Abstract

Stunting remains a serious problem in human development in Indonesia as it affects the quality of human resources, cognitive development, and children’s productivity in the future. The Family Assistance Program for stunting prevention, initiated by BKKBN and the Ministry of Health, positions community cadres as the frontline actors in prevention efforts. This study aims to analyze the competencies and performance of family assistance cadres as well as the strategic human resource management (HRM) factors that influence their effectiveness. This research employed a descriptive qualitative approach in Dakopemean Subdistrict, Tolitoli Regency, Central Sulawesi. Data were collected through in-depth interviews, participatory observation, and documentation, and analyzed using the Miles and Huberman model. The results show that cadre competencies include knowledge of nutrition and child growth, communication skills, and the use of reporting technology. Major challenges identified were limited training, inadequate ICT facilities, and inconsistent incentives. The effectiveness of assistance increased when supported by strategic HRM elements such as continuous training, feedback-based supervision, fair incentives, and non-material recognition. In conclusion, enhancing cadre competencies and implementing HRM policies aligned with program objectives are key to the success of stunting prevention at the family level.

Abstract

Konflik antara kepentingan lingkungan dan ekonomi di wilayah pesisir menjadi isu penting, terutama pada kasus konversi lahan pesisir menjadi tambak intensif di Desa Lingadan, Kabupaten Tolitoli. Penelitian ini bertujuan menganalisis dampak ekologis, sosial-ekonomi, serta dinamika konflik antar-pemangku kepentingan. Penelitian menggunakan pendekatan kualitatif dengan metode analisis deskriptif, di mana data diperoleh melalui observasi lapangan, wawancara mendalam dengan masyarakat, pemerintah, perusahaan, dan LSM, serta dokumentasi pendukung. Data dianalisis secara tematik untuk menggali makna, persepsi, dan dinamika yang muncul di tingkat lokal. Hasil penelitian menunjukkan bahwa alih fungsi lahan sejak 2020–2021, terutama pada vegetasi mangrove dan non-mangrove, berdampak signifikan terhadap lingkungan berupa penurunan cadangan karbon tanah, peningkatan emisi gas rumah kaca, degradasi kualitas air, serta hilangnya fungsi ekologis mangrove. Dari sisi sosial-ekonomi, tambak intensif memberi manfaat berupa lapangan kerja dan peningkatan pendapatan, namun distribusinya tidak merata sehingga memicu ketimpangan sosial. Persepsi masyarakat terhadap dampak lingkungan beragam, dipengaruhi faktor sosiodemografis dan akses informasi, sementara regulasi formal (RTRW, AMDAL, zonasi pesisir) masih lemah dalam memastikan partisipasi publik dan pengakuan terhadap kearifan lokal. Temuan ini menegaskan pentingnya strategi tata kelola berbasis kolaborasi multipihak (pemerintah, masyarakat, LSM, dan perusahaan) dengan pendekatan co-management untuk menyeimbangkan kebutuhan ekonomi dan keberlanjutan ekosistem pesisir.

Abstract

Generation Z faces significant challenges in preparing themselves to enter an increasingly competitive and dynamic labor market. The Community Service Program (Kuliah Kerja Nyata or KKN) of Universitas Madako Tolitoli was implemented with the aim of enhancing career literacy and work readiness among Generation Z through mentoring activities and interview simulations. This program was carried out at Pondok Pesantren Al-Ittihad DDI Soni and involved 50 participants from grades 10, 11, and 12. The methods included career literacy sessions, mentoring to support career planning, and practical interview simulations. The program was designed to equip participants with an understanding of the importance of early career preparation, communication skills, and self-confidence in facing recruitment processes. The results demonstrated an improvement in participants’ understanding of career literacy as well as their practical skills in performing interview simulations. Therefore, this program can serve as a strategic and sustainable step in supporting pesantren students to be better prepared for the labor market while contributing to the improvement of human resource quality.
