Abstract

Building an integrated electronic-based government system in personnel management is very important today. Transformation of the personnel management service process based on information technology is a mandate from the Regulation of the Head of BKN Number 20 of 2008 concerning the Personnel Service Application System (SAPK). Proposals for promotion are one form of service that is currently carried out through SAPK. The Regional Office XI BKN Manado has the responsibility in the process of determining the decision letter for the promotion of Civil Servants. This study was conducted to describe the existence of SIASN in the timeliness of determining the decision letter for the promotion of Civil Servants at Agencies in the Work Area of the Regional Office XI BKN Manado and what aspects cause delays in determining the decision letter for the promotion of Civil Servants. By using a qualitative design, it was found that there were slight weaknesses in the criteria for bureaucratic compliance (compliance) which can be seen from the delay in the signing stage of the decision letter for the promotion by the authorized official even though the SIASN operator had tried to be on time. The delay in signing the SKKP, although not caused by the dysfunction of the SIASN system, this obstacle still has a significant impact on the credibility of SIASN as a system designed to accelerate the promotion process.

Abstract

The purpose of the Minister of Home Affairs regulations Number 45 of 2016 is to create an orderly village government administration, provide clarity and legal certainty on village boundaries that meet technical and juridical aspects. Data shows that regional administration management, especially the affirmation of village boundaries in Indonesia, is still not optimal, where only 1,479 villages out of 74,962 villages have determined village boundaries. North Sulawesi Province, which consists of 1,507 villages, so far, only the Sangihe Regency Government has drafted 6 regional regulations related to the affirmation of village boundaries. The unclarity of village boundaries will automatically affect village development planning and the amount of village fund budget because the amount of village funds is adjusted and divided based on population, area, poverty rate, and geographical difficulty. With this condition, there are indications that the determination of the amount of village funds that are the government's flagship program is currently implemented not following valid village boundary rules and data. This research uses qualitative methods with a case study approach to explain the management of regional administration, especially boundary affirmation carried out in Sangihe Islands Regency, and factors that influence the implementation of village boundary affirmation

Abstract

This study aims to analyze the strategy of the Sangihe Islands Regency Tourism Office in managing Para Village as a community-based, sustainable ecotourism destination and to identify the challenges encountered in its management. The approach used is qualitative, using a case study method, with in-depth interviews, field observations, and documentation of local governments, Tourism Awareness Groups (Pokdarwis), and local communities. The study's results show that Kampung Para's ecotourism potential is enormous, with its main attractions being natural beauty, sustainable mangrove ecosystems, and the cultural richness of coastal communities. However, destination management still faces institutional and regulatory constraints, especially the unenacted Village Regulation (Perdes) on tourism levies, which has led to a weak legal basis and management accountability. Nevertheless, the community actively participates in maintaining the area's cleanliness, preserving local culture, and developing tourist attractions such as the Ampa Wayer dance and the Seke Maneke ceremony. The role of NGOs is significant in increasing community capacity through hospitality training, digital promotion, and policy assistance. To realize sustainable management, it is necessary to accelerate the legalization of Village Regulations, strengthen the Pokdarwis institution, and collaborate across sectors between the government, the community, and non-governmental partners. This research emphasizes that collaborative, locally rooted, value-based governance is the key to developing ecotourism that is inclusive, competitive, and supports achieving the Village SDGs, especially goals 8, 11, and 15.
