Abstract

Ethnic Kurds live in the border area of several countries. They formed ethnic alliances based on ethnic kin. In 2011, when the political crisis occurred in Syria, Syrian Kurds became one of the opposition group, which opposed the government. John W. Crow and R. Noel stated that authoritarian governments generally respond to insecurity by implementing aggressive or militaristic approach. In this case, the Syrian Government uses violence and militaristic actions to suppress the power of opposition groups. Based on Tikhomirov, the response could increase the tendency for separatist groups - territorial and ethnic nationalism. The political crisis also weakens the power and capability of the government, along with the increasing pressure from opposition groups and mass mobilization. This is an opportunity for the Kurdish secessionist movement in Syria. As Peter Ferdinand stated that when strife increases and causes insecurity within the country, the nationalism that can survive is ethnic nationalism. The author also used Suhrke and Noble who stated that the support provided by blood brothers has a significant impact on ethnic groups who facing conflict, both with the state or other ethnic groups. Abstract

Currently, the world is experiencing a threat against human security due to the spread of Covid-19. The WHO have initiated global health diplomacy since 2007 to tackle the global health crisis. This often takes form of a multilateral cooperation seeking to construct a collective action. Actors working together to promote a global policy recommendation. This paper seeks to argue that we can observe a duality of health diplomacy using the case of Covid-19. On one side, a collective action is a crucial element to tackle a global issue. However, on the other hand, a collective action a form of diplomacy of one country aiming to pursue specific economic interest. In the case of health diplomacy from Japan and South Korea to Indonesia, the longevity of global value chain becomes the prominent economic interest. Keywords: human security, global value chain, health diplomacy Saat ini, dunia sedang mengalami ancaman keamanan akibat penyebaran virus Covid-19, yang menjadi pandemi global. Pada dasarnya, guna mengatasi masalah kesehatan secara global, sejak tahun 2007 WHO menginisiasi global health diplomacy yang merupakan bentuk komitmen dan kerja sama multilateral yang dilakukan oleh negara-negara di dunia. Konsep global health diplomacy merujuk pada proses negosiasi multilevel dan multiaktor yang dilakukan guna membentuk dan mengatur kebijakan global untuk kesehatan. Tulisan ini hendak menggarisbawahi bahwa ada dualitas yang dapat kita observasi. Di satu sisi, terdapat pentingnya sebuah aksi kolektif dalam mengatasi isu pandemik yang mengancam keamanan seluruh manusia secara global. Di sisi lain, tulisan ini mengajukan argumen bahwa aksi kolektif dalam menangani COVID-19 juga memiliki nilai lebih sebagai suatu bentuk diplomasi yang dilandasi kepentingan ekonomi yang tangible. Keberlangsungan sistem produksi global sangat dipengaruhi oleh hubungan bilateral yang kondusif dan sekaligus bebas dari ancaman terhadap keselamatan manusia. Abstract

This two-year study highlights the success of Bancakan Salak, a tourism event held in Galengdowo, to minimize the number of urbanization in Jombang. While modernization and globalization are all around the country-side, the threat of urbanization for rural areas is becoming significant and causes a slow-down. The event subsequently has been gradually changed the posture of Galengdowo’s population. Young people are more eager to live in their village now. This cultural tourism even became very helpful in empowering the lives in Galengdowo. Bancakan Salak had attracted many locals until international tourists come. By using the quantitative method and qualitative analysis, this study has hypothetically stated that Bancakan Salak could be even more successful because of the factor of its local champions. We are also articulating the concepts of glocalization and community-based tourism. Based on the research, we found that the government of the village plays a big role in shaping the situation. The head of the village and his secretary are examples of local champions. Their role signifies one part that is very crucial in building community-based tourism (CBT) which is leadership. This strong leadership is also built under the support of persistency, broader knowledge, and working networks.

Abstract

COVID-19 is a pandemic that has rapidly spread through the world. This COVID-19 pandemic has crippled the world economy, especially to refugees. Refugees are one of the biggest human problems that happened in the world. Refugees are people fleeing conflict or persecution. Refugees from South Sudan are the largest refugee population in Ethiopia. This refugee problem is a problem that must be addressed immediately because it can be threatening and disrupt people's lives, both refugees and the local community. For this reason, in dealing with South Sudanese refugees in Ethiopia, which is increasing day by day, assistance from international actors requested to assist in dealing with refugee problems, one of which is the United Nations High Commissioner for Refugees (UNHCR). UNHCR, to fulfill its role as an Aid Provider, tries to fulfill its role in accordance with the capabilities and functions of UNHCR itself as an international organization in accordance with the mandate from the United Nations to UNHCR to assist refugees by providing Foreign Aid and Capacity Building. Foreign Aid in the form of Humanitarian Assistance provided in various forms such as giving shelters, food, clean water, health, education, and various other forms of assistance. In assisting to refugees, UNHCR also provides assistance such as protection, shelter, WASH, education, health, food, and nutrition, livelihood and environment as assistance provided to South Sudanese refugees in Ethiopia. Pandemi COVID-19 ini telah melumpuhkan perekonomian dunia, khususnya para pengungsi. Pengungsi merupakan salah satu masalah kemanusiaan terbesar yang terjadi di dunia. Pengungsi adalah orang yang melarikan diri dari konflik atau penganiayaan. Pengungsi dari Sudan Selatan adalah populasi pengungsi terbesar di Ethiopia. Masalah pengungsi ini merupakan masalah yang harus segera diatasi karena dapat mengancam dan mengganggu kehidupan masyarakat, baik pengungsi maupun masyarakat setempat. Untuk itu, dalam menangani pengungsi Sudan Selatan di Ethiopia yang semakin hari semakin meningkat, bantuan dari aktor internasional diminta untuk membantu menangani masalah pengungsi, salah satunya adalah United Nations High Commissioner for Refugees (UNHCR). UNHCR dalam memenuhi perannya sebagai Aid Provider berusaha memenuhi perannya sesuai dengan kemampuan dan fungsi UNHCR sendiri sebagai organisasi internasional sesuai dengan mandat dari PBB kepada UNHCR untuk membantu pengungsi dengan memberikan bantuan luar negeri dan peningkatan kapasitas. Bantuan luar negeri yang berupa bantuan kemanusiaan yang diberikan dalam berbagai bentuk seperti pemberian tempat tinggal, pangan, air bersih, kesehatan, pendidikan, dan berbagai bentuk bantuan lainnya. Dalam membantu pengungsi, UNHCR juga memberikan bantuan seperti perlindungan, tempat tinggal, WASH, pendidikan, kesehatan, makanan, dan gizi, mata pencaharian dan lingkungan sebagai bantuan yang diberikan kepada pengungsi Sudan Selatan di Ethiopia.Kata kunci : Pengungsi, COVID-19, UNHCR, Aid Provider, bantuan kemanusiaan, peningkatan kapasitas, Sudan Selatan, Ethiopia.  DOI : https://doi.org/10.33005/jgp.v9i1.2667

Abstract

Di tahun 2014, Ebola menjadi epidemi yang menjadi fokus perhatian dunia, setelah korban meninggal mulai berjatuhan terus meningkat di Afrika Barat. Semakin meningkatnya jumlah kasus infeksi dan jumlah penderita yang meninggal ini, telah mengundang perhatian pihak internasional, termasuk negara-negara Eropa dan Asia Tenggara. Kedua kawasan tersebut memiliki pendekatan dan respon yang berbeda dalam menghadapi epidemi tersebut. Penelitian ini berupaya menjelaskan perbedaan respon antara Uni Eropa dan ASEAN sebagai organisasi regional dalam menghadapi tantangan kesehatan global. Penelitian ini menggunakan metode komparasi dalam menjelaskan respon kedua organisasi regional. Dalam hal ini, Uni Eropa berkoordinasi dengan WHO dan NGOs berupaya membantu menangani penyebaran ebola, melalui bantuan dana, penelitian, pengembangan vaksin serta mendukung sistem kesehatan nasional negara terdampak. Berbeda dengan Uni Eropa, ASEAN berupaya mengatasi penyebaran dengan memberikan bantuan investasi sistem kesehatan yang tangguh, serta pengiriman tenaga medis di negara terdampak. Di sisi lain, penyebaran penyakit ebola juga menjadi pelajaran berharga bagi kedua organisasi regional tersebut, agar meningkatkan sistem dan mekanisme regional dalam menanggapi ancaman kesehatan global.

Abstract

Terbentuknya Pemerintah Federal Transisi Somalia pada tahun 2012 merupakan pencapaian besar bagi proses resolusi konflik, namun perjuangan saja tidak cukup. Somalia masih harus menghadapi segala tantangan dalam menghadapi pemberontakan yang dilakukan oleh kelompok bersenjata Al-Shabaab. Konflik yang terjadi menempatkan anak pada situasi yang berbahaya. Dua pihak yang tidak bertanggung jawab, yaitu Tentara Nasional Somalia dan pasukan Al-Shabaab, terus menerus melibatkan anak-anak yang direkrut sebagai tentara dalam konflik bersenjata. Penelitian ini bertujuan untuk menganalisis peran Special Representative of the Secretary-General for Children and Armed Conflict (SRSG/CAAC) dalam menangani kasus perekrutan tentara anak di Somalia tahun 2012–2015. Penelitian ini menggunakan teori peran organisasi internasional oleh Biddle. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa SRSG/CAAC sebagai organisasi internasional dalam menangani isu perekrutan tentara anak di Somalia berperan sebagai motivator, komunikator, dan perantara. Peran SRSG/CAAC sebagai motivator dilakukan dengan membantu mendorong Pemerintah Federal Transisi Somalia untuk berkomitmen meratifikasi Konvensi SRSG/CAAC tentang Hak Anak. Kemudian menjalankan perannya sebagai komunikator dengan mengumpulkan data laporan tahunan dari tahun 2012 hingga 2015 dan kampanye. Terakhir, perannya sebagai perantara dilakukan dengan memberikan bantuan keuangan dari ECHO dan USAID.

Abstract

A virus started to spread in China by the end of 2019. Soon after, the world faces a global pandemic known as the Covid-19. The deadly and highly contagious virus threatens not only health security but also various social-economic aspects. In the chaotic world, the advancement of transportation technology contributes to the accelerated spread of the Covid-19 virus. The global movement of people becomes the biggest challenge for the national government to tackle during the global pandemic. Countries take different policies and measures to mitigate the spread of the virus. This paper conducts comparative policy analysis on two cases: Vietnam and Indonesia. The paper argues that the Vietnamese government tackles the virus mitigation more efficiently than the Indonesian government despite Vietnam's close geographical location to China. The Indonesian government is also relatively slower than the Vietnamese government concerning the policy responses.

Abstract

Drug smuggling activities in the United States carried out by drug cartels from Mexico and Colombia contribute to the region's instabilities. Many threats and terrorist acts that accompanied the distribution of illegal drugs left civilians in fear. The War on Drugs policy promoted by the United States, which aims to apprehend drug cartels, causes severe losses in the long run. Colombia is the only successful case. On the other hand, Mexico offers a different story despite both are countries with unstable political and weak law enforcement. The paper conducts a comparative study on Colombia and Mexico to evaluate the factors that contribute to the success and failure behind the implementation of the War on Drugs policy. The paper concludes that an aggressive approach (i.e., military) is less efficient in combatting drug smuggling activities than the developmental approach (i.e., socio-economic development).

Abstract

This research examines the correlation between leadership politics and health security in handling the Covid-19 pandemic in Indonesia (Surabaya City area). This research focuses on the Omicron cases in Indonesia, from February 1, 2022, to April 4, 2022. This study examines the public response to policies issued by the Government to tackle the spread of the Covid-19 virus, precisely vaccination policies and the implementation of activity restrictions. This study uses a qualitative-descriptive approach with a structured questionnaire survey observations and interviews to measure public responses to the policy created by leaders. Theoretical and empirical evidence shows that public trust in Government is critical to general compliance with social policies. The survey results that have been carried out show solid public belief in the Government when controlling COVID-19 during the Omicron, which is indicated by the public's interest in adopting proportional health behaviors following vaccination policies and restrictions on social activities. Interview responses from health medical personnel and political elites, the House of Representatives as policy supervisors, showed that the surge of patients during the Omicron wave could handle because prevention was more prepared to prevent the risk of death. In addition, the public accepts government policies that are more organized in responding to the Covid-19 pandemic during the Omicron by conveying information. So this perception with a higher level of trust in the Government. The Government of Indonesia's leadership practices appears to be on the right track regarding public health security measures during the Omicron wave. Therefore, the expression of public trust is not something instant. It is influenced by public confidence in the policy presented and processed by the Government so that faith in obeying the rules can control people's behavior.

Abstract

The issue of child marriage is a socio-economic problem that has existed for a long time in Bangladesh. Due to factors such as the economic crisis and prolonged school closures, the number of child marriage cases in Bangladesh has increased during the pandemic. The existing legal framework also cannot slow down the child marriage rates in Bangladesh. So this research tries to explain the efforts of Save The Children as an international non-governmental organization in dealing with the problem of child marriage in Bangladesh. This research explains how the Save The Children campaign is trying to deal with the problem of child marriage in Bangladesh in 2020-2023. The theory explained in this research is Brown's theory of international organizational campaign efforts. The research method uses qualitative data analysis techniques with descriptive research type. Primary data collection techniques from interviews with Rahamat Ullah from Save The Children in Bangladesh regarding the research topic. Research findings show that the Save The Children campaign's efforts to address the problem of child marriage are realized in the form of online campaigns via social media and offline campaigns. Apart from that, Save The Children also emphasizes children's participation in campaign efforts to address child marriage in Bangladesh.
