Abstract

Yoboi Village change of status from Government Village to Traditional Village in Jayapura Regency is expected to provide the village with greater opportunities in managing its own area. The purpose of this study is to determine and to analyze the supporting and inhibiting factors for implementing policies to change the status of Yoboi traditional village in Sentani District, Jayapura Regency, Papua Province. The research method used a qualitative approach, data collection techniques are observations, interviews, and documentations. The sources in this study are the Head of the Jayapura Regency Village Community Empowerment Office, the Head Sub-Section of Village and Traditional Village Governance Office, the Head of Yoboi Traditional Village Government, the Chief of Yoboi Traditional Village, A Member of C Comission of the Jayapura Regency People’s Representative Council and The Village community. The results of this research are: 1) The policy implementation of Yoboi Traditional Village change of status has not been effective. This can be seen from the fact that; there are not enough supporting resources (human, facilities, and budget), during implementing the traditional village system there is still an overlap of duties and functions between the Head of the Traditional Village and the Head of the Government Village (parent village), and lack of supervisory function by The Jayapura Regency People’s Representative Council 2) Supporting factors: a) There is support for legality, legal protection, b) There are supports from the community, religious leaders, traditional leaders, community leaders and academics, c) There are supports from the local government elites, d) There is support for motives in an effort to improve the welfare of the indigenous Papuans (OAP), e) There is support for Fiscal Spoil (fiscal incentives) f) There is eligibility in the conditions for changing the status of the village. Inhibiting factors: a) There are still overlaps of main tasks, functions and responsibilities between the Head of Traditional Village and the Head of Government Village (parent village), b) There are rejections from the community towards Yoboi Village change of status c) The community’s pessimisms that Yoboi Traditional Village change of status will be used as business means by political elites. 3) Policy implications of changing the status of Yoboy government Village to Traditional Village: a) There is recognition and respect for the village b) The preservation of the customs, traditions, and culture of the village community, c) The increase in public services, d) The realization of the effectiveness of implementation of Traditional Village Government, e) The growing role of The Village Communities, g) Ambigious distribution of powers, main duties and responsibilities, h) Limited work facilities and service facilities.

Abstract

Regional fiscal revenue and management face significant challenges amidst global uncertainty, marked by the post-pandemic health crisis, extreme climate change, and technological disruption that are changing local economic dynamics, with the realization of Regional Transfers only reaching 62.1% of the target of Rp. 919.87 trillion and flood losses of Rp. 2.5 trillion in West Java. This study aims to analyze the synergy of central-regional funding to support local government adaptation towards the vision of Golden Indonesia 2045 through sustainable and inclusive development. A descriptive qualitative approach was applied through document studies (RPJPN 2025–2045, APBN 2025, regional APBD), in-depth interviews with 15 officials, and Focus Group Discussions (FGD) in West Java and North Sulawesi. The study results indicate three main challenges: fiscal policy disharmony, limited fiscal capacity that hinders regional autonomy, and vulnerability to external shocks such as global economic fluctuations; as well as innovation opportunities through the Regional Endowment Fund with an allocation of IDR 5 billion in Bandung Regency, KPBU in Bitung that increased fisheries exports by 15%, and e-budgeting that reduced budget leakage by 5%. The study recommends strengthening digital-based fiscal coordination, increasing regional fiscal capacity, allocating IDR 500 billion in emergency funds in the 2026 APBD, and integrating climate change mitigation into budget planning. These findings enrich the literature on fiscal federalism, provide a model for adaptive fiscal policy for Indonesia, and offer inspiration for other developing countries.

Abstract

Indonesia has conducted territorial expansion to improve public services, create more effective governance, and increase regional development. Territorial expansion was accompanied by fiscal Decentralization, so that allowed the regions to manage their finances by arranging regional development programs and other planning. However, in its implementation, Decentralization, which has been running for two decades, has experienced problems such as the financial over-dependence on central government and development inequity, which has further implications for eradicating the poor. The purpose of this research is to analyze to what extent the territorial expansion that have been running is able to increase the fiscal revenue of new autonomous regions (DOB) in order to maximize economic growth, equitable territorial development and regional development to be able to eradicate the poor and improve the welfare of the community. The research method uses descriptive methods with a qualitative approach. This study uses data from a period of 2015 to 2019 in accordance with the National Mid-Term Development Plan (RPJMN). The results showed that the development of new autonomous regions in the era of post-reform regional autonomy were 8 provinces, 181 districts and 34 cities. Therefore, the allocation of transfer funds to the regions is increasing every year. For the 2020 State Budget, around Rp.858 trillion or around 34.6% of total state expenditure. However, ironically, the over-dependence of DOB on fiscal Decentralization has not declined. If seen from the ratio of PAD to total regional income, it is known that DOB currently still depends on the parent region or central government, while the DOB growth rate is lower comparing to their parent region. On the other hand, the focus of DOB development is more on government facilities and infrastructure. Although in some new autonomous regions, there is a decrease in poverty, in general, poverty levels in new autonomous regions are relatively higher than in parent regions.

Abstract

To overcome problems in village development, the government provides village funds. The form of use can be in the form of village infrastructure development and development of local economic potential. The aim of this research is to obtain an overview and describe the effectiveness of the use of village funds for village infrastructure and the development of local economic potential in North Tambun District, Bekasi Regency. The research methodology uses qualitative research with an inductive approach. Researchers want to know clearly about the effectiveness of the use of village funds in developing village infrastructure and developing local economic potential in Tambun Utara District, Bekasi Regency, especially in Karang Satria Village. The researcher describes the state of the research object and then discusses it to obtain general conclusions and understanding of the object under study. The results of this research are that the use of village funds for village infrastructure and local economic development in North Tambun District, especially in Karang Satria Village, was implemented effectively. The community gave positive responses and felt the benefits of the various programs that had been held, such as paving roads, providing public facilities, creating a drainage system, as well as adding facilities and infrastructure or office furniture. Providing village funds through BUM Des Satria Istiqomah has also provided benefits to the people of Karang Satria Village and its surroundings. BUM Des Satria Istiqomah has a permanent building and various economic improvement programs as well as business units that provide the best service for residents. In addition, there is the role of Mikro, Small, and Medium Enterprises (MSME) and MSMEs at the sub-district level which oversees various micro, small and medium enterprises. Through MSMEs, mutually beneficial reciprocal relationships are created between entrepreneurs, village governments, and village residents.

Abstract

In Local Government there is a local revenue that should be a source of local finance in the exercise of regional autonomy. This phenomenon has occurred since the regulation on regional autonomy was formed. Local revenue is divided into several sub income, which include the wealth of the separated regions. The source is from each regional owned enterprises. Bank Bank DKI is one of the regional owned enterprises that are accommodated in BP BUMD, because part of its ownership stake is in the Provincial Government of DKI Jakarta. Bank DKI must be able to provide dividends and on the one hand must provide adequate business, without being hindered by anything and this is the problem in this study. For this reason, BUMD must be able to balance these problems through the concept of GRC Excellence Framework and maturity analysis. This study is limited to assessing local revenue through the concept of GRC excellence framework, along with its maturity level. The purpose of this study is to determine how the level of maturity owned by Bank DKI in terms of internal organization as a whole, and its benefits for the Provincial Government of DKI Jakarta. This study used descriptive qualitative methods. This study analyzes the level of maturity in each component of the advantages of GRC contained in bank dki and the impact of these advantages will seek to increase local revenue with the distribution of dividends accompanied by maturity analysis. Data collection techniques in this study using observation techniques, interviews, documentation. Researchers use data analysis techniques such as data reduction, data presentation, and conclusion. In testing the validity of the data researchers used triangulation sources. The results showed that the existing system of each GRC excellence criteria include: Process aspects, People aspects, Tools aspects, which are very varied levels of maturity. However, the average level is still in Managed with a score of 3. With good governance, there are several aspects of process and aspects of people that need to be recommended for the future. For local revenue for the last 5 years from 2018-2022, it has experienced significant fluactation due to the lack of massive implementation and implementation of the GRC concept, which makes governance no significant improvement.

Abstract

This research examines the implementation of PT's National Strategic Program. Waskita Karya specializes in the construction of the Depok-Antasari toll road. The purpose of this research is to find out and analyze how PT. Waskita Karya as the implementing agency for the construction of the Depok-Antasari toll road implements the policy, knows and analyzes the supporting and inhibiting factors for implementing the policy, as well as the efforts made to overcome the factors inhibiting implementation. This research was designed using 4 indicator dimensions, namely: communication, resources, disposition and bureaucratic structure. The method used is qualitative-descriptive which produces descriptive data in the form of speech or writing and behavior that can be observed from people or subjects. The techniques used to collect data are: observation, interviews, documents and audio-visual material by testing the validity of the data through the triangulation method based on sources, methods and theories. The informants in this research are: Secretary to the Minister of State-Owned Enterprises, Independent Commissioner of PT. Waskita Karya, Operational Director of PT. Waskita Karya, as well as Nur Afni and Novis Radhyan as community users of the Depok-Antasari toll road. Based on the results of this research, it can be concluded that the obstacle to implementing the National Strategic Program policy in the construction of the Depok-Antasari toll road is land acquisition, which apart from consuming a lot of budget, also wastes time. The problem of land acquisition specifically occurs because there is a lot of overlapping land ownership in the community, so they have to wait for a court decision to determine who actually owns the land rights. Researchers suggest that time space needs to be given to the Land Registration Agency (BPN) to disseminate information to the public about land ownership simultaneously so as not to waste time in implementing policies.

Abstract

Information security in the Electronic-Based Government System (SPBE) of the DKI Jakarta Provincial Government is not yet optimal. The study found that 682 applications are vulnerable to cyber attacks, including the JAKI application in 2023. The causal factors include inadequate security budgets, insufficient personnel with BSSN certification (only 14 out of 31), and infrastructure that does not meet the ISO 27001: 2022 standards. Additionally, Information Security Standard Operating Procedures (SOPs) are not yet available in every Regional Apparatus Organization (OPD), and support from the Regional Council (DPRD) is still minimal. This study aims to analyze the deficiencies in SPBE information security in DKI Jakarta and provide recommendations for improvement. The theoretical foundations used are Government Science, Information Security, and Public Policy Implementation. The research method employs a qualitative approach, using secondary data analysis from official reports and literature reviews on public policy implementation and information security standards. The study concludes that increased budgets, personnel training and certification, as well as infrastructure and SOP improvements are urgently needed. As a global city, Jakarta must improve its information security to protect its data and reputation, thereby enhancing the overall information security index. The recommendations include increasing the information security budget to 6-10% of the total SPBE budget, providing training and certification for all relevant personnel, updating the infrastructure to meet the ISO 27001:2022 standard, and developing and implementing Information Security SOPs in each OPD . Strong policy support from the DPRD is also crucial to strengthen these efforts and support Jakarta's position as a Global City.
