Abstract

The quality public services can be fulfilled when the agency is able to manage the morale of each employee well. High morale will encourage employees to work optimally. However, classical issues related to public services are in fact still often occur at Medan City Population and Civil Registration Agency where the administration process provided is still considered complicated and slow by the society. This study aims to determine and analyze the influence of the work environment on employee morale. The type of research used is associative (relationship) with a quantitative approach. The sampling of 55 public civil servants at Medan City Population and Civil Registration Agency was carried out using probability sampling technique. Data obtained through questionnaires were analyzed descriptively and processed using SmartPLS program. The results of this study indicate that: 1) the work environment condition is at 4.08 which means entering in good category, 2) the employee morale earned a 4.20 so it is classified in a high-level, 3) the work environment has a positive and significant effect on employee morale with R Square value of 0,577. This means that the contribution of the work environment influence to the morale of employees at Medan City Population and Civil Registration Agency are at 57,7% and other 42,3% is influenced by other variables beyond this study.

Abstract

This research is based on the problem of implementing PPDB online which is not running responsibly. The implementation of the PPDB is accounted for by the North Sumatra Provincial Education Office which is the locus of the research. This research uses qualitative research methods to describe the accountability of online PPDB implementation in North Sumatra Province. The data collection process is through interviews, documentation, observation, and relevant literature studies and is presented through data reduction techniques, data presentation, data interpretation, and concluding. The research results are described through Ellwood's theory which suggests that public accountability consists of honesty accountability, legal accountability, and process accountability. The research results describe that accountability for program implementation is not going well. Illustrated through the accountability aspect of honesty, namely the attitude of implementers who are not honest and open to the user community. The legal accountability aspect is that program implementation does not run according to the schedule specified in the applicable regulations, and the process aspect is that program implementation does not run in an orderly manner due to facilities or information systems that do not function well in accommodating or supporting the PPDB activity process.

Abstract

The important factor which indicates the effectiveness and efficiency of an organization is the organizational complete planning in implementing its vision and mission. North Sumatera province grants B accreditation in its SAKIP and RB which indicates that it needs improvement in terms of work Unit and the commitment of performance management. The Community and Rural Empowerment, Population, and Civil Registry Agency of North Sumatera Province, as one of the Regional Apparatus Organizations, has RENSTRA (Strategic Plan Document). However, there is no standard procedure in the process of determining the performance goal and target. Therefore, the objective of the research is to find out and describe in detail the performance planning in the Agency. The research employs qualitative approach. The result of the research shows that the Agency has implemented the management system of employee performance based on Regulation of the Minister for Administrative Reform and Bureaucratic Reform of the Republic of Indonesia No. 6/2022. However, there are still many things that have to be improved such as determining the work standard in the process of organizing employee Performance Targets which focuses only based on the time achievement and not based on the achievement of the quality of performance. It is found that the process of performance planning in the Agency is not maximal in its performance communication. It can be seen from the failure to involve all employees in formulating the goal and target

Abstract

The objectives of this study are to: 1) identify the knowledge sharing practices of educational staff at Universitas Negeri Medan, 2) assess the performance of educational staff at Universitas Negeri Medan, and 3) explain the influence of knowledge sharing on the performance of educational staff at Universitas Negeri Medan. This research is classified as explanatory research, which examines the relationship between the knowledge sharing variable (X) and the performance variable (Y) of educational staff at Universitas Negeri Medan. The results indicate that knowledge sharing has a positive relationship with performance, as represented by the regression equation Y=15.372+0.2X. The correlation coefficient r=0.49 signifies a moderate relationship between the two variables, with a coefficient of determination of 24.1%, suggesting that knowledge sharing accounts for 24.1% of the variance in performance.

Abstract

Risk-based business licensing services are an important component in supporting regional economic growth. The quality of responsive services plays an important role in determining the satisfaction of business actors as service users. However, in Nias Regency, the quality of business license services still faces challenges that affect business actor satisfaction. This research uses quantitative methods, and data is collected through questionnaires distributed to 95 business actors who have processed risk-based business licenses in Nias Regency. The analysis method used in the study is SEM (Structural Equation Model) analysis. The data obtained is then analyzed and processed by conducting inferential statistical data analysis measured using SmartPLS (Partial Least Square) software, including model measurement (outer model), which aims to measure the validity and reliability of research instruments, and model structure (inner model) to describe the relationship between latent variables. The results showed that responsiveness in licensing services has a significant impact on business actor satisfaction. Responsiveness has an effect of 80.9% on business actor satisfaction, while the remaining 19.1% is the influence of other variables not examined in this study.

Abstract

This study analyzes the effectiveness of e-KTP services through the Population Administration Information System (SIAK) application at the Department of Population and Civil Registration of Deli Serdang Regency. This research focuses on the importance of digitalizing public services to enhance efficiency, transparency, and accessibility for the community. A qualitative descriptive approach was used in this study, with data collected through interviews, observations, and documentation. The findings indicate that the implementation of SIAK has accelerated the issuance process of e-KTP, with an estimated printing time of approximately five minutes after submission. However, several challenges were encountered in implementing this system, including the public’s limited understanding of technology, infrastructure constraints, and technical issues in system operations. Additionally, resistance to change and limitations in human resources have also hindered service effectiveness. Overall, the application of SIAK in the Deli Serdang Regency has significantly improved administrative services for population registration. However, further optimization is needed regarding human resource training, infrastructure enhancement, and public outreach to ensure the system operates more effectively and sustainably.

Abstract

Penelitian ini bertujuan untuk menganalisis profesionalisme Aparatur Sipil Negara (ASN) dalam menunjang kinerja pada Sekretariat DPRD Kabupaten Malinau. Penelitian dilakukan dengan pendekatan studi kasus kualitatif deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa sebagian ASN telah menunjukkan kreativitas, inovasi, dan responsivitas dalam pelaksanaan tugas, namun pencapaian tersebut belum merata di seluruh pegawai. Faktor pendukung profesionalisme meliputi komitmen pimpinan, ketersediaan fasilitas, dan visi organisasi yang jelas. Sementara itu, faktor penghambat mencakup perencanaan kerja yang kurang optimal, rendahnya inisiatif pegawai, kesenjangan kompetensi, dan pemanfaatan waktu kerja yang kurang efektif. Studi ini menyimpulkan bahwa peningkatan kapasitas sumber daya manusia, penguatan budaya kerja yang proaktif, serta perbaikan sistem manajemen kinerja diperlukan untuk mendorong peningkatan profesionalisme ASN di Sekretariat DPRD Kabupaten Malinau.

Abstract

This research aims to identify and describe in detail the coordination in the emergency response to earthquake disasters in North Tapanuli Regency in 2022. The research method used in this study is a qualitative approach with a descriptive method. Data collection was carried out through interviews, observations, and documentation. The data obtained were analyzed qualitatively using the coordination theory proposed by Sugandha (1988:83-101) which includes: organizational structure, planning, procedures, and supervision. The results of the study indicate that the formation of the organizational structure and planning was coordinated effectively. However, procedures and supervision were not coordinated effectively. In the subvariable of organizational structure, the structure depicts important functions as part of the main tasks, the presence of unity of command, and a clear division of labor. In the subvariable of planning, the activity plans, implementation methods, and facilities used are well-coordinated. Furthermore, in the procedural implementation, the distribution of staple food aid to earthquake victims does not follow the procedure, as the distribution is not timely and inconsistent. In the subvariable of supervision, discrepancies are found between implementation and planning, where there are third parties providing direct assistance to victims; discrepancies between implementation and procedure, where the distribution of aid does not follow the correct procedures; discrepancies between implementation and objectives, in which the needs of the victims are not met evenly and not on time.

Abstract

This research aims to examine and analyze the effect of the implementation of the operational assistance for family planning policy on the success of the modern family planning program in Medan. The method used was an associative method with quantitative data analysis. Data analysis was performed using Smart PLS software version 4.1.1.5, which included validity and reliability tests for the measurement model, as well as hypothesis testing to measure the influence between policy implementation variables and programme success. The results of the research indicate that the variable implementation of the operational assistance for family planning policy affects the variable success of the modern family planning program by 0.883. This is consistent with hypothesis testing results, where the t-statistic value is 47.581, while the t-table value is 1.66, thus t-statistic > t-table (47.581 > 1.66) with a significance level of 0.000. For the independent variable, the most influential indicator is the disposition or attitude of implementers, while the least influential is human resources. For the dependent variable, the most influential indicator is the alignment of the program with its benefits, while the least influential is the alignment of the beneficiary group with the implementing organization. The coefficient of determination shows that 78% on the success of the modern family planning program is affected by the implementation of the operational assistance for family planning policy, while 22% is affected by other variables not included in this research.

Abstract

The increasing number of internet users in Indonesia has resulted in an increased need for internet infrastructure. The city of Medan is one of those affected, where there are many chaotic internet infrastructures. The Medan City Public Works Service has overcome this phenomenon, but many violations are still found in the field. The purpose of this study was to determine the supervision of licensing management for fiber optic network infrastructure by the Public Works Department of Medan City. The research method used is a qualitative research method with an approach. The results of research in the field show that the supervision of licensing management carried out by the Medan City Public Works Service has not gone well. This can be observed from the many installations of internet network infrastructure in Medan City that are not in accordance with Medan Mayor Regulation Number 17 of 2020 concerning Guidelines for Structuring and Controlling Telecommunication Towers and Fiber Optic Networks. Among them are installations that do not get permission from the local community, disruption of access to and out of 4-wheeled vehicles, and construction toe points that are too close to the side of the sidewalk.
