Abstract

Tujuan penelitian ini adalah untuk mengetahui strategi pengawasan illegal fishing dalam upaya menjaga sumberdaya perikanan di perairan Barat Aceh. Metode analisis data yang digunakan adalah secara kuantitatif-deskriptif dengan tabulasi distribusi frekuensi dan metode analisis SWOT. Sampel yang terlibat dalam penelitian ini adalah sebanyak 40 orang responden. Hasil penelitian menunjukkan bahwa (1) tingkat pengawasan pengelolaan sumberdaya kelautan dan perikanan terhadap illegal fishing dari tahun 2015 sampai 2020 mayoritas yang melakukan illegal fishing adalah Warga Negara Indonesia (WNI) dibandingkan dengan Warga Negara Asing (WNA), b) pelanggaran yang bersifat adminitrasi mayoritas pelanggaran kasus pemalsuan dokumen dan jenis pelanggaran yang bersifat destructive fishing (bersifat alat tangkap terlarang) selebihnya adalah bersifat pelanggaran pengemboman. Sedangkan mengenai perkembangan pos pengawasan belum berjalan sesuai dengan tujuan dan sasaran pembanguna nasional dalam bidang kelautan dan perikanan, sedangkan sarana dan prasarana yang tersedia tidak sebanding dengan luas wilayah kerja bagi pihak pengawas. Selanjutnya,(2) Sumber Daya Kelautan dan Perikanan/SDI terhadap dampak illegal fishing menunjukkan pada tingkat penyusutan berupa ikan demersal dalam beberapa tahun terakhir yaitu sebesar  41 – 60 (%). (3) untuk strategi pengawasan terhadap illegal fishing dalam upaya menangani permasalahan illegal fishing menunjukkan bahwa nilai faktor internal (kekuatan dan kelemahan) pengawasan illegal fishing adalah sebesar 2.90 yaitu berada pada posisi dan strategi yang harus diterapkan adalah menggunakan kekuatan untuk memanfaatkan peluang jangka panjang dengan cara strategi diversifikasi. Sedangkan nilai skor faktor eksternal (peluang dan ancaman) berada pada posisi yang kuat yaitu 3.47 dengan strategi yang dapat dilakukan adalah pihak pengawas illegal fishing ini adalah meminimalkan masalah internal sehingga dapat merebut peluang yang lebih baik untuk menjaga sumber daya kelautan dan perikanan bagi pelaku illegal fishing di wilayah perairan barat Aceh.

Abstract

Hutan mangrove memiliki peran strategis dalam menjaga keseimbangan ekosistem pesisir dan mendukung kehidupan masyarakat lokal melalui fungsi ekologis dan penyimpanan karbon biru. Namun, degradasi akibat alih fungsi lahan, eksploitasi sumber daya, dan rendahnya kesadaran masyarakat menjadi tantangan utama. Penelitian ini bertujuan menganalisis dampak restorasi mangrove terhadap kondisi sosial, ekonomi, dan kelembagaan masyarakat di Desa Kuala Pesisir, Kota Singkawang, Kalimantan Barat. Metode yang digunakan adalah kualitatif deskriptif dengan pengumpulan data melalui wawancara mendalam, observasi lapangan, dan dokumentasi, serta analisis data interaktif berdasarkan model Miles dan Huberman. Hasil penelitian menunjukkan bahwa restorasi mangrove meningkatkan kesadaran ekologis, memperkuat partisipasi sosial melalui pembentukan kelompok pengelola ekowisata, dan mendorong diversifikasi sumber pendapatan masyarakat hingga 20–40%. Selain itu, kegiatan restorasi membentuk struktur kelembagaan lokal yang memperkuat pengelolaan sumber daya pesisir secara partisipatif. Secara keseluruhan, restorasi mangrove di Kuala Pesisir berhasil memulihkan fungsi ekologis sekaligus menciptakan model keberlanjutan yang mengintegrasikan konservasi lingkungan dengan kesejahteraan masyarakat.

Abstract

Tanjung Labu waters have a coral reef ecosystem and are rich in a variety of biota such as the Pomacentridae and Chaetodotidae families. This family is an indicator of the health of coral reefs and plays a role in maintaining ecosystem balance. The aim of the research is to calculate the abundance of the Chaetodontidae and Pomacentridae families and analyze the relationship between the abundance of Chaetodontidae and Pomacentridae fish and habitat characteristics in coral reef ecosystems. The research was carried out in March 2024 in the waters of Tanjung Labu. The method used is UPT (Underwater Photo Transect) for coral reefs and UVC (Underwater Visual Census) for coral reef fish and the PAST 4.03 application to determine the relationship. The research results showed that the average live coral cover was 51.15%, and the abundance of the Chaetodontidae and Pomacentridae families was 1/m2. The number of individuals and species of the Chaetodontidae family is 37 individuals and 3 species, while the Pomacentridae family is 386 individuals and 20 species. The Chaetodontiadae family relationship is positively correlated with basic substrate cover components such as abiotic and other fauna, as well as environmental parameters such as brightness and current speed, but is negatively correlated with live coral and the type of coral reef life form, while the Pomacentridae family relationship is positively correlated with the closure component. basic substrates such as coral reef life form and dead coral, as well as environmental parameters such as water depth.

Abstract

Product marketing during the Covid-19 pandemic has changed. During this pandemic, marketing fishery products through social media is a solution and innovative step towards increasing income. This purposes of this study were to determine the type of social media used and the effect of the use of social media on the income of fishery product distribution business actors in Cilacap Regency. This study used purposive random sampling data collection techniques at Fish Auction Places (Tempat Pelelangan Ikan-TPI) Lengkong and Menganti Kisik Cilacap Regency with a sample of 30 respondents with 15 respondents each TPI. The analytical method used in this research is descriptive, SWOT analysis and scoring system. The results revealed that WhatsApps was the most widely used social media and was considered the most effective by respondents in marketing fishery products both at TPI Lengkong (60%) and TPI Menganti Kisik (66.7%). The study indicated that fishery product distribution business actors in Cilacap Regency consider that social media has an effect on increasing income at TPI Lengkong (46.7%) while at TPI Menganti Kisik (53.3%). This study recommends that stakeholders take an active role in opening up market share for fishery products, so that wider export opportunities for traditional fishery products could penetrate international market.Keywords: social media, distribution of fishery products, Cilacap, Covid 19 pandemic

Abstract

Improving the quality of service requires support from all groups, including the integrity and commitment of the Police leadership and service officers as well as the community's commitment not to commit deviations in accordance with the Citizen's Charter (service contract) which has been formulated and established as a guideline for the implementation of Polri's public services. The public must always prioritize equal rights and justice regarding these services so that improvements in the quality of Polri's public services in the future can be achieved effectively and efficiently by achieving good governance which is characterized by clean governance. This is in accordance with the general principles of state administration (the general principle of organizational state) which consist of legal certainty, orderly state administration, public interest, openness, proportionality, professionalism and accountability.

Abstract

Government organizations must always improve their performance according to the needs of a developing society. The survey results showed that the public did not get satisfaction so they got the highest "B" score for public services and service units. The basis for implementing Community Satisfaction Monitoring is the Minister of State Apparatus Empowerment and Bureaucratic Reform Regulation Number 14 of 2017 concerning Guidelines for Preparing Community Satisfaction Monitoring in Public Service Units. This research aims to test and analyze the influence of digital culture, coordination, job satisfaction on the performance of financial manager employees of KPPN Balige work partners through the mediating variable, namely organizational commitment, using data processing techniques for a sample of 92 employees. Data collection was carried out by distributing questionnaires that used a 5-point Likert Scale to measure the statements of the five variables studied. The analysis technique used is multiple linear regression analysis. The research results show that partially coordination, job satisfaction, organizational commitment and employee performance do not have a significant effect on the performance of financial manager employees. Only the digital culture variable influences the performance of financial management employees of KPPN Balige partners who oversee 4 (four) districts. So it can be concluded that in general digital culture, coordination and job satisfaction have no or very little influence on organizational commitment because most employees do not want to work in the current agency or organization.

Abstract

The purpose of this research is to identify the implementation, identify the responses of fishermen and related stakeholders, analyze the problems, and recommend strategic solutions that will be offered to the central government regarding the capture fisheries business of small pelagic purse seine fishermen at PPP Muara Sungai Baturusa Kota Pangkalpinang after the issuance of PERMEN-KP RI Number 18 of 2021. The informants of this research are small pelagic purse seine fishermen and related stakeholders at the PPP Muara Sungai Baturusa Pangkalpinang City. The method used is descriptive qualitative. Data collection by direct observation and interviews. Data were analyzed by qualitative analysis and SWOT analysis. The results showed that the policy implementation of PERMEN-KP RI Number 18 of 2021 on small pelagic purse seine fishing gear has not gone well. The impact of the separation of authority has resulted in instability in the economy and social life of fishermen and related stakeholders. Fishermen become afraid to fish > 12 nautical miles because they will definitely be prosecuted/arrested by fisheries supervisory officers. With all the consequences if the policy is not reviewed by the central government, in the future it is likely that many small pelagic purse seine vessels at PPP Muara Sungai Baturusa Kota Pangkalpinang will experience bankruptcy.
