Abstract

Live streaming of TikTok is an important factor in digital marketing success, and its application remains questionable. Rapid development of the skincare industry has created a competitive promotional strategy. This study analyzes how TikTok life can increase skincare sales and the factors that can influence it. This study uses a systematic literature review (SLR) method to analyze the implementation of TikTok Live as a digital marketing strategy in the skincare industry. A total of 38 articles published between 2026 and 2025 were reviewed. The data were analyzed thematically using open and axial coding, structured according to Kotler's 5A framework, and supported by the stimulus-organism-response theory, consumer involvement theory, and technology acceptance models. The results show that TikTok Live has become a digital marketing strategy used to increase skincare sales. Awareness and Appeal have a broad impact and create audience interest through creative visual videos that interact directly with the audience. The ask stage is strengthened through direct consumer communication during live broadcasts through comments. In the Act stage, audiences quickly and easily conduct product transactions. Advocacy forms consumer loyalty to a skincare brand, because customers feel satisfied with the products used. This study provides new insights by combining direct marketing strategies with consumer behavior models. TikTok Live is not only a transactional medium but also a platform for consumer social and emotional engagement.

Abstract

Penelitian ini menganalisis kebijakan bus listrik di Kota Medan dari perspektif teori keadilan sosial John Rawls, dengan fokus pada distribusi Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) dan rute bus listrik. Meskipun kebijakan ini bertujuan untuk meningkatkan aksesibilitas transportasi hijau, analisis menunjukkan bahwa implementasinya belum sepenuhnya memenuhi prinsip justice as fairness. Ketimpangan akses masih terjadi, terutama bagi masyarakat di daerah pinggiran kota yang memiliki keterbatasan mobilitas akibat minimnya infrastruktur SPKLU dan jalur bus listrik yang lebih terkonsentrasi di pusat kota. Studi ini menggunakan metode analisis pustaka dengan teknik Miles dan Huberman (2014) untuk menilai sejauh mana kebijakan ini mencerminkan keadilan sosial. Temuan menunjukkan bahwa pembangunan SPKLU yang belum merata dan rute bus listrik yang tidak menjangkau seluruh wilayah menimbulkan ketidaksetaraan akses transportasi. Oleh karena itu, diperlukan langkah korektif berupa pemerataan distribusi SPKLU, ekspansi rute bus listrik ke wilayah dengan tingkat ketergantungan tinggi terhadap transportasi publik, serta integrasi pendekatan berbasis kebutuhan dalam perencanaan transportasi hijau. Dengan strategi ini, kebijakan bus listrik di Kota Medan dapat lebih optimal dalam menjamin aksesibilitas yang adil dan berkelanjutan bagi seluruh lapisan masyarakat.

Abstract

Public policy planning is a fundamental pillar in achieving effective, responsive, and adaptive governance. This article analyzes a comparative study of public policy planning systems in Indonesia and Australia, highlighting how differences in governmental systems, administrative capacity, and intergovernmental relations influence policy effectiveness. The study employs a literature review method, examining relevant scholarly sources. The findings indicate that Indonesia, as a unitary state with a presidential system, relies on a formal approach governed by national development planning laws. However, challenges remain in cross-sector synchronization, data integration, and the predominance of political interests in priority-setting. Conversely, Australia, with its federal and parliamentary system, adopts an evidence-based policy approach, reinforced by independent research institutions, structured public consultations, and intergovernmental coordination. Despite of their fundamental differences, the study reveals opportunities for mutual learning, such as enhancing public participation through consultation forums in Australia and drawing inspiration from Indonesia’s musrenbang (development planning deliberations). These findings aim to provide valuable insights for policymakers in designing inclusive, data-driven, and contextually relevant planning systems.

Abstract

Penelitian ini bertujuan untuk menganalisis peran kebijakan publik berbasis kolaborasi dalam mengakselerasi pencapaian Tujuan Pembangunan Berkelanjutan (SDGs) di sektor lingkungan hidup pada tingkat lokal. Tantangan lingkungan kontemporer, seperti perubahan iklim, manajemen limbah, dan konservasi keanekaragaman hayati, membutuhkan pendekatan tata kelola yang inklusif dan multi-aktor. Melalui tinjauan pustaka yang komprehensif terhadap literatur ilmiah, laporan kebijakan, dan studi kasus yang relevan dari berbagai konteks geografis, studi ini mengidentifikasi model-model kolaborasi yang sukses, faktor-faktor pendorong dan penghambat implementasinya, serta dampak nyata kebijakan kolaboratif terhadap keberlanjutan ekologis dan kesejahteraan sosial. Hasil penelitian ini diharapkan dapat memberikan wawasan awal mengenai praktik terbaik dan dasar bagi studi lebih lanjut tentang penguatan kebijakan lingkungan kolaboratif di tingkat lokal.

Abstract

Pencemaran sampah plastik di Daerah Aliran Sungai (DAS) mencerminkan kompleksitas tata kelola multisektor dan perlunya pendekatan kebijakan berbasis bukti (EBP). Meskipun EBP diakui semakin penting dalam perumusan kebijakan lingkungan, implementasinya di negara berkembang seperti Indonesia masih menghadapi kendala struktural dan politis. Artikel ini menelaah penerapan EBP dalam kebijakan pengelolaan sampah plastik di DAS melalui studi pustaka dengan analisis tematik terhadap 30 sumber literatur (26 artikel jurnal, 1 laporan pemerintah, 1 laporan non-pemerintah, dan 2 laporan internasional) yang terbit pada periode 2014–2024. Hasil kajian menunjukkan bahwa implementasi EBP dihambat oleh ketimpangan produksi pengetahuan, bias seleksi bukti, lemahnya koordinasi lintas sektor, serta politisasi bukti oleh aktor kebijakan. Temuan disintesis dalam empat dimensi utama: produksi, seleksi, integrasi, dan politisasi bukti. Artikel ini berkontribusi secara teoretis terhadap pengembangan studi EBP di sektor lingkungan negara berkembang, serta menawarkan implikasi praktis terkait penguatan sistem data, mekanisme koordinasi, dan pelibatan aktor non-negara dalam proses kebijakan. Kajian ini merekomendasikan pembangunan ekosistem kebijakan yang lebih terbuka, deliberatif, dan adaptif terhadap kompleksitas lingkungan di tingkat lokal. Plastic waste pollution in river basins reflects the complexity of multisectoral governance and the necessity of an evidence-based policy (EBP) approach. While EBP is increasingly recognized as essential in environmental policymaking, its implementation in developing countries such as Indonesia remains constrained by structural and political challenges. This article examines the application of EBP in plastic waste management policies within river basins through a literature-based study with thematic analysis of 30 sources (26 journal articles, 1 government report, 1 non-governmental report, and 2 international reports) published between 2014 and 2024. The findings reveal that EBP implementation is hindered by disparities in knowledge production, biased evidence selection, weak cross-sectoral coordination, and the politicization of evidence by policy actors. These findings are synthesized into four key dimensions: production, selection, integration, and politicization of evidence. The article contributes theoretically to the development of EBP studies in environmental governance in developing countries and offers practical implications related to strengthening data systems, improving coordination mechanisms, and engaging non-state actors in the policy process. It recommends building a more open, deliberative, and adaptive policy ecosystem responsive to local environmental complexities.
