Abstract

Abstract— The development of technology and industry 4.0 in various fields has had positive and negative impacts on human life. Social life, economy, education and other fields make it easier for people to access information and interact so that it has the potential to spoil humans which in turn can have an adverse impact on health. Non-communicable diseases that used to be dominated by the elderly are now starting to infect the younger age group. The impact of the progress of this era is a challenge for the world of health, especially for physiotherapists. Adequate skills and knowledge for physiotherapists need to be continuously adjusted and adaptive to developments in disease diagnoses. For the education field, the competency of graduates who are always adaptive to keep up with developments in health services for the community is a challenge in itself. These challenges must be answered by developing a dynamic curriculum for education based on the up to date issue. This study aims to produce an online and interactive physiotherapy information system that can connect the public with physiotherapy graduates as service providers in the field of physiotherapy. This research in the long term also aims to contribute to health science and information technology. The problem-solving method used is Agile Development Methods which are based on the principle of short-term system development that requires rapid adaptation of system changes. The results of this study are a physiotherapy service information system for the education field based on a web and mobile application that is able to provide physiotherapy services and information for education and society. Abstrak— Perkembangan teknologi dan industri 4.0 diberbagai bidang mengakibatkan dampak positif dan negatif bagi kehidupan manusia. Kehidupan sosial, ekonomi, pendidikan dan bidang lainnya membuat masyarakat mengakses informasi dan berinteraksi semakin mudah sehingga memiliki potensi memanjakan manusia yang pada akhirnya dapat berdampak kurang baik bagi kesehatan. Penyakit tidak menular yang dulu didominasi kaum lanjut usia sekarang sudah mulai menghinggapi kelompok usia muda. Dampak kemajuan zaman ini menjadi tantangan tersendiri bagi dunia kesehatan, khususnya bagi tenaga fisioterapis. Keterampilan dan keilmuan yang memadai bagi tenaga fisioterapis perlu terus menerus disesuaikan dan adaptif terhadap perkembangan diagnosa penyakit. Bagi dunia Pendidikan, kompetensi lulusan yang selalu adaptif mengikuti perkembangan layanan kesehatan bagi masyarakat menjadi tantangan tersendiri. Tantangan tersebut harus dijawab dengan tersusunnya kurikulum yang dinamis mengikuti perkembangan terkini. Penelitian ini bertujuan untuk menghasilkan sistem informasi fisioterapis secara online dan interaktif yang dapat menghubungkan masyarakat dengan lulusan fisioterapi sebagai pelaku layanan dibidang fisioterapi. Penelitian ini dalam jangka panjang juga bertujuan untuk memberikan kontribusi bagi ilmu pengetahuan bidang kesehatan dan teknologi informasi. Metode penyelesaian masalah yang digunakan adalah Agile Development Methods yang didasarkan pada prinsip pengembangan sistem jangka pendek yang memerlukan adaptasi cepat dari terhadap perubahan sistem. Hasil penelitian ini adalah sebuah sistem informasi layanan fisoterapi bagi dunia pendidikan berbasis web dan aplikasi mobile yang mampu memberikan layanan fisioterapi dan informasi bagi dunia pendidikan dan masyarakat. Abstract

The central government expects the development of information technology and bureaucratic reform in the regions to be more focused and integrated. The problem that exists in the Metro City government is that there are still many government service information systems that have not been integrated or are still partial. The Metro City government's Electronic-Based Government System Index (SPBE) in 2021 is 2.17 with the predicate "Enough", even though the desired condition in 2026 is "Good" so the SPBE index value must be achieved is at least 2.6. The purpose of this research is to prepare the SPBE Master Plan within the scope of the vision and mission, architecture, policy direction, and roadmap for the next 5 years. The SPBE master plan document was created to provide an overview and direction for the management of Information Systems and Information Technology resources for the Metro City government. The methods used in this research are qualitative and quantitative. Primary data were collected through questionnaire forms, interviews, and Focus Group Discussions. The steps taken are to analyze the Metro City SPBE index as a result of the 2020 evaluation and SWOT analysis which will produce the factors of weakness, opportunities, and threats in the SPBE implementation to further formulate strategies in the SPBE domain. The result of this research is a Metro City government SPBE master plan document for 2022-2026 with policy directions and strategies for developing SPBE governance, developing SPBE services, developing human resources, and developing SPBE information and communication technology.
