Abstract

The policy of Indonesian Language for Foreign Speakers (BIPA) teaching in the frame of state language internationalisation is a new form of educational policy in Indonesia. BIPA teaching is an educational policy which has been integrated with policy on culture in the context of Ministry of Education and Culture’s organisational entity and its policy ecosystem. This article is written based on a research in accordance with theories in policy analysis. Research findings are: (1) explanation about the content of BIPA teaching policy and its supporting policies, (2) policy implementation which consists of: (a) upgrading the status of national language center, and (b) the program of BIPA teaching in foreign countries, and (3) positive impacts of the policy implementation, which are: (a) establishment of BIPA teachers’ new association (APPBIPA), and (b) ongoing efforts to enhance the management capacity of BIPA non formal education and training organisations (LKPs), such as making the BIPA trainees’ competency standard (SKL), forming the BIPA competency certification body (LSK) and the BIPA profession certification body (LSP).

Abstract

Penelitian ini bertujuan untuk menjelaskan isi kebijakan pendidikan peningkatan jumlah siswa sekolah menengah kejuruan (SMK) di Indonesia, dan melaporkan dampak kebijakan tersebut di Kota Malang Provinsi Jawa Timur. Penelitian ini menggunakan desain kualitatif dengan pendekatan studi kasus untuk mendapatkan gambaran yang komprehensif tentang kebijakan peningkatan jumlah siswa sekolah menengah kejuruan (SMK) di Indonesia, khususnya yang dilaksanakan di Kota Malang. Data penelitian dikumpulkan dengan melakukan wawancara, observasi, dan dokumentasi. Dalam menganalisis data yang terkumpul, penelitian ini menggunakan teknik analisis dengan melakukan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa muatan kebijakan atau muatan kebijakan tertuang dalam Rencana Pembangunan Pendidikan Nasional Jangka Menengah Tahun 2004-2009 (Renstra Depdiknas) serta dalam tiga surat perhatian Depdiknas tahun 2006, 2007, dan 2008. Isi kebijakan disusun dan dirinci secara jelas dalam bahasa sederhana sehingga pelaksana kebijakan dapat dengan mudah menginterpretasikan dan menyusun tujuan kebijakan yang dituangkan dalam langkah-langkah teknis implementasi. Kebijakan pendidikan untuk meningkatkan jumlah siswa SMK yang dilaksanakan di Kota Malang telah berjalan cukup baik dengan sasaran yang berhasil dicapai, dan telah menghasilkan beberapa dampak kebijakan baik positif maupun negatif.

Abstract

Vocational education in Vocational High Schools (SMK) plays an important role in preparing students for the world of work. In contrast to general education, vocational education in SMK aims to develop practical skills that are in line with industry needs and provide students with a strong foundation to enter the workforce after graduation. SMKs have a strategic role in supporting a country's economic growth. Through vocational education programs, SMKs can prepare a skilled and ready-to-use workforce to meet industry needs. By combining theory and practice, vocational education in SMK can provide students with relevant skills and abilities needed in the work environment. However, vocational education in SMK also faces various challenges that need to be addressed. These challenges relate to curriculum, teaching quality, and English language teaching. This article aims to analyze and present the challenges faced in improving the curriculum to keep up with the industry. In addition, the quality of teaching is an important aspect that needs to be considered so that students can get a quality education. Furthermore, English language teaching is also the focus of this article, given the importance of English language skills in facing global challenges. In addition to discussing the challenges, this article will also propose possible solutions that can be implemented to overcome these problems. These solutions may include improving the curriculum, enhancing the quality of teaching through teacher training and professional development, as well as more effective strategies in teaching English in SMK.

Abstract

Transnational migration has led to the emergence of diaspora families across various countries, bringing with them their original cultural identities, including their native languages. Within these families, the language is maintained and transmitted to subsequent generations as a heritage language. This study aims to analyze the development of research on heritage language in the field of language education through a bibliometric approach. The main reason for this research is to understand trends, dominant topics, and the interconnectedness of themes in heritage language studies, as well as to map scientific contributions over the past three decades. The method used is bibliometric analysis utilizing data from Google Scholar accessed via the Publish or Perish (PoP) 8 software and visualized using VOSviewer 1.6.18. A total of 450 documents from 1991 to 2025 were collected and analyzed based on citations, keywords, and co-occurrence among themes. The results show a significant increase in the number of publications in recent years, peaking in 2018. The keyword ‘learner’ emerged as a dominant node in the co-occurrence network, with strong links to concepts such as heritage language student, language ideology, and language maintenance. Additionally, a close relationship was found between the themes of heritage language education and heritage language policy, indicating a significant conceptual connection between language policy within families and the effectiveness of heritage language education. This study affirms the importance of a multidisciplinary approach in understanding and supporting the sustainability of heritage languages in multilingual societies.
