Abstract

The aims of this study are twofold: first, to find out the implementation of the HIV/AIDS prevention policy in Rejang Lebong District, and second, to identify the factors that support or hinder the implementation of the policy in the same area. This study uses evaluation research methodology, adopts a descriptive qualitative approach, and describes the theoretical framework of Van Meter and Van Horn. The research participants consisted of the Head of the Rejang Lebong District Health Office, the Rejang Lebong District AIDS Commission (KPA), and community members who were selected using a purposive sampling technique. example. Data collection methods used include observation, interviews, and documentation. The study findings show that the implementation of the HIV/AIDS Response Policy in Rejang Lebong District has not been carried out comprehensively and satisfactorily. The magnitude of the policy is seen in its alignment with existing regulations, but the policy objectives have not been fully realized due to their impracticality at the individual level. Inadequate resources for policy implementation are associated with inadequate availability of human and financial resources. The successful implementation of policy implementation can be associated with the alignment of the characteristics of implementing agents and the attitudes or tendencies of implementers. Effective communication has been established between implementing organizations and PLHIV. However, communication with the general public has not been carried out thoroughly. Concerning the economic and social context, it appears that Rejang Lebong District has not effectively facilitated the implementation of HIV/AIDS prevention policies. This can be attributed to the stigmatization and discrimination of society, as well as the continued involvement of individuals in sex work. Rejang Lebong District faces challenges in implementing HIV/AIDS countermeasures policies, which mainly originate from a scarcity of human resources which has led to dual authority.

Abstract

The aim of this research is to determine the effectiveness of the Direct Cash Assistance Program of the Village Fund in Padang Binjai Village, Constanta Sub-District, Kaur District. To address this issue, the researcher used a qualitative descriptive research method. The research results indicate that the effectiveness of the Direct Cash Assistance Program of the Village Fund in Padang Binjai Village, Constanta Sub-District, Kaur District is effective based on 1) the success of the Village Fund Direct Cash Assistance program in terms of implementation. The process of the Village Fund Direct Cash Assistance program is 2) Achieving the targets set by the government, where the Village Fund Direct Cash Assistance in Padang Binjai Village meets the criteria set by the government. 3) Satisfaction with the program, where the Latimojng village community is very satisfied with this program because it is very helpful to the community, 4) Output and input levels, where government expectations match the results achieved by the community, 5) Achieving the general objective, implementing the BLT-DD program objectives accurately.

Abstract

This research aims to find out and understand women's political participation in the 2020 Regional Head elections in The Village File Of Teluk Segara Subdistrict, Bengkulu City. The method used is descriptive qualitative with in-depth interview data collection techniques, observation/experience, and documentation. Informants numbered 9 women consisting of PKK mothers, pps members 2 people, village staff, and 5 housewives.Based on the results of the study, it can be concluded that women's political participation in the 2020 Regional Head elections in The Village file of Teluk Segara Subdistrict in Bengkulu city is quite high. This can be seen from the awareness of the women to participate in the general election of the Regional Head. The form of women's participation in political activities in the form of active as voters, following government discussions and also socialization. Factors that affect the level of women's participation in the 2020 Regional Head elections are social and economic status, political situation, political awareness, trust in the government, and political stimulants. . The factors that influence them the most are the political awareness factors in which there is already a direction and data collection of the government on the existence of elections there is a growing sense of responsibility from within to participate in political discussions, become a member of the vote, and become a voter who has been recorded as a Permanent Voter List (DPT)

Abstract

In research that uses qualitative research methods with the type of non-participatory observation, research that investigates the activities of small business actors, traditional grocery figures and consumers. Data collection to obtain information, researchers conducted by interviewing related parties such as the public or consumers, traditional grocery store traders, and employees of Alfamart and Indomaret. The results of this study indicate that the rampant development of Alfamart and Indomaret has a social and economic impact on traditional grocery store small businesses. From a social perspective, there are changes in the way of life and culture that develop in the community. In addition, from an economic point of view, it has an impact on decreasing income as well as unhealthy economic activities for small traders in traditional grocery stores.

Abstract

Profesionalisme kerja merupakan hal penting yang harus dipatuhi dan diterapkan oleh Apartur negeri Sipil sebagai bentuk patuh etika birokrasi melalui perwujudan pelayanan publik yang ideal. Penelitian ini untuk menganalisis mendeskripsikan profesionalisme kerja Aparatur Sipil Negara (ASN) dalam pelayanan publik yang ideal di Kelurahan Sido Mulyo Kec. Gading Cempaka Kota Bengkulu. Penelitian ini termasuk dalam penelitian kualitatif. Penelitian ini dilakukan di Kelurahan Sido Mulyo Kecamatan Gading Cempaka Kota Bengkulu. Metode penelitian menggunakan metode penelitian kualitatif dengan pendekatan deskriptif berlandaskan pada filsafat postpositivisme, dengan teknik pengumpulan data primer dan sekunder. Penelitian ini berupaya mengkaji pelaksanaan profesionalisme pelayanan publik yang dilakukan oleh Aparatur Sipil Negara (ASN) di Kelurahan Sido Mulyo dalam meningkatkan pelayanan publik. Hasil penelitian ini memberikan pengukuran profesionalisme kerja melalui komitmen pegawai, sarana prasarana, teknologi informasi dan keadalan yang sudah cukup baik namun perlu ditingkatkan rasa komitmen, tanggung agar terpenuhi komponen penyedia layanan, penerima layanan, jenis layanan, dan kepuasanan pelanggan yang diharapkan.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui proses kolaborasi pemerintah terkait penanganan gelandangan dan pengemis di kota Bengkulu. Penelitian ini menggunakan pendekatan kualitatif yang bersifat studi kasus. Dalam penelitian ini menggunakan teknik pengumpulan data wawancara, obeservasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa proses collaborative governance yang meliputi kondisi awal yang disebabkan oleh meningkatnya jumlah gelandangan dan pengemis di kota Bengkulu dan adanya peraturan walikota bengkulu lembaga/instansi yang berwewenang sehingga terjadinya proses kolaborasi. Desain kelembagaan penanggulangan gelandangan dan pengemis dalam kolaborasi bahwa Dinas Sosial kota Bengkulu dalam perannya memberikan penyuluhan, pelatihan, dan edukasi kepada masyarakat untuk tidak memberikan uang kepada gelandangan dan pengemis. Satpol PP dan Kepolisian bertindak dalam mengamankan dan menjaring gelandangan dan pengemis yang ada di Kota Bengkulu. Dan Dinas Kesehatan Kota Bengkulu bertugas mengecek kesehatan para gelandangan dan pengemis jika dibutuhkan. Kepemimpinan dari Dinas Sosial Kota Bengkulu, Satpol PP, Kepolisian, dan Dinas Kesehatan sudah berjalan maksimal, masing-masing dari pemangku kepentingan memiliki tanggung jawab dalam menjalankan kolanorasi. Proses kolaboratif yang diawali dengan dialog tatap muka antara pihak Dinas Sosial, Satpol PP, Kepolisian, dan Dinas Kesehatan sudah sering dilakukan dalam penanggulangan gelandangan dan pengemis.

Abstract

This research was conducted with the aim of analyzing the implementation of the Maternal and Child Health Program (KIA) at the Kaur Regency Permanent Health Center. The type of research used in this research is descriptive with a qualitative approach. This research is descriptive research which aims to collect information about current conditions and symptoms. Observation, interview and documentation techniques were used as data collection techniques. Data analysis techniques use data reduction, data presentation, as well as drawing and validating conclusions. The findings of this research indicate that: The implementation of the Maternal and Child Health (KIA) program at the Kaur District Health Center is going according to plan and is being implemented well and responsibly. This can be seen from the factors based on the theory of George Edward III. interact and influence policy implementation. Namely (1) the communication aspect of implementing the maternal and child health (KIA) support program at the Kaul Regency Permanent Health Center was very successful; Good and optimal. (2) The resource aspect of implementing the maternal and child health (KIA) service program at the Kaur Regency Permanent Health Center was successful. (3) dispositional aspects in the form of commitment and integrity, degree of democracy or information sharing; All duties of a political practitioner must be carried out with the same dedication and integrity that characterize a good democracy, and information must be shared openly. (4) The bureaucratic aspects of implementing the Maternal and Child Health (KIA) utility program at the Kaul Regency Permanent Health Center are adequate and on target.

Abstract

This study is to analyze and describe the Role of Bhabinkamtibmas in Building the Image of the Police Institution in Pagar Jati District, Central Bengkulu Regency. This study is included in qualitative research. This study was conducted in Pagar Jati District, Central Bengkulu Regency, the informants in this study were the Head of Bhabinkamtibmas, Members of Bhabin Kamtibmas, Pagar Jati Police and the community. This study is in the form of revealing the fact that based on the main duties of Bhabinkamtibmas Article 27 of Perkap No. 3 of 2015 there are seven main tasks, namely: (1) conducting visits to the community; (2) solving problems in the community (3) regulating and securing community activities; (4) receiving information on criminal acts; (5) temporary protection; (6) providing assistance to the community; (7) providing guidance and instructions. These seven stages must be passed, so that the role of Bhabinkamtibmas produced is in accordance with the main duties of Bhabinkamtibmas. Technically, Bhabinkamtibmas has carried out its main duties in accordance with the main duties of Bhabinnkatibmas. So that Bhabinkamtibmas has a good relationship with the community to be able to build a positive image of the police institution.

Abstract

Penelitian ini bertujuan untuk mengevaluasi proses implementasi Peraturan Daerah Kota Bengkulu Nomor 5 Tahun 2014 tentang Perlindungan Perempuan dan Anak, khususnya pasal 6 huruf a, b, dan c yang berfokus pada upaya pencegahan kekerasan, penyediaan layanan terpadu, dan jaminan perlindungan terhadap korban kekerasan. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Model evaluasi yang digunakan adalah CIPP (Context, Input, Process, Product) oleh Stufflebeam. Hasil penelitian menunjukkan bahwa meskipun terdapat upaya dari Dinas Pemberdayaan Perempuan dan Perlindungan Anak Kota Bengkulu dalam melakukan advokasi, menyediakan layanan dan pendampingan korban, namun pelaksanaannya masih terkendala pada minimnya anggaran dan sumber daya. Program-program seperti trauma healing dan layanan Generasi BERLIAN masih dalam tahap perencanaan dan belum terlaksana secara optimal. Evaluasi ini merekomendasikan peningkatan koordinasi antar lembaga serta alokasi dana yang memadai untuk efektivitas pelaksanaan kebijakan perlindungan perempuan dan anak.
