Abstract

This study aims to reveal debate over the formulation of local regulation. Particularly, it seeks to know political dynamics at the grassroot level in policy-making. Theoretical assumption mentions that policy-making is not only a process of government technocracy, but it can also a debate over current discourse among citizens. The qualitative study discloses that the political debate over this discourse occurs due to contradictory perspectives on the aspirations of Shari’a law as a part of formal institutions in the state. The first camp argued that Islam should exist in the public as an effort to build an ideal society. Islam must be included as part of the state, at least in local regulation. In contrast, the second camp argued that in building the ideal society, state does not need to include Islam as part of the state in the regulation.

Abstract

This study aims to analyze the influence of civil engagement on the political preferences of the people in Kampung Naga during the 2024 regional head election process. Political preferences can reveal factors that influence a person's decision to participate in the regional head election. The study used a mixed method through the distribution of questionnaires and in-depth interviews with residents of Kampung Naga. The results showed that there was an influence between variables of 19%. This influence is very small. The researcher then studied it using a qualitative research approach. Some of the main reasons include traditional leaders who highly respect and give freedom to the community to choose, social changes in the form of modernization and changes in social values and access to various information such as social media. Factors such as personal preferences, family influences, and access to external information play a bigger role in shaping voter behavior. In the future, there needs to be further attention regarding social and cultural changes that can influence political behavior in traditional village communities.The recommendation in this study is to compare the implementation of elections in other indigenous communities in order to obtain comprehensive information regarding the influence of external culture and leadership on community behavior.

Abstract

Domestic waste water is liquid waste from household activities, as well as other public places that contain materials that can endanger living things and disrupt environmental sustainability. The production of domestic wastewater will increase, especially in densely populated areas, so it is necessary to have initial management of domestic wastewater before it is discharged into the environment around the community. The City of Tasikmalaya itself has issued Regional Regulation Number 2 of 2021 concerning Domestic Wastewater Management. This study aims to analyze how to approach green politics in the Regional Regulation of the City of Tasikmalaya Number 2 of 2021 by using Green Political Theory initiated by R. Eckersley with the ecocentrism paradigm which is the main characteristic in Green Political Theory. The research method used in this research is qualitative research which is descriptive in nature to explain the actual conditions that occur in the field . The results of this study explain that the formation of Regional Regulation of the City of Tasikmalaya Number 2 of 2021 concerning Domestic Wastewater Management is theoretically green politics based on a review of increasing environmental pollution and the achievement of ODF ( Open Defecation Free) in Tasikmalaya City which is still low. So with the formation of this policy to create an ecologically sustainable Tasikmalaya City community that is rooted in concern for the environment , especially in the management of domestic wastewater so as to create healthy and sustainable environmental conditions for the next generation. The management of domestic wastewater is an issue that is closely related to the environment and community activities. Regional Regulation of the City of Tasikmalaya Number 2 of 2021 concerning Domestic Wastewater Management is characteristic of an ecocentric paradigm that adopts a holistic perspective by assessing populations, species, ecosystems and the natural environment as a whole.

Abstract

Pengabdian menjelaskan tentang pengembangan usaha UMKM salah satunya adalah usaha gula semut. Pelaksanaan pengabdian masyarakat dilaksanakan di Desa binangun, Kota Banjar. Kegiatan ini merupakan Kerjasama mitra dengan tujuan pada pengembangan ekonomi lokal. Berdasarkan pada hasil Focus Group Discussion (FGD) dan observasi ditemukan permasalahan bahwa usaha home industry yang dijalankan oleh masyarakat setempat terkesan berjalan masing-masing dan tidak terkoordinasi dengan baik oleh desa. Padahal potensi lokal seperti gula semut bisa menjadi salah satu branding produk lokal desa yang sangat memadai. Karakteristik masyarakat di Desa Binangun cukup menarik misalnya terdapat salah satu dusun yang mata pencaharian masyarakatnya mayoritas sebagai pengrajin industry yaitu Dusun Priyagung. Selama ini produksi gula semut masih mengemas produknya dengan sangat sederhana dan belum memiliki merek dagang yang familiar di mata konsumen. Selain itu, kesulitan dalam manajemen pemasaran dan keuangan menjadi salah satu tantangan perkembangan dari home industry gula semut. Oleh karena  itu, kegiatan pengabdian berfokus meningkatkan inovasi lokal dengan pengembangan industy gula semut. Pengabdian akan memberikan beberapa pendampingan penyusunan business plan, manajemen pemasaran, dan pembukuan keuangan. Hasil pengabdian ini menunjukkan bahwa kelompok masyarakat melaksanakan kegiatan UMKM yang merupakan Kerjasama antara pemerintah desa dengan kelompok perempuan. Beberapa hasil produk misalnya pembuatan dodol dengan bahan dasar gula semut dan pembuatan kripik. Kegiatan ini memberikan pendampingan yang intensif mulai dari cara penentuan kualitas produk, pembukuan usaha dan pemasaran. Diharapkan program pengabdian ini dapat membantu pemerintah desa untuk berkolaborasi dengan para pelaku home industry sehingga pengembangan industry gula semut memiliki kelompok usaha, rumah produksi yang memadai, dan manajemen pemasaran yang baik dan terintegrasi dengan potensi wisata lokal lainnya. Pada akhirnya, kegiatan ini akan berorientasi pada peningkatan kesejahteraan masyarakat Desa Binangun.

Abstract

Pengabdian pada masyarakat yang sudah dilakukan menggunakan skema Ketahanan Pangan. Pengabdian ini dilakukan untuk menindaklajuti hasil observasi pemetaan profil, permasalahan dan potensi yang ada di Desa Sukajaya Kabupaten Ciamis, hasil observasi lapangan ditemukan bahwa di wilayah Desa Sukajaya sejalan dengan program desa tentang ketahanan pangan, selain mengadakan penyuluhan tentang isu resesi ekonomi tahun 2023, Dalam rangka meningkatkan akses masyarakat terhadap pangan yang bergizi, program ini mengedukasi masyarakat untuk menanam kebutuhan dapur sehari-hari di pekarangan rumah. Pendekatan ini tidak hanya bertujuan untuk mengurangi ketergantungan pada pasokan pangan eksternal, tetapi juga untuk menciptakan kemandirian pangan jangka panjang. Kegiatan yang dilaksanakan meliputi pelatihan teknik bertani di pekarangan rumah, penyediaan bibit tanaman yang sesuai dengan iklim lokal, serta pendampingan dalam perawatan dan panen. Program ini dapat meningkatkan kualitas hidup masyarakat Desa Sukajaya dengan mengoptimalkan potensi lahan pekarangan rumah mereka sebagai sumber pangan yang berkelanjutan. Program ini juga memberikan kontribusi pada peningkatan kesadaran masyarakat tentang pentingnya keberagaman konsumsi pangan dan pengelolaan sumber daya alam secara berkelanjutan. Program Penguatan Ketahanan Pangan Masyarakat Desa Sukajaya Kabupaten Ciamis berhasil mencapai beberapa tujuan utama yang telah direncanakan. Sebanyak 80% dari peserta pelatihan menunjukkan peningkatan pemahaman yang signifikan mengenai teknik bertani di pekarangan rumah. Selain itu Masyarakat Desa Sukajaya kini lebih mandiri dalam memenuhi kebutuhan pangan sehari-hari mereka. Dengan memanfaatkan pekarangan rumah untuk menanam bahan pangan, mereka berhasil mengurangi ketergantungan pada pasar dan mengurangi biaya belanja pangan. Hal ini juga berdampak positif terhadap pola makan keluarga, yang kini lebih bergizi dan beragam. Sebagai hasil dari program ini, terbentuk kelompok masyarakat yang secara rutin berkumpul untuk berbagi pengalaman dan pengetahuan terkait pertanian rumah tangga. Kelompok ini diharapkan dapat menjadi agen perubahan yang terus mengembangkan pengetahuan pertanian di desa dan memperluas jaringan kerja sama dengan instansi terkait.

Abstract

Poverty reduction remains a major challenge in Indonesia. Although government reports always show a yearly decrease in poverty, this is not always accurate. The same situation occurred in Tasikmalaya City. In 2020, Tasikmalaya City was identified as the poorest city in West Java. Despite a decline in the poverty rate in Tasikmalaya City, from 12.72% in 2022 to 11.53% in 2023, poverty remains a significant issue. This research aims to examine how the government manages and controls poverty in Tasikmalaya City. The study uses a qualitative approach. Key informants were selected through purposive sampling. Primary data was collected via interviews and observations, while secondary data came from literature and document studies. Data analysis employed triangulation based on Miles and Huberman. The findings indicate that government governance has not effectively impacted poverty reduction; collaboration, particularly regarding poverty alleviation programs, has not been carried out optimally. Recommendations suggest that the government should apply the principles of good governance to improve collaboration among OPDs in implementing poverty reduction programs.

Abstract

This paper aims to explain local democracy in indigenous communities. To understand how local democracy is practiced in indigenous communities, it is necessary to trace how power is distributed in these communities. This study uses qualitative research methods that allow for in-depth exploration of local democracy and power distribution in the Kuta indigenous community. The practice of democracy in indigenous communities is not only present in formal mechanisms regulated by the state, but also through informal mechanisms rooted in tradition and local wisdom. In indigenous communities, regulations in various aspects of life are not only part of the functioning of formal government but also become a realm of regulation based on local customary values. Meanwhile, the democratic values of indigenous Indonesian communities generally stem from a spirit of togetherness and kinship. The tradition of deliberating to resolve issues, followed by consensus-based decision-making, is a manifestation of these values of togetherness and kinship. An important finding of this study is that the formal power structure in Kampung Kuta is divided into two structures, namely the formal structure run by the village government and the informal structure run by the customary leader, which includes the kuncen, customary elders, and village elders. The results of the study show that the practice of local democracy in Kampung Kuta can balance the division of formal and informal power, which serves to maintain community identity, strengthen social life, and ensure the sustainability of cultural values. This confirms how local democracy can adapt to traditional values.
