Abstract

To make poor inhabitants obtain welfare is a joint effort of various institutions together with the poor themselves.The task will fail if the interanalisation of interest does not exist. The poor farmers’ welfare is not only the interest of the farmersthemselves but should also be the interest of the land office. This will result if the land office is consistent in empowering thefarmers. What kind of consistency does the land office own at present? The reply can be obtain through a qualitative rationalisticresearch. All of the answers were done through interniews of the informants and library study. The forms of consistency of theland office were defending the opinions, seeking for the funds, and persuading people..The forms of consistency found in villagegovernment the efforts of the village head on preserving the environment. For the poor, the consistency they wanted was thattheir certificates of land ownership to be used as an asset for their future business.Key words: consistency, policy, farmers’ welfare

Abstract

The implementation of agrarian reform to date has not been maximized due to the existence of sectoral egos and lack of coordination between related sectors / ministries. The institutional formation of the GTRA is expected to be able to unite across sectors of the relevant ministries / institutions. In Central Lampung Regency there are many land issues on HGU land and transmigration land which will later become the priority location of the Agrarian Reform Land (TORA). The Central Lampung BPN target in 2020 as many as 3,000 plots of land will be distributed to the public. It is hoped that the existence of GTRA can support the achievement of these targets. This study aims to determine the role of GTRA, obstacles and how to overcome obstacles in implementing agrarian reform in Central Lampung Regency. The research method used is qualitative with a descriptive approach. The results showed that budget limitations and the existence of an institutional sectoral ego led to impeded implementation of asset management and access structuring. A strong commitment from all GTRA implementers is needed in carrying out all agrarian reform programs. If not, the GTRA will be the same as the previous institution which only changed its name.Keywords: Agrarian Reform, GTRA, TORA Intisari: Pelaksanaan reforma agraria sampai saat ini belum maksimal dikarenakan adanya ego sektoral dan kurangnya koordinasi antara lintas sektor kementerian/lembaga terkait. Pembentukan kelembagaan Gugus Tugas Reforma Agraria (GTRA) diharapkan mampu menyatukan lintas sektor kementerian/lembaga terkait. Di Kabupaten Lampung Tengah terdapat banyak permasalahan tanah pada tanah HGU dan tanah transmigrasi yang nantinya dijadikan lokasi prioritas Tanah Objek Reforma Agraria (TORA). Target BPN Kabupaten Lampung Tengah tahun 2020 sebanyak 3.000 bidang tanah akan direditribusikan ke masyarakat. Harapannya dengan adanya GTRA dapat mendukung capaian target tersebut. Penelitian ini bertujuan untuk mengetahui peran GTRA, kendala dan cara mengatasi kendala dalam pelaksanaan reforma agraria di Kabupaten Lampung Tengah. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukan bahwa keterbatasan anggaran dan adanya ego sektoral kelembagaan menyebabkan terhambatnya pelaksanaan penataan aset dan penataan akses. Dibutuhkan komitmen yang kuat dari seluruh pelaksana GTRA dalam menjalankan seluruh program reforma agraria. Jika tidak maka GTRA akan sama saja dengan kelembagaan sebelumnya yang hanya berganti nama.Kata Kunci: Reforma Agraria, GTRA, TORA

Abstract

Abstract: The land authority office should archive the land documents in order to ensure legal certainty and protection, especially land titles. In addition to land titles, another important document is warkah which is the basis of rights in the issuance of a land titles certificate. As an archive of historical value, digital storage is required. To solve the prob-lem, utilization of information technology in assisting archiving of warkah in this case using Warkah Information Application (i-Wak) is expected to assist employees perfor-mance and more accurate, fast, and effective in the process of its work. The purpose of this research is to know the application of Information Application Warkah (i-Wak) in filing system warkah and land book at Land Authority Office of Banyuasin Regency. This research uses quantitative descriptive research method. The results showed that the i-Wak Application can be useful to minimize the risk of data loss to the borrower as well as the number of land and land books that have been borrowed. It also established a good archiving system but qualified to be used in support of data maintenance activities land rights too.Keyword: information application warkah (i-wak), land book, information technologyIntisari: Kantor pertanahan harus melakukan pengarsipan dokumen pertanahan terse-but dalam rangka menjamin kepastian dan perlindungan hukum khususnya buku tanah. Selain buku tanah, dokumen penting lainnya adalah warkah yang menjadi alas hak da-lam penerbitan sebuah sertipikat hak atas tanah. Sebagai arsip yang memiliki nilai guna kesejarahan, maka diperlukan penyimpanan secara digital. Pengarsipan di Kantor Per-tanahan Kabupaten Banyuasin hanya dilakukan secara analog. Untuk memberi solusi atas permasalahan tersebut, pemanfaatan teknologi informasi dalam membantu pengarsipan warkah yang dalam hal ini menggunakan Aplikasi Informasi Warkah (i-Wak) diharapkan dapat membantu kinerja pegawai dan lebih akurat, cepat, dan tepat dalam proses pengerjaannya. Tujuan penelitian ini adalah untuk mengetahui penerapan Aplikasi Informasi Warkah (i-Wak) dalam sistem pengarsipan warkah dan buku tanah di Kantor Pertanahan Kabupaten Banyuasin. Jenis penelitian ini menggunakan metode penelitian deskriptif kuantitatif. Hasil penelitian menunjukan bahwa Aplikasi i-Wak dapat berguna untuk meminimalisir resiko kehilangan data terhadap peminjam serta jumlahwarkah dan buku tanah yang telah dipinjam dan terbentuk sistem pengarsipan yang baik selain itu juga berkualitas untuk digunakan dalam mendukung kegiatan pemeliharaan data hak tanah.Kata Kunci: aplikasi informasi warkah (i-wak), buku tanah, teknologi informasi

Abstract

Abstract: Overlapping case of land tenure and land ownership between the farming community on the Veterans Legion of the Republic of Indonesia (LVRI) and PT. Pertiwi Lestari located in Margakaya Village, Telukjambe Barat Sub-District, Karawang District. PT. Pertiwi Lestari has Hak Guna Bangunan No. 5/ Margamulya with area 328.2 ha located on the settlement land of Cijambe, Margakaya village. LVRI community takes legal action by submitting a lawsuit to the PTUN. The lawsuit at the stage of the Judicial Review in the Supreme Court could not accept the lawsuit of the LVRI community. Conflict resolution through the judiciary is not fully acceptable to the parties to the conflict, so the parties conduct peace deliberations with one solution to the conflict, namely resettlement of 50 LVRI community families who do not have a place to live due to the land case that occurred. This research was conducted with a qualitative method with a descriptive approach. The results of this study indicate that with this resettlement, as many as 50 LVRI community families obtain certainty of tenure, ownership, use and utilization of land in a new place. the compatibility of characteristics between the residents of Margakaya Village, the majority of which are farmers and farm laborers with resettled communities, making the resettlement community not having difficulty in adapting. A positive response from the community to settlements through resettlement makes the legal certainty of ownership of the land which the resettlement participant feels directly.Keywords: Land Case, Conflict Solution, ResettlementIntisari: Kasus tumpang tindih penguasaan dan pemilikan tanah antara masyarakat penggarap Legiun Veteran Republik Indonesia (LVRI) dengan PT. Pertiwi Lestari yang terletak di Desa Margakaya Kecamatan Telukjambe Barat Kabupaten Karawang seluas 328,2 Ha ternyata di lapangan berada di tanah permukiman Kampung Cijambe Desa Margakaya. Masyarakat LVRI kemudian menempuh jalur hukum dengan mengajukan gugatan ke PTUN. Gugatan tersebut pada tahap Peninjauan Kembali ditolak oleh Mahkamah Agung. Para pihak melakukan musyawarah perdamaian dengan salah satu solusi konflik yaitu me-resettlement 50 KK masyarakat LVRI yang tidak memiliki tempat tinggal akibat kasus pertanahan yang terjadi. Penelitian ini dilakukan dengan metode kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukan bahwa dengan resettlement ini, sebanyak 50 KK masyarakat LVRI mendapatkan kepastian penguasaan, pemilikan, penggunaan, serta pemanfaatan tanah di tempat yang baru. Kesesuaian karakteristik antara penduduk Desa Margakaya yang mayoritas petani dan buruh tani dengan masyarakat yang di-resettlement, menjadikan masyarakat yang di-resettlement tidak kesulitan untuk beradaptasi. Respons positif masyarakat terhadap penyelesaian melalui resettlement membuat kepastian hukum kepemilikan atas tanah dengan yang dirasakan langsung oleh peserta resettlement.Kata Kunci: Kasus Pertanahan, Solusi Konflik, Resettlement

Abstract

Abstract: The target of Complete Systematic Land Registration (PTSL) increased from year to year. To support in achieving that big target, ATR / BPN DIY Regional Office made various innovations, one of the innovations was applying a computer application called SIAP application. This study aims to explain the role and strategy of involving the parties in the implementation of the SIAP application in Srimulyo Village, Bantul Regency. This study aims to explain the role and strategy of involving the parties in the implementation of the SIAP application in Srimulyo Village, Bantul Regency. This method used in this research was descriptive qualitative with case study approach. The results showed that: 1) The role of the Bantul District Land Office was socializing the PTSL and SIAP applications, the Srimulyo Village Government coordinated and conducted technical guidance on Pokmas, and Pokmas played a role as field implementers. The community actively participated in the socialization related to PTSL, fulfilling the completeness of PTSL documents needed in the SIAP application, and actively asking information relating to PTSL, especially regarding filing. 2) The Bantul Regency Land Office, Srimulyo Village Government, and Srimulyo Village Pokmas have a strategy to involve the community and play an active role in the implementation of PTSL with the SIAP application that is conducting intensive socialization and providing necessary assistance such as facilities and infrastructure. The Srimulyo Village Government also modified the SIAP application according to the PTSL needs in Srimulyo Village.Keywords: PTSL, Application, Strategy. Intisari: Target Pendaftaran Tanah Sistematis Lengkap naik dari tahun ke tahun.Untuk menunjang pencapaian target yang tergolong cukup besar tersebut, Kantor Wilayah ATR/BPN DIY melakukan berbagai inovasi, salah satunya yaitu dengan Aplikasi SIAP. Penelitian ini bertujuan untuk menjelaskan peran serta strategi pelibatan para pihak dalam pelaksanaan Aplikasi SIAP di Desa Srimulyo, Bantul. Metode penelitian ini menggunakan deskriptif kualitatif dengan pendekatan studi kasus. Hasil penelitian menunjukkan bahwa: 1)Peran Kantor Pertanahan Kabupaten Bantul yaitu mensosialisasikan PTSL dan Aplikasi SIAP, Pemerintah Desa Srimulyo mengkoordinasikan dan melakukan bimbingan teknis terhadap Pokmas, dan Pokmas berperan sebagai pelaksana lapangan. Masyarakat berperan aktif mengikuti sosialisasi yang berkaitan dengan PTSL, memenuhi kelengkapan berkas-berkas PTSL yang diperlukan dalam Aplikasi SIAP, dan aktif menanyakan informasi yang berkaitan dengan PTSL terutama mengenai pemberkasan, 2) Kantor Pertanahan Kabupaten Bantul, Pemerintah Desa Srimulyo, dan Pokmas Desa Srimulyo memiliki strategi untuk melibatkan masyarakat dan berperan aktif dalam pelaksanaan PTSL dengan Aplikasi SIAP yaitu melakukan sosialisasi secara intens dan memberikan pendampingan dan bantuan yang diperlukan seperti sarana dan prasarana. Pemerintah Desa Srimulyo juga modifikasi terhadap Aplikasi SIAP sesuai kebutuhan PTSL di Desa Srimulyo.Kata Kunci: PTSL, Aplikasi, Strategi.

Abstract

The improving of land data quality of land data is one of the objectives of the Complete Systematic Land Registration (called as PTSL). The land data quality that was originally in the KW 4, 5, and 6 was upgraded to KW 1. However, there are many land offices experienced a number of problems. The Karanganyar Land Office on PTSL 2019  has become the one of an office that capable of working on improvement data quality activities with large volumes, namely 46.976 parcels. This study aims to determine the strategy that used and the validity of the land data. Through a sequential mix method with an exploratory approach, it was found that Kantah Karanganyar is applied the right strategy. This is indicated from the number of the increasing land data quality and 86% of 60 samples have a good validity.

Abstract

Dalam upaya meningkatkan kesejahteraan masyarakat, Pemerintah Desa Pucung menerapkan pendekatan kepemimpinan yang dikenal sebagai Friendly Leadership, berbasis sumberdaya agraria. Pendekatan ini diharapkan dapat menciptakan sinergi antara pemimpin dan masyarakat dalam mencapai tujuan bersama. Penelitian ini bertujuan untuk mengkaji penerapan Friendly Leadership oleh Pemerintah Desa Pucung serta dampaknya terhadap kesejahteraan masyarakat. Penelitian ini menggunakan metode kualitatif dengan pendekatan rasionalistik. Data dikumpulkan melalui wawancara mendalam dengan 15 informan yang dipilih secara purposive, serta dokumentasi data sekunder dari Pemerintah Desa. Hasil penelitian menunjukkan bahwa Friendly Leadership berkontribusi signifikan terhadap berbagai kegiatan pembangunan, seperti renovasi rumah dan infrastruktur jalan, yang menciptakan lingkungan sosial, ekonomi, dan budaya yang lebih baik. Kegiatan ini meningkatkan partisipasi masyarakat dan memperkuat hubungan antara pemerintah dan warga desa. Friendly Leadership yang diterapkan oleh Pemerintah Desa Pucung terbukti efektif dalam meningkatkan kesejahteraan masyarakat. Melalui komunikasi terbuka dan empati, kepemimpinan ini menciptakan lingkungan yang mendukung kolaborasi dan partisipasi aktif masyarakat dalam pengembangan desa.

Abstract

Sentang Village, Wonogiri District, Wonogiri Regency needs a community business action plan based on regional potential within the framework of agrarian reform. The action plan contains a plan of activities that need to be carried out by the village government, to develop community businesses within the framework of agrarian reform, for the improvement of community welfare. This research uses qualitative research methods, with a rationalistic approach. The number of informants was 10, purposively selected. The data consists of: (1) Primary data, obtained from interviews with informants; (2) Secondary data, in the form of population data in Sentang Village. Meanwhile, data analysis is carried out by utilizing qualitative data analysis techniques. The results of this study show that the action plan is prepared by taking into account physical and non-physical potentials, as well as the economic contribution of business fields in Sentang Village, which include: (1) agricultural business, (2) livestock business, (3) fisheries business, (4) trading business, (5) handicraft business, and (6) tourism business. Action plan provides benefits in the form of community welfare, consisting of: (1) economic welfare, (2) psychological welfare, (3) social welfare, and (4) cultural welfare

Abstract

Batang Regency, Central Java Province has several physical and non-physical potentials that can be utilized in the form of reform access, especially in Tumbrep Village and Surjo Village, which consist of creating conditions and implementing reform access, where the form of multi-party reciprocity in implementing reform access consists of various supports, such as: (1) resource support, (2) knowledge support, (3) training support, (4) management support, and (5) marketing support. However, in multi-party reciprocity in implementing reform access, there are obstacles that are faced, namely: (1) Complexity of management, consisting of fund allocation, coordination between various institutions, and monitoring of impacts, (2) Complexity of coordination, which causes: overlapping programs, and unclear roles and responsibilities of each party, (3) inequality of power, for example the relationship between: government and society, private sector and society, BUMD and society, and NGOs and society
