Abstract

Pemberdayaan masyarakat di Desa Masalima melalui pemanfaatan dana desa masih belum dilakukan secara optimal. Hal ini terjadi karena penggunaan dana desa yang belum bisa dimanfaatkan dengan baik dan bentuk partisipasi masyarakat yang masih kurang. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan pemberdayaan masyarakat melalui pemanfaatan dana desa di Desa Masalima, Kecamatan Masalembu, Kabupaten Sumenep. Untuk mencapai tujuan tersebut digunakan metode penelitian Kualitatif dengan pendekatan deskriptif. Pengumpulan data dilakukan dengan observasi, wawancara, dan dokumentasi. Adapun fokus dalam penelitian ini memfokuskan pada tiga tahapan dalam proses pemberdayaan masyarakat yang meliputi Tahap Penyadaran, Tahap Pengkapasitasan dan Tahap Pendayagunaan. Hasil penelitian menunjukkan bahwa Pemberdayaan masyarakat melalui Pemanfaatan Dana Desa di Desa Masalima kurang melaksanakan dengan baik. Pada tahap penyadaran, Pemdes Masalima tidak melaksanakan kegiatan sosialisasi hanya mengadakan musyawarah saja. Tahap pengkapasitasan, tidak adanya kegiatan pelatihan untuk meningkatkan kemampuan masyrakarakat. Kemudian tahap pendayagunaan, dalam hal ini Pemdes Masalima memanfaatkan sumberdaya yang ada terkait penggunaan teknologi. Hal tersebut digunakan dalam pembuatan SPJ yang dapat mempermudah operator desa untuk membantu sekretaris desa mulai dari penganggaran, penginputan data sesuai kode rekening dan juga dapat meminimalisir terjadinya penyelewengan. Namun, aplikasi tersebut tidak semua bisa mengakses terlebih lagi, pemerintah desa Masalima tidak memiliki website desa untuk memberikan informasi pada masyarakat. Selain itu, masyarakat yang diajak untuk ikut berpartisipasi dalam pelaksanaan suatu kegiatan hanya sebagai peserta saja dan tidak dilibatkan untuk mengawasi dan mengevaluasi. Kata Kunci: Pemanfaatan, Dana Desa, Pemberdayaan masyarakat Community empowerment in Masalima Village through the use of village funds has not been carried out optimally. This happens because the use of village funds has not been utilized properly and the form of community participation is still lacking. This study aims to analyze and describe community empowerment through the use of village funds in Masalima Village, Masalembu District, Sumenep Regency. To achieve these objectives used qualitative research methods with a descriptive approach. Data was collected by observation, interviews, and documentation. The focus in this study focuses on three stages in the community empowerment process which include the Awareness Stage, Capacity Building and Utilization Stage. The results showed that community empowerment through Village Fund Utilization in Masalima Village was not implemented properly. At the awareness stage, the Masalima Village Government did not carry out socialization activities, only held deliberations. In the capacity stage, there are no training activities to improve the ability of the community. Then the utilization stage, in this case the Masalima Village Government utilizes existing resources related to the use of technology. This is used in making SPJ which can make it easier for village operators to help village secretaries starting from budgeting, inputting data according to account codes and can also minimize the occurrence of fraud. However, not all of these applications can access, moreover, the Masalima village government does not have a village website to provide information to the community. Abstract

Kota Surabaya merupakan salah satu daerah yang melaksanakan kebijakan otonomi daerah. Potensi paling besar yang dimiliki Kota Surabaya dalam membiayai belanja daerah berasal dari pajak daerah yang diharapkan mampu meningkatkan pendapatan asli daerah. Salah satu pajak daerah yang berpotensi meningkatkan pendapatan asli daerah adalah pajak restoran. Namun pada kenyataannya besarnya realisasi pajak restoran masih belum mendekati potensi yang seharusnya diterima dinas pendapatan. Sedangkan jika dilihat dari objek pajak potensinya jauh lebih besar. Untuk itu penelitian ini bertujuan untuk mengetahui tingkat efektivitas serta kontribusi pajak restoran terhadap Pendapatan Asli Daerah di Kota Surabaya. Penelitian ini akan menggunakan pendekatan kuantitatif deskriptif. Data yang diperoleh melalui dokumentasi. Teknik analisis data menggunakan analisis efektivitas dan analisis kontribusi. Hasil penelitian tingkat efektivitas pajak restoran Kota Surabaya pada tahun 2016-2020 menunjukkan hasil yang efektif, dengan rata-rata sebesar 98,65%. Kontribusi pajak restoran terhadap Pendapatan Asli Daerah cukup kecil, dengan rata-rata sebesar 8,37%. Kesimpulan dari penelitian ini menunjukkan bahwa tingkat efektivitas pajak restoran cukup tinggi. Namun kontribusi pajak restoran terhadap Pendapatan Asli Daerah masih sangat kurang. Oleh karena itu diperlukan peran pemerintah dan pihak-pihak terkait untuk menggali kembali potensi yang cukup besar pada pajak restoran. Kata kunci: efektivitas, pajak restoran, pendapatan asli daerah Surabaya is one of the regions that implement regional autonomy. The City of Surabaya has the most capacity to support regional expenditures with local taxes, which should raise local income. One of the municipal taxes that has the potential to raise local revenue is the restaurant tax. In practice, however, the amount of restaurant tax collected falls short of what the revenue service should get. In comparison, the potential of the tax object is considerably bigger. Determining the effectiveness and contribution of restaurant tax to Surabaya's municipal revenue is the purpose of this study. This study will employ a descriptive quantitative methodology. Document-based sources of information Contribution and effectiveness analysis are employed in data analysis approaches. According to a study, the effectiveness of the Surabaya restaurant tax between 2016 and 2020 averaged 98.65 percent. The average contribution of restaurant taxes to the local native income is 8.37%. This study's findings demonstrate the usefulness of restaurant taxes. However, the contribution of restaurant taxes to Regional Native Income remains modest. Consequently, the government and other parties are responsible for identifying the vast taxation potential in eateries. Keywords: effectiveness, restaurant tax, regional original income.

Abstract

Partisipasi masyarakat menjadi hal yang penting dalam pembangunan, termasuk di Kabupaten Sidoarjo. Salah satu bentuk pembangunan yang dilakukan Pemerintah Daerah Kabupaten Sidoarjo dalam bidang lingkungan adalah Program Sidoarjo Bersih dan Hijau (SBH). Program SBH ini mulai dilaksanakan pada tahun 2010. Pada periode 2017-2018, RT 23 RW 07 Kelurahan Sekardangan menjadi pemenang kampung terinovatif. Masyarakat RT 23 RW 07 Kelurahan Sekardangan terus mengembangkan pengelolaan lingkungan dan sampah, sehingga menjadi role model untuk kampung-kampung yang lainnya dan dikenal dengan nama kampung edukasi sampah. Jenis penelitian yang digunakan dalam penelitian ini adalah deskriptif dan menggunakan pendekatan kualitatif. Fokus penelitian ini adalah partisipasi masyarakat dengan menggunakan bentuk-bentuk partisipasi meliputi partisipasi dalam pengambilan keputusan, partisipasi dalam pelaksanaan, partisipasi dalam kemanfaatan, dan partisipasi dalam evaluasi. Subyek penelitian ini ditentukan dengan teknik Purposive Sampling. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam pengembangan Kampung Edukasi Sampah menggunakan bentuk-bentuk partisipasi berjalan baik. Partisipasi masyarakat dalam pengambilan keputusan, masyarakat terlibat langsung ikut serta dalam memberikan ide pemikiran program kegiatan. Partisipasi dalam pelaksanaan, masyarakat mengikuti kegiatan pengembangan kampung edukasi sampah yang diselenggarakan. Partisipasi dalam kemanfaatan lingkungan yang bersih dan hijau, pengelolaan sampah menjadi peluang usaha, dan lain-lain. Partisipasi masyarakat dalam evaluasi, masyarakat memberikan kritik dan saran yang membangun untuk kampung edukasi sampah selanjutnya dapat menjadi lebih baik lagi. Community participation is important in development, including in Sidoarjo Regency. One form of development carried out by the Regional Government of Sidoarjo Regency in the environmental field is the Clean and Green Sidoarjo Program (SBH). The SBH program began in 2010. In the 2017-2018 period, RT 23 RW 07 Sekardangan Village won the most innovative village. The RT 23 RW 07 Sekardangan Village community continues to develop environmental, and waste management to become a role model for other villages and is known as the waste education village. The type of research used in this research is descriptive and uses a qualitative approach. The focus of this research is community participation by using forms of participation, including participation in decision-making, implementation, benefits, and evaluation. The purposive sampling technique determined the subject of this research. Data collection techniques used are observation, interviews, and documentation. Data analysis techniques are data collection, reduction, presentation, and conclusion. The research results show that community participation in the development of the Waste Education Village using other forms of participation is going well. Community participation in decision-making, the community is directly involved in providing ideas for thinking about program activities. Participating in the implementation, the community participated in the waste education village development activities. Participation in the benefits of a clean and green environment, waste management as a business opportunity, and others. Community participation in the evaluation, the community provides constructive criticism and suggestions for the next garbage education village to be even better.

Abstract

Development is a deliberate effort in the framework of change for the better. Within the scope of village government, development must be planned systematically and followed by good governance. In this case, the Village Government Work Plan (RKP) forms the basis for all planning documents, village, sub-district and SKPD development plans at the district, provincial and central government levels. Gading Watu Village, Gresik Regency is one of the independent villages that has made RKPDes with focus on village infrastructure development. However, the preparation has not been carried out optimally, especially on meeting participation and a selective perspective that not all aspirations from the community are accepted. Therefore, the purpose of this research is to analyze the development planning of the Village Government Work Plan (RKPDes) in Gading Watu Village, Menganti District, Gresik Regency. The method used is descriptive qualitative. The research focuses on the theory of village development planning from Ariadi (2019). The subject of this research was determined by purposive sampling technique. Data collection techniques were carried out through observation, interviews and documentation which were then analyzed using data analysis according to Creswell (2014). The results of this study indicate that in the participatory aspect, Gading Watu Village has involved all elements (apparatus, BPD and community) to prepare the RKPDesa. In the aspect of transparency, this is realized through holding village meetings, using the website and displaying banners. In the selective aspect, it has set priorities for physical and non-physical development. The accountable aspect is manifested through musrenbang activities, budget development and implementation. Aspect of empowerment is realized through efforts to improve the skills of the community in trading. As well as aspects of sustainability realized through the implementation of regular evaluation meetings. Keywords: Analysis, Village Government Work Plan (RKPDes), Development.

Abstract

This study aims to investigate the influence of the leadership skills of the Jeblogan Village Head on the implementation of Good Village Governance. This research uses a quantitative approach by collecting data through questionnaires distributed to the people of Jeblogan Village. The probability sample method was used to select research samples based on predetermined criteria with 115 respondents involved. The results of data analysis show that the coefficient path between the leader ability constructs produces a t-statistic value of 19.227 and a p-value of 0.000, with the test criteria that with an alpha value (a) = 5%, the coefficient path is declared significant if the t-statistic value is more than 1.96 and the p-value is less than 0.05. Thus, the ability of the leader of the Jeblogan Village Head has a positive and significant influence on the implementation of Good Village Governance. This indicates that the higher the leader's ability to lead and manage the village, the better the implementation of good governance principles in Jeblogan Village. These findings have important implications for village development in Indonesia. Greater attention needs to be given to the development of leadership skills for the Jeblogan Village Head and other village leaders, so that they can be effective in implementing Good Village Governance. In addition, stakeholders, both government and community, also need to support and actively participate in efforts to improve the implementation of good governance principles at the village level. Penelitian ini bertujuan untuk menginvestigasi pengaruh kemampuan pemimpin Kepala Desa Jeblogan terhadap penerapan Good Village Governance. Penelitian ini menggunakan pendekatan kuantitatif dengan pengumpulkan data melalui kuesioner yang dibagikan kepada masyarakat Desa Jeblogan. Metode sampel probabilitas digunakan untuk memilih sampel penelitian berdasarkan kriteria yang telah ditetapkan dengan responden yang terlibat sebanyak 115. Hasil analisis data menunjukkan bahwa jalur koefisien antara konstruk kemampuan pemimpin menghasilkan nilai t-statistik sebesar 19,227 dan nilai p-value sebesar 0,000, dengan kriteria pengujian bahwa dengan nilai alpha (a) = 5%, jalur koefisien dinyatakan signifikan jika nilai t-statistic lebih dari 1,96 dan nilai p-value kurang dari 0,05. Sehingga, kemampuan pemimpin Kepala Desa Jeblogan memiliki pengaruh positif dan signifikan terhadap penerapan Good Village Governance. Hal ini menunjukkan bahwa semakin tinggi kemampuan pemimpin dalam memimpin dan mengelola desa, semakin baik penerapan prinsip-prinsip tata kelola yang baik di Desa Jeblogan. Temuan ini memiliki implikasi penting bagi pengembangan desa di Indonesia. Diperlukan perhatian yang lebih besar terhadap pengembangan kemampuan kepemimpinan bagi Kepala Desa Jeblogan dan pemimpin desa lainnya, agar mereka dapat efektif dalam menerapkan Good Village Governance. Selain itu, para pemangku kepentingan, baik pemerintah maupun masyarakat, juga perlu mendukung dan berpartisipasi aktif dalam upaya meningkatkan penerapan prinsip-prinsip tata kelola yang baik di tingkat desa.

Abstract

The dynamics of demands for better development and public services are now a special concern for all regions in Indonesia. Especially the role in changing the meaning from government to governance to realize good governance. As the Ngawi Regency Government through the implementation of smart government, implements the People's Online Aspirations and Complaints Service (SP4N-LAPOR!) to manage public service complaints effectively and integratedly. The service is managed by the Ngawi District Office of Communication, Informatics, Statistics and Encryption. However, the implementation of the principle of transparency still faces problems in the uneven distribution of information so that there are still people who do not know about the application. In addition, the availability of information related to follow-up provided by the government and the SP4N-LAPOR! admin. Therefore, this study aims to analyze and describe the implementation of the principle of transparency in managing online complaints through SP4N-LAPOR! to realize good local governance in Diskominfo SP Ngawi Regency. This type of research is descriptive qualitative. This research focuses on three aspects of transparency by Sedarmayanti in Janah (2021) which include the principle of checks and balances, there is access to information for the public and open policy oversight. Data collection techniques were carried out through interviews, observation, documentation studies, and literature study. Then analyzed with the stages of data reduction, data presentation and drawing conclusions. The results of the study show that in the indicators of the principle of checks and balances, the implementation of the principle of transparency in complaint management has been carried out properly. In the indicator of access to information by the public, the implementation of the principle of transparency has been implemented. Where Diskominfo SP Ngawi has conveyed a clear online complaint mechanism. Meanwhile, open policy oversight went quite well. Dinamika tuntutan pembangunan dan pelayanan publik ke arah yang lebih baik kini menjadi perhatian khusus bagi seluruh daerah di Indonesia. Terkhusus peranan pada perubahan makna dari government ke governance untuk mewujudkan good governance. Sebagaimana Pemkab Ngawi melalui penerapan smart government, menerapkan Layanan Aspirasi dan Pengaduan Online Rakyat (SP4N-LAPOR!) untuk mengelola pengaduan pelayanan publik secara efektif dan terintegrasi. Layanan tersebut dikelola Dinas Komunikasi, Informatika, Statistik dan Persandian Kabupaten Ngawi. Namun, pada pelaksanaan prinsip transparansinya masih mengalami kendala pada penyebaran informasi yang belum merata sehingga masih terdapat masyarakat yang belum mengetahui aplikasi tersebut. Selain itu kesediaan informasi terkait tindak lanjut yang diberikan oleh pemerintah maupun admin SP4N-LAPOR!. Oleh karenanya, tujuan dari penelitian ini adalah menganalisa dan menggambarkan pelaksanaan prinsip transparansi dalam pengelolaan pengaduan online melalui SP4N-LAPOR! untuk mewujudkan good local governance di Diskominfo SP Kabupaten Ngawi. Jenis penelitian ini yakni deskriptif kualitatif. Penelitian ini berfokus pada tiga aspek transparansi oleh Sedarmayanti dalam Janah (2021) meliputi prinsip check and balance, terdapat akses inormasi bagi masyarakat dan pengawasan kebijakan secara terbuka. Pengumpulan data menggunakan teknik wawancara, observasi, studi dokumentasi, dan studi pustaka. Selanjutnya tahapan dalam menganalisis datanya yakni reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian memperlihatkan jika pada indikator prinsip check and balances, pelaksanaan prinsip transparansi pada pengelolaan pengaduan sudah dilakukan dengan baik. Pada indikator akses informasi oleh masyarakat, pelaksanaan prinsip transparansi sudah berjalan. Dimana Diskominfo SP Ngawi telah menyampaikan mekanisme pengaduan online secara jelas. Sedangkan pengawasan kebijakan secara terbuka berjalan cukup baik.

Abstract

This paper examines the BLT Dana Desa program in Sidoharum Village as part of the government's response to the economic downturn caused by the Covid-19 pandemic. However, the program encountered several issues, including a lack of community understanding in utilizing the funds, indications of multiple social assistance recipients, and uncertainty in fund disbursement timing. The study aims to evaluate the effectiveness of the Village Fund Cash Assistance program in Sidoharum Village for impoverished communities affected by Covid-19. To assess program effectiveness, researchers employed the program effectiveness theory and identified indicators such as program understanding, on target, on time, goal achievement, and real change (in Rahayuni and Rusli, 2021). The study utilized a descriptive qualitative research approach and employed observation, interviews, and documentation as data collection methods. The BLT Dana Desa program in Sidoharum Village has been proven effective, but it has faced various challenges. One of the main obstacles is the difficulty that the village government has in understanding the criteria for selecting KPM candidates. Another challenge is the lack of optimization of funds by some KPM recipients. Additionally, the program does not fully reach its target as some KPM do not meet the requirements and there are delays in transferring funds from the central government, leading to uncertainty in distribution timing. To address these issues, the researchers propose several solutions. They recommend that village governments provide clear instructions and socialization to program implementers and targets to ensure proper utilization of the funds. Conducting surveys and data verification can help ensure that the KPM data aligns with the established criteria. Furthermore, improving the planning of fund transfers is necessary to ensure timely distribution of the BLT-Dana Desa funds to eligible beneficiaries. Pemerintah berupaya melakukan penanganan kemunduran ekonomi dampak pandemi Covid-19 dengan mengeluarkan berbagai kebijakan. Desa Sidoharum Kecamatan Sempor Kabupaten Kebumen merupakan desa penyelenggara program BLT Dana Desa. Namun masih terdapat beberapa permasalahan mengenai pelaksanaan program BLT Dana Desa seperti kurangnya pemahaman masyarakat dalam memanfaatkan dana yang diterima, adanya indikasi penerima ganda bantuan sosial, dan ketidaktentuan waktu penyaluran. Penelitian ini memiliki tujuan untuk mengetahui efektivitas program Bantuan Langsung Tunai Dana Desa pada masyarakat miskin terkena dampak Covid-19 di Desa Sidoharum Kecamatan Sempor Kabupaten Kebumen. Peneliti menggunakan teori efektivitas program menurut Sutrisno (dalam Rahayuni dan Rusli, 2021), yang mengkaji indikator pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan, dan perubahan nyata. Jenis penelitian kualitatif deskriptif. Observasi, wawancara dan dokumentasi sebagai teknik pengumpulan data. Reduksi data, penyajian data dan penarikan kesimpulan sebagai teknik analisis data. Hasil penelitian program BLT Dana Desa di Desa Sidoharum cukup efektif. Pada indikator pemahaman program bahwasannya pemerintah desa belum sepenuhnya memahami kriteria calon KPM dan beberapa KPM belum mampu mengoptimalkan bantuan dana yang diterima. Kemudian belum sepenuhnya tepat sasaran karena adanya KPM yang tidak sesuai ketentuan, dan ketidaktentuan waktu penyaluran karena keterlambatan transfer dana dari pemerintah pusat. Saran peneliti yaitu dengan pengadaan sosialisasi dan pemberian panduan teknis secara jelas kepada pelaksana program maupun sasaran program sehingga pemanfaatan BLT Dana Desa sesuai ketentuan. Kemudian pemerintah desa harus melakukan survei dan verifikasi data yang sesuai ketentuan agar mendapat data KPM yang sesuai kriteria perundang-undangan. Serta perlunya perencanaan waktu terkait transfer dana sehingga penyaluran BLT Dana Desa kepada KPM terlaksana tepat waktu.

Abstract

This research is intended to analyze community participation in the management of the Amburan reservoir as a source of meeting water needs in Kandangan Village, Gresik Regency. Furthermore, the research aims to explore the management process of the Amburan reservoir which is utilized in the form of independent self-help PAMSIMAS. As for the management of the reservoir, it is still not optimal, there are obstacles, namely when the dry season is prolonged, the water quality becomes cloudy and the reservoir recedes which has an impact on water availability. This research uses a qualitative approach descriptive analysis technique through indicators of community participation according to Cohen and Uphoff cited by Dwiningrum (2011) which includes participation in decision making, implementation, utilization, and evaluation. The data collection used through observation, interviews, and documentation then analyzed through data reduction, verification, and conclusion drawing. The results showed that the Amburan reservoir management activities through community participation were shown in the program planning process through initial idea discussions, then in the implementation of the community was willing to fund this program. The existence of reservoir management through the construction of PAMSIMAS provides benefits to the community because they can meet their water needs. The level of community awareness in attending evaluation meetings is still low and not well scheduled. So, supervision of the running of the program is also necessary. The suggestions for the village government and the management team can create a non-formal forum starting from a small forum between neighbourhood associations so that the community is willing to convey their responses, suggestions, or criticisms. Then conduct counselling to the community regarding the importance of managing water resources.
