach. Data were collected through questionnaires distributed to 55 respondents consisting of leaders, employees, and public service users in Cisarua District. The data were analyzed using validity and reliability tests, as well as simple linear regression to examine the relationship between transformational leadership (X) and public service quality (Y). The results of this study confirm that the implementation of transformational leadership in Cisarua District encourages civil servants to work more professionally, innovatively, and with a strong focus on public satisfaction. Therefore, it is recommended that the local government strengthen leadership training and development programs that emphasize transformational characteristics to continuously improve the quality of public services.

Abstract

Community health centers (Puskesmas) play a leading role in Indonesia's healthcare system, making service quality a crucial public concern. This study aims to analyze the implementation of the Puskesmas accreditation policy and its impact on service quality at Campaka Community Health Center, Cianjur Regency. A qualitative case study approach was used, with data collected through in-depth interviews, participant observation, and document analysis. Data were analyzed using the Miles and Huberman interactive model. The results showed that accreditation implementation was effective during the preparation and survey phases, characterized by improved administrative governance, standardized procedures, improved facilities, and increased staff motivation. However, post-survey implementation showed a decline in consistency due to weak monitoring mechanisms, limited human resources, high administrative workloads, and decreased staff commitment. Accreditation had a positive effect on service quality across all SERVQUAL dimensions: reliability, responsiveness, tangibles, assurance, and empathy, but this improvement tended to be temporary and unsustainable. This study concluded that accreditation at Campaka Community Health Center is still event-oriented and has not been fully internalized as a quality culture. This study contributes to the policy implementation and health care literature by highlighting the importance of post-accreditation monitoring, human resource strengthening, and continuous quality management to ensure continuous improvement in primary health care.

Abstract

Clean water services are a vital component of public services that significantly influence community quality of life, especially in archipelagic regions such as Natuna Regency, which face infrastructural limitations and geographical dispersion. This study aims to examine public service quality in clean water provision at PDAM Tirta Nusa, analyze service performance, and identify inhibiting factors. The study is based on the SERVQUAL framework by Parasuraman, Zeithaml, and Berry, encompassing tangibles, reliability, responsiveness, assurance, and empathy. A descriptive qualitative approach was employed, with data collected through in-depth interviews, observations, and documentation. Data were analyzed using an interactive model. The findings reveal that service quality is relatively adequate but not yet optimal, particularly in water distribution continuity, responsiveness to customer complaints, and limited distribution facilities. Key obstacles include limited human resources, inadequate infrastructure, and geographical constraints. The study recommends strengthening institutional capacity, improving infrastructure, and enhancing service management.
