Abstract

This research aimed to measure the reliability fulfillment of Bitung Port as the most Eastern port in Indonesian in succeeding the Sea Toll program that it was launched by the government in the Working Cabinet Nawa Cita. This research used qualitative descriptive research method. Data were collected by documentation, observation and interview techniques. The number of population was all reliability indicator components that determined by the National Development Planning Agency such as installed facilities, productivity level, effective documentation, data availability and information system, water entrance and inland transport then support institution of Bitung Port. Based on result of research, it was found that the six components of reliability that assessed at Bitung Port generally had fulfilled reliability criteria in supporting the Sea Toll Program, except Port Productivity component from the assessment aspect of Berth Output (BTP) and Gang Output which of experiencing trend of decreasing the quantity of load from year to year in Berth Output (BTP) calculation and no achieving of standard Gang Output which required to container transport at conventional wharf.

Abstract

Maritime education and training are pivotal for the development and operation of autonomous ships and green port era, encompassing areas such as safety, economic advantages, legal frameworks, cybersecurity, and operational efficiency. The author aims to develop robust and resilience curriculum for future generation which is a combination of well developed STCW (Standard of Training & Certification of Watchkeeping) and Indonesia Educational Standards through literature review and applying a well-designed guidance from the Indonesian Ministry of Education. The research contribution lies in the development of an integrated curriculum that aligns international maritime standards with national educational requirements, using a systematic approach informed by literature and official educational guidance. The data then compared with some MET's curriculum and the results are proven to be aligned with every limitation set up by International Standards and Indonesian National Education Standards.

Abstract

Dalam perkembangannya industri transportasi laut yang pesat tidak terlepas dari resiko kecelakaan kerja yang cukup tinggi. Timbulnya kasus kecelakaan yang terjadi di atas kapal disebabkan karena kesalahan dan kelalaian manusianya serta minimnya pelatihan keselamatan, selebihnya disebabkan oleh faktor alam dan faktor faktor lainnya. Penelitian tersebut di lakukan bertujuan untuk mengetahui penghambat saat menurunkan sekoci serta cara yang tepat agar awak kapal dapat menurunkan sekoci penolong dengan optimal. Penelitian ini adalah kualitatif dengan metode deskriptif. Lokasi penelitian ini adalah di atas kapal KM. Kaltim Express22. Teknik Pengumpulan data adalah menggunakan teknik observasi, wawancara dan dokumentasi. Hasil dari penelitian yang dilakukan penulis adalah ada beberapa kendala yang dihadapi awak kapal dalam latihan menurunkan sekoci penolong yaitu kurangnya perawatan dan  ketidaksiapan awak kapal dalam latihan, serta anggapan hanya sekedar latihan membuat respon dalam tugas-tugas penurunan sekoci kurang diperhatikan.

Abstract

This study investigates the formulation and implementation of character development policies in vocational higher education institutions in Indonesia. Using a qualitative design, data were collected through panel surveys involving key stakeholders at multiple institutional levels, including lecturers, department heads, and vice directors. The study explores stakeholders' perceptions regarding the urgency of character education, the values to be instilled, implementation strategies, challenges, and evaluation mechanisms. Findings reveal a strong consensus on the importance of integrating character development into the core curriculum, yet also highlight critical challenges such as fragmented policy implementation, limited faculty capacity, and inadequate evaluation systems. National regulations are recognized as valuable frameworks, but their operationalization at the institutional level remains inconsistent. To address these gaps, the study introduces the V-CODE Model (Vocational Character-Oriented Development & Evaluation), a conceptual framework comprising five interconnected components: driving factors, stakeholder involvement, policy formulation, implementation strategies, and evaluation mechanisms. The model emphasizes participatory policy design, curriculum-wide integration, and feedback loops reinforcing continuous improvement. This research contributes to theory and practice by offering a contextually grounded model to guide vocational institutions in building sustainable and impactful character education systems. The study also provides policy recommendations for aligning institutional practices with national education goals and labor market expectations.

Abstract

Jenis penelitian ini adalah penelitian kualitatif. Penelitian ini memiliki tujuan yaitu mengetahui persepsi pengguna jasa terhadap layanan tenaga kerja bagasidi pelabuhan Makassar. Subjek penelitian ini terdiri dari 308 pengguna jasa. Metode yang digunkana pada peenlitian ini adalah survei dengan menggunakan angket yang diberikan kepada pengguna jasa. Data yang diperoleh dianalisis dengan menggunakan analisis deskriptif kualitatif. Hasil analisis deskriptif menunjukkan bahwa persepsi terhadap aspek keselamatan yaitu sesuai dengan persentase 47,40%, persepsi terhadap aspek keamanan/ketertiban yaitu sesuai dengan persentase 49,11, persepsi terhadap aspek kehandalan/keteraturan yaitu sesuai dengan persentase 42,66%, persepsi terhadap aspek kenyamana yaitu sesuai dengan persentase 49,15, persepsi terhadap aspek kemudahan yaitu sesuai dengan persentase 52,16%, persepsi terhadap aspek kesetaraan, yaitu 50,78%. Jadi, sebagai kesimpulan persepsi pengguna jasa terhadap layanan tenaga kerja bagasi di Pelabuhan Makassar secara garis besar dalam kategori baik untuk semua aspek. Pilihan mayoritas pengguna jasa memilih sesuai untuk pertanyaan yang diberikan, kemudian sangat sesuai di urutan kedua.

Abstract

The Sultan Hasanuddin Training Ship of PIP Makassar was selected as the research object for this study. The study aims to analyze the stability of the ship by focusing on calculating the metacentric height (GM) value based on the moment of static stability, incorporating both manual methods and computer applications that generate GM values as indicators of seaworthiness according to the Intact Stability Code. The research method used in this study is a case study that involves descriptive, numerical, and comparative analysis of various ship parameters, including the length, width, and inside the ship, as well as other measurements required in the stability calculation. The GM calculation is carried out using the static stability moment approach and compared with the results of recording the ship's rolling period. The results show that the GM value generated from the calculation of the existing static stability moments, if deducted from the total value of the Virtual Loss of GM due to the inertia moment in the slack tanks, will produce an effective GM worth that is used as the basis for the ship stability benchmark. This research could contribute significantly to improving safety protocols and design standards in maritime operations. The benefits of this research include providing theoretical information for lecturers and cadets of PIP and commercial shipping officers, enriching teaching materials on ship construction and stability, and promoting a safety culture by offering practical information to estimate ship stability conditions before more detailed calculations are made.
