Abstract

The main problem faced by PDAM TKR Tangerang Regency is the low coverage of drinking water services for domestic customers or the community. Whereas services for non-domestic customers such as companies and apartments, Tangerang TKR PDAM is considered to have provided good and optimal services. The service provided by the Tangerang Regency TKR PDAM is done unevenly. This problem can be found in the difference in service quality between domestic and non-domestic consumers. This study focuses on the problem of less than optimal service to domestic customers by the Tangerang TKR PDAM. Public value theory by Mark Moore becomes the basic theory used to measure the success of a company in providing good and optimal service to the community. Company achievements are assessed in terms of service, results and trust. The strategy needed to realize this public value is the Strategy Master initiated by Higgins which includes corporate strategy, business strategy, functional strategy and enterprise strategy. This study recommends that to realize a good and optimal Public Value, Tangerang Regency TKR PDAM is deemed necessary to use the Strategy Master in its entirety and comprehensively in an effort to serve the community as domestic customers.DOI: https://doi.org/10.26905/pjiap.v4i1.2411

Abstract

Open Data (OD) is data that is publicly available and free for anyone to use, reuse and redistribute. The Bandung City Government is the first municipality government in Indonesia to implement OD programs as a form of public service in the digital era. Although E-government practices have been applied to public services provided by various Central and Regional government agencies in Indonesia, in general there are still obstacles related to the extent to which the data can be accessed and used-reused by the public for various purposes. The study conducted in the Bandung Municipality Government was directed at efforts to find an effective OD innovation management model in the public sector by using qualitative methods with a case study strategy. Based on field findings, the OD program carried out at the Bandung Government is a collaboration of multiple actors and stakeholders (communities, private sector, NGOs) starting from the initiation stage up to its implementation. In this case, the Bandung City Government together with the various parties involved built an Open Data ecosystem that aims to produce credible data for decision making, and create a more transparent and accountable government. The implementation of this program has not been fully effective because the implementation has not been optimally integrated in Public Information Services (LIP). This has implications for the mechanism of unclear and non-smooth coordination and communication between fields and between Regional Government Work Units (SKPD) which are responsible for implementing OD and LIP. The stuation raises different views on the selection and display of data published (information dissemination).

Abstract

As a strategic commodity, Indonesia’s constitution mandates the management of clean water to the local government through the Local Water Supply Utility (PDAM) which is also regulated in PP No. 122/2015 concerning Drinking Water Supply Systems. However, the availability of inadequate clean water as well as the limited ability to manage clean water have caused the minimum service target to be optimal in providing clean water. Using Mark Moore’s public value theory, this study aims to determine how the public value of PDAM TKR (Tirta Kerta Raharja) in Tangerang District. This study uses a qualitative approach. Data collection techniques used were observation, in-depth interviews, and documentation studies. The results of the study show that PDAM TKR’s public value has not been internalized optimally, and it requires adaptation to changes in the organizational environment. In addition, the diverse customer characteristics of PDAM TKR require specific strategies to respond to their needs.

Abstract

Langkah pertama yang dilakukan dalam pemerintahan desa untuk mewujudkan tujuan pembangunan desa adalah menyusun perencanaan pembangunan Desa atau RPJM Desa. Salah satu strategi pembangunan desa untuk meningkatkan kesejahteraan masyarakat dan penanggulangan kemiskinan adalah melalui pengembangan potensi ekonomi lokal sebagaimana tercantum dalam Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Oleh karena itu, pemerintah desa hendaknya menyusun rencana strategis atau rencana kegiatan pembangunan desa yang terarah dan berkelanjutan untuk mengembangkan salah satu potensi ekonomi lokal yang ada diwilayahnya. Penelitian ini bertujuan untuk mengetahui mengapa perencanaan strategis pembangunan desa dalam rangka pengembangan potensi ekonomi lokal belum optimal. Penelitian ini dilakukan di Desa Sungai Landai Kecamatan Mestong Kabupaten Muaro Jambi. Metode penelitian menggunakan pendekatan deskriptif kualitatif dengan menggunakan teknik wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa terdapat beberapa alasan yang menyebabkan proses penyusunan RPJM Desa terkait pengembangan potensi ekonomi lokal di Desa Sungai Landai belum optimal seperti belum mengidentifikasi mandat formal dan informal dan belum menentukan isu strategis dalam pengembangan potensi ekonomi lokal.

Abstract

Drinking-Water Company (PAM) Jaya as a regional company is responsible for supply clean water in DKI Jakarta, is demanded to conduct partnerships with the private sector, namely PT Palyja and PT Aetra Air Jakarta. After the partnership, there are still many people who do not have access to clean water services. The purpose of this study is to find out and analyze the implementation of the Public-Private Partnership implemented by PAM Jaya and private partners in the supply of clean water in DKI Jakarta. The research method used qualitative research methods.  The theory used is the utilization of the Public-Private Partnership proposed by Emanual Savas (2000) which consists of roles and functions, competition, regulation, risk, procurement, and financing. The results of this study the implementation of the Public-Private Partnership in the supply of clean water in DKI Jakarta has not been effective because of the failure to fully utilize the Public-Private Partnership. The absence of competition and procurement processes between partners, the absence of regulations referred to so that the impact on the Cooperation Agreement (PKS) did not reflect public interests. There were roles and functions of PAM Jaya and private partners that were not conducted, unclear risk-sharing and compensation to private partners were more giving loss to the PAM Jaya, resulting in a shortfall. The author suggests that the PKS contract is needed, also the Provincial Government of DKI Jakarta needs to issue strict and clear regulations, improve services to the public, and no longer use the form of concession cooperation.

Abstract

This research aimed to identify critical success factors in the implementation of EGovernment based on employee management information system in the Bureau of Public Affairs at the Regional Secretariat of West Java Province. Employee management information system is a process on managing information through the use of available resources within the organization. The formulation of the problem in this study is in its implementation in which various kinds of obstacles were found such as the difficulties in operating digital-based information system applications by each employee, also the inaccuracy of available data in information system. Qualitative method was used in this research by collecting data through literature review study, field research and interviewing four informants. They were the Head of the Public Affairs Bureau at the Regional Secretariat of West Java Province, the Head of Household Administration and Staffing, the administrator staff for management information system and a civil servant within the General Affairs Bureau. The research shows that the implementation of employee management information system based on e-government in the Bureau of Public Affairs at the Regional Secretariat of West Java province is not optimal because it has not been supported by competent human resources in the implementation of technology-based management information system therefore data accuracy is difficult to be achieved.

Abstract

e-Village Budgeting is an application about planning, administration and accountability of village financial management for all villages in Banyuwangi Regency which are website based and online with real time data. The purpose of making this Electronic Village Budgetting System (E-VB) application is to create transparency and accountability in village financial management. In general, the implementation of the Electronic Village Budgetting (E-VB) Policy has been running but has not been perfect. The implementor is still shackled with the old system, even though the system is new. This study aims to examine and analyze the implementation of Electronic Village Budgetting (E-VB) Policy in Banyuwangi Regency. The theory used in this study is the theory of policy implementation from Van Meter and Van Horn. The method used is a qualitative research method. The results showed that, from the aspect of resources, especially software and brainware, were still limited, from the disposition aspect there were different perceptions in the implementation of Electronic Village Budgetting. Research recommendations need "Interpretation", which is the same in terms of budgetary linkages and Information Technology (IT) in the Implementation of Electronic Village Budgetting Policy.

Abstract

The toll road development policy of Cikopo-Palimanan tends to have an impact on changes in the social and economic conditions of the people targeted and outside the development target. On the other hand, the impact on the economy includes how employment patterns, business growth, and investment. Therefore in this study it is important to analyze How the Impact and Strategy of the Infrastructure development of the Cipali toll road generated in Majalengka District. The research method used was descriptive qualitative method with the determination of informants. The results of the study are that the impact of toll road infrastructure development on socio-economic changes, especially in mapping in Majalengka Regency with 3 research locations, in general, the changes lead to positive changes, this can be seen from economic growth above 6% per year, the industrial sector and investment are growing very rapidly, there is stretching of the economy, especially the informal sector which is increasingly dynamic. However, it is recognized that in some sectors of infrastructure development it does not necessarily mean that the community will immediately feel the benefits.

Abstract

Penelitian dilakukan di Desa Pondok Meja Kecamatan Mestong Kabupaten Muaro Jambi. Metode yang digunakan adalah pendekatan deskriptif kualitatif menggunakan teknik wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa terdapat beberapa kekurangan pada perencanaan strategis pembangunan desa dalam rangka pengembangan potensi ekonomi lokal di Desa Pondok Meja seperti belum mengidentifikasi mandat formal dan informal dan belum menentukan isu strategis. Oleh karena itu, perencanaan pembangunan desa perlu memperhatikan dan memperbaiki beberapa kekurangan tersebut.
