Abstract

Libraries can play a more role and can contribute in terms of community empowerment, closer, invite and empower the community. One way to get closer to the community is that the library can use the concept of inclusion to achieve its goals as a principle of lifelong learning. Inclusion-based libraries are libraries that facilitate the community in developing their potential by seeing cultural diversity, willingness to accept change, and offering opportunities to try, protect and fight for culture and human rights. This has been done by the Library of Science Resources in Marga Sakti Village, Musi Rawas Regency, with the concept of a Village Library Based on Social Inclusion, which has made the library an institution that can empower the community through productive activities such as making bitter melon chips, cultivating crickets, providing internet access for the community, Karang Taruna activities by establishing Youth Bands, PKK activities centered in libraries, storytelling activities, mobile libraries, establishing reading villages and others. Of the many activities above, this indicates that the library has become the central activity of the village community and as a concrete manifestation that the Marga Sakti Village Resource Library has implemented the concept of Social Inclusion.

Abstract

Keberadaan anak mempunyai peranan yang sangat penting sebagai generasi penerus, Akan tetapi permasalahan saat ini masih sering dijumpai bentuk-bentuk pelanggaran terhadap hak anak tak terkecuali anak yang baru saja dilahirkan, yaitu berupa kekerasan yang menimbulkan kematian yang dilakukan oleh ibu kandung. Hukum sebagai salah satu tiang utama dalam menjamin ketertiban masyarakat, diharapkan mampu mengantisipasi segala tantangan kebutuhan, kendala-kendala yang menyangkut sarana dan prasarana serta peluang yang terjadi sebagai akibat dari hasil pembangunan yang telah dicapai. Dalam Pembukaan Undang-undang Dasar 1945, tujuan negara ialah; ‖melindungi segenap bangsa Indonesia dan untuk memajukan kesejahteraan umum, mencerdaskan kehidupan bangsa berdasarkan Pancasila. Pernyataan tersebut menjadi sebuah landasan dan tujuan politik hukum di Indonesia dan usaha pembaharuan hukum termasuk pembaharuan di bidang hukum pidana, serta kebijakan atau upaya penanggulangan kejahatan pembunuhan terhadap anak di Indonesia.

Abstract

As a tropical country, Indonesia is rich in biological resources that have the potential to develop a variety of unique and distinctive foods, so that through this food diversity condition, it certainly has the potential for national food security. Food security is a condition for fulfilling household food needs, not only in large enough quantities but must be safe, high quality, nutritious, and diverse, this is stated in the Food Law Number 7 of 1996. The purpose of this study is to determine product protection local food in partnership with modern shops in Palembang City. This type of research is a descriptive analysis with an empirical juridical approach. The main data source of this research is literature study, namely by observing, studying, reading legal materials and decisions and documents related to this research. The results of the study suggest that the Regional Regulation of Palembang City Number 25 of 20011 concerning the Establishment of Shopping Centers and Modern Markets which in this regional regulation obliges every entrepreneur who wants to establish a shopping center and modern market in the city of Palembang must provide space for local products including local food. areas to be sold in shopping centers and modern markets in the city of Palembang with the principle of mutual benefit, clearness, fairness and transparency, provided that they meet the standards set.

Abstract

Based on Article 201 paragraph (6) of Law Number 10 of 2016, Indonesia has an agenda to hold the General Election for Regional Heads (Pilkada) on September 23, 2020. This Covid-19 pandemic period has caused simultaneous Regional Head elections (Pilkada) in seven districts and cities in South Sumatra (Sumsel) were officially postponed, this delay was due to the corona virus outbreak or Covid-19. The purpose of this study is to explain, analyze and find laws in providing alternatives for filling regional head positions during the Covid-19 pandemic. The research method uses empirical juridical (field research), namely examining the applicable legal provisions and what is happening in reality in society. The results show several alternative patterns of filling regional head positions during the Covid-19 pandemic, including through the appointment of a temporary acting or task executor (Plt), indirect elections, and elections using the electronic election system. Each pattern has its advantages and disadvantages, with strong logical and juridical arguments that can be taken into consideration.

Abstract

Purun (Lepironia Articulata) is not just a mat, but can be meaningful as an economic and political force. As an economic power, because it will drive the people's economy, if the value or benefits can be diversified into other forms, which have a higher selling value. As a political force, because it is able to unite the community in a mutual cooperation activity where social interaction and communication of citizens occurs. Purun which is still needed as a tool for traditional ceremonies, is currently on the verge of extinction, because economically purun is considered unable to improve the community's economy. This community service program aims to increase the benefit value and selling value of purun from just mats, to products that are more in line with community needs and have high selling value. The community service method is a workshop, with the aim of transforming the knowledge and skills of the people of Dusun 2, Muncak Kabau, Buay Pemuka Bangsa Raja, Ogan Komering Ulu Timur, Sumatera Selatan. Workshops are assumed to be an effective method for transferring knowledge and skills.Key words: purun, economic empowerment, political empowermentABSTRAKPurun bukan sekedar tikar, tetapi dapat bermakna sebagai kekuatan ekonomi maupun politik. Sebagai kekuatan ekonomi, karena ia akan menggerakkan perekonomian warga apabila nilai atau kemanfaatannya mampu didiversifikasi dalam bentuk lain yang lebih berdaya jual tinggi. Sebagai kekuatan politik, karena ia mampu menyatukan warga dalam satu kegiatan gotong royong bersama di mana interaksi dan komunikasi sosial warga terjadi. Purun yang tetap dibutuhkan sebagai salah satu alat untuk upacara adat, di ambang kepunahan, karena secara ekonomi tidak mampu memberdayakan masyarakat. Pengabdian masyarakat yang coba digagas ini bertujuan untuk meningkatkan nilai manfaat dan nilai jual purun dari sekedar tikar, menjadi produk yang lebih sesuai dengan kebutuhan masyarakat dan bernilai jual tinggi. Metode pengabdian masyarakat dilakukan dalam bentuk workshop (pelatihan) yang diharapkan akan terjadi transformasi pengetahuan dan keterampilan bagi masyarakat (warga) Dusun 2, Desa Muncak Kabau, Kecamatan Buay Pemuka Bangsa Raja. Workshop diasumsikan sebagai metode yang efektif untuk melaksanakan transfer pengetahuan maupun keterampilan.

Abstract

This study aims to understand the challenges faced in the implementation of direct regional elections by the General Election Commission amid the COVID-19 pandemic in Indonesia in 2020. The research method used is empirical juridical with a field research approach. Data were obtained through interviews with election coordinators and document analysis related to the implementation of elections. The results showed that the implementation of local elections in Indonesia in 2020 faced challenges due to disruptions caused by the COVID-19 pandemic, such as ensuring compliance with health protocols, poor internet quality, violations related to the procurement of Personal Protective Equipment (PPE), public concerns about the spread of COVID-19, disruption of the election process due to delays in resources and infrastructure, and candidate partners (paslon) who often ignore health protocols during their campaigns. Overcoming these challenges requires effective coordination and communication among election coordinators, strict implementation of health protocols, adjustments to schedules, stages, programs, and budgets, and increased community participation. The government also needs to pay attention to the availability of sufficient funds to ensure the smooth implementation of the election.

Abstract

The government consisting of the Ministry of Home Affairs, the DPR RI, the KPU, and Bawaslu agreed to organize pilkada in pandemic times. The government also issued large amounts of funds from the state and regional cash, which lasted from the beginning to the end of the Pilkada implementation process to meet the technical needs of the industry. The following policy has many advantages and disadvantages. But the optimism of the government requires the support of the public and all the parties involved in order to succeed Pilkada. Pilkada in the midst of the election Covid-19 pandemic has had a positive impact and also a negative impact. The positive impact is the implementation of existing regulations, the exercise of constitutional rights of Pilkada participants and the public remains running, thus reducing the practice ofining the government of the region that is too led by temporary officials, hindering the preparation of budgets. Meanwhile, the negative impacts include an increased risk of becoming infected with Covid-19, the likelihood of increasing vulnerability to fraud, and the rejection of scam can increase the number of non-voters.

Abstract

ABSTRACTElection criminal provisions regulated in Law Number 7 of 2017 concerning General Elections only cover 80 articles of election crimes and do not comprehensively regulate election criminal acts in the electronic field for all applications to be used in the 2024 Election. This can create a legal vacuum or the obscurity of election crimes in the field of electronics in the use of electronic election systems. Although Law Number 19 of 2016 concerning Amendments to Law Number 11 of 2008 concerning Electronic Information and Transactions generally regulates electronic crimes, the 11 articles of electronic crimes do not regulate electronic crimes at the time of the election stage. The electronic election crime above will guarantee protection for all applications that will be implemented by the KPU in carrying out the 2024 election stages. In the context of this crime, the "electronic election system" includes all electronic systems used by the KPU in accordance with the Decree of the General Election Commission of the Republic of Indonesia Number 13/TIK.03/14/2022 concerning Plans for Electronic-Based Government Systems. This regulation will provide legal clarity for the prosecution of electronic election crimes in Indonesia  ABSTRAKKetentuan pidana pemilu yang diatur dalam Undang-Undang Nomor 7 Tahun 2017 tentang Pemilihan Umum hanya mencakup 80 pasal tindak pidana pemilu dan tidak secara menyeluruh mengatur tindak pidana pemilu di bidang elektronik untuk semua aplikasi yang akan digunakan dalam Pemilu 2024. Ini dapat menimbulkan kekosongan hukum atau ketidakjelasan pidana pemilu di bidang elektronik dalam penggunaan sistem elektronik pemilu. Meskipun Undang-Undang Nomor 19 Tahun 2016 tentang Perubahan atas Undang-Undang Nomor 11 Tahun 2008 tentang Informasi dan Transaksi Elektronik, secara umum mengatur tindak pidana elektronik, namun 11 pasal tindak pidana elektronik tersebut tidak mengatur pidana elektronik pada saat terjadinya tahapan pemilu. Kejahatan pemilu elektronik di atas akan menjamin perlindungan terhadap seluruh aplikasi yang akan diterapkan oleh KPU dalam melaksanakan tahapan pemilu 2024. Dalam konteks tindak pidana tersebut, "sistem elektronik pemilu" mencakup semua sistem elektronik yang digunakan oleh KPU sesuai dengan Keputusan Komisi Pemilihan Umum Republik Indonesia Nomor 13/TIK.03/14/2022 tentang Rencana Sistem Pemerintahan Berbasis Elektronik. Abstract

Criminal law embodies the principle of ultimum remedium, which means that prosecution is considered a final measure in law enforcement. This principle does not seek to eliminate punishment for offenders but rather aims to protect society from crimes by using prosecution as a last resort. Offenses are not only committed by adults but also by minors. With the rapid advancement of information and telecommunication technology, sexually explicit content has become widely available through electronic media. As a result, many children mimic behaviors they have seen or heard about, particularly since they are often given access to electronic devices such as smartphones and computers with internet access. This ease of access sometimes occurs without sufficient parental supervision, exposing children to inappropriate content. Given this context, the author is motivated to conduct research titled Criminal Policy for Addressing Sexual Violence Committed by Minors Against Minors in Indonesia. This study aims to explore effective legal measures and policies to address and mitigate such incidents. The research employs a qualitative method grounded in the theory of sanctions and the theory of legal effectiveness. By utilizing a criminological approach, the study seeks to analyze crime patterns associated with sexual violence perpetrated by minors. This includes examining the socio-cultural factors that contribute to such behaviors and evaluating the current legal framework's effectiveness in addressing these issues. Through this research, the author hopes to shed light on the complexities of juvenile delinquency in the context of sexual violence and to propose informed policies that can better protect minors from both committing and becoming victims of such offenses. The findings are expected to contribute to the development of a more effective criminal justice system that balances punitive measures with rehabilitative approaches, ultimately aiming to create a safer and more just society for all.

Abstract

The integration of digital technology into electoral processes marks a significant transformation in modern democracies, including Indonesia. Electronic-based elections have been implemented to improve the efficiency, transparency, and accessibility of the electoral process. However, this shift has also introduced a range of challenges, such as cybercrime, data leaks, misinformation, and legal ambiguities. The 2024 Presidential Election presents a critical opportunity to evaluate the effectiveness of criminal law enforcement in safeguarding the integrity of electronic elections. This research aims to assess how Indonesia’s legal system ensures compliance and accountability in the context of electronic voting. Utilizing a normative juridical approach, the study draws on primary legal materials specifically Law Number 7 of 2017 concerning General Elections and analyzes legal theories, principles, and doctrines relevant to electoral and criminal law. The findings reveal a regulatory gap in the current legal framework, where specific provisions addressing electronic electoral crimes are lacking. Consequently, enforcement efforts rely heavily on general laws such as the Electronic Information and Transactions Law, which are insufficient for addressing the complexity of digital election violations. The study emphasizes the urgent need to revise the Election Law to include detailed criminal provisions related to electronic election offenses, including classifications of violations, enforcement mechanisms, and accountability measures. In addition, the research highlights the positive impact of digital monitoring tools like Siwaslu and Gowaslu, implemented by Bawaslu, in enhancing election. Strengthening these legal and institutional aspects is essential to ensure that the 2024 Presidential Election upholds democratic principles in an increasingly digital landscape.
