Abstract

Permasalahan perumahan sampai saat ini terus menerus menjadi isu utama yang dihadapi oleh pemerintah Indonesia. Salah satu program yang dijalankan oleh pemerintah dalam upaya menanggulangi rumah tidak layak huni adalah program bedah rumah. Bedah rumah adalah program kesejahteraan sosial bagi masyarakat yang berpenghasilan rendah atau fakir miskin untuk mewujudkan rumah yang layak huni. Penelitian ini bertujuan untuk melihat dan mendeskripsikan bagaimana responsivitas pemerintah daerah dalam menanggulangi rumah tidak layak huni melalui program bedah rumah di Kecamatan Pollung Kabupaten Humbang Hasundutan.Penelitian ini menggunakan teori pelayanan publik dan responsivitas untuk mengkaji pelaksanaan program bedah rumah dalam menanggulangi rumah tidak layak huni di Kecamatan Pollung, Kabupaten Humbang Hasundutan. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Data dan informasi yang didapat, dianalisis secara kualitatif dengan menggunakan pendekatan teori responsivitas menurut Zeithaml yang meliputi 6 indikator yaitu, kemampuan merespon, kecepatan melayani, ketepatan melayani, kecermatan melayani, ketepatan waktu dan kemampuan menanggapi.Hasil dari penelitian menunjukkan bahwa Responsivitas Pemerintah daerah dalam menanggulangi rumah tidak layak huni melalui program bedah rumah di kecamatan Pollung kabupaten Humbang Hasundutan sesuai dengan teori responsivitas menurut Zeithaml sudah baik namun belum maksimal. Karena dilihat dari ketepatan melayani belum sepenuhnya baik dan jauh dari kata sempurna dalam pelaksanaan program bedah rumah dengan adanya seleksi tidak transparan dan adil.Kata kunci: Responsivitas, Tidak Layak Huni, Bedah Rumah.

Abstract

Desa Wisata Lingga memiliki daya tarik tersendiri bagi wisatawan yang berkunjung ke Kabupaten Karo karena destinasi pariwisata yang ditawarkan adalah destinasi yang sudah mulai jarang ditemui. Hanya tempat-tempat tertentu saja yang masih menyimpan alat-alat kebudayaan tradisional dan rumah adat seperti Desa Wisata Lingga.  Ironisnya hal ini tidak menjadi permasalahan serius bagi pemerintah sehingga pengelolaan yang dilakukan masih sangat minim, diantaranya belum adanya keterbukaan antar aktor terkait dalam penyusunan kebijakan, minimnya tindakan rehabilitasi terhadap rumah adat yang menjadi icon wisata, kurangnya sarana dan prasarana yang mendukung terhadap promosi Desa Wisata Lingga, tidak adanya kontrol anggaran yang jelas dan terbuka, serta terdapat kebutuhan dan harapan publik yang tidak terpenuhi oleh Dinas Pariwisata terkait dengan pengelolaan Desa Wisata Lingga. Untuk itu, penelitian ini bertujuan untuk mengkaji dan mendeskripsikan akuntabilitas pengelolaan Desa Wisata Lingga di Dinas Pariwisata Kabupaten Karo. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Hasil dari penelitian merujuk pada teori akuntabilitas yang dikemukakan oleh Koppel (2005), yang mencakup transparancy, liabillity, controllability, responsibility, dan responsiveness. Lingga Tourism Village has its own attraction for tourists who visit Karo Regency because the tourism destinations offered are destinations that have begun to be rarely encountered. Only certain places still store traditional cultural tools and traditional houses such as Lingga Tourism Village.  Ironically, this is not a serious problem for the government so that the management carried out is still very minimal, including the lack of openness between relevant actors in policy formulation, the lack of rehabilitation measures for traditional houses that have become tourist icons, the lack of facilities and infrastructure that support the promotion of the Lingga Tourism Village, the absence of clear and open budget control, and there are public needs and expectations that are not met by the Agency Tourism is related to the management of Lingga Tourism Village. For this reason, this study aims to examine and describe the accountability of the management of Lingga Tourism Village at the Karo Regency Tourism Office. The research method used in this study is qualitative descriptive. The results of the study refer to the accountability theory put forward by Koppel (2004), which includes transparency, liabillity, controllability, responsibility, and responsiveness.

Abstract

This research is based on the problem of implementing PPDB online which is not running responsibly. The implementation of the PPDB is accounted for by the North Sumatra Provincial Education Office which is the locus of the research. This research uses qualitative research methods to describe the accountability of online PPDB implementation in North Sumatra Province. The data collection process is through interviews, documentation, observation, and relevant literature studies and is presented through data reduction techniques, data presentation, data interpretation, and concluding. The research results are described through Ellwood's theory which suggests that public accountability consists of honesty accountability, legal accountability, and process accountability. The research results describe that accountability for program implementation is not going well. Illustrated through the accountability aspect of honesty, namely the attitude of implementers who are not honest and open to the user community. The legal accountability aspect is that program implementation does not run according to the schedule specified in the applicable regulations, and the process aspect is that program implementation does not run in an orderly manner due to facilities or information systems that do not function well in accommodating or supporting the PPDB activity process.

Abstract

This study aims to describe and examine effectiveness The Procurement General Plan Information System (SIRUP) in Department of Agriculture Asahan. This research uses a descriptive method with a qualitative approach. Data collection was carried out using structured observation, documentation, literature study, and in-depth interviews through purposive and snowball sampling. The results of this study indicate that the effectiveness of the use of the General Procurement Planning Information System (SIRUP) at the Asahan District Agriculture Office has been going quite well but cannot be said to be effective, because there are still obstacles encountered in its use. This can be seen from the SIRUP Admin who inputs data outside working hours so that he can enter data into the General Procurement Planning Information System (SIRUP), and the input is not carried out all at once which causes the use of the General Procurement Plan Information System (SIRUP) to not run effectively. But in terms of announcing the General Procurement Plan (RUP) it is quite easy for the Asahan District Agriculture Service.

Abstract

Capacity development is very important in realizing a child-friendly regency because the government can help increase its capacity in designing and implementing its policy and program focused on child prosperity. The indicators of organizational capacity development, proposed by Leavitt indicate some problems in the capacities of physical resource and operational process. Therefore, it is necessary to have organizational capacity development. The objective of the research is to describe and analyse some steps in developing capacity at the Population Control, Family Planning, Woman Empowerment, and Child Protection Agency, Serdang Bedagai Regency, in realizing a Child-Friendly Regency. The research employs qualitative analytic method. The result of the research shows that organizational capacity development needs the dimension of physical resource capacity. Based on organizational structure indicator, a lot of workloads are not balanced by the number of personnel. Consequently, the employees in the section on woman’s protection, child protection, and the fulfilment of child rights sometimes need help from the other sections in carrying out the policy of child-friendly regency/municipality. Based on the finance indicator, it seems that there is no budget allocation which causes some obstacles in some programs of child-friendly regency/municipality. Based in the indicator of regulation, there is no regional regulation concerning child protection which leads to a high violation rate in children.

Abstract

Abstract:  This study aims to increase Regional Original Revenue (PAD) in Dairi Regency and reduce reliance on federal subsidies by improving tax collection and management. The main objective is to evaluate the strategies used by the Dairi Regency Regional Revenue Agency (BAPENDA) to optimize PAD through intensification and extensification of local taxes. Using a descriptive and qualitative approach, the study gathered data through interviews, observations, and document analysis. The findings highlight BAPENDA’s efforts to modernize tax collection, including the implementation of digital payment systems and collaboration with village leaders to extend tax operations. Despite a 15% increase in tax revenue from hotels and restaurants following the introduction of Tapping Boxes, challenges such as staffing shortages and uncollected revenue persist. The study suggests that improving human resources, public awareness, and infrastructure is crucial for long-term success. Future research should assess the socioeconomic impact of PAD optimization on local businesses and services, and explore strategies for sustainable revenue growth.

Abstract

Global Warming is a concern for the world today because of the significant climate change phenomenon felt by the world's population. One of the adverse impacts is poor air quality. Based on various reports on environmental conditions, air quality is the second highest cause of death in the world. One way that has been done is to improve the use of energy in transportation systems to renewable energy such as electric buses. The problem that exists in achieving the objectives of the method is how the community responds to the services provided by the government in this renewable transportation system.This study aims to provide empirical results regarding the effect of service quality from the Medan City Transportation Agency on public interest in using electric bus transportation services. The theory used is Service Quality (SERVQUAL) from Parasuraman and The Planned Behavior from Icek Ajzen. The method used is quantitative method with associative research type. The research respondents were 89 people. Data collection techniques using questionnaires and field observations. The data analysis used includes validity test, reliability test, descriptive statistical analysis test, normality test, linearity test, and hypothesis testing using simple linear regression test, correlation coefficient test (r test), determination coefficient test (r2) and partial significance test (t test). Processing of this questionnaire data using SPSS version 26 software.  The results showed that there is a positive relationship between service quality and public interest. The results of the linear test with a value of 0.156 which means that there is a linear relationship between variables X and Y. The results of the simple linear regression test of the service quality variable (X) with a regression coefficient (b) of 0.422, a constant value (a) of 8.186. The result of the correlation coefficient (r test) is 0.873 and the coefficient of determination test is 0.762 which can be concluded that the two results are included in a very strong relationship, and based on the results of the coefficient of determination test, there is an influence of the service quality variable (X) on public interest (Y) of 76.2%.

Abstract

Despite the availability of various contraceptive methods, men's participation in the family planning programme is still limited, mainly due to cultural and religious considerations towards the vasectomy method. In addition, family planning services for men are still dominated by women as Family Planning Field Instructors (PLKB). This has resulted in men being reluctant to consult in its implementation. This raises a question mark as to why the Family Planning Programme is not so visible among the community? The purpose of this research is to find out how the implementation of family planning programme through men's participation in the use of contraceptive methods in Medan City Sub-district, Medan City. The method used is descriptive research method with qualitative approach. The data were analysed qualitatively using the Merilee S. Grindle Model with two main variables, namely policy content and policy environment. The results concluded from the policy content indicator showed that Medan Kota Sub-district really needed a family planning programme because the number of poor people in Medan Kota Sub-district was still a concern, and from the policy environment indicator showed that there was full support from the government regarding long-term family planning methods.

Abstract

Proyek pengabdian masyarakat ini bertujuan untuk memberdayakan pedagang es krim di kawasan Universitas Sumatera Utara (USU) dengan meningkatkan keterampilan kewirausahaan mereka. Pedagang kaki lima (PKL) di kawasan ini menghadapi tantangan utama seperti keterbatasan pengetahuan dalam pengelolaan keuangan, pemasaran yang efektif, serta inovasi produk. Untuk mengatasi tantangan tersebut, proyek ini memberikan pelatihan praktis mengenai manajemen keuangan yang baik, pemasaran digital yang tepat sasaran, serta pengembangan produk yang menarik dan sesuai dengan tren pasar. Selain itu, sosialisasi mengenai pentingnya penggunaan teknologi dalam pemasaran dan manajemen usaha juga dilakukan untuk meningkatkan daya saing mereka di pasar yang semakin kompetitif. Pendampingan intensif diadakan untuk memastikan bahwa pedagang dapat mengaplikasikan ilmu yang telah diperoleh dalam operasional sehari-hari mereka. Dengan demikian, tujuan utama dari proyek ini adalah untuk meningkatkan efisiensi operasional, memperluas jangkauan pasar, dan membantu pedagang dalam mengelola usaha mereka secara lebih profesional dan berkelanjutan. Diharapkan, dengan pemberdayaan ini, perekonomian lokal akan semakin kuat, dan tercipta lebih banyak peluang kerja bagi masyarakat melalui peningkatan kapasitas kewirausahaan yang ada di lingkungan kampus dan sekitarnya.

Abstract

Serdang Bedagai Regency is one of the areas famous for its tourism, both beach tourism and unique conservation tourism and has become one of the trendy places for tourist visits, namely Rahmat Zoo & Park. However, there are still some weaknesses that are a problem in its development, namely the lack of unique animals such as elephant tigers lions and other unique animals and cleanliness in attractions that still need to be maintained and the promotion of this attraction is also still not optimal and reaches all circles, especially parents. This study aims to determine the promotional strategy in the development of the Rahmat Zoo & Park tourist attraction in Serdang Bedagai Regency. This research uses a qualitative descriptive approach with data collection techniques, namely interviews, observation and documentation. The indicators used are promotional strategies in the development of tourist attractions according to David (2015) there are 4 (four), namely strengths, weaknesses opportunities and threats. The results of this study show that Rahmat Zoo & Park has great potential with various attractions and attractive facilities as well as support from the local government. However, there are several challenges that need to be overcome, such as the lack of step animal collections, not optimal cleanliness, and promotions that have not reached all circles of society, especially parents.
