Abstract

ABSTRACTThe research aims to analyze the strategy of the government of Surabaya as one of Indonesia’s metropolitan cities in manifesting sustainable city as mandated by United Nations on Sustainable Development Goals (SDGs) 2030 Vision. The SDGs commitement of sustainable city and society becomes a strong encouragement for local goverments around the world to play its role in realizing the agenda. The research is conducted using descriptive quantitative method and supported by various literatures as well as interviews of stakeholders. By focusing the strategy implemented in 2016-2019, the local government of Surabaya and United Cities and Local Governments Asia Pacific (UCLG ASPAC) initiates Global Public Space Programme. This research found that the public space project is carried out through 3 (three) strategies: (1) partnerships in the field of urban planning; (2) the use of Minecraft games in public space design; and implementation of the Global Public Space Program pilot project in three locations, which are Ketandan, Keputih and Tanah Kali Kedinding.Key Words: public space, sustainable city, Surabaya, Sustainable Development GoalsPenelitian ini bertujuan untuk menganalisis strategi pemerintah kota Surabaya sebagai salah satu kota metropolitan di Indonesia mewujudkan kota berkelanjutan sebagaimana diamanatkan oleh Perserikatan Bangsa-bangsa dalam Sustainable Development Goals (SDGs) 2030 Vision. Komitmen SDGs menjadi dorongan kuat bagi pemerintah daerah di seluruh dunia untuk memainkan perannya dalam mewujudkan agenda dimaksud. Tulisan ini berfokus pada metode kualitatif deskriptif yang disertai dukungan data literatur dan wawancara para pemangku kepentingan. Dengan menekankan pada pelaksanaan strategi di tahun 2016-2019, pemerintah kota Surabaya bekerjasama dengan United Cities and Local Governments Asia Pacific (UCLG ASPAC) menginisiasi pelaksanaan Global Public Space Programme. Strategi yang telah ditempuh pemerintah kota Surabaya adalah dengan (1) pembentukan kemitraan di bidang tata kelola kota, (2) penggunaan permainan Minecraft untuk desain tata kota, dan (3) menjalankan proyek nyata ruang publik di tiga titik strategis, yakni kampung Ketandan, Keputih, dan Tanah Kali Kedinding.Kata-Kata Kunci: ruang publik, kota berkelanjutan, Surabaya, Sustainable Development Goals DOI : https://doi.org/10.33005/jgp.v8i02.2413

Abstract

This paper aims to find out what strategy Indonesia has in managing the protection of Indonesian Migrant Workers (IMW) in Taiwan after the New Southbound Policy. The New Southbound Policy is a Taiwanese economic policy that aims to cooperate and exchange resources in South Asia, Southeast Asia, Australia, and New Zealand countries. This study uses qualitative research with a descriptive approach to examine this issue. The data obtained in this study were obtained through interviews, literature studies, and internet searches. The Special Placement Program to Taiwan (SP2T) scheme is considered a strategy to reduce overcharging and monopolistic practices by private employment agencies. This scheme was opened on a limited basis but was well received by many provinces in Indonesia.

Abstract

The digital era raises various problems and challenges in Family Law which is still conventional. For example, in terms of marriage contracts and administration, utilisation of assets from the digital economy and so on. This study discusses the problems of Indonesian Islamic family law in facing changes in the digital era and its relevance to the renewal of the Compilation of Islamic Law. This study uses a netnography method with a normative legal approach. The results show several realities that are problems in Indonesian Islamic family law in the digital era such as online marriage, digital marriage dowry, online sexual relations between husband and wife, online nusyuz and zina, online divorce and reconciliation and joint property based on cyberspace. This situation demands a renewal of Islamic family law in Indonesia, especially the Compilation of Islamic Law as material law in the Religious Courts. By using the feature of openness in the system theory of the maqasid shariah, the `urf of cyberspace is worthy of being used as a legal basis for the renewal of the Compilation of Islamic Law. Several articles in the Compilation of Islamic Law that need to be renewed are marriage witnesses, marriage contract, submission of dowry, husband's obligations, joint property of husband, reasons for divorce, examination of divorce lawsuits, procedures for reconciliation and procedures for implementing wills. This renewal is very important to achieve the objectives of the law, namely justice, certainty and legal benefits.

Abstract

China's status as a world economic and political power affects the structure of relations in the Asia region and the global economy. Understanding China's responses to the globalized economy and its current position is a crucial intellectual exercise that offers insights into alternative economic development and governance models. China is an example of a country that has successfully developed utilizing the momentum of globalization, which many scholars overlook. This paper aims to describe China’s political-economic relations in response to globalization. A literature review method is utilized through various academic sources. This paper finds that China's tremendous productive modalities have been a significant factor in the country's march to global economic dominance. China’s accession to the WTO and sustained economic reform and restructuring efforts in the domestic political economy sphere induced a convergence towards internationally accepted financial and market interaction standards. Development milestones ranged from the sources and destination of foreign investments, export-led manufacturing, and BRI projects to green economy policies. China introduced three brand-new initiatives as a strong impetus for advancing humanity’s modernization process and building a community with a shared future for mankind.

Abstract

This study examines the obstacles and strategies for Indonesia in harmonizing the global halal standards of SMIIC (The Standards and Metrology Institute for Islamic Countries) to enhance halal food exports to OIC (Organization of Islamic Cooperation) member countries. Using a descriptive qualitative approach, data were collected through observations, interviews with halal stakeholders, and documentation. The findings reveal several barriers to harmonization, including the voluntary nature of SMIIC standards, the fact that approximately 35% of OIC countries have not joined SMIIC, and differences in Islamic schools of thought among member countries. Additional challenges include internal constraints, such as the classification of many OIC countries as Least Developed Countries (LDCs), the dominance of halal food suppliers from non-Muslim countries, and market protection policies. To address these challenges, Indonesia has adopted a localization strategy by establishing Mutual Recognition Arrangements (MRAs) with foreign halal certification bodies. By the end of 2024, Indonesia aims to achieve 92 MRAs, which act as a "middle ground" between global and local halal standards and have proven effective in increasing halal food exports to OIC member countries. The implications of this study highlight MRAs as a viable policy model for balancing local and global interests while strengthening Indonesia's economic ties with Muslim nations. This strategy demonstrates that standard localization within a global framework offers a pragmatic solution to the challenges of halal harmonization, thereby reinforcing Indonesia's role in the international halal market.

Abstract

This paper examines China's "development-driven" public diplomacy in Indonesia, focusing on how economic initiatives, particularly under the Belt and Road Initiative (BRI), strategically engage the multi-stakeholder ecosystem comprising Academia, Business, Government, Community, and Media (ABGCM). Drawing on the Penta Helix framework, the study argues that China utilizes tangible development projects, such as Luban Workshops, the Jakarta-Bandung High-Speed Rail, and the Morowali Industrial Park, as deliberate platforms to shape Indonesian perceptions, strengthen bilateral ties, and advance its strategic goals. Analysis reveals that this multi-stakeholder engagement results in uneven effectiveness and inherent contradictions. While these initiatives often deliver discernible economic benefits and foster positive sentiment in certain quarters, particularly strengthening Government-to-Government (G-G) and Business-to-Business (B-B) ties, they simultaneously produce significant negative externalities, social friction, environmental degradation, and public skepticism. The effectiveness varies across cases and ABGCM pillars; Luban Workshops show positive outcomes with targeted groups. HSR and IMIP face substantial negative feedback from the Community, Media, and NGOs due to implementation issues and social/environmental costs. The study highlights those Indonesian stakeholders who actively mediate outcomes. It contributes a nuanced understanding of how development functions as a public diplomacy tool within a complex domestic context and the challenges of balancing economic objectives with achieving broad social acceptance and legitimacy.

Abstract

The practice of elopement among the Bima people is closely tied to traditional dynamics, local norms, legal frameworks, and religion. This study examines the role of women in elopement and whether it is a form of autonomy or submission. Using qualitative research methods, the study focuses on elopement (londho iha) in Samili Village, located in Woha District, Bima Regency, West Nusa Tenggara. The findings reveal that women occupy a nuanced position in londho iha, one that is both autonomous and submissive. On the one hand, this tradition can be interpreted as a way for women to express their autonomy in choosing a life partner. On the other hand, it functions as a social mechanism that subjects women to customary and social pressures. Women in the londho iha tradition are complex subjects. They have the agency to make decisions, but these decisions are often constrained by patriarchal norms that govern their lives. Londho iha is not merely a patriarchal tradition, but also a space in which Bima women strive to exercise their agency within the constraints of a complex social system. Women's agency in londho iha is ambivalent. It can liberate them, but it can also trap them within patriarchal structures. Thus, this practice should be understood as a dynamic interplay of power, culture, and the acting subject rather than as a manifestation of total domination or absolute freedom.

Abstract

This study explores Denmark’s shift in foreign policy, specifically its transition from a strict Zero Asylum policy to a more open approach toward Ukrainian refugees. Using Eidenfalk’s Foreign Policy Change Theory, the study examines the domestic and international factors that contributed to this policy change. The theory helps explain how both internal political pressures and external forces shaped Denmark's response. The research takes a qualitative approach, analyzing secondary data from sources like government documents, media coverage, and scholarly articles. Through qualitative content analysis, key themes were identified to understand how Denmark’s policy evolved. The findings show that domestically, strong public support for Ukrainian refugees, media narratives framing them as fellow Europeans, and political pressure all played significant roles in the shift. Internationally, factors like the global refugee crisis, EU pressure to adopt the Temporary Protection Directive (TPD), and Denmark’s relationship with Ukraine also influenced the change. The 2022 Russia-Ukraine war catalyzed this shift. In conclusion, the study reveals that Denmark’s foreign policy change was driven by a mix of domestic public opinion and international pressures, highlighting how both local and global factors interact to shape national refugee policies. This research sheds light on the broader dynamics behind foreign policy changes in times of crisis.Penelitian ini mengkaji pergeseran kebijakan luar negeri Denmark, khususnya transisi dari kebijakan Zero Asylum yang ketat menuju pendekatan yang lebih terbuka terhadap pengungsi Ukraina. Dengan menggunakan Teori Perubahan Kebijakan Luar Negeri Eidenfalk, penelitian ini menjelaskan faktor-faktor domestik dan internasional yang berkontribusi pada perubahan kebijakan ini. Teori ini membantu menjelaskan bagaimana tekanan politik internal dan faktor eksternal membentuk respons Denmark. Penelitian ini menggunakan pendekatan kualitatif, dengan menganalisis data sekunder dari dokumen pemerintah, pemberitaan media, dan artikel ilmiah. Melalui analisis konten kualitatif, tema-tema utama diidentifikasi untuk memahami bagaimana kebijakan Denmark berkembang. Temuan penelitian menunjukkan bahwa secara domestik, dukungan publik yang kuat terhadap pengungsi Ukraina, narasi media yang menggambarkan mereka sebagai sesama orang Eropa, dan tekanan politik memainkan peran penting dalam pergeseran ini. Secara internasional, faktor-faktor seperti krisis pengungsi global, tekanan Uni Eropa untuk mengadopsi Temporary Protection Directive (TPD), dan hubungan bilateral Denmark dengan Ukraina juga memengaruhi perubahan kebijakan ini. Perang Rusia-Ukraina pada 2022 menjadi katalisator utama bagi pergeseran tersebut. Sebagai kesimpulan, penelitian ini menunjukkan bahwa perubahan kebijakan luar negeri Denmark didorong oleh kombinasi opini publik domestik dan tekanan internasional, yang menyoroti bagaimana faktor lokal dan global saling berinteraksi dalam membentuk kebijakan nasional terkait pengungsi. Penelitian ini memberikan wawasan tentang dinamika di balik perubahan kebijakan luar negeri di masa krisis.
