Abstract

This study aims to analyze and find out and explain the symptoms of a divided government after the 2018 West Kalimantan governor election, the impact on government administration and the split government leadership model. The theoretical framework of this research is made in stages starting from the grand theory: Government Science and the Concept of Good Governance, middle-range theory: Conflict Theory, Cultural Concepts, Government Decentralization, Democratic Political System, Applied Theory: Leadership Theory (Nanus (1992: 136-141), Model Theory. This research uses qualitative methods, with data collection techniques through interviews, observations and documentation studies. The study results indicate that the direct election of the Governor and deputy governor of West Kalimantan Province will strengthen the decentralization system, which will have positive impacts; The first is the development of democratic life, including accountability to the people directly. Second, The legitimacy of the regional head from the people is getting higher. Namely, the principle of state sovereignty in the hands of the people is realized. Third, the support and participation of the people towards Government, development and social society are getting higher. However, it also has negative impacts, including, first, leaving a residue of conflict between supporters in the structure of society. Second, there is a pattern of a split government system that allows for disruption of government effectiveness. Third, implementation costs are not small, thus opening up opportunities for the Governor and Deputy Governor of West Kalimantan Province for corruption, collusion and nepotism. In the condition that the divided government pattern will minimize the negative impact on the wheels of Government which is less/ineffective, the Governor and Deputy Governor of West Kalimantan Province must build political support with the DPRD.

The focus of this research is to analyze the RTRW planning strategy of Central Kalimantan Province, and to formulate the RTRW planning strategy used by Central Kalimantan Province. The results show that there are two things that affect the regional spatial planning process, namely First, micro factors related to development both from the manager's point of view and from the provider's point of view, including technical, managerial management), Financial (finance), Economics, Environmental impact, Social and security. Second, macro factors, namely the government's problem to see the relationship between projects and government programs as a whole, which consists of the suitability of the location and regional economic development strategies. Third, Central Kalimantan the provincial RTRW planning strategy uses ASOCA's Internal and External Factors Strategy Analysis which results in other Agility to produce a more optimal RTRW planning strategy through the ASC Rahma Strategy. ASC Rahma's strategy is through a synoptic planning approach which consists of the first synoptic planning, procurement of forest areas based on the outline of regional needs, the second synoptic planning, encouraging RDTR to be immediately established as an operational implementation of investment activities on a micro scale, the third synoptic planning, supervising preparation of the RTRW so that it can be accepted by the community. All stakeholders, and the fourth synoptic planner, ensures that the RTRW planning does not experience difficulties in its implementation in the field.

Abstract

Collaborative Governance in eradicating drugs in Indonesia is essentially one solution. However, in reality, in the Province of the Special Capital Region of Jakarta, collaboration in the eradication of drugs is still ongoing. This research is based on the concept of collaborative governance theory according to Morse and Stephens (2012: 565-569). The concept of collaborative governance theory includes Assessment, Initiation, Deliberation and Implementation, while the theoretical concept includes strengths, opportunities, weaknesses and threats. The method used in this study is a qualitative research method with construction characteristics built based on natural conditions, more descriptive in nature while the data obtained through the collection of observation data, interviews and documentation. The results of the study indicate that Collaborative Governance in the Eradication of Narcotics between the National Narcotics Agency Intelligence and the Early Awareness Team of the Provincial Government of the Special Capital Region of Jakarta is still not going well, this is indicated by the weak assessment, in contextual understanding of collaboration, identification of collaborative stakeholders. Lack of initiation of sponsorship roles that may become human resources and funding sources for implementing collaboration and gathering stakeholders to develop working groups in the design process for implementing collaborations. The deliberation is still weak in establishing the basic rules for the implementation of collaboration, deliberation and stakeholder dialogue for the implementation of collaboration and collaboration agreements. Lack of implementation of collaboration structure design, monitoring of agreements and commitments, delivery of results and collaboration. The strategic steps that are the main priority of the coordination procedure are the formation of Early Detection Cadres and Network Mapping with a total average score of 2.7. The model produced in this study is the model of the National Narcotics Agency Deputy for Eradication through the establishment of an Early Detection Cadre and Network Mapping in collaboration with the Provincial/Regency/City/Sub-district Early Awareness Team in the Province of the Special Capital Region of Jakarta. Suggestions to develop Collaborative Governance theory in Narcotics, which include Collaborative Governance theory and Strategy Theory.

Facts on the ground show that the condition of licensing services is still faced with the performance of the apparatus, overlapping regulations, convoluted procedures, unclear completion times and high licensing costs, many requirements that must be met, unresponsive attitude of officers, inadequate facilities and services. Less supportive. The research approach used in this research is a qualitative approach with a descriptive type of research. The data analysis technique used is data reduction and drawing conclusions. The results showed that the implementation of the One Stop Integrated Service Policy in Bekasi Regency and Bekasi City chose the same policy direction, namely the Public Service Mall as a brand of integrated service policy, but in reality even though it was centered on the Public Service Mall there were still many licenses that were not well communicated with the community so that there are still many process constraints, from the aspect of policy content there are also too many derivative technical policies that regulate, resulting in the ineffectiveness of the integrated service policy. The model generated from this research is a modification of the grindle policy model that can streamline policy implementation.
