Abstract

Integration of Agrarian Literacy in Citizenship Education. Objective: This study aims to formulate an integration model of land literacy within social education to enhance students’ critical awareness and serve as a preventive strategy against agrarian conflict in Indonesia. Method: This qualitative literature analysis draws on Paulo Freire's critical pedagogy to combine recent empirical findings with agrarian policy advances. Finding: Apart from unequal land ownership, the study shows those agrarian conflicts result from young people's ignorance of land rights, legal procedures, and history. Civic education in schools also emphasizes excessive memorization and fails to connect with students' local realities. The current curriculum does not address local agrarian issues, and teaching methods are mostly one-sided, failing to encourage critical thinking or active participation from students. To address this, the study suggests a model for agrarian literacy that includes three key components: (1) a curriculum that covers local agrarian topics like customary rights, land disputes, and agrarian law; (2) engaging learning methods like project-based learning and real-life case studies of land conflicts; and (3) partnerships with organizations like the National Land Agency, traditional institutions, and non-governmental organizations in the agrarian field. Conclusion: Agrarian literacy is an important citizenship competency that helps form citizens who are legally aware, sensitive to social justice, and capable of actively resolving land conflicts. Therefore, agrarian literacy needs to be systematically integrated into the national education framework. Keywords: land literacy, civic education, agrarian conflict, critical pedagogy, civic engagement.

Abstract

This research analyzes ownership patterns and the process of legalizing customary land in Manggarai Regency. The research method used is qualitative with a descriptive approach and uses secondary data. Normative socio-juridical methods are also used to view and analyze the research data that has been collected. Data was collected through observations and interviews with traditional elders and members of traditional communities. The results showed that the legalization of Ulayat land greatly affected the pattern of land ownership in Manggarai and the change of entities from indigenous land to non-indigenous land that was initially jointly controlled or communal into individual rights due to the legalization or registration of land. Legalization of Ulayat land with a public dimension can only be done by measuring, mapping, and recording it in the land register. Meanwhile, Ulayat land with private dimensions can be issued a land certificate for individuals with a release mechanism from the customary leader to be used as state land. This legalization resulted in the depreciation of Ulayat land and the fading of customary bonds in Manggarai. This research provides insight into land legalization's legal and social impacts on Manggarai, highlighting significant changes in ownership structures and the loss of customary values.

Abstract

Forests in Indonesia are a vital ecosystem, covering 64% of the country’s total land area, according to data from the Ministry of Environment and Forestry (LHK) released in 2020. Forests serve not only as a source of livelihood but also as a place for meeting the needs of communities, including customary law community (MHA) that have long controlled and utilized forest land prior to the establishment of the nation. One example of a land control conflict in forest areas by MHA occurs in Nagari Simpang Utara. The MHA, led by Datuk Putiah, claims the forest area as ulayat land under Minangkabau customary law. The government, through the Ministry of LHK, has designated this area as state forest land according to Law No. 41 of 1999 on Forestry, reinforced by Minister of Forestry Decree No. 35/Menhut-11/2013. This study aims to identify the dynamics of land control by MHA and find conflict resolution solutions in accordance with applicable regulations. The research method used is qualitative with a descriptive approach. The findings indicate that the recognition and existence of MHA often conflict with government policies, causing friction between indigenous communities and state authorities. In this regard, conflict resolution efforts must consider both sides to achieve a fair and sustainable solution.

Abstract

In its implementation, access arrangement activities do not always run smoothly; several problems are encountered, such as not knowing the capabilities of the subject and the land object; the parties involved are not optimal; and there is no increase in income after carrying out these activities. Therefore, it is necessary to prepare a plan based on the potential of the Sumberarum District area, the conditions of economic activities, and the parties involved so that its implementation can be maximized. The research method used is a survey with a quantitative descriptive approach. The results of the preparation of this plan include several strategies that focus on increasing people's income by reducing shopping costs, achieving maximum profits through increasing production aspects, increasing the value of production results, and improving marketing. Meanwhile, several obstacles to implementing access reform in Sumberarum District include the small area of rice fields per farmer (on average, only 0.1 hectares), which is limited for each farmer; the implementation of policies that do not benefit the community; the lack of interest of the younger generation in agriculture; and the absence of action. follow up on the policies that have been implemented, with one result being a minimal budget.   Abstrak: Pada pelaksanaannya kegiatan penataan akses tidak selalu berjalan lancar, beberapa permasalahan yang dihadapi seperti ketidaktahuan kemampuan subjek serta objek tanahnya, pihak yang terlibat kurang maksimal dan tidak ada peningkatan pendapatan setelah dilaksanakan kegiatan tersebut. Oleh sebab itu, perlu dilakukan penyusunan rencana berdasarkan potensi wilayah Kalurahan Sumberarum, kondisi kegiatan ekonomi dan pihak-pihak yang terlibat agar dapat maksimal pelaksanaannya. Metode penelitian yang digunakan adalah survei dengan pendekatan deskriptif kuantitatif. Hasil dari penyusunan rencana tersebut mencakup beberapa strategi yang berfokus pada meningkatkan pendapatan masyarakat dengan mengurangi biaya belanja, mencapai laba maksimum melalui peningkatan aspek produksi, peningkatan nilai hasil produksi, dan perbaikan dalam hal pemasaran. Sementara itu, beberapa kendala dalam pelaksanaan acces reform di Kalurahan Sumberarum mencakup luas lahan sawah tiap petani rata-rata hanya 0,1 hektar yang terbatas bagi setiap petani, penerapan kebijakan yang tidak menguntungkan masyarakat, kurangnya minat generasi muda dalam bidang pertanian, dan ketidakadaan tindak lanjut terhadap kebijakan yang telah diterapkan, dengan salah satu akibatnya adalah anggaran yang minim.
