Abstract

This study aims to analyze the implementation of child marriage prevention policies in order to create a Child Friendly Regency in Bangka Regency (Study of Regional Regulation Number 8 of 2022 concerning the Implementation of a Child Friendly Regency) and find out the factors that influence it. The method of analysis in this research is descriptive qualitative method. The data used in this study are primary data from observations and interviews with informants who come from the object of child marriage perpetrators and parents as well as stakeholders from the Bangka Regency Government and secondary data for the period 2021-2023.  The results showed that: (1) the implementation of the Child Marriage Prevention policy in order to realize a Child Friendly Regency in Bangka Regency (Study of Regional Regulation Number 8 of 2022 concerning the Implementation of a Child Friendly Regency) has been running well in accordance with the achievement of a decrease in the number of child marriages in Bangka Regency. (2) The factors that influence the implementation of the policy are standard factors and policy objectives, resources, characteristics of implementing agents, attitudes / tendencies of implementers, inter-organizational communication and implementing activities, economic, social and political environment.

Abstract

Abstract Improving the standard of living requires active government intervention, often in the form of policies aimed at encouraging domestic and foreign capital investment. This study aims to analyze the multiplier effect of incentive and investment facilitation policies on the well-being of residents in the Bangka Belitung Islands Province. Specifically, it examines the impact of these policies on key socio-economic indicators, including the Human Development Index (HDI), regional GDP, unemployment rate, poverty rate, and income inequality. This research employs descriptive and correlational quantitative methods, utilizing a multiple linear regression model to analyze the relationship between foreign and domestic investment (independent variables) and socio-economic indicators (dependent variables). The data used were sourced from the Central Office of Public Prosperity, statistical agencies, and other relevant institutions. The findings reveal that incentive and investment facilitation policies directly increase the value of investments, which positively and significantly impacts regional GDP and the Human Development Index. Furthermore, investment growth is associated with a reduction in poverty levels and income inequality. However, increased investment does not significantly affect the unemployment rate. These results suggest that while investment policies are effective in improving several key indicators, their impact on job creation requires further consideration. These findings underscore the importance of government oversight in ensuring that investors comply with regulations, adopt labor-intensive strategies, and prioritize the use of local labor. By doing so, central and local governments can achieve both short-term and long-term development goals, fostering inclusive economic growth and reducing disparities.

Abstract

Penelitian ini bertujuan untuk mengetahui efektivitas program pemerintah Bersama TP PKK dalam percepatan penurunan stunting melalui aksi konvergensi di Kabupaten Bangka dan mengetahui faktor-faktor yang mendorong atau menghambat tercapainya efektivitas program percepatan penurunan stunting melalui aksi konvergensi di Kabupaten Bangka. Metode analisis dalam penelitian ini adalah metode deskriptif kualitatif. Data yang digunakan dalam penelitian ini adalah data primer hasil observasi dan wawancara dengan informan yang berasal dari Organisasi Pemerintah Daerah pelaksana program, Kader TP PKK serta masyarakat penerima layanan, dan data sekunder periode tahun 2021-2023. Hasil penelitian menunjukkan bahwa: (1) peran Pemerintah Kabupaten Bangka dan TP PKK dalam percepatan penurunan stunting melalui aksi konvergensi di Kabupaten Bangka memiliki tingkat efektivitas yang sangat tinggi (2) faktor-faktor penghambat Pemerintah bersama TP PKK untuk tercapainya efektivitas program percepatan penurunan stunting melalui aksi konvergensi di Kabupaten Bangka adalah terjadi pandemi covid-19 pada periode tahun 2020-2022, rendahnya kesadaran orang tua akan pentingnya vaksin bagi balita, masih rendahnya kesadaran masyarakat pentingnya menerapkan pola hidup bersih sehat (PHBS), adanya stigma dari orang tua yang tidak menerima jika anaknya disebut stunting sehingga intervensi sulit dilakukan, dan rendahnya akses air bersih serta kurangnya jamban sehat. (3) faktor-faktor pendorong Pemerintah bersama TP PKK untuk tercapainya efektivitas program percepatan penurunan stunting melalui aksi konvergensi di Kabupaten Bangka adalah komitmen yang tinggi dari pemerintah Kabupaten Bangka bersama TP dalam melaksanakan program percepatan penurunan stunting di Kabupaten Bangka.

Abstract

The income Distribution Inequality of Bangka Belitung Islands Province is the lowest nationally. This study aims to obtain more in-depth information regarding any variables or factors that affect the Inequality of Income Distribution in the Province of Bangka Belitung Islands. The type of research used associative quantitative research with Multiple Linear Regression and Simple Linear Regression models, as well as feasibility tests with classical assumption tests, Simultaneous and Partial hypothesis testing. The results of this study indicate that the factors affecting income distribution inequality in the Province of the Bangka Belitung Islands are economic growth, human development, poverty, and unemployment by 60.9 percent. Other factors influence the remaining 39.1 percent. Partially, economic growth has a positive and significant effect of 30 percent with a regression coefficient of 0.009. Human development has a negative and significant effect of 55.5 percent with a regression coefficient of -0.006, and poverty has a negative and insignificant effect of 25.8 percent with a regression coefficient of -0.004, unemployment has a negative and insignificant effect of 11.1 percent with a regression coefficient of -0.003. In conclusion, it turns out that the human development factor has a very large role in reducing the inequality in income distribution in the Province of the Bangka Belitung Islands. So, recommendations to the Provincial Government need to continue to improve Human Development by improving education, health, and people's purchasing power, as well as socializing the importance of Human Development in reducing the level of inequality in development outcomes to the Regency/ City Government in the Province of the Bangka Belitung Islands Province.

Abstract

This study aims to analyze the implementation of waste management policies based on Pangkalpinang City Regional Regulation Number 6 of 2013 by using the policy implementation theory of Van Meter and Van Horn (1975) as an analytical framework. This study uses a descriptive qualitative approach that focuses on the policy implementation process by the Pangkalpinang City Environmental Agency (DLH). Data were collected through in-depth interviews, field observations, and documentation studies. The results of the study show that the implementation of the policy has been running, but it has not been optimal due to limited human resources, infrastructure, and the lack of operational standards for derivative procedures from the Regional Regulation. The main supporting factors include local government commitment, political support, and community participation through the waste bank program. Meanwhile, inhibiting factors include weak vertical coordination, lack of budget, and low public awareness of cleanliness. The research recommendations include institutional strengthening, capacity building of implementers, and the application of adaptive governance principles to realize participatory and sustainable waste management in Pangkalpinang City.
