Abstract

Keberhasilan pemilihan umum tidak terlepas dari adanya partisipasi masyarakat yang berdampak pada kualitas pemutakhiran data pemilih yang akurat. Surabaya menjadi kota dengan DPT terbanyak di Jawa Timur yakni 2.218.586 orang. Kondisi di lapangan, seringkali dijumpai masyarakat yang kurang kooperatif dalam pemutakhiran data pemilih. Penelitian ini bertujuan untuk mengukur pengaruh partisipasi masyarakat terhadap kualitas data DPT Pemilu 2024 di Kota Surabaya. Dalam penelitian ini, partisipasi masyarakat dianalisis berdasarkan pendapat dari Cohen dan Uphoff dalam Siti Irine (2009) meliputi participation of decision making, participation in implementation, participation in benefit, dan participation in evaluation. Penelitian ini menggunakan pendekatan kuantitatif dengan teknik analisis data menggunakan software Smart PLS 3.0. Pengumpulan data penelitian ini melalui penyebaran kuesioner dengan sampel yang dipilih menggunakan teknik simple random sampling yakni sebanyak 100 responden dari DPT Pemilu Kota Surabaya. Temuan dari penelitian ini menghasilkan nilai r-square sebesar 0,785 dan f-square sebesar 3,643 yang menandakan adanya pengaruh variabel partisipasi masyarakat terhadap peningkatan kualitas data DPT Pemilu. Dalam penelitian ini, rekomendasi yang diusulkan oleh peneliti ialah masyarakat kota Surabaya harus lebih bersikap inisiatif, kooperatif, dan solutif terhadap pemutakhiran data pemilih di Pemilu atau Pilkada di masa mendatang.

Abstract

Bojonegoro berperan penting dalam koordinasi pembangunan dan pemerintahan di wilayah kerjanya, termasuk koordinasi pembangunan infrastruktur lintas kabupaten seperti Gresik dan Mojokerto. Penelitian ini bertujuan mendeskripsikan koordinasi Bakorwil II Bojonegoro dalam pembangunan infrastruktur lintas Gresik dan Mojokerto. Metode penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian menggunakan teori indikator koordinasi dalam proses manajemen menurut Handayaningrat (dalam Nurhayanto dkk, 2020), yaitu komunikasi, kesadaran pentingnya koordinasi, kompetisi partisipan, kesepakatan, komitmen, insentif koordinasi, dan kontinuitas perencanaan. Hasil penelitian menunjukkan Bakorwil II Bojonegoro melakukan koordinasi pembangunan dengan cukup efektif tanpa kendala berarti. Komunikasi antara Bakorwil dan pemerintah kabupaten terkait dinilai baik. Pemerintah Gresik dan Mojokerto menunjukkan komitmen tinggi dalam mengikuti dan menerapkan hasil koordinasi, memastikan pembangunan berjalan harmonis dan efektif. Koordinasi ini juga menghadirkan pejabat berwenang dan ahli pembangunan. Rapat koordinasi menghasilkan kesepakatan bagi kedua daerah yang terlibat, meskipun tanpa sanksi atau insentif bagi pelaksana koordinasi. Dengan koordinasi ini, pembangunan lintas kabupaten di wilayah Bakorwil II Bojonegoro menjadi lebih terarah dan berkelanjutan. Peneliti menyarankan peningkatan komunikasi, koordinasi berkelanjutan, dan tindak lanjut konsisten setelah koordinasi. Kata Kunci: Bakorwil, Koordinasi, Pembangunan Bakorwil was established to ensure sustainable development in every region, especially in East Java, which has many regencies/cities. As a regional coordination body, Bakorwil II Bojonegoro plays an important role in coordinating development and governance in its area, including coordinating infrastructure development across regencies such as Gresik and Mojokerto. This study aims to describe the coordination of Bakorwil II Bojonegoro in infrastructure development across Gresik and Mojokerto. This research uses a descriptive method with a qualitative approach. The focus of the study uses the theory of coordination indicators in the management process according to Handayaningrat (in Nurhayanto et al., 2020), namely communication, awareness of the importance of coordination, participant competition, agreement, commitment, coordination incentives, and continuity of planning. The results show that Bakorwil II Bojonegoro coordinates development quite effectively without significant obstacles. Communication between Bakorwil and the relevant regency governments is considered good. The governments of Gresik and Mojokerto show a high commitment to following and implementing the results of the coordination, ensuring development runs harmoniously and effectively. This coordination also involves authorized officials and development experts. Coordination meetings result in agreements for both regions involved, although without sanctions or incentives for coordination implementers. With this coordination, cross-regency development in the Bakorwil II Bojonegoro area becomes more directed and sustainable. The researcher suggests improving communication, continuous coordination, and consistent follow-up after coordination. Keywords: Bakorwil, Coordination, Development

Abstract

Inter-regional cooperation is an effort by two or more regions to achieve common goals in accordance with needs. Bakorwil Bojonegoro initiated the formation of collaboration between eight regencies/cities within its working area, plus three bordering regencies, thus forming the acronym Grebang Ratubangnegoro Kertowilangan. However, in this collaboration there is a problem regarding the length of time for establishing this joint secretariat so that the Grebang Ratubangnegoro Kertowilangan Cooperation has not yet started. This delay means that districts/cities cannot implement cooperation with a legal umbrella. This research aims to find out, describe and analyze Bakorwil Bojonegoro in coordinating the formation of cooperation between the Grebang Ratubangnegoro Kertowilangan regions and its obstacles. This research method uses a qualitative approach with content and discourse analysis techniques. In this research, the instrument was developed from Hasibuan's theory (2011) by sharpening the factors that influence coordination, namely unity of action, communication, division of work, discipline. The research findings produced during the analysis are: (1) there are obstacles in the formation of a joint secretariat where officials at the district/city government level have their own activities, (2) there are differences in signing procedures to the regent/mayor, (3) Change of officials during the secretariat formation meeting together and officials asked for time to review. Judging from these obstacles, the suggestions from the researchers are (1) Each district/city can be more aware of the importance of this collaboration, (2) Every meeting of the Bojonegoro Bakorwil collaboration activity can be more reminded that all activities must be carried out in accordance with the agreement, (3) Bojonegoro Bakorwil can remind the relevant officials more frequently whenever there are activities to form inter-regional cooperation, (4) Every time a regency/city official changes, the old official informs the new official about the Grebang Ratubangnegoro Kertowilangann inter-regional cooperation so that it is implemented more optimally.

Abstract

In 2022, the Surabaya City Government launched the Dandan Omah program which is a continuation of the modified uninhabitable housing social rehabilitation program with a new concept. In its implementation, the Surabaya City Government collaborated with external parties, namely the Surabaya City Baznas, the Manarul Ilmi Foundation and KTPR. The purpose of this study is to identify the roles of actors involved in the collaboration in providing habitable housing in the city of Surabaya. This research is a type of qualitative research with a case study approach with content analysis techniques. The analysis was carried out by compiling a content analysis matrix to obtain positive and negative sentiments from each substance obtained from sources and from other supporting data. Data were collected through interview instruments, observation and documentation. The focus of the research is the role of actors consisting of 5 dimensions, namely: 1) policy creator; 2) coordinator; 3) facilitator; 4) implementor; 5) accelerator. The research findings show that the role of policy creator is carried out by the Surabaya City DPRKPP by developing a funding scheme outside the APBD through collaboration. The role of the Coordinator is carried out by the Surabaya City DPRKPP by providing written or unwritten information to other actors. The role of Facilitator is carried out by DPRKPP Surabaya City, Baznas Surabaya City, YMI ITS. The role of implementor is carried out by DPRKPP Surabaya City, Baznas Surabaya City, YMI ITS and KTPR by implementing the program according to mutual agreement. The role of Accelerator is carried out by DPRKPP Surabaya City through the promotion of the Dandan Omah logo on certain souvenirs. Research recommendations for collaborative actors of the Dandan Omah program to create an MoU if there is none and recommend publishing an MoU if there is one as a form of transparency to the public regarding the program run by the government.

Abstract

This study evaluates the implementation of the Recognition of Prior Learning (RPL) Program in Bojonegoro Regency, Indonesia, using the Context, Input, Process, Product (CIPP) evaluation model for village apparatus. This program is a collaboration between the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration Indonesia (Kemendesa PDTT) with Surabaya State University (Unesa) and Yogyakarta State University (UNY). The RPL program aims to improve the competence of village apparatus and recognize their work experience by converting into academic credit. Using a qualitative research approach and using the CIPP evaluation model. An evaluation analysis was carried out on the collaboration between the regional government of Bojonegoro district and the university (Unesa) and the Ministry of Villages-PDTT on implementing the Village RPL program. The source of data comes from informants extracted from the Ministry of Villages-PDTT, Bojonegoro Regency Government, and Surabaya State University (Unisa) using interviews, observation, and distributing several questionnaires to RPL program participants. The findings show, iIn terms of “Context,” this study identifies the importance of the RPL program as a solution to the education and competency gaps of village aparatus. Strengthening village government authority requires village officials to have administrative and managerial skills to manage village development. In the “Input” aspect, the program is designed with a collaborative strategy between educational institutions and local governments through the implementation of higher education by providing scholarships for village aparatus. The implementation of this RPL also follows guidelines that set out the requirements and assessment process for participants. In term of “Process”. this program includes the assessment of participants' portfolio documents by universities to determine the equivalence of learning outcomes with related study programs. Participants then attended online lectures held in accordance with the academic schedule, although there were obstacles, such as digital literacy and limited internet networks. In terms of “Product” analysis showed that this program had a positive impact on improving the competence of village officials. Participants acknowledged new knowledge and skills relevant to their duties, although there was a need for improvement in the provision of information regarding the study programs to be taken by participants. The study recoend to encourage strengthening inter-agency cooperation to overcome technical obstacles and improve the effectiveness of RPL implementation

Abstract

The Ramadhan Market which is held every year on the night of the 29th of Ramadhan in the Sunan Ampel area of ​​Surabaya is an interesting social phenomenon to study, especially from a collaborative governance perspective. Thousands of visitors from various regions flocked to this area to make a pilgrimage to Sunan Ampel's grave, resulting in a surge in economic activity and community mobility in a short time. This condition demands effective management through collaboration between local government, security forces, business actors, religious leaders and local communities. This research aims to understand how this form of collaboration occurs, the factors that support and hinder it, as well as the potential for more structured policy formulation in the future. This research aims to analyze actor collaboration in managing the Ramadhan Market on the night of 29 Ramadhan in the Sunan Ampel religious area, Surabaya.  This phenomenon is an annual tradition that has an impact on the high concentration of visitors and trade activities on the eve of Eid al-Fitr. This research uses a qualitative approach by utilizing Collaborative Governance theory as an analytical tool. Data collection techniques were carried out through observation, in-depth interviews and documentation. The research results show that collaboration between actors, such as city government, security forces, community leaders and traders, takes place informally and situationally, relying on the experience of previous years. Trust factors, local leadership and shared goals are important elements in maintaining cooperative harmony. However, the absence of a formal policy means that coordination is not yet optimal. Thus, more structural collaborative policy formulation is needed to increase the effectiveness of management of the Sunan Ampel area in the future.

Abstract

Penyandang disabilitas dengan jenis disabilitas yang berbeda merupakan salah satu kelompok yang rentan terhadap infeksi virus covid-19. Dalam menghadapi covid-19 dan untuk penyandang disabilitas, pemerintah telah mengeluarkan kebijakan pencegahan. Regulasi ini harus diimplementasikan secara benar, dikarenakan individu dengan disabilitas memerlukan bantuan untuk melakukan aktivitas mereka karena keterbatasannya. Sehingga pendidikan mengenai protokol kesehatan menjadi sangat penting bagi penyandang disabilitas. Penelitian ini merupakan penelitian deskriptif kualitatif dengan pengumpulan data melalui studi literature, observasi, focus group discussion dan wawancara mendalam.  Tujuan dari penelitian ini adalah untuk menguraikan strategy dari pemerintah daerah untuk mengedukasi protokol kesehatan untuk orang dengan disabilitas mental melalui optimalisasi Lembaga sosial di Ponorogo. Hasil penelitian ini mengungkapkan bahwa pemerintah setempat, termasuk juga penyandang disabilitas, mempunyai peran yang signifikan dalam menjalankan protokol kesehatan masyarakat. Edukasi protokol kesehatan untuk penyandang disabilitas dapat dilakukan antara lain dengan a) mengikutsertakan pembicara bahasa isyarat; (b) menyusun panduan pelaksanaan komunikasi dan penyediaan informasi yang inklusif, dan (c) membuat pedoman layanan untuk kelas daring. Edukasi protokol kesehatan dilakukan secara langsung dan tidak langsung. Partisipasi dari lembaga sosial non pemerintah merupakan salah satu cara untuk menerapkan protokol kesehatan bagi penyandang disabilitas di Kabupaten Ponorogo. Komunitas Rumah Harapan Karangpatihan adalah salah satu lembaga non pemerintah yang secara langsung aktif dalam edukasi penyandang disabilitas untuk protocol kesehatan di desa mereka. Edukasi bagi keluarga penyandang disabilitas dilakukan secara informatif. Dalam rangka membatasi interaksi langsung, aktivis Rumah Harapan sering mengkoordinasikan dukungan sosial dari berbagai pihak. Namun sangat disayangkan, pengoptimalan proses edukasi protokol kesehatan untuk penyandang disabilitas tidaklah terkoordinasi dengan baik antara rumah harapan dengan otoritas terkait yang ada di Kabupaten Ponorogo. Bagaimanapun juga, jelas bahwa penyandang disabilitas dalam aktivitas keseharian mereka tidak menerapkan protokol kesehatan.

Abstract

Political decentralization has the consequence of placing the Regional Representative Council (DPRD) in an equal position with the regional head in the administration of regional government. Strengthening the DPRD's institutional function is realized in the Legislation, Budgeting and Controling as the functions of repsentative institusion in the central level. However, The council is considered unable to carry out its functions properly including carrying out the oversight function of planning, implementing activities and local government programs. Based on these conditions, the researchers conducted a competency study of DPRD members in tracking the supervisory function in Gresik Regency. The results, showed that the supervisory process and mechanism carried out by the DPRD had not led to 4 basic stages of supervision; a) Establish standards, b). Measurement performance, c). Comparable performance agains standars and d) Consider correction action. It’s still not done systematically, so the implementation of supervision of the council in Gresik which is translated into commission board still considered sporadic and partial activities. The commission oversight agenda summarized in the work meeting activities, public hearings and work visits of each commission has not yet become an integral activity of a monitoring process. The conclusion, there are gaps between the critical competencies of councill’s members about functions as members of representative institutions. The gap is related to the vision, mission, insights and technical conceptions of each member's task in the field. Supervision task carried out by the Gresik’s council is not systematic and seems sporadic.
