Abstract

The electronic voting system has advantages and disadvantages compared to previously existing systems. With this, it certainly makes it interesting to know about the Digitization of Village Head Elections Through E-Voting in Puntik Dalam Village, Mandastana District, Barito Kuala Regency. The research method used in this research is a qualitative research approach with a descriptive type. The aim of this research is to find out how to digitize village head elections through E-Voting in Puntik Dalam Village, Mandastana District, Barito Kuala Regency. The benefits of research that can be obtained are the development of knowledge in the field of digitization and general elections, especially in General Elections using an E-Voting system, while the practical benefits of research are being taken into consideration in implementing the use of digitization in other general elections that use an E-Voting system. The results show that the implementation of Digitization of Village Head Elections Through E-Voting in Puntik Dalam Village, Mandastana District, Barito Kuala Regency starting from the Planning, Organizing, Actuating and Controlling stages has been successfully implemented and effective.AbstrakSistem electronic voting memiliki kelebihan dan kekurangan dibandingkan sistem yang telah ada sebelumnya. Dengan adanya hal tersebut tentunya menjadikan hal menarik terkait pemilihan umum kepala desa di Desa Puntik Dalam, Kecamatan Mandastana, Kabupaten Barito Kuala, dilakukan secara digital melalui pemungutan suara secara elektronik. Penelitian ini menggunakan strategi penelitian deskriptif kualitatif. Penelitian ini bertujuan untuk mengetahui cara terbaik penerapan pemungutan suara secara elektronik untuk jabatan kepala desa di Desa Puntik Dalam, Kecamatan Mandastana, Kabupaten Barito Kuala. Manfaat penelitian yang dapat diperoleh adalah pengembangan ilmu bidang digitisasi dan Pemilihan umum terutama dalam Pemilihan Umum dengan sistem E-Voting sedangkan manfaat praktis penelitian yaitu menjadi pertimbangan dalam pelaksanaan penggunakan digitisasi pada pemilihan umum lainnya yang menggunakan sistem E-Voting. Hasil menunjukkan bahwa pelaksanaan Digitisasi Pemilihan Kepala Desa Melalui E-Voting Di Desa Puntik Dalam Kecamatan Mandastana Kabupaten Barito Kuala mulai dari tahap Planning (perencanaan), Organizing (pengorganisasian), Actuating (pelaksanaan) dan tahap Controlling (pengawasan) sudah berhasil dilaksanakan dengan baik dan efektif.

Abstract

This study aims to examine community attitudes towards the policy of converting residential land into a tourist village in Kuin Utara Village, Banjarmasin City. Good governance thrives through community involvement in policy implementation; in this situation, understanding the perceptions of local communities is very important, considering that the community is the direct beneficiary of the development of tourist villages. This study examines community perceptions of the transformation of residential land into a tourist village in Kuin Utara Village, Banjarmasin City. With a focus on social change, economic impacts, infrastructure development, environmental concerns, and cultural preservation, this study uses a quantitative approach through questionnaires and field observations used to collect 100 research samples. The results of the study indicate complex dynamics in community views, reflecting their hopes and concerns about the changes that occur so that findings in the field indicate that the Kuin Utara Village community has a supportive attitude towards converting residential land into a tourist destination. This is indicated by the active involvement of the community in the management of tourist attractions, as well as local community projects that aim to utilize tourism potential to improve welfare.AbstrakPenelitian ini bertujuan untuk mengkaji persepsi masyarakat terhadap kebijakan alih fungsi lahan permukiman menjadi desa wisata di Kelurahan Kuin Utara, Kota Banjarmasin. Tata kelola pemerintahan yang baik tumbuh subur melalui keterlibatan masyarakat dalam pelaksanaan kebijakan; dalam situasi ini, pemahaman terhadap persepsi masyarakat setempat menjadi sangat penting, mengingat masyarakat merupakan penerima manfaat langsung dari pembangunan desa wisata. Penelitian ini mengkaji persepsi masyarakat terhadap transformasi lahan permukiman menjadi desa wisata di Kelurahan Kuin Utara, Kota Banjarmasin. Dengan fokus pada perubahan sosial, dampak sosial budaya, pengembangan infrastruktur, kekhawatiran lingkungan, dan pelestarian budaya, studi ini menggunakan pendekatan kuantitatif  melalui kuisioner dan observasi lapangan yang digunakan untuk mengumpulkan 100 sampel penelitian. Hasil penelitian menunjukkan adanya dinamika kompleks dalam pandangan masyarakat, mencerminkan harapan dan kekhawatiran mereka terhadap perubahan yang terjadi sehingga temuan di lapangan menunjukkan bahwa masyarakat Kelurahan Kuin Utara memiliki sikap mendukung alih fungsi lahan permukiman menjadi destinasi wisata. Hal ini ditunjukkan dengan keterlibatan aktif masyarakat dalam pengelolaan objek wisata, serta proyek-proyek masyarakat setempat yang bertujuan untuk memanfaatkan potensi pariwisata guna meningkatkan kesejahteraan.

Abstract

This study aims to determine public perceptions of local government policies in developing tourism villages and their implications for rural economic development in Kuin Utara Village, Banjarmasin City. Tourism village development is a development strategy based on local potential and aims to improve community welfare through the tourism sector. The approach used in this study is quantitative descriptive, with data collection techniques through questionnaires distributed to 100 respondents living in areas affected by the policy. The results of the study indicate that most people have a positive perception of the policy, especially related to economic opportunities such as opening businesses, new jobs, and increasing household income. Based on the results of the Guttman scale analysis which shows a positive public perception (87%) of the policy of changing residential land into the North Kuin Tourism Village, it can be concluded that the public generally supports this policy from an economic aspect. However, there are still concerns regarding land conversion and its impact on social sustainability. These findings indicate the importance of a participatory approach and intensive policy communication from the government so that tourism village development can run inclusively and sustainably.

Abstract

This research examines the conceptual distinctions between e-government and e-governance through comprehensive literature analysis. Although these terms are often used interchangeably, there are fundamental differences in their conceptual foundations, scope, and practical implications. The findings reveal that e-government tends to focus on technical and administrative aspects of technology implementation in government, while e-governance encompasses a broader perspective on the transformation of relationships between government, citizens, and other stakeholders. This research proposes an integrated conceptual framework that positions both concepts along a continuum of digital government development. The findings provide necessary conceptual clarification for theoretical development and practical implementation in the field of digital public administration, while encouraging a more holistic approach to understanding digital government transformation.
