Abstract

Food estate is a concept for developing food production which is carried out in an integrated manner and consists of agriculture, plantations and even animal husbandry on large areas of land. This article aims to examine the development of food estates based on agrarian reform which is being carried out in Java, especially in West Java. The material for this article was obtained through qualitative methods. The type of qualitative method used is multiple case studies. Data collection is divided into two, namely primary data collection techniques and secondary data. Secondary data was obtained through document study, while primary data was obtained through observation and interviews. The research results show that food estates in West Java, especially in the case of development in Sukawargi Village, have shown quite encouraging results. Farmers can streamline production costs while increasing production yields. The Agribusiness Operational Cooperation (KOA) partnership model allows farmers to gain increased income and also be free from the ties of middlemen. There has been a significant change where farmers, who previously continued to carry out traditional agricultural practices passed down from generation to generation, have changed to modern agriculture based on agricultural mechanization and innovation. Different things happen in Mekarwangi Village where basic problems related to agricultural supporting infrastructure are not yet available. This condition shows that Mekarwangi Village needs to be encouraged to fulfill the basic prerequisites for food estate development so that its success and sustainability can also be ensured.

Abstract

Stakeholder analysis makes it possible to map the categories of program recipients and organizations implementing agrarian reform programs. Through stakeholder analysis, it is hoped that program acceptance among beneficiary groups can increase. This article aims to examine the implementation of agrarian reform and stakeholder mapping in the case of implementing agrarian reform in Bilok Petung Village. The data for this paper was taken using qualitative methods. Data collection was carried out in two ways: interviews with 12 informants and document studies of journals, books, articles, and related regulations. The data analysis process will be carried out by separating secondary data (literature study) and primary data (field study results). The findings of this research show that there are 11 stakeholders who play an important role in the asset management program and 13 stakeholders who have a main role in the access management program. The findings were then mapped into four quadrants, namely: (1) subject, (2) key players, (3) supporters, and (4) other followers. This research also shows the role of stakeholders in the agrarian reform program, such as policymakers, facilitators, coordinators, planners, implementers, mediators, and accele­rators.

Abstract

The expansion of Yogyakarta City has extended beyond its administrative boundaries, leading to increasingly dense and irregular residential development in peri-urban areas. This unplanned growth presents challenges in settlement organization and infrastructure provision. This study aims to analyze the role and effectiveness of land consolidation as a planning instrument to improve the structure of residential areas in peri-urban Yogyakarta. A desk research method was applied, utilizing secondary data sourced from scientific journals, official reports, Google Earth imagery, and BHUMI.atrbpn interactive maps. The analysis compares two residential areas with similar initial conditions—former rice fields with scattered housing—one of which implemented land consolidation, while the other did not. The findings indicate significant differences in spatial development patterns. In areas with land consolidation, residential plots are systematically arranged, and each has access to a road network, enabling more organized growth. In contrast, areas without land consolidation exhibit irregular, clustered development primarily along main roads, with limited internal access. These results suggest that land consolidation contributes positively to residential planning by ensuring orderly land parceling and improved infrastructure access. The study concludes that land consolidation is an effective tool for guiding spatial development in peri-urban settlements.   Perluasan Kota Yogyakarta telah melampaui batas administratifnya, yang menyebabkan semakin padatnya dan tidak teraturnya pembangunan permukiman di kawasan pinggiran kota (peri-urban). Pertumbuhan yang tidak terencana ini menimbulkan tantangan dalam penataan permukiman dan penyediaan infrastruktur. Penelitian ini bertujuan untuk menganalisis peran dan efektivitas konsolidasi lahan sebagai instrumen perencanaan untuk memperbaiki struktur kawasan permukiman di kawasan pinggiran kota Yogyakarta. Metode penelitian yang digunakan adalah metode desk research dengan memanfaatkan data sekunder yang bersumber dari jurnal ilmiah, laporan resmi, citra Google Earth, dan peta interaktif BHUMI.atrbpn. Analisis ini membandingkan dua kawasan permukiman dengan kondisi awal yang serupa—bekas persawahan dengan perumahan yang tersebar—salah satunya menerapkan konsolidasi lahan, sedangkan yang lainnya tidak. Temuan penelitian menunjukkan adanya perbedaan yang signifikan dalam pola pengembangan spasial. Di kawasan dengan konsolidasi lahan, petak permukiman tersusun secara sistematis, dan masing-masing memiliki akses ke jaringan jalan, sehingga memungkinkan pertumbuhan yang lebih teratur. Sebaliknya, kawasan tanpa konsolidasi lahan menunjukkan pembangunan yang tidak teratur dan berkelompok terutama di sepanjang jalan utama, dengan akses internal yang terbatas. Temuan ini menunjukkan bahwa konsolidasi lahan meningkatkan desain perumahan dengan mengatur pembagian lahan dan akses infrastruktur. Studi ini menemukan bahwa konsolidasi lahan membantu permukiman pinggiran kota berkembang secara spasial.

Abstract

The rapid development of a region's environment has led to the emergence of slum areas due to the growing population and increased industrial and commercial activities. One way to address slum areas is through the Land Consolidation program. The implementation of land consolidation often encounters failures, so examples of successful implementation of the program are needed. This study aims to determine the stages of implementing the land consolidation program, the factors that inhibit and drive land consolidation, and the impact of land consolidation on the environmental and socio-economic conditions of the community. This study was conducted using a survey method with a mixed-method approach. Data collection methods were carried out using questionnaires, interviews, observations, and literature studies. The results of this study indicate that the implementation of land consolidation is running in accordance with applicable regulations. In its implementation, there are inhibiting and driving factors, both internal and external. Land consolidation has an impact on improving environmental quality and the socio-economic conditions of the community. The results of the implementation of land consolidation in Penawangan Village can be used as a reference for the level of success if a similar program is duplicated in a similar location and can identify efforts to overcome problems that arise later during implementation.

Abstract

Development that continues to increase, especially in the housing sector and tourism industry in Junrejo District, Batu City, East Java Province, has resulted in massive land conversion activities occurring, especially the reduction of agricultural land to non-agricultural land. It turns out that some of the land conversions are not in accordance with the regional spatial planning (RTRW) that has been determined. This study aims to determine the suitability of land conversion to RTRW directions in the Junrejo District area and the factors that influence the occurrence of land conversion. The method used in this research is a quantitative method with a spatial approach and a descriptive qualitative method. The results of this research are: (1) there is suitability for land conversion to the RTRW covering an area of 54.47 hectares, nonconformity covering an area of 24.77 hectares, and supporting the RTRW direction covering an area of 104.78 hectares; (2) factors causing land conversion in Junrejo District are the need for housing, increasing land prices, and the choice to work outside the agricultural sector. Pembangunan yang terus meningkat terutama pada sektor perumahan dan industri pariwisata di Kecamatan Junrejo, Kota Batu Provinsi Jawa Timur, membuat aktivitas alih fungsi lahan masif terjadi, terutama penyusutan lahan pertanian ke non pertanian. Ternyata sebagian alih fungsi lahan tersebut tidak sesuai  dengan Rencana Tata Ruang Wilayah (RTRW) yang sudah ditetapkan. Kajian ini bertujuan untuk mengetahui kesesuaian alih fungsi lahan terhadap arahan RTRW di wilayah Kecamatan Junrejo dan faktor-faktor yang mempengaruhi terjadinya alih fungsi lahan tersebut. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dengan pendekatan spasial dan metode kualitatif deskriptif. Hasil dari penelitian ini adalah: (1) terdapat kesesuaian alih fungsi lahan terhadap RTRW seluas 54,47 hektar, ketidaksesuaian seluas 24,77 hektar dan mendukung arahan RTRW seluas 104,78 hektar; (2) faktor penyebab terjadinya alih fungsi lahan di Kecamatan Junrejo adalah kebutuhan tempat tinggal, harga lahan yang meningkat, dan pilihan bekerja di luar sektor pertanian.
