Abstract

ABSTRACTThere is a growing consensus that effective Science, Technology, and Innovation (STI) policies, aimed at supporting long-term national structural transformation, are a crucial element in helping latecomer countries escape from the middle-income trap. Citing cases of Northeast Asian catch-up and Latin American middle-income traps, scholars emphasize that the key to catch-up is a triple-helix coordination that is used to transform foreign technology into indigenous technological capabilities. Thus, ideally, the expansion of the global production network, as promoted by the ASEAN Economic Community (AEC), provides opportunities for middle-income ASEAN countries to implement this technology-driven industrial catch-up strategy. This paper investigates three middle-income ASEAN countries (Malaysia, Thailand, and Indonesia) to argue that the AEC, as an open market-led economic regionalism scheme, does not have the ability to create a strong sense of urgency on the part of national governments to alter their national STI policy directions. As resource-abundant countries, Malaysia, Thailand, and Indonesia have yet to find any urgent need to prioritize the upgrading of indigenous manufacturing over natural resource-based technological developments. For these three countries, the AEC amplifies the need to compete against other ASEAN member countries instead pushing them to pursue industrial catch-up collectively.Keywords: economic regionalism, STI, industrial catch-up, ASEAN DOI : https://doi.org/10.33005/jgp.v7i02.1832

Abstract

ABSTRACTWhile most of the theories of regionalism give more focus on the study of regional institutions (neo-liberal institutionalism approach), or on the identity aspect of regionalism (constructivist approach), regionalism can also be analyzed under the international political economy (IPE) framework. Kevin G Chai in his book, The Politics of Economic Regionalism, uses (IPE) theory to analyses the regional economic integration in East Asia. The increasing number of regional FTAs as the new form of regionalism is basically driven by strategic interest, such as economy and politics. This paper seeks to explain the ‘new regionalism’ in Asia Pacific (the noodle bowl of FTAs), by understanding the geo-political and geo-economic aspects of Association of Southeast Asian Nations (ASEAN). There are two main arguments here: 1) under the ‘new regionalism’, the driving force of this regional FTAs is not regional identity but geo-politic and geo-economic value of particular region; 2) The ASEAN Economic Community (AEC) can be viewed as the form of dependency to the geo-economy and geo-politics interests of the major economy powers in Asia Pacific region.The main section for this paper is divided into four parts. The first one is the history of new regionalism and the IPE theoretical approach. The second one is the dynamics of economic regionalism process in Asia Pacific region. Abstract

Currently, the world is experiencing a threat against human security due to the spread of Covid-19. The WHO have initiated global health diplomacy since 2007 to tackle the global health crisis. This often takes form of a multilateral cooperation seeking to construct a collective action. Actors working together to promote a global policy recommendation. This paper seeks to argue that we can observe a duality of health diplomacy using the case of Covid-19. On one side, a collective action is a crucial element to tackle a global issue. However, on the other hand, a collective action a form of diplomacy of one country aiming to pursue specific economic interest. In the case of health diplomacy from Japan and South Korea to Indonesia, the longevity of global value chain becomes the prominent economic interest. Keywords: human security, global value chain, health diplomacy Saat ini, dunia sedang mengalami ancaman keamanan akibat penyebaran virus Covid-19, yang menjadi pandemi global. Pada dasarnya, guna mengatasi masalah kesehatan secara global, sejak tahun 2007 WHO menginisiasi global health diplomacy yang merupakan bentuk komitmen dan kerja sama multilateral yang dilakukan oleh negara-negara di dunia. Konsep global health diplomacy merujuk pada proses negosiasi multilevel dan multiaktor yang dilakukan guna membentuk dan mengatur kebijakan global untuk kesehatan. Tulisan ini hendak menggarisbawahi bahwa ada dualitas yang dapat kita observasi. Di satu sisi, terdapat pentingnya sebuah aksi kolektif dalam mengatasi isu pandemik yang mengancam keamanan seluruh manusia secara global. Di sisi lain, tulisan ini mengajukan argumen bahwa aksi kolektif dalam menangani COVID-19 juga memiliki nilai lebih sebagai suatu bentuk diplomasi yang dilandasi kepentingan ekonomi yang tangible. Keberlangsungan sistem produksi global sangat dipengaruhi oleh hubungan bilateral yang kondusif dan sekaligus bebas dari ancaman terhadap keselamatan manusia. Abstract

The global pandemic COVID-19 threatens both global health and the global economy, including the film industry. Throughout 2020, the international movie industry experienced a significant market decline due to various social distancing measurements. South Korea, enjoying its cultural export boom (e.g., Korean drama, Korean film), is not an exception. South Korean film industry experienced a sharp decline in their sales and revenue. The challenges from COVID-19 to the global film industry led to a market transformation, especially regarding global film distributions. Netflix, an online streaming platform, becomes one of the key players within this phenomenon. This paper employs a qualitative method to analyze the South Korean film industry's export strategy transformation through Netflix.[AE1]  The paper found that South Korean film industries experienced a 13,3 % increase in exports in 2020, with 975 movies. There is increasing consumer interest in South Korean culture, actors, and stories as more Korean movies are accessible through Netflix.

Abstract

The Korean Wave is a global phenomenon that is currently developing and expanding in the world. As a result of the widespread cultural globalization, it has created an MNC luxury brand company to participate in utilizing Korean Wave figures in marketing and maintaining its brand image. The method they use is to make Korean Wave figures as the company's brand ambassadors. Through the mass of fans, luxury brand companies can trust in the ease of communicating with the world community regarding their products through these Korean Wave figures. This study combines the concepts of Global Marketing Strategy, Value Creation, Value Chain, and Brand ambassador (visibility, credibility, attraction (similarity, physical likability, and non-physical likability), and power) to identify Korean Wave figures who are appropriate in product campaigns. luxury brands. The result of this research is that by utilizing the globalization of the Korean Wave, luxury brand Louis Vuitton companies can easily market and maintain their brand value to global consumers, especially in the Asian market.

Abstract

Innisfree adalah salah satu brand ternama di bidang industri kecantikan yang telah ada selama 20 tahun. Ekspansi Innisfree sebagai sebuah perusahaan multinasional (MNCs) asal Korea Selatan sangat dipengaruhi oleh meledaknya popularitas budaya Korea (Korean Wave) secara global semenjak tahun 1990-an. Kondisi inilah yang dimanfaatkan oleh Innisfree dalam memasarkan produk mereka. Tulisan ini membahas mengenai strategi marketing Innisfree dalam menggunakan figur-figur Korean Wave sebagai brand ambassador dan celebrity endorser. Melalui pendekatan kualitatif, penelitian ini bertujuan untuk mengamati platform media sosial Innisfree semenjak tahun 2015 hingga 2019 guna melakukan evaluasi terhadap lima komponen utama seorang brand ambassador (i.e., transference, congruence, credibility, attractiveness, dan power) dan empat komponen utama seorang celebrity endorsers (i.e., testimonial, endorsement, actor, spokesperson). Penelitian ini mengekslporasi bagaimana sebuah strategi global marketing MNCs pada produk kecantikan berkaitan erat dengan fenomena globalisasi budaya yaitu Korean Wave. Innisfree mendapat keuntungan dari sebuah standar kencantikan baru yang dibawa oleh bintang Korean Wave.

Abstract

This article explores the phenomenon of diaspora diplomacy by China on bilateral relations between China and the United States in 2017-2021. Qualitative descriptive research and case study methods as well as the concept of diaspora in International Relations were used. Diaspora diplomacy is an instrument of public diplomacy to introduce the culture, ethnicity, and national identity of the country of origin to the host community. This article finds that the Chinese diaspora in the United States acts as a link between host and home countries, playing a role in strengthening economic ties. The activities of the Chinese diaspora through the Confucius Institute demonstrate the process of internationalizing culture, ethnicity, and national identity as a strategic communication tool that enhances bilateral relations between China and the United States. However, the current role of the Chinese diaspora has yet to demonstrate its peace-building function and provide an alternative political vision for its home country. Abstract

Abstrak Diakuinya Batik Indonesia sebagai Warisan Budaya TakBenda oleh UNESCO pada tahun 2009 menandai pengakuan dunia terhadap budaya dan komitmen Indonesia dalam melestarikan Batik. Hal ini sekaligus menjadikan Batik sebagai salah satu alat penting dalam keberlanjutan soft diplomacy Indonesia. Perwakilan-perwakilan Indonesia di mancanegara ditugaskan sebagai duta Batik Indonesia untuk memperkenalkannya pada masyarakat internasional. Korea Selatan merupakan salah satu mitra strategis Indonesia dengan hubungan diplomatik yang telah dibangun selama bertahun-tahun di mana aspek sosial budaya memegang peran yang penting bagi keberlanjutan hubungan kedua negara. Dengan metode penelitian kualitatif, peneliti akan menganalisa diplomasi budaya Indonesia melalui Batik di Korea Selatan pada tahun 2010-2021 dalam kerangka alat-alat diplomasi budaya menggunakan data primer dan sekunder yang diperoleh melalui wawancara dan studi literatur. Hasil penelitian menemukan bahwa diplomasi budaya Indonesia melalui Batik di Korea Selatan telah berhasil meningkatkan awareness dan minat akan Batik Indonesia hingga menguntungkan bagi sektor industri kreatif terutama batik bahkan di masa pandemi Covid-19. Kata kunci: Diplomasi Budaya; Batik; Indonesia; Korea Selatan Abstract The recognition of Indonesian Batik as an Intangible Cultural Heritage by UNESCO in 2009 marked the world’s recognition of Indonesian culture and commitment to preserving Batik. Batik becomes an essential tool in the continuity of Indonesia’s soft diplomacy. Indonesia’s representatives abroad were assigned as ambassadors for Indonesian Batik to introduce it to the international community. South Korea’s one of Indonesia’s strategic partners with diplomatic relations built for years where culture plays a vital role in the continuity of both countries’ relations. This paper evaluated Indonesia’s cultural diplomacy through Batik in South Korea (2010-2021) within the framework of cultural diplomacy’s tools using qualitative research method with primary and secondary data obtained through interviews and literature studies. The paper argues Indonesia’s cultural diplomacy through Batik in South Korea has succeeded in increasing awareness and interest in Indonesian Batik to the point of benefiting the creative industry sector, especially Indonesian Batik, particularly during the Covid-19 pandemic. Abstract

The HIV/AIDS epidemic in the city of Surabaya is a concern for the community, especially for transvestite in the city of Surabaya. In 2015, there were 933 HIV/AIDS cases recorded. The purpose of this research is to analyze the role of NGOs with local communities in tackling HIV-AIDS and how to access health care for transvestite in their environment. This study uses qualitative analysis methods through literature analysis and in-depth interviews with several representatives from the Surabaya City Transvestite Association (Perwakos). The results of the study show that the widespread stigma against homosexuality in society makes transwomen or transvestite groups experience significant obstacles, especially in obtaining quality health care and services. In addition, the lack of access to the necessary health services is one of the obstacles faced by transvestite groups, even though access to HIV-AIDS treatment for transvestite groups is very much needed. This can be overcome through treatment programs, counseling on the dangers of HIV-AIDS and multi-sectoral coordination between Perwakos, USAID and community groups. Cooperation with various parties is expected in advancing shared health priorities. This includes supporting the vision of the Government of Indonesia in realizing an effective and efficient national health service program.
