This study aims to determine the development of research in the big theme of Smart City and Smart Governance in the last nine years. To find out about this, 100 relevant journals about its implementation in government with the previous 9 years issue from 2011 to 2019. This study used a qualitative research method with a literature review or a prior research process. The data used were selected from 9-year journal issues from 2011 to 2019. The journals used were the highest citation-published journals, the journals used were journals relevant to government activities, the application of smart city concepts in local government, and the application of service processes. To the community. The results of this study were obtained by the process of data analysis using the Nvivo 12 application. These results address the use of Technology, Information, and Communication (ICT) as the most dominant factor in the implementation of smart cities in the analysis of previous research. Research Will explain the development of research annually and per continent on the significant themes of Smart City and Smart Governance.

Dengan etika dan moralitas yang kuat maka diharapkan praktek korupsi di Indonesia akan menurun. Selain dengan etika dan moralitas yang kuat maka reformasi birokrasi juga menjadi salah satu cara untuk mengurangi korupsi dan membangun pelayanan dan penyelenggaraan pemerintah yang baik. Etika dalam politik atau penyelenggaraan pemerintah memang memiliki sebuah fungsi yang sangat penting dalam pelaksanaan reformasi birokrasi ini. Pembahasan ini tentang bagaimana etika, moral dan contoh korupsi di Indonesia saling berhubungan. Pentingnya etika dan moral sebagai pemimpin. Penelitian ini menggunakan metode studi literature dimana membandingkan beberapa studi sebelumnya sebagai teori nilai budaya yang sama seperti diskusi sosial yang dilakukan di penelitian sebelumnya. Dalam penelitian ditemukan beberapa kasus korupsi yang terjadi di Indonesia yang berkaitan dengan etika kepemimpinan politik. Perilaku korupsi memang dipengaruhi oleh banyak hal , namun pada penelitian ini fokus membahas tentang dimana etika dan moralitas yang mempengaruhi perilaku korupsi yang dilakukan oleh pemimpin di Indonesia.

In the 2022 Village Head Pilkada, the Mandastana City Village Apparatus did not focus its political outreach efforts on village community voters, even though the number of village community voters reached more than half of the votes. The village apparatus of Mandastana City decided that in the 2022 Pilkada, village community voters would become one of the strategic groups on the political socialization agenda. The large number of village community voters can be an opportunity for the Puntik Dalam Village apparatus to increase the percentage of voter participation in the 2022 Pilkada by conducting political socialization focused on the village community voter segment, with the hope of a large number of voters. Village community voters will encourage a significant increase in the percentage of voter turnout. Puntik Dalam Village, Mandastana Barito Kuala District, which has high cultural values, is actually not difficult to find and identify various local wisdoms that support village communities because many religious leaders and traditional elders can develop local wisdom. like songs, sayings, or even advice attached to everyday life. The village community, which is mostly made up of members of the indigenous Banjar tribe, has developed certain patterns of behavior and a set of core values over time. These patterns of behavior and values represent the local wisdom of the hamlet. Even though many migrants come from Javanese or Bugis tribes, villagers are still able to mingle and compete in a healthy manner in village head elections. Regarding the context of village head elections, because the use of this network media does not target certain groups of voters in particular, everyone can obtain election information and the 2022 Mandastana Regency Pilkada stages by using this network media, and are not constrained by space or time constraints for candidate heads village in carrying out its political winning strategy

This study focuses on a simple analysis of the public financial posture in Batam City. Fiscal decentralization in Indonesia is carried out by granting broad regional expenditure discretion supported by transfer funding from the center and strengthening local taxing power. Fiscal decentralization is expected to increase the efficiency and effectiveness of governance and public services in the regions. This is due to the proximity of the levels of government providing services to the communities they serve so that local governments understand their local needs and priorities. Furthermore, improving the quality of governance will encourage better access to public services and ultimately boost the regional economy and improve people's welfare.

Penelitian ini bertujuan untuk menganalisis kebijakan dan program pemberdayaan penyandang disabilitas di Kota Palangka Raya, serta mengidentifikasi tantangan dalam implementasinya. Meskipun Undang-Undang Nomor 8 Tahun 2016 telah mengatur hak-hak penyandang disabilitas, implementasi di tingkat daerah masih belum optimal. Data diperoleh melalui observasi, wawancara dan studi dokumen. Hasil penelitian menunjukkan bahwa Kota Palangka Raya masih menghadapi beberapa tantangan utama, termasuk absennya peraturan daerah yang membahas tentang kesejahteraan dan perlindungan kelompok disabilitas, kurangnya kompetensi guru dalam pendidikan inklusif, dan terbatasnya aksesibilitas sarana publik. Selain itu, kolaborasi antar dinas masih belum efektif, dengan dominasi Dinas Sosial yang cenderung berfokus pada bantuan sosial daripada pemberdayaan jangka panjang. Penelitian ini menyimpulkan perlunya peraturan daerah yang lebih jelas, peningkatan kompetensi pengajar, dan penguatan koordinasi antar dinas untuk menciptakan program yang lebih inklusif dan berkelanjutan bagi penyandang disabilitas.

Digital-based government transformation is an obligation as well as a challenge for the government, in accordance with Presidential Decree no. 95 of 2018 concerning Electronic-Based Government Systems (SPBE) in which SPBE aims to improve efficiency and convenience so as to create efficient and quality governance. But in reality, the implementation of E-Government in digital bureaucracy has not run optimally. Therefore, this article aims to find out how the implementation of E-Government through SI-DOI services in supporting the efficiency of governance at the Disdukcapil City of Palangka Raya then looks at the quality of service and efforts to improve services. The method used is descriptive qualitative method with data collection techniques in the form of observation, interviews, documentation and the technique of determining informants in the form of purposive sampling. The results showed that the quality of service through SI-DOI was quite good because it fulfilled the 5 dimensions of quality according to Berry and Parasuraman. The application of SI-DOI as an E- Government implementation can be said to be quite successful with the existence of 3 successful elements of E-Government that are owned, thereby supporting the efficiency of the governance process. This can be seen from the benefits obtained from both parties in the form of ease of service, minimum time, cost and effort, as well as achievement according to targets for agencies by minimizing the use of resources. However, it is still not optimal enough because there are still inadequate facilities, as well as network constraints.

This research examines the conceptual distinctions between e-government and e-governance through comprehensive literature analysis. Although these terms are often used interchangeably, there are fundamental differences in their conceptual foundations, scope, and practical implications. The findings reveal that e-government tends to focus on technical and administrative aspects of technology implementation in government, while e-governance encompasses a broader perspective on the transformation of relationships between government, citizens, and other stakeholders. This research proposes an integrated conceptual framework that positions both concepts along a continuum of digital government development. The findings provide necessary conceptual clarification for theoretical development and practical implementation in the field of digital public administration, while encouraging a more holistic approach to understanding digital government transformation.

Jumlah pemilih pemula lebih dari 12.000 pemilih yang saat ini duduk di kelas X, XI dan XII Sekolah Menengah Atas. SMAN 2 Palangka Raya sebagai salah satu sekolah tingkat menengah atas terbaik di Kota Palangkaraya, perlu mempersiapkan agar para siswa-siswi yang menjadi pemilih pemula yang memiliki kesadaran politik. Keberadaan pemilih pemula dari generasi Z yang di Pemilu 2024 akan menjadi pengalaman pertama mereka dalam berpartsipasi menyalurkan hak pilih, menjadi perhatian banyak kalangan di Provinsi Kalteng saat ini. Presentasi jumlah suara mereka di Provinsi Kalimantan Tengah yang cukup besar, yakni 24,7 persen akan memberi arti besar dalam menentukan masa depan daerah dan bangsa. Oleh karena itu, LPPM Universitas Palangka Raya merasa perlu untuk mengadakan sosialisasi yang dapat memberikan pemahaman mendalam kepada generasi muda tentang betapa pentingnya peran mereka dalam menentukan arah masa depan bangsa. Melalui kegiatan sosialiasi Pemilu untuk pemilih pemula, para pemilih pemula di SMAN 2 Palangka Raya akan dipandu dalam menganalisis hal-hal yang berkaitan dengan kepemiluan. Peningkatan kesadaran politik melalui Sosialisasi Pemilu yang dilaksanakan di SMAN 2 Palangka Raya berkaitan diharapkan bisa menjadi strategi alternatif dalam mendorong peningkatan kesadaran politik dan literasi politik yang menguatkan kesiapan para pemilih pemula di kota Palangka Raya untuk menghadapi Pemilu. Melalui kegiatan ini, para pemilih pemula di SMAN 2 Palangka Raya yang well-informed dan well-educated memiliki kesadaran politik yang tinggi sehingga bisa turut berkontribusi mewujudkan demokrasi bangsa yang kuat tanpa menghilangkan nilai-nilai luhur yang terkandung di dalamnya.
