Abstract

Penelitian ini menggunakan pendekatan kualitatif untuk menggambarkan strategi kelembagaan untuk implementasi WakatobiAIS di perairan Kepulauan Wakatobi. Pengumpulan data meliputi angket, studi pustaka, dan wawancara. Pengolahan data menggunakan Stakeholders Mapping, dan Analisis menggunakan SWOT. Hasil penelitian menunjukkan bahwa Pemanfaatan WakatobiAIS di Kabupaten Wakatobi sangat memungkinkan, dibutuhkan kemitraan teknis untuk mewujudkannya, khususnya Syahbandar, LPTK BRSDM KP, Pemerintah Daerah, PSDKP, dan Taman Nasional. Untuk kemitraan tersebut, dibutuhkan inisiatif Pemda Wakatobi untuk mensinergikan kelembagaan yang ada di Wakatobi.Kata kunci : Strategi kelembagaan, Implementasi, WakatobiAIS, Wakatobi

Abstract

ABSTRAK Penelitian ini menggunakan pendekatan kualitatif untuk mengetahui permasalahan kemaritiman di Wakatobi, khususnya dalam pemanfaatan transportasi laut. Pengambilan data dilakukan dengan interview, dan studi pustaka. Kajian dilakukan dengan cara mengurai resiko kegiatan nelayan dan pelayaran, serta kesiapan teknologi untuk mengurangi tingkat resiko tersebut, termasuk dukungan regulasi. Hasil penelitian menunjukkan bahwa 90% responden pernah mengalami mati mesin dan hanyut, 13,3% pernah mengalami tenggelam, dan 3,33% pernah mengalami tubrukan. Oleh karena itu, dibutuhkan teknologi yang bisa memantau pergerakan kapal, dalam hal ini AIS yang berukuran kecil, sebagaimana teknologi yang dihasilkan oleh LPTK BRSDM KP, yang dikenal dengan Wahana Keselamatan dan Pemantauan Objek Berbasis Informasi AIS (Automatic Identification System) disingkat WakatobiAIS. Kebutuhan WakatobiAIS di Kabupaten Wakatobi sebanyak 100 unit dimungkinkan disiapkan sendiri oleh pemilik kapal, sisanya sebanyak 1.816 unit dapat didukung oleh Pemerintah maupun Pemerintah Daerah, khususnya kepada nelayan bodi batang dan nelayan katinting.Kata kunci : Kecelakaan Laut, Keselamatan Laut, WakatobiAIS

Abstract

Chlorophyll-a concentration is a critical indicator of marine ecosystem health, reflecting primary productivity and potential ecological changes. However, the occurrence of outlier data in the Banda Sea and its surroundings has not been sufficiently studied. This study aims to investigate the dynamics of chlorophyll-a concentration outliers in the Banda Sea, focusing on their spatial and temporal patterns from 2010 to 2022. Data were acquired from MODIS satellite imagery and analyzed using R Studio for time series decomposition, while spatial patterns were explored with ArcGIS 10.8 and Google Maps to pinpoint key hotspots of outlier activity. The findings reveal fluctuating chlorophyll-a outliers with extreme concentrations ranging from 14.39 to 81 mg·m⁻³. Temporally, these outliers are predominantly observed in the western Banda Sea during January to March and December, while in the eastern Banda Sea they occur from June to September. Spatially, these anomalies are concentrated in areas of significant human activity, particularly in Tolo Bay, suggesting a potential link between anthropogenic influences and ecological disruptions. Field monitoring in areas with persistent outliers is strongly recommended to verify actual conditions and assess their ecological impacts. While chlorophyll-a plays a vital role in marine productivity, excessive concentrations can disrupt ecosystems, potentially leading to harmful algal blooms or hypoxic conditions. This study underscores the importance of integrating remote sensing, field validation, and spatial analysis to effectively monitor and manage these anomalies. Enhanced understanding of these dynamics is critical for informed decision-making and sustainable marine management practices in the Banda Sea.

Abstract

This study models the spatial distribution of yellowfin tuna (YFT) in the Banda Sea using the MaxEnt approach, addressing critical questions about its predictive capability, the influence of environmental variables such as sea surface temperature (SST) and chlorophyll-a concentration, and temporal patterns. MaxEnt was chosen for its ability to predict potential distribution areas based on presence data and environmental factors. Data utilized include fish catch records obtained from the fishing logbook of the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia, chlorophyll-a concentration, and SST data sourced from ocean color satellite observations. Model performance was evaluated using the Area Under the Curve (AUC) metric. Study results reveal that significant spatial and temporal variations in YFT distribution are influenced by oceanographic factors, with the model performing best in July (AUC 0.72) and lowest in April, September, and December (AUC ~0.60). SST was the dominant variable in November (82.35%), while chlorophyll-a had the highest contribution in April (83.02%). These findings highlight the dynamic link between tuna distribution and environmental conditions. The spatial maps offer insights for optimizing fishing practices, reducing pressure on overexploited stocks, and supporting sustainable fisheries management through data-driven approaches like MaxEnt. However, the MaxEnt model has limitations such as sensitivity to multicollinearity, overfitting, and low transferability. Future research could enhance accuracy and robustness by using advanced methods like Spatial Maxent, Monte Carlo Variable Selection, or ensemble modeling to support adaptive fisheries management.

Abstract

Abstrak - Penelitian ini bertujuan untuk menunjukkan perubahan Baku Mutu Air Laut di Indonesia dari waktu ke waktu, serta membandingan sensitivitas parameter dan nilai baku mutu pada KepmenKLH No. Kep-02/MenKLH/I/1988, KepmenLH Nomor 51 Tahun 2004, dan PP No. 22 Tahun 2021. Kajian sensitivitas baku mutu dilakukan dengan pendekatan comparative instrument melalui tabulasi nilai Baku Mutu Air Laut antarregulasi. Hasil penelitian menunjukkan bahwa secara umum Baku Mutu Air Laut PP No. 22 Tahun 2021 lebih sensitif, walaupun demikian beberapa nilai baku mutu pada KepmenKLH No. Kep-02/MenKLH/I/1988 juga memiliki sensitivitas yang patut dipertimbangkan, namun pengetatan nilai suatu baku mutu dapat berdampak pada aspek implementatifnya, yang jika memberatkan, maka masyarakat kesulitan untuk mematuhinya. Kata Kunci : Dinamika hukum, Sensitivitas parameter dan nilai, Baku Mutu Air Laut Abstract - This study aims to show changes in Seawater Quality Standards in Indonesia from time to time, as well as to compare the sensitivity of the parameters and the value of the quality standards in KepmenKLH No. Kep-02/MenKLH/I/1988, KepmenLH 51 Tahun 2004, and PP No. 22 Tahun 2021. The sensitivity study of quality standards is carried out using a comparative instrument approach through tabulation of inter-regulatory Seawater Quality Standard values. The results showed that, in general, the Seawater Quality Standard PP No. 22 Tahun 2021 is more sensitive; however, some quality standard values in KepmenKLH No. Kep-02/MenKLH/I/1988 also has the sensitivity that should be considered; however, tightening the value of a quality standard can impact its implementation aspects, which, if burdensome, the community will find challenging to comply it. Abstract

Abstrak - Tujuan utama penelitian ini adalah dalam rangka mengidentifikasi kandungan senyawa kimia bambu laut. Sampel bambu laut (Isis hippuris) diambil dari perairan Sousu Desa Matahora. Ekstrak bambu laut diuji secara fitokimia dan kromatografis di Unit Laboratorium Jurusan Pendidikan Kimia FKIP Universitas Halu Oleo. Hasil uji fotokimia dan HPLC tersebut, disimpulkan bahwa bambu laut mengandung senyawa sekunder dari golongan Alkaloid, Saponin, Triterpenoid, Steroid, Polifenol, dan Tannin. Hasil analisis terhadap kandungan senyawa kimia bambu laut, disarankan pentingnya upaya restorasi spesies yang dimaksud, serta pemanfaatannya dilakukan melalui nilai metabolit sekundernya. Kata Kunci : Isis hippuris, Metabolit sekunder, Fitokimia Abstract - The main purpose of this research is to identify the chemical compounds of sea bamboo. Samples of sea bamboo (Isis hippuris) were taken from the waters of Sousu, Matahora Village. Sea bamboo extract was tested phytochemically and chromatographically in the Laboratory Unit of the Department of Chemistry Education FKIP Halu Oleo University. The results of testing the photochemical and HPLC it, concluded that the bamboo sea containing compound secondary from the group alkaloids, saponins, Triterpenoid, Steroids, Polyphenols, and Tannin. The results of the analysis of sea bamboo’s chemical compounds, it is suggested the importance of efforts to restore this species, and its utilization through the value of its secondary metabolites. Abstract

Abstract - This study aims to encourage the use of oceanographic data as a basis for integrating spatial planning in coastal areas so that it becomes a fair synthesis for the RTRW, RZWP-3-K, and various other planning policies. The research data was obtained through literature study, both policy data, and oceanography. Data analysis was carried out descriptively by comparing the suitability of the spatial policy (RTRW Wakatobi Regency) with the condition of oceanographic factors in the Waha Raya coastal area. The results of the study show that oceanographic factors can be one of the criteria that determine the resolution of the Dilemma of the integration of coastal spatial planning policies, which so far tend to be ego-sectoral, including accommodating various space utilization needs, in the form of making technical design development in coastal areas. To minimize problems in spatial planning and management policies that have occurred so far, it is recommended that all spatial policies (RTRW, RZWP-3-K, RIPPDA, etc.) must be integrated, both administratively and functionally, especially coastal space as a slice area, one of which is by utilizing oceanographic data.
