Abstract

Kelaiklautan Kapal adalah keadaan kapal yang memenuhi persyaratan keselamatan kapal, pencegahan pencemaran perairan dari kapal, pengawakan, garis muat, pemuatan, kesejahteraan Awak Kapal dan kesehatan penumpang, status hukum kapal, manajemen keselamatan dan pencegahan pencemaran dari kapal, dan manajemen keamanan kapal untuk berlayar di perairan tertentu. Namun dalam pengoperasian kapal masih banyak ditemukan kapal yang belum layak laut, namun tetap dipaksakan untuk berlayar karena dalam menentukan sebuah kapal laik laut belum secara utuh dan maksimal karena sifatnya terkadang belum jelas. Maka dari itu tujuan dari penelitian ini adalah untuk mengetahui sertifikat keselamatan kapal, untuk mengetahui proses penerbitan sertifikat kapal oleh Kementerian Perhubungan. Manfaat penelitian mengetahui dan menambah pengetahuan tentang status hukum kapal dalam rangka menciptakan keselamatan berlayar dan juga. Metode penelitian yang digunakan yaitu metode kualitatif dengan menggunakan analisis deskriptif dengan cara mengumpulkan data data dari studi pustaka, dokumen dan data diskriptif dari tulisan dari beberapa sumber dan juga sumber dari pihak pihak yang ada didalam proses penerbitan sertifikat keselamatan kapal. Penelitian ini menunjukan bahwa proses penerbitan sertifikat keselamatan kapal dalam pengajuannya harus melihat expired date, pengajuan permohonan tersebut diajukan ke KSOP lalu pada melalui bidang SHSK menunjuk Marine Inspector untuk melakukan pemeriksaan kapal dan mendapat data kapal untuk persyaratan penerbitan sertifikat keselamatan kapal. Keterlambatan penerbitan terjadi karena adanya ketidaksesuaian data oleh PPKK maka seharusnya selalu memperbaharui data data diatas kapal berdasarkan kenyataan yang ada.

Abstract

Fishermen's lives are less prosperous, this is due to uncertain income and operational costs in shipping and ship maintenance. The aim of this research is to analyze the welfare of fishermen in Gempol Sewu Village, Kec. Rowosari, Kendal Regency. The method used in this research is a qualitative method, with this qualitative method you can find out directly what things influence the income and welfare of fishermen by conducting interviews with fishermen in the Gempol Sewu area. The information in thisresearch is fishermen in Gempol Sewu Village who are represented by several fishermen in the area. Based on interviews and literature studies conducted, it can be concluded that the lack of welfare of fishermen is caused by several main factors. First of all, the cost of boat maintenance and safety while sailing are crucial factors that put financial pressure on fishermen. Efforts to ensure vessels remain in good condition andmaintain safety while sailing require significant investment, which may be difficult for most fishermen to afford. Concrete steps such as providing skills training programs, easy access to capital at low interest rates, and the formation of fishermen's cooperatives can be a solution to improve the welfare of fishermen and open up opportunities for them to develop businesses other than being fishermen. In this way, it is hoped that fishermen can have a more economically sustainable alternative and improve their overall standard of living.

Abstract

Maritime vocational education plays a strategic role in preparing competent, professional, and competitive seafarers. However, nautical education management is often oriented toward fulfilling curriculum requirements and certification standards, without viewing cadets as strategic human capital. This study aims to analyze maritime vocational education management from a human capital perspective, particularly in developing the work readiness of Diploma IV Nautical graduates. A qualitative research method with a case study approach was employed at a state maritime polytechnic. Data were collected through in-depth interviews with 12 informants consisting of institutional leaders, nautical lecturers, simulator instructors, senior cadets, and alumni working in the shipping industry. Data were enriched through observation of learning processes in classrooms, simulators, and training vessels, as well as analysis of curriculum documentation and academic policies. Data analysis used thematic analysis with NVivo 12 software. The findings indicate that maritime vocational education management focuses primarily on regulatory compliance and STCW certification, while human capital development—such as long-term competence value, critical thinking, and safety culture—has not been optimally integrated. This study recommends strengthening human capital-based education management to sustainably enhance the quality and competitiveness of nautical graduates.

Abstract

This study aims to analyze how the implementation of the Plan Maintenance System (PMS) and safety training contribute to the preparedness of the MV Nadhif crew in facing emergencies. The research method used is descriptive qualitative, with data collection techniques through direct observation, interviews with five crew members, and documentation. The results of the study indicate that the PMS on the MV Nadhif has generally been implemented in accordance with procedures, especially for safety equipment such as lifeboats, fire extinguishers, and emergency pumps, although its implementation is still constrained by time and resources. Meanwhile, crew safety training such as fire drills and abandon ship drills are still not carried out regularly, only about once every six months. This lack of training frequency has an impact on the low preparedness of the crew in facing emergencies. Therefore, integration between a regular PMS system and routine safety training is needed to form an optimal work safety culture on board.

Abstract

The causes of ship collisions while navigating TSS (Traffic Separation Schemes) are caused by various factors including the ship's own crew, environmental factors, equipment factors and the application of high-speed ship operating standards. The main safety factor in navigation for high-speed ships is that the ship is manned by a crew that is competent in operating high-speed ships and is supported by equipment suitable for high-speed ships. The purpose of this paper is to analyze the factors that cause the risk of collisions for high-speed ships, the second is to analyze the main safety factors in navigating on traffic separation charts, and the third is how to increase the safety of high-speed ships when navigating. The method used is the literature review method. Namely by collecting several data sources from several scientific journals and from several studies and several books related to research material. The discussion obtained data on the causes of high-speed ship accidents when navigating on traffic separation charts and how to improve ship safety. The conclusion is that ship accidents can be minimized if the ship is manned by a competent crew, appropriate equipment and implementation of appropriate ship operating procedures.

Abstract

Venting and temperature are important factors that can affect the efficiency and safety of the LPG loading and unloading process, especially on ships with a fully refrigerated system. This research aims to determine the effect of venting and temperature on LPG loading and unloading activities on the fully refrigerated LPG/C Prima Lautan II ship. This research uses a quantitative approach with survey methods. Data analysis was carried out using multiple linear regression to determine the simultaneous and partial influence of the independent variables (venting and temperature) on the dependent variable (LPG loading and unloading efficiency). The analysis results show that both venting and temperature have a significant effect on loading and unloading activities. Venting contributes to keeping the pressure stable during the process, while temperature has an influence on the evaporation speed and LPG vapor pressure in the tank. The significance value for both variables is less than 0.05, indicating that statistically both have a real influence on the efficiency of LPG loading and unloading activities. The results of the research indicate that if the ventilation and handling work simultaneously well, smooth LPG loading and unloading activities will be achieved on the LPG/C Prima full refrigerated ship.
