Abstract

Since Covid-19 arrived in Indonesia, all policies have been carried out to stop the spread of this virus, one of which is the PSBB. The impact of the PSBB is felt by the drastic increase in the number of unemployed in Indonesia. Using Multiple Classification Analysis (MCA), this research was conducted in order to see the condition of the Open Unemployment Rate (TPT) in each province in Indonesia between before and during the pandemic, and to find out the factors that influenced it. The results show that both before and after the pandemic, provinces with an HDI below the national figure led to higher TPT. The growth rate of GDRP and UMP has a different effect between before and during the pandemic. Other results also show that before the pandemic, UMP had the greatest influence on TPT. But after the pandemic, the one that had the biggest impact was HDI.

Abstract

Tingginya berbagai kasus penyimpangan yang di terjadi di masyarakat merupakan cerminan moral bangsa Indonesia. Saat ini, Indonesia saat ini tengah menghadapi tantangan serius berupa kemerosotan moralitas yang tidak sejalan dengan nilai-nilai yang terkandung dalam Pancasila. Tawuran merupakan satu dari banyaknya perilaku menyimpang yang sering terjadi di pelajar tingkat atas, maupun tingkat anak sekolah dasar. Situasi ini harus diberikan perhatian lebih terhadap pembentukan karakter dan nilai moral sejak dini. Melihat berbagai masalah yang melanda Indonesia, kita diingatkan betapa pentingnya membangun karakter. Kisah rakyat telah diwariskan turun menurun sejak era terdahulu untuk menceritakan karakter bangsa kita, baik secara visual maupun non-visual. Cerita rakyat, yang merupakan warisan budaya yang kaya akan nilai-nilai moral, dapat digunakan sebagai media pembelajaran untuk menanamkan karakter positif bagi siswa. Melalui tokoh-tokohnya, cerita rakyat memberikan moral teladan kepada siswa, membantu mereka memahami dan melaksanakan nilai-nilai tersebut. Selain itu, Kearifan lokal dalam cerita rakyat dapat menumbuhkan antusiasme belajar pada siswa dan memperkuat hubungan mereka dengan budaya lokal daerahnya. Hal ini diharapkan membantu menciptakan generasi muda yang bermoral dan pedoman yang kuat berdasarkan prinsip budaya.

Abstract

Behavioral appraisal for civil servants is part of performance appraisal by using a 360-degree method. This method involves a team which consists of ratee’s direct superiors, co-workers, ratee, and subordinates, to evaluate civil servant’s work behavior in accordance with the provisions of the legislation. However, in practice there are some obstacles, such as in the Regional Personnel Agency (BKD: Badan Kepegawaian Daerah of  West Java Province. Therefore, this study aimed to: 1) find out the behavior appraisal system with the 360 method at the West Java BKD, 2) improve the behavior appraisal system, and 3) find out the results of the evaluation of the behavior appraisal system improvement. A qualitative method with a descriptive approach was used in this study, through interviews and observations. As result, there were three problems i.e.  the behavioral appraisal instrument used by the BKD did not fully  support performance appraisal, the performance appraisal rater were incompetent, and the results of the behavior appraisal were only in the form of values that would be used as the basis for providing additional employee allowance (or TPP: Tambahan Penghasilan Pegawai). Therefore, improvements were made to the system by designing comprehensive behavioral assessment guidelines and then evaluating the improvements to the system. So that the compiled guidelines can be used as a reference for the implementation of civil servants’ behavior appraisal at the BKD West Java Province.
